FORMER STEWART
COMMANDER DIES
Former Fort Stewart
commander Lt. Gen.
James Vaught died Sept.
20. According to an
obituary in the Grand
Strand Daily in Conway, S.C.,
Vaught was
a South
Carolina
native. He
Vaught
was commander of the 24th
Infantry Division from
1977-79, but previously
served with the 24th ID
during the Korean War,
long before the 24th ID
was reactivated at Fort
Stewart in 1975.
The 24th ID was
deactivated at Stewart
in 1996, then the 3rd
ID was reactivated
here from Schweinfurt,
Germany.
According to his
obituary, the 86-year-old
drowned while trying to
secure a pontoon boat.
Vaught’s 38-year military
career included a combat tour in Korea and
two tours in Vietnam.
He was a Rangerqualified paratrooper,
served with the 82d
Airborne Division and
later as commander
of the XVIII Airborne
Crops at Fort Bragg.
He is credited with
developing what is now
the Joint Service Special
Operation Command.

The Georgia Department of Labor announced Thursday that
Hinesville’s unemployment rate decreased to
9.3 percent in August,
down seven-tenths of a
percentage point from
10 percent in July. The
rate dropped because
there was a reduction in
layoffs and an increase
in the number of jobs.
There were 203 new
layoffs, which are 22, or
9.8 percent, fewer than
the 225 in July.

Members of the Hinesville Military Affairs Committee met Monday evening to continue finalizing
plans for the Nov. 16 Veterans
Salute.
Subcommittee chairmen for the
event held a workshop Sept. 10 to
work out details for coordinating
logistics, sponsors, entertainment,
food vending and publicity. They
reported their progress to members
this week, allowing them to ask
questions and make suggestions.

for their work and asking members
for their input.

A history of government shutdowns• Guess what? The ‘95
government shutdown may have
been “certifiable,” but as I recall it
led to a balanced budget and budget
surpluses “as far as the eye could
see.” There also was more conciliation and cooperation between the
political parties in the aftermath. We
should hope that this government
shutdown — if it happens — turns
out the same way. Government
spending is the problem, which is
at the root of this country’s fiscal
woes. Not failing to tax the rich; not
failing to tax big business more; not
government shutdowns. We need
to come to grips with spending. The
Democrats refuse to do so — and
pile on additional spending through
bad legislation like Obamacare. For

Veterans
Malachi Isaiah Jackson
Malachi Isaiah Jackson, of Hinesville, a loving and caring son, was called
home to be with God on Sept. 22, 2013.
During his short time here, he always showed the interest for others. He
would always help older people in his
neighborhood with repairs and cleaning
their yards. Everyone called him their
son. He truly, truly will be missed.
He was educated in the Liberty
County School System. He received Christ at an early age and
became a member of the usher board, youth choir and Sunday-school secretary at St. Luke Baptist Church in Ludowici.
Malachi is survived by his loving parents, Samuel and Sharon Jackson of Hinesville; his grandmother, Annie B. Jackson
of Sardis, Ala.; a sister, Tilisha Jackson of Rochester, N.Y.; two
brothers, Samuel L. Jackson Jr. of Rochester and Emmanuel
Jackson of Jesup; three nieces, Egypt Jackson, and Emma and
Ella Couch of Florida; a nephew, Emmari Jackson; and a host
of cousins.
His wake will be from 7-8 p.m. Friday, Sept. 27, at Dorchester
Funeral Home, 7842 E. Oglethorpe Highway in Midway.
Funeral services will be at noon Saturday, Sept, 28, in the
Frank V. Givens Memorial Chapel at Dorchester Funeral
Home. Burial will be in Anderson Cemetery in Hinesville.
Bishop Paul C. Johnson will be the eulogist.

