Message from the Superintendent
The goal of the 2009-2010 Annual Report for the R.G. Drage Career Technical Center is to
spotlight the following major accomplishments: curriculum, new career offerings, finances,
student and staff recognition, and scholarships.
I’m very pleased to recognize our new Treasurer, Nicole Nichols. She has done an outstanding
job overseeing a budget of approximately $7,300,000. Also, I would like to recognize Robert
Foltz, our Board President, for his 13 years of service and for representing the Minerva Local
Schools. His leadership has been outstanding, as well as the leadership of the other Board
members representing Brown Local, Fairless Local, Louisville City, Northwest Local, and
Tuslaw Local.
The student enrollment for last school year was 670, which is the largest enrollment in the
history of the school. When the school was dedicated in 1977, there were 294 students.

During this past year, the administrative team and advisory committee added the
Dental Assistant/Hygienist program. The curriculum was selected and approval was given for
a new state-of-the-art dental lab and class room, which were constructed during the summer.
A new Marketing Education satellite program was also implemented, and it is located at
Louisville High School. With the addition of these two new programs, the enrollment should
continue to increase yearly.
Business and committee partnerships continue to play a vital role in the success of the R.G.
Drage Career Technical Center by awarding many scholarships. Eighteen seniors received
$51,150 in scholarship awards. In July, a new $5,000 grant was received from The Grainger
Foundation. This money will be divided into five $1,000 grants for outstanding seniors.
Allow me to share with you a success story of two Drage graduates. Ralph Schie completed
the Welding program in 1982. In 1983, Sherry Thompson completed the Office/Clerk
Specialist program. The two graduates were married in 1984, and they now own and operate
a very successful business, R&S Caps and Truck Accessories, with offices, show rooms, and
installation facilities in Akron and Strasburg. They currently have 13 employees. As successful
entrepreneurs, they credit their success to the education they received at R.G. Drage.
As I have reviewed this past year’s accomplishments, I can state without reservation that
2009-2010 was an excellent year, of which we can all be proud. I deeply regret that
Dr. Raymond (1916-2006) and Mrs. Marianna Drage (1917-2009) are no longer with us to
witness the magnitude and continuing impact of their dreams.

Message from the Director
We all understand the uncertainty we face daily regarding the future of school funding. Yet, in
spite of this uncertainty, we continually strive to improve our support for student success. We
believe we gained quite a bit of ground in this area during the 2009-2010 school year.
In the area of program curriculum, we were pleased with the successful start of our
new Marketing Education program which is housed at Louisville High School. Under
the leadership of instructor, Susan Everhart, student success exceeded our already high
expectations. Susan is an excellent instructor, and she is a very valuable new member of our
staff.

In an effort to provide every means for our students to achieve, we began our participation
in two initiatives – The Ohio Improvement Process and iCARE. We hope to combine the
knowledge gained through assessment data and the use of community resources to promote
greater student achievement.
We will continue to move forward, constantly striving to improve. However, we will do this
without several of our colleagues who had been with the Drage family for a number of years.
We wish them all the best as they cross the threshold into another chapter of their lives, and
we thank them for their contribution to our success. Mrs. Darlene Byer, General Office

DR. and MRS. RAYMOND G. DRAGE
Together Again
Dr. Raymond G. Drage passed away on December 12, 2006, at the age of 90. He had dedicated 63 years of
his life to education. A pioneer in his field, he co-authored a Bill for the Ohio Legislature in 1963 to make
vocational education available to all Ohio students in Grades 11 and 12. In 1964, he provided the leadership
in forming the Stark County Area Joint Vocational School District, which includes the following six districts
located in Stark and Carroll Counties: Brown Local, Fairless Local, Louisville City, Minerva Local, Northwest
Local, and Tuslaw Local. In 1976, R.G. Drage Career Technical Center was built to serve these six school
districts and named in his honor.
Nearly three years later to the day (December 9, 2009), his loving and supportive wife of over 65 years was
reunited with him. Marianna Drage, daughter to the late Noble and Grace Dager, was born in Waynesburg,
Ohio, in 1917. Marianna graduated from Waynesburg High School in 1935 and Capital University in 1939
with a bachelors degree from the School of Music. She taught music in Paris Township Schools and North
Canton City Schools. Marianna was a member of Good Shepherd Lutheran Church where she played piano
and organ.
Every year a $1,000 scholarship is awarded to an outstanding graduate of the R.G. Drage Career Technical
Center, which is provided by the Raymond G. and Marianna Drage Charitable Fund through the Stark
Community Foundation. This year’s award was given to Hannah Schillig, a graduate of the Administrative
Medical Assisting program. Though Dr. & Mrs. R.G. Drage will be deeply missed, their legacy will live on
through their scholarship program.

