Our areas of expertise include
urban metro systems, railway,
and road tunnels - we are currently working on the Fehmarnbelt immersed tunnel project, a
fixed and permanent link between Scandinavia and Central

At the recent International Tunneling Awards 2013, a team of innovative experts from Ramboll won the “Ground Investigation and Monitoring Award” for
the "exceptional geotechnical consultancy work" on the Fehmarn Fixed Link
project.
IMMERSED TUNNELS
The immersed tunnel (IMT) is a
tunnel construction method
commonly used for crossing a
body of shallow water. The
method has been widely used
for about 100 years, and more
than 150 immersed tunnels have
been constructed worldwide.
They mainly serve as road or rail
tunnels, but immersed tunnels
are also used for water supply
and electric cables.
The traditional European method
for constructing an immersed
tunnel is to establish one or
more casting basins as open
excavations, where the individual tunnel elements are constructed. Each tunnel element is
composed of several segments.
When the elements are completed, they are sealed with temporary bulkheads and the casting
basin is flooded with water. The
elements are floated one by one
to their intended location, immersed into their final position
on the seabed, and linked together. The tunnel is normally
placed in a pre-dredged trench
in the seabed of the waterway.
The connection to the land surface is normally connected to a
cut and cover tunnel to overcome the level between the water and the land surface.

Parallel to the immersion process, refurbishing of the tunnel
can be carried out in the elements already in place.
ADVANTAGES AND DISADVANTAGES
An immersed tunnel does not
suit every situation. However,
whenever there is a need to
cross a body of water, an immersed tunnel should be considered. In the pre-design phase
there is commonly a choice to

make between a bridge, bored
tunnel or immersed tunnel. The
final choice of crossing method
will of course depend on many
factors. The main advantages of
an immersed tunnel are:
Economic use of shape (cross
section)
The cross section of an immersed tunnel does not have to
be circular as it does for a bored
tunnel. A wide variety of cross
section demands can be accommodated, making immersed
tunnels particularly attractive for
wide highways and combined
road/rail tunnels.
Economic length
Immersed tunnels can be placed
on the bed of a waterway or just
below it, while a bored tunnel
normally must be placed at least
a one diameter below the bed of
the waterway. This allows immersed tunnel approaches to be
shorter and/or approach gradients to be flatter. Especially for
rail tunnels where gradients are
low, this is an advantage.
Vertical clearance
Tunnels offer an unlimited vertical clearance for shipping compared to a bridge

Immersed tunnels can be constructed in ground conditions
which would preclude bored
tunneling or render it unfeasibly
expensive, such as the soft alluvial deposits characteristic of
large river estuaries. They can
also be designed to handle the
forces and movements associated with earthquakes.

Tender and detailed design
Ramboll has extensive experience in working together with
contractors to prepare an optimized and constructable design.
We have experience in the design of all temporary works related to preparation of the casting basin, construction of tunnel
elements, and the basic procedures for ballasting, transport
and immersion of the elements.
Furthermore we have the necessary knowledge to plan, supervise and interpret model tests of
transport and immersion of tunnel elements, and materials
testing during construction.

Design of structures and installations
Designing immersed tunnels
requires close co-ordination between the structural design, and
the design of tunnel installations. Ramboll provides highly
skilled structural engineers who
work closely together with our
tunnel installation and services
specialists.
We are recognize the importance
and need for minimizing and
optimizing space requirements
for installations in order to keep
the total construction costs low.
However, it is equally important
to provide the necessary space
for the efficient future operation
and maintenance of the tunnel.
Our experience from operation
and maintenance of Danish tunnels, has given us a unique insight into this area. Furthermore
the need for implementing stateof-the-art safety concepts and
well-planned escape routes is
evident.
Ramboll has specialists within
ventilation, fire-fighting systems, drainage, power supply
and distribution, and our experience and services also covers
control and management systems, passenger flow simulations, emergency escape simulations, traffic management, ITS,
tunnel lighting etc. For transport

road and rail tunnels has been

Soil mechanics, hydrology
and foundations
Ramboll has comprehensive experience in the field of soil mechanics, hydrological engineering and groundwater management in relation to underground
works and tunnels. Ramboll’s
skilled geotechnical engineers
and geologists are experts in
GIS, database systems and Finite Elements (FE) modelling in
the relevant project phases.
We use advanced numerical
modelling tools in the design of
groundwater lowering systems
as an important tool to design
casting basins for the construction of tunnel elements, and to
assess the environmental impact
of temporary and permanent
groundwater lowering.
Ramboll has unique experience
in using a wide range of geophysical methods in relation to
soil mechanics and hydrogeological pre-investigations. The geophysicists use advanced borehole logging, seismic surveys
and electrical methods to optimise the outcome in the preinvestigation phase. The
Fehmernbelt project has involved an extensive programme
of site investigation and testing,
both onshore and offshore and
including geophysics as well as
subsea large scale loading tests.
Risk and safety
Safety plays a major role in the
design and construction of tunnels. All tunnels, including immersed tunnels, need state-ofthe-art measures to ensure
maximum safety for the users.
Ramboll is one of the leading
European proponents of risk and
safety assessment, with activities in transportation, bridges,
tunnels, buildings and fire protection amongst others. We are
handling operational risks as
well as construction risks using
our own web-based software,
Ramrisk.
Our department for Risk and
Safety combines a deep

OUR PROJECTS
THE FEHMARN BELT FIXED LINK, TUNNEL
DESIGN
The immersed tunnel (IMT) will
be the longest and deepest
tunnel of its type ever built. The
tunnel will consist of four tubes
for traffic. The first two will
comprise two lanes and
emergency lane each while the
two other tubes will comprise
one rail track. The tunnel’s cross
section will be rectangular,
approximately 40 m wide and 10
m high. 2.0 m wide galleries will
be located between the road
tubes containing technical
installations.
The completed parts of the
deliverables involved a feasibility
study of both bored tunnel and
IMT options and were completed
with a conceptual design of the
preferred solution.