These designations were color-coded on a map of the
district with single-family

center in red and neighborhood-activity center in dark

McCullough, the executive producer of Fort Argyle
Films, said his father lived
in a trailer park when he
was young, and the writer/
producer has hinged many
of the fledgling TV show’s
characters on people in
his dad’s life. He added the
show’s treatment is detailed
and honest, depicting his
dad’s flaws as well as his attributes, and he said his father
was not bothered by it. The
show will be shot in a documentary style.
McCullough said he previously shot a film based on
Freddie’s life and collaborated with his father on “Double Wide Blues” a year before
Freddie’s death.
McCullough is the oldest of Freddie’s six children.
McCullough’s father was
married three times. His
parents married young;
his father was 18 and his
mother, Joann Livingston,
was just 16, he said. The
writer/producer lived with
his mother and spent weekends and summers with his
dad. He attended Bradwell
Institute in Hinesville and
Mercer University in Macon. McCullough also went
to law school at American
University in Washington,
D.C., but later left the legal
profession to pursue writing
and producing. He changed
career paths after surviving a
serious car accident in Nicaragua, he said.
“Dad lived a lot in 61
years,” McCullough said. The
writer/producer said he didn’t

The first subcommittee

Salute. There will not be a
parade on Veterans Day —
Monday, Nov. 11.
He said parade participants will line up at
Bradwell Institute, as usual,
and follow a route that takes
them down Gen. Screven
Way to Hendry Street to
Main Street. Fitzgerald said
the parade begins at 10 a.m.
Saturday, Nov. 16. Following the parade, everyone is
invited to Bryant Commons, which will open at
blue.
Almost
immediately,
Mayor Pro Tem Charles
Frasier raised concerns
about the commercial-activity center area between E.G.
Miles and South Main Street,
which is bordered by Veterans Parkway on the north.
He said he did not realize
the commercial lines would
extend that far for that particular area. Thomas also
pointed out that particular
area has had sewage problems in the past.
“That’s something we’ll
have to address (as part of
the development),” Thomas
said. “I think we’re going to
have to have an additional
pumping station there.”
Ricketson noted the lead-
ers’ concerns and said the
LCPC would amend maps
for the commercial-activity
center between E.G. Miles
Parkway and South Main
Street — possibly all the way
to Walmart. He advised city
leaders to go out and look at
the area, then give him their
feedback.
He also talked about the
neighborhood-activity center, which is near the access
point at Fort Stewart. He
called it a “small, low-impact,
limited-activity” area intended to serve the needs of the
immediate adjacent neighborhoods. He said development here would have to
accommodate pedestrian
traffic and would not generate noxious fumes, excessive
include his father’s age in the
actual obituary because “Dad
didn’t tell his age.”
Mark
McCullough
grabbed readers’ attention
when he began his father’s
obituary with the words,
“The man. The myth. The
legend. Men wanted to be
him, and women wanted to
be with him.”
McCullough
depicted
his father’s likes and dislikes
and free-spirited lifestyle
throughout the unusual tribute.
“Freddie loved deep-fried
Southern food smothered in
cane syrup, fishing at Santee
Cooper Lake, Little Debbie cakes, ‘Two and a Half
Men,’ beautiful women, Reese’s cups and Jim Beam. Not
necessarily in that order. He
hated vegetables and hypocrites. Not necessarily in that
order,” McCullough wrote.
Still, McCullough said his
father was not “flaky,” though
he led a full and fun-loving
life.
“He was soft-spoken,
charming — a real Southern gentleman,” McCullough
said. “He just lived his life
the way he wanted to live it.
At the funeral, my mom said
she didn’t know anyone who
didn’t like my father.”
Freddie was “a master
craftsman” who built his own
cedar-lined house and laid
floor coverings for a living,
according to McCullough.
“When you walk around
the house, you can feel him
there,” he said.
“Dad was always absolutely supportive,” McCullough
added. “My dad always told
us to follow our dreams. He
let all his kids make their
own decisions.”
After McCullough left
Georgia for Los Angeles,
he kept in contact with his
father. They spoke on the
phone at least four times
a week, and McCullough
would visit his dad in the
Savannah area at least four
times a year. He even named
his company, Fort Argyle
Films, for the street his dad
lived on and a Revolutionary
War fort near the Ogeechee
River.
The writer/producer recently relocated to the area,
opened a production office in
Savannah and plans to shoot
all of Fort Argyle Films’ future productions in Liberty,
Effingham and Chatham
counties.
“We just couldn’t make
L.A. look like rural Georgia,”
he said. McCullough added
that Georgia also offers filmmakers a 30 percent tax incentive, which means he can
get $300,000 back on a $1
million film budget.
His partner, Alexis Nelson, will continue to handle
financing and project packaging in Los Angeles, he
said.
McCullough said they’ve
shot about 90 minutes of
scenes to show network executives, and are finalizing
negotiations with a large

by community and military
leaders.

