Baton Rouge
The Campaign for a Greater Baton Rouge is a five-year (2006-2010) initiative that is delivering a
highly professional and proactive, nationally competitive economic development program for the
nine-parish Baton Rouge area. Funded by more than 120 leading organizations, the campaign includes
seven strategies that work together to drive economic development:

relevant messages to national and international site-selection and relocation
professionals throughout 2009. BRAC’s marketing mix included targeted,
creatively-designed advertising and direct marketing materials; valuable trade
show and conference attendance; and a far-reaching public relations campaign. BRAC’s marketing
efforts created a prospect pipeline of an average of thirty-eight prospects/month for the year.
In every month of 2009, BRAC spread the message about the region’s economic prosperity
and aggressive tax incentive programs, among several other benefits. Eight national, industry-specific publications
were selected for this advertising, including Area Development, Business Xpansion Journal, Trade & Industry
Development, and The Wall Street Journal. The use of online banner ads and Google™ pay-per-click listings served

Public relations efforts not only resulted in hundreds of regional articles
The growing digital media industry was frequently marketed too. Branded as Baton Rouge
Area Digital Industries Consortium (BRADIC), the promotional pieces developed by
BRAC included an ad in the annual Game Developer conference magazine and
a tri-fold, full-color direct marketing brochure with case study insert.
The latter highlighted the substantial incentives now available
to digital interactive media companies with operations
in Louisiana and was mailed to nearly 500
targeted digital interactive media business
about BRAC’s work and/or economic development in the Capital Region, but
also an impressive number of high-profile stories in many distinguished national
publications. Among the topics covered were the emerging life science and digital
media sectors in the Baton Rouge area and the region’s strong economic performance
during a national recession. Such stories were featured in acclaimed sources including
American City & County, Area Development, BioBusiness, BusinessWeek, Business Xpansion
Journal, CNNmoney.com, The Economist, MSN.com, and the Washington Examiner.

As BRAC’s 2009 economic survey showed, an educated, highly-

BRAC actively took part in the recruitment and research of potential
candidates for the new East Baton Rouge Parish (EBR) school
superintendent. First, we persuaded the EBR School Board to conduct
a national search and followed that up by assembling teams that
visited each of the cities of the finalists. A welcome reception for the
new superintendent, John Dilworth, by the business community took
Review Commission (LAPERC) to set specific goals for
developing a preeminent higher education system in the state.
The local Workforce Investment Board (WIB) garners much
support from BRAC. In order to improve the workforce delivery
system in our region, BRAC worked with the WIB to formulate a
vision for how the WIB can evolve in 2010, successfully advocated
for the appointment of a new, business-led majority on the WIB,
and facilitated beneficial conversation between the local WIB
and the leadership of the Louisiana Workforce Commission.

Early in the year, BRAC endorsed Louisiana Department of Education
Superintendent Paul Pastorek’s recommendation to place eight of twelve
academically unacceptable schools in the state’s recovery school district.
Later efforts surrounding public education included partnering with the
mayor-president, the district attorney, and sheriff to construct a truancy
taskforce dedicated to tackling the truancy issue in EBR.
BRAC publicly supported two higher education-related bills during the 2009
session as part of its legislative priority to ensure the competitiveness of
Louisiana’s research universities. While neither successfully passed then, the
legislation did, however, go further through the process than ever previously

achieved and will remain a key aspect in 2010. The issues of developing a
performance-based funding formula that prioritizes research and workforce
needs and granting higher education institutions with the ability to adjust
self-generated revenue without two-thirds majority legislative approval live
on, and BRAC continues to actively advocate for both.

FuturePAC
BRAC’s political action committee, FuturePAC, actively served its mission to support issues and candidates
that promote economic development in the Baton Rouge area in 2009. Having maintained its “Big PAC”
status (250+ members) since 2006, 2009 again allowed FuturePAC the ability to contribute twice
the amount of contributions as regular PACs to candidates it chose to endorse.
FuturePAC first exercised its Big PAC status contribution ability in the first quarter when it
publicly endorsed all three candidates who ran for state senate in District 16. All three
candidates were in alignment with FuturePAC’s goal to improve the business climate
and competitiveness of the Capital Region.
Following suit to engage on top economic development issues that
are placed on public ballot, FuturePAC endorsed the Central
Community School system’s tax proposals in the second quarter –
all of which successfully passed – and again in the third
quarter when it began a multi-month promotional
campaign focused on its strong endorsement of
the East Baton Rouge Parish bond election.
Also in 2009, FuturePAC
commissioned a survey in
order to measure regional residents’
sentiments toward the proposed loop.
At a FuturePAC press conference in May, the
overwhelmingly-positive results in favor of a loop
being constructed were unveiled to the public. FuturePAC
first endorsed the development of a Baton Rouge loop in 2008
and will continue to advocate for its development.