THE ØRESUND FIXED LINK
The Øresund Fixed Link
comprises of a 16 km long fixed
motorway and railway link
across Øresund, with four
major elements: An artificial
peninsula from the Danish coast
at Kastrup, a 3,5 km long
immersed tunnel, a 4 km long
artificial island “Peberholm”
south of Saltholm
and a 7.8 km long bridge from
Peberholm to Lernacken in
Sweden. RAMBOLL performed a
complete illustrative design, of
all four components.
Apart from the services on the
major civil contracts OELC
performed a wide range of
engineering services on
mechanical, electrical,
environmental, geotechnical,
alignment, risk analysis and
operational safety. The EIA
(Environmental Impact
Assessment) was part of the
legislative basis for the
Øresund Fixed Link. Our
Geohydrology department
designed the groundwater
monitoring programme as part
of this EIA.
The construction of the
immersed tunnel including the
tunnel element casting yard at
Nordhavn was supervised by our
team. Also for the immersed
tube tunnel elements, a detailed
appraisal of planning, the control
of the curing time and cracks,
materials, procedures, testing
and repairs was been carried out.
RAMBOLL also provided a
detailed design and technical
supervision for Kastrup and
Sydhavnsgade Station.

LIMERICK PPP SCHEME
Limerick Southern Ring Road
Phase II (Limerick PPP Scheme)
comprises approximately 10 km
dual carriage way along with
associated link roads and side
roads. The scheme is linking the
already constructed Limerick
Southern Ring Road Phase I at
Rossbrien with the N18 Ennis
Road close to Shannon Airport.
The Limerick PPP Scheme (Public
Private Partnership) includes a
fourth crossing of the River
Shannon linking the northern
bank with the southern bank at
Bunlicky Lake.
The crossing comprises a 500 m
long immersed tunnel section
constructed from five precast
tunnel elements of rectangular
cross section for a dual lane in
two bores. Further, the crossing
includes 175 m cut and cover
tunnels and 240 m ramps.

PREVEZE-AKTIO LINK, IMMERSED TUNNEL
The Preveza - Aktio crossing is
an immersed tunnel under the
straight between the Gulf of
Amvrakikos and the Ionian Sea.
The crossing comprises a 909 m
long immersed tunnel section
constructed from 8 precast
tunnel elements of rectangular
cross section for a dual lane
roadway.
The Aktio side has a 152 m long
cut and cover tunnel and open
ramp. On the Preveza side, a
509 m long cut and cover tunnel
constructed between diaphragm
walls takes the crossing under
existing road systems in Preveza
to join the national road via a
open ramp.
Further, the project includes
service buildings, access roads
and links to the regional road
network.

THE LIMFJORD IMMERSED ROAD TUNNEL,
MAINTENANCE
Project Description
The tunnel built in the late sixties
carrying highway traffic in six
lanes has a total length of 550
meters of which 510 meters are
immersed precast elements of
reinforced concrete. The
remaining 40 meters are in situ
cast reinforced concrete
structures from the tunnel
approaches to the access ramps
from the highway.
Through leakages, cracks and
delaminations, the structural
concrete had become severely
contaminated with chlorides
causing extensive corrosion on
the reinforcement
Scope of Services
RAMBØLL was entrusted to
undertake the design of the
overall repair of the tunnel, which
was planned to be carried out
from 1993 - 1998 in multiple
phases.
Phase 1 included a longitudinal
post-tensioning of the tunnel
structure to eliminate structural
problems and facilitate a durable
repair of the severely
deteriorating areas in the tunnel.
Phase 2 included injection of
cracks and construction joints to
stop leakages through tunnel
walls and ceiling.
Phase 3 included renovations of
the tunnel walls and ceiling by
repair of concrete and corroding
reinforcement and installation of a
new tile-cover on the tunnel walls.
In relation to the renovation
activities, a probabilistic fire
analysis has been performed on
the tunnel structure to assess the
need for fire protective cladding
and the adequacy of the existing
ventilation system in case of fire.

stations, silos and tanks. She has furthermore experience in marine
works and im-mersed tunnels.

Mr. Ole Peter Jensen has more than 30 years of experience in the field
of major civil engineering structures, i.e. immersed tube tunnels, bored
tunnels, cut and cover tunnels, marine works, deep water harbours,
offshore structures, major sea water intakes and outlets, bridges,
major excavations and ramp structures. He has acquired considerable
management and design experience in all phases of major projects
from planning studies, conceptual design and tender design to detailed
design and supervision of construction.
Ole has specialist experience in the field of immersed tunnels and has
been involved in more than 35 immersed tunnels worldwide, covering
all phases from planning to construction.
Mr. Jensen has managed, participated in or monitored several major
projects in Europe, the Middle East, the Far East and South America.
He is currently Chief Advisor in the department Ports and Tunnels in

The soil investigations for the planned offshore windfarm near Anholt revealed the presence of
numerous boulders on the seabed. Boulders could potentially obstruct and hinder installation of
monopiles, and COWI was contracted to investigate and analyse this risk, based on geotechnical,

review of existing boulder removal methods and assisstance with evaluation of the Contractors method
proposals in this respect.