Fitzgerald said he has
met with Hinesville Downtown Development Authority Executive Director Vicki
Davis and Hinesville Police
Chief George Stagmeier
regarding several logistics
issues for the event. He said
Davis helped develop a site
layout for food and information vendors, entertainment, parking and bathrooms. Fitzgerald said he
needs a letter, signed by the
committee
chairman,
requesting the donated use
of portable restrooms for
the event.
Some suggestions were
made about the event layout, including a need for a
greater separation of the
food-vendor area and the
light or noise.
Typical
commercial
development in this area
might be convenience stores,
specialty-food sales, singlefamily attached dwellings,
general offices or medical
offices, he said.
Ricketson guided the discussion onto the next part of
the study, the appearance of
the Veterans Parkway corridor. Discussion focused on
streetscape themes that
determine the “sense of
place;” building appearances
that restrict at least 50 percent of a building’s exterior
walls to brick, stucco or
stone; and parking that
should be at least visually
buffered from the parkway.

dining area would require
the donation or rental of
tables and chairs.

P.J. Schneider suggested
asking the city to provide
polycarts (trash cans) and
having the public works
department spray Bryant
Commons for fire ants several days before the event.
He reminded members that
Bryant Commons would
have to be cleaned up by 6
p.m., only one hour after
the event ends.

George Holtzman reported
his progress in securing
sponsors for the event, noting support from local businesses is not yet where he
had hoped it would be.
“I’ve got a few more (raffle item) donations,” Holtzman said. “Jody Smiley
Landscape will donate $500
in landscaping services, and
Gibson McDonald Furniture Company is giving a
$1,000 gift certificate for
our raffle. Oh, and Ranger
Joe’s has agreed to give at
least $100 worth of mer-
chandise. They also said
they’ll give away gift bags at
the event.”
Melinda Scheider said
other major sponsors
include Fairfield Inn and
Suites, La Quinta Inn and
Suits, GeoVista Credit
Union and Carla’s Colonial
Bridal Shop.
Now that several highdollar items have been
donated, P.J. Schneider said
he’d have 6,000 raffle tickets
printed by the end of the
week. Anderson suggested
that all HMAC members
and members of local veterans organizations volunteer to sell the $3 raffle tickets.
Anderson said the firstever Veterans Salute is
intended to thank current
soldiers and their families
for their sacrifices and to
honor veterans for their
service. Proceeds from the
event will go toward the
construction of a Veterans
Memorial Walk at Bryant
Commons, he said.
Before voting to adjourn,
the committee agreed to
have another subcommittee
workshop Oct. 16.

Other appearance issues
were buffers, which includes
retention ponds; neighborhood protection, which
includes lighting and lawenforcement patrols; a
design-review board; commercial and residential subdivisions; and hardships and
variances.
The overlay study also
included transportation and
recreation, with transportation generating the most
comments. There were con-
cerns about “right-in” and
“right-out” access roads
along the corridor and the
need for a traffic light at
Walmart’s side entrance that
is directly across from the
Lowe’s side entrance.
Ricketson reminded the
council and mayor that the
city is going to have a lot of
traffic on Veterans Parkway
and said development planning has to ensure that traffic doesn’t interfere with
residential areas.
“I think we’re on the right
path,” Thomas said as they
concluded the workshop. “I
think some of the resistance
we heard at the first public
meeting was from people
who just didn’t understand
what’s going on.”