Miller Weldmaster Presented
Plaque of Appreciation
On May 24 of this year, a plaque was presented to Al Miller, founder of Miller Weldmaster
Corporation, and his wife Tina. It was given in appreciation by Larry Morgan,
Superintendent of R.G. Drage Career Technical Center, for their outstanding support of the
school. Their son, President and CEO of Miller Weldmaster, Scott Miller, is a 1986 graduate
of R.G. Drage. Among Weldmaster’s employees, 15 are Drage graduates, and many of them
have been promoted to positions in Engineering, Sales, Manufacturing and Service.
The company has participated in the hiring of Drage students in the “Early Placement”
program, and has donated materials for shop projects. They also provide guest speakers for
R.G. Drage events, such as Career Night, and they host student/teacher tours of their facility.
R.G. Drage is very grateful to the Millers for their continuing interest in and support of the
school’s career/technical programs and graduates.

At the July Board of Education meeting of the Stark County Vocational School District,
Mr. Robert Foltz, Board President, accepted a $5,000 check from the The Grainger
Foundation. The donation will be divided into five $1,000 scholarships to be given to one
outstanding student from each of the five programs: 1) Precision Machining Technology,
2) Metal Fabrication, 3) Building Construction Technology, 4) Heating, Ventilation, Air
Conditioning and Refrigeration, and 5) Power Equipment Engineering Technology.
W.W. Grainger, Inc., is the largest distributor of maintenance, repair, and operating supplies to
the commercial, industrial, contractor, and institutional markets in North America.

“Reata is an excellent example of an eager, nontraditional student who learned the hands-on
foundation level skills in machining at R.G.
Drage. Her good attitude and machining
training prepared her for an entry level position
in industry at the Timken Company. Reata
is a successful student who balances her work,
college, and home life well.”
During her sophomore year of high, school Reata Constable enrolled
at R.G. Drage Career Technical Center to learn a trade. She felt
precision machining was “in her blood.” At an early age she had
watched with keen interest when her father, two brothers, and uncle
worked with tools. At R.G. Drage, Reata quickly demonstrated
her own competence with the basics of machining. By the end of
her junior year, the Timken Company had tested, interviewed, and
hired her part-time. During her senior year she attended academic
courses at R.G. Drage in the morning and worked at the Timken
Technology Center in the afternoon. Dave Laubert, her R.G. Drage
precision machining instructor, worked with Rock Yager at Timken
to determine Reata’s lab grade. Upon her completion of the program
at R.G. Drage and graduation from Tuslaw (home district) in 2008,
Timken offered Reata a full-time position with the company and
agreed to pay for her four-year, 8,000-hour training program at Stark
State College of Technology.
Reata has worked on a variety of projects at Timken involving
basic computerized numerical control (CNC), manual machining,
metalography, metrology, grinding, testing, and shipping and
receiving. Randy Kiko, Manager of Prototype Operations at Timken,
said that “Reata’s experience at R.G. Drage and Stark State College
has led to her success at the Timken Company. She should be an
inspiration to all young ladies in the working environment.”