premieres the third season of the competitive
reality show “Halloween Wars,” which pits
cake decorators, candy makers and pumpkin
carvers against one another in search of the
$50,000 prize.
Judges are pumpkin carver Robert
Childers, cake artist Veronique de Groot and
candy crafter Heather Hurlbert.
Host Justin Willman sees his role as a
multifaceted one.
“I wear many hats,” he says. “I’m the
referee, I’m the cheerleader, I’m the emcee,
I provide the color commentary, I’ve got to
tease the tension. As you know, it is a war.
“It’s serious business. As a performer, as an
entertainer, I like to release the tension and
put people at ease, but for good television,
you’ve got to build on that tension.
“So I walk the line between the two –
crack people up when I need to, or let them
wallow in their awkwardness, which makes
great television.”
In the first episode, “Zombie Prom,” five
teams – each with a pumpkin carver, cake
decorator and sugar artist – try to create
scenes depicting the theme. The special guest
judge is actress and “scream queen” Danielle
Harris.
“ ‘Zombie Prom’ was exceptionally delightful,” says Willman, “because it’s got a sense of irony to it.
The prom, we associate with prim and proper and tuxedos and dresses and corsages. In this episode,
they get to take that and cross it with this pure gore and gross, oozing sickening-ness.”
As to his own Halloween costume, Willman has to defer to his girlfriend, Jill, because they are “one
of those sickeningly adorable couples that does some sort of couple outfit.”
Willman then consults with his lady love, who informs him she is dressing up as the warrior queen
Khaleesi Daenerys Targaryen from HBO’s “Game of Thrones.”
“If you’re Khaleesi,” says Willman, “I’m (her warrior husband) Drogo. Now I’m going to be one of
those poseurs who’s going to be dressing up as something he doesn’t understand.
Reminded that Drogo is deceased, Willman says, “I’m Zombie Drogo. OK, good. Is that a thing?”
Food Network’s home page for “Halloween Wars,” at www.foodnetworkcom/halloween-wars/index.
html, offers several recipes for fun Halloween party food. These include individual spooky white
pizzas (ghostly shapes with just cheese and black-olive eyes), phyllo-wrapped hot-dog mummies
(essentially pigs in blankets that look as if they’re swathed in bandages) and pull-apart graveyard
cupcakes (they’re put together to look like a cake, then decorated in proper scary-cemetery fashion).
Sandra Lee also suggests putting a bowl of punch (with or without vodka but thickened with lime
gelatin and pineapple juice) in a cauldron on top of a larger bowl containing dry ice, then wedging a
fake hand (sterilized, of course) in the gap so it seems to be waving forlornly for help.
This month we celebrated the
40th anniversary of the (in)famous
“Battle of the Sexes” tennis match
between Billie Jean King and Bobby
Riggs. Well, women celebrated.
Men are still cringing, possibly
rightly so considering some recent
allegations.
The match took place in
September 1973 at the Houston
Astrodome in front of what is
still the largest crowd ever to see
a live tennis match (more than
30,000 fans) and 100 million more
watching on television around
the world. I specifically remember
sneaking a portable black-and-white
TV into a back room at work to
watch the match. (Note to current
boss: I would never do that now.)
Boy, were we all suckers! We fell
for all the hype – hook, line and
sinker. Ms. King won the match in
three straight sets, which surprised
everyone, even considering she was
the reigning Wimbledon champion,
and Mr. Riggs was a 55-year-old
former champion who came out of
retirement to make a quick buck.
I’ve always thought the match
was rigged. (Sorry... couldn’t resist.)
Only a few months earlier, Bobby
had easily defeated Margaret Court,
the No. 1 female tennis player in
the world at the time. It became
even more unfathomable when, a
few months later, Jimmy Connors
met Martina Navratilova in a truly
“fixed” match, in which Connors
was given only one serve, and

Hollow,” Fox’s new supernatural drama.

creepy New England town,
Sleepy Hollow, its headless
terror and Ichabod Crane,

new series takes that concept and upgrades it.
Ichabod and the headless
horseman meet during the
Revolutionary War in New
York State. They slay each
other and inexplicably wake

After taking its bye week
last week, Bradwell Institute
will be in Springfield tonight
to face the Effingham County
Rebels in a Region 3-AAAAA
contest.
The Rebels hold a 2-1 record and are averaging 18.7
points per game. Effingham,
which also had a bye week last
week, comes in with a potent
rushing attack. The Rebels
rushed for 586 yards in their
first three games, getting 300
yards against South Effingham two weeks ago.
Bradwell football coach
Adam Carter said the Rebels
likely will push the running
game, and his team will need
to match the Rebels’ pace.
“Effingham is big, physical and athletic … We have
to play a perfect game. We
can’t turn the ball over,” he
said. “We have to keep our
offense on the field, and our
defense has to find a way
to quickly get off the field.
They are going to run the
ball at our face the whole
night, and we need to find a
way to get them off the field
on third down and put them
in third and long situations
and find a way to keep the
ball in our hands.”
If Carter can keep his offense on the field, the Tigers
(1-2) can inflict some damage as well. Bradwell averages
25.3 points per game and has
amassed 648 rushing yards
in three games. The Tigers’
special teams have done well
with 273 yards in kick returns, including one for a 79
yard touchdown.
With the added week of
rest, Carter said injured players are back in the rotation.
“We are all healthy. Everybody is on board,” he said.

Panthers look to extend winning streak

Warner is trying to keep the
hype under wraps as the Panthers get set to host Hephzibah at 7:30 tonight for their
homecoming game.
It could be the night that
the coach hits a personal best
by earning his first 5-0 season
start since taking the helm of
the football program 12 years
ago.
“We haven’t talked very
much about it this week. We
are still taking it one game at a
time. It would be the best start
of my tenure … but each game
is still important,” Warner said.
He reiterated that, much
like the teams they’ve already
played, the Hephzibah Rebels
look athletic on film.
“They try and use multiple
looks and schemes and try
and keep you confused,” he
said.
On paper, the Panthers
are statistical favorites, averaging 35.8 points per game
to the Rebels’ 7.5. The Panther offense averages 272
rushing yards per game and
96 through the air, according
to maxpreps.com.
On the flip side, the Rebels struggle with their passing game, averaging 40.5
yards per game. Their ground

It only took an hour
for the Liberty County
Lady Panther softball
team to shut down Statesboro, 16-0, in three innings Tuesday at home.
With
sophomore
standout Kathryn Carter
on the mound, the visiting
Lady Blue Devils didn’t
get much of a chance
to get on base, let alone
score. Carter allowed one
hit and one walk while
striking out eight batters.
But the Lady Panthers
managed only one hit
in the game, and Lady
Panther coach Jerome
Standard said that has to
change as they approach
the playoffs.
“If something is going
to be our nemesis, it’s our
hitting at the plate right
now and we know that as
a team … we’ve known
that since the first day
of practice and up until
this point … If we can
get one or more kids on
board and get them into
a groove, then we can
move along with other
teams … really good
teams,” Standard said.
He added that the girls
were a bit more selective
at bat, primarily looking
to hit strikes. But he said
their scoring came down
to being able to capitalize on hit by pitches and
walks.
“And we took advantage of it, and that is a
positive, especially since
a few of us haven’t been
as selective at the plate as
we need to be,” he said.
The lone hit came
from Lady Panther Victoria Anthony. She finished
the game with two RBIs
and scored two runs.

Tonight is a big night for
the Long County football program with the Blue Tide face
undefeated Bryan County in
Pembroke and the Wildcat
middle-school team playing
its homecoming game in Ludowici.
Long County (1-3) is coming off a disappointing game
Sept. 20 with Atkinson County at home, where the Blue
Tide lost 25-18 in overtime.
Though Long County fell to
the Rebels, they played much
better than they had in recent
weeks. Against Atkinson, the
Blue Tide offense consistently moved the ball, and their
kick-return team provided
good field position most of
the night. Their defense also
played better shutting out the
Rebels in the first half.
However, in the second half,
Long County allowed three
touchdowns in regulation and
another touchdown in OT.

Christian Academy Highlanders thought their first
football game of the season
against Bethesda was going
to be a challenge, a bigger
one arrives tonight.
The Highlanders (0-4)
will host Savannah powerhouse Memorial Day (3-1)
at 7:30 p.m. at Long Bell Stadium in Hinesville.
The Matadors are com-
ing off a 42-17 thumping of
Toombs Academy last Friday
in Lyons. Meanwhile, FPCA
struggled against David Emmanuel last weekend.
FPCA is averaging 19
points per game, and keeping the offense on the field
will be a priority in tonight’s
contest for the Highlanders.
“We know they are fast
and athletic, but they are not
that physical, so hopefully we
can try and be more physical than them,” FPCA foot-
ball coach Jamie Sharp said.
“We also need to control the
game, slow the game down
and not let their offense be
on the field for an extended
length of time. We want to
keep or defense fresh, so we
want to grind them play by
play with the offense and not
make mistakes on defense
… we do that we have a shot
to stay in the game.”
It is hard to keep fresh
legs in the game for FPCA,
which has 14 active players,
but keeping the ball in its
hands will allow the team to
control the tempo and eat
the clock when needed.
Sharp said the boys are
doing their best and never
quit. He knows it may seem
hard for the players to realize their first win is in sight,
but Sharp added his players
just need to stay strong and
see this season through.
“Work hard and the results will show … football is
a game of patience … If you
don’t give up, the results will
show,” he said.