Excels in Educational Profession
Donald M. Ball has been with Stark State College for over seven years
serving in a dual role as Department Chair –Industrial Technology
and Director of Apprenticeship/Industrial Training in the Engineering
Technology and Information Technology Division. Don is a graduate
of R.G. Drage – Machine Trades program, Stark State College, Kent
State University, and Ashland University. He is currently pursuing a
Doctorate from Walden University in Teacher Leadership. Prior to
joining Stark State College in 2003, Don completed ten years with
Union Metal Corporation and had served in various progressive roles
in operations management, engineering, sales and marketing.

Success Story
In 1982, Ralph Schie successfully completed the Welding program at the R.G. Drage Career
Technical Center and received a diploma from Fairless High School. After graduation, he was
employed as a welder at Babcock and Wilcox and later was hired as a welder at A.R.E., Inc.
In 1983, Sherry Thompson successfully completed the Office Clerk Specialist program at
Drage, graduated from Fairless High School, and was employed by the Beach City Feed Mill
and later by the Beach City Bank.
Both students were successfully employed in their fields of
study. Ralph, however, decided to become an entrepreneur
and formed his own company called R&S Truck Caps and
Truck Accessories, Inc.
In 1984, Ralph and Sherry were married. Today, they
not only continue to operate one successful business, but
they have expanded their facilities in two locations, one in
Strasburg and one in Akron.

C onstruction
New
Dental Program Approved
and New Lab Constructed
for 2010-2011 School Year
During the 2009-10 school year,
a new two-year Dental Assistant/
Hygienist program was approved,
curriculum was selected and
construction was quickly under
way. The advisory board members
were very instrumental in providing
input for the new lab and classroom,
which were completed in August
2010.
Students enrolled in this program
will learn to work in cooperation
with a dentist in the care and
treatment of patients. Curriculum
includes basic dental laboratory
procedures, dental terminology, the
use of instruments and equipment,
x-ray procedures, dental office
management skills, and academic
courses including math, science,
English, and social studies. The first
class (2010-2011) has an enrollment
of 19 students.
The Dental Assistant/Hygienist
program is an approved “College
Tech Prep” course of study with a
Stark State College of Technology
articulation agreement. This
agreement provides an opportunity
for program graduates to earn up to
17 credit hours to be applied toward
an associate degree. To receive
these credits, a student must earn a
minimum grade of B and fulfill all
other requirements in the agreement.
The dental program is one of many
College Tech Prep programs offered
at R.G. Drage which offers an
articulation agreement.
We are very proud of this program
and the new state-of-the-art facility.
We are especially pleased with its
new instructor, Michelle Carter,
a registered dental hygienist for 21
years. She is a graduate of West
Liberty State College with a bachelor
of science degree in dental hygiene.
She is currently pursuing her
master’s degree in education.

New Marketing Program
Housed at
Louisville High School
A new Marketing Education program was offered through
R.G. Drage Career Technical Center during the school year
2009-2010. The program is located at Louisville High
School and is designed to introduce students to the world
of marketing. Students explore a variety of topics including
product development, distribution, promotion, advertising, sales,
entrepreneurship, global marketing, and e-commerce.
We are very pleased to have on staff Mrs. Susan Everhart (right)
as the instructor. She is a graduate of Bowling Green State
University and holds a bachelor’s degree in education with a
career-technical focus in marketing and integrated business. Her
teaching experience includes eight years in the Plain Local School
District and one year at Lake Local.
Twenty-seven junior and senior students were enrolled in the first
year of the program. During that year, students qualified for the State and National DECA competitions, and some placed
in the finals at State. One senior received a $2,000 college scholarship to Johnson and Wales University for his marketing
education and DECA experience. Three seniors in the marketing program received national marketing education honor
awards.
Three area high schools house Marketing Education programs:
Lake High School, Field High School and Louisville High School. One advisory board has been formed to serve all three programs.

Outstanding Career and Technical Educator
Culinary Arts Instructor Chef Dave Browne was awarded the 2009 American Culinary
Federation Culinary Educator of the Year award on October 19, 2009. Chef Browne was
selected by a committee of his peers by the Akron-Canton Cooks and Chefs Association. The
gala was held at Brookside Country Club and included a seven course meal prepared by the
2008 Chef of the Year.

People of Character Award
On October 22, 2009, Character Counts of Stark County sponsored its annual recognition
reception to present awards to outstanding Stark County school employees. This award was given
to one individual from every public school in Stark County, each of whom exemplified the six
pillars of character: Trustworthiness, Respect, Responsibility, Fairness, Caring, and Citizenship.

Person of Character for 2009.

Whitted
Twenty-two teachers were named to the 2009 Stark County Teaching Team and were honored
at the Education Celebration on October 29, 2009. Mrs. Leigh Ann Whitted was selected to
represent the R.G. Drage Career Technical Center, where she teaches 11-12th grade English.
Her greatest hope is to align the English curriculum horizontally. She also wants to make
sure all standards are being met. Mrs. Whitted wants students to look back on her class and
feel that they had a positive experience. She has worked with the recruitment committee and
looks forward to becoming even more involved with the school.
Stark County Rookie Team
Mrs. Rachael Ramsier is in her third year of teaching Drage’s two-year Animal Science &
Management/Pre-Vet Tech program. She also serves as an FFA Advisor, a 4-H Advisor for
Wayne County, and is a Wayne County Fair Swine Committee member. She is a member of
the following professional organizations: Ohio Association of Agricultural Educators, National
Association of Agricultural Educators, Ohio Association for Career and Technical Education, and
National Association for Career and Technical Education. When she is not teaching, she enjoys
spending time with her family and working on the family beef farm.

Two outstanding students are recognized at R. G. Drage each month. The students are nominated by their career-technical
instructor based on the following criteria: achievement, attendance, responsibility, participation in class and their community,
respectful attitude, and good grooming standards. In addition to the evaluation by the career-technical teacher, a second
evaluation is submitted by at least one academic teacher. After these evaluations are submitted, a committee of staff and
administrators select two students each month.
We recognize and congratulate these 14 students who were selected during the 2009-2010 school year.

The R. G. Drage Career Technical Center is where successful
careers begin! We are finding innovative ways to connect
education with the world of work, and we are committed
to offering all students opportunities for challenging,
meaningful work-based experiences and relevant academics.
We promote education that prepares students for careers,
college, and life-long learning. R.G. Drage keeps pace with
business and industry and strives to be on the cutting edge of
technology. Technology plays an essential role in facilitating
quality education.
The R.G. Drage Career Technical Center began operation
in 1977 with six member school districts and is approved
and accredited by the Ohio Department of Education as a
two-year public joint vocational school to provide secondary
preparation through classroom and lab offerings. Our
building is named in honor of Dr. Raymond G. Drage. Dr.
Drage served the schools of Stark County for over six decades
as a teacher, principal, high school superintendent, county
superintendent, and county school board member.
The R.G. Drage Career Technical Center is located just off
of the Richville Drive exit on Rt. 30 in Massillon, Ohio,
approximately five miles west of 1-77 and two miles east of
Rt. 21.
Stark County Area Vocational School District conforms to all federal, state and local laws and regulations
including Title IX and nondiscrimination against any individual because of race, color, creed, sex,
religion, citizenship, homeless/economic status, marital status, pregnancy, handicap, other physical/
genetic characteristics, age, or otherwise qualified handicapped conditions.

The treasurer is fiscally responsible for an annual budget of approximately $7,300,000
I am proud to present the financial information for the 2009-2010 fiscal year
(July 1, 2009 through June 30, 2010). We experienced a significant increase in
enrollment which resulted in a slight increase in our funding. We also worked to reduce
our expenditures, mainly in capital outlay, in anticipation of constant or reduced
funding in the coming years. The two graphs below show where our money comes from
(Receipts) and where our money goes (Expenditures). Also below is our General Fund
activity (our main operating fund) for the 2009-2010 fiscal year. For additional financial