Georgia Southern has a 7-3

offense like Georgia Southern’s, injuries can have quite
an impact when so many are
injured at one position.

Nursery hits roadblock with RH council
Conditional-use request
to be revisited in Oct.

The devil, they say, is in the
details. And the Richmond
Hill City Council and local
businessman Greg Elmgren
couldn’t agree on the details
in a called workshop Tuesday
at city hall.
Elmgren is proposing to
put an “upscale garden center”
on a 1.53-acre parcel at the
corner of Cherokee Street and
Ford Avenue, which is zoned
C-1, or neighborhood commercial. To do that, Elmgren
sought a conditional use to
allow a plant nursery.
A public hearing was held
before the city’s planning
commission Sept. 9, and the
matter later was heard by the
council, which tabled the request because of concerns
about how the business would
look and affect the residents
in the area.
Those concerns were not
eased during the city’s workshop this week. Elmgren told
the mayor and council that he
was prepared to use fencing
and screens to shield residents
from the center’s daily operation.
Councilman Russ Carpenter took exception with
the “industrial” aspect of the
operation and said the use of
fencing and screens still would
not entice him to support the
conditional use.
In addition to retail sales
on the property, Elmgren said,
there also would be several
large mulch bins to the rear
of the property. The equipment used to load and unload
mulch from the bins includes
a Bobcat and landscape trailer,
in addition to a truck.
Carpenter termed that an
industrial use and said it had
the potential to be unsightly,
noisy and disturb the area’s
residents.
“I have a problem with the
aesthetics. There will be a lot
of activity on that property.
I want to allow a local business to expand, but I have a
problem with the aesthetics,”
Carpenter said.
The councilman said he
could better support the request for a conditional use
for that type of business if

Bryan BoE may beef up security at schools

Getting into school buildings in
Bryan County soon could be more
difficult as officials look at tightening security at each of the system’s
schools.
At a workshop last week at
the Richmond Hill Pre-K Center,
members of the Bryan County
Board of Education discussed adding security measures ranging from
stronger glass and key cards to limiting access to front entryways.
They are expected to get an es-
timate for the cost to outfit each
school with access-control systems
at Thursday night’s regular BoE
meeting at Bryan County Middle
School.
It won’t be cheap. Pope Construction’s Bill Vickery, who works
for the BoE as construction manager, told the board it will cost
about $20,000 for Richmond Hill
Pre-K alone. Adding Lanier Primary and Richmond Hill Primary
to the list would run the board
about $42,000. Adding the elementary schools would bring the cost
up to about $72,000.
Vickery said he visited the
county’s primary and elementary
schools because “we’re trying to
do everything we can as a contractor within the school system to
keep people out who shouldn’t be
there.”
The notion basically is to limit
access to one door at each school
during school hours, with the
school receptionist controlling the
lock from indoors. Vickery said
doors could be opened from the
inside in case of emergencies.
Vickery also told the BoE that
employee access also could be
regulated through key cards that
would show when employees entered school through software
“integrated into a computer timeclock system,” he said.
Initially, the BoE got estimates
for beefing up access control at the
primary and elementary schools
because there’s a six-week waiting
list for doors that go with such systems and there was a need to get
the ball rolling, according to school
administrators. But rather than do
the work piecemeal, school-board
members were quick to point out
all schools should be treated equal-
ly.
“One school needs to be just as
safe as another school,” BoE member Dennis Seger said. Member
Amy Murphy agreed.
“I think parents would think
this would be at the top of the list,”
she said.
BoE Chairman Eddie Warren concurred, though he warned
against spending from the system’s capital improvements fund,
which is meant for new elementary schools on both ends of Bryan
County.

Gordon, Army Wellness Centers are part of Army Surgeon

She said wellness-center services include metabolic testing, physical-fitness testing,
stress management with biofeedback, and tobacco, nutrition and general wellness
education.

opened in 2005 in Heidelberg, Germany. The center
on Stewart is the 17th opened
by the Army, she said.
“We have a huge problem
in this country,” Eggleston
told guests. “Our population
is not fit. We’re out of shape.
We’re overweight. We don’t
eat right. We don’t sleep right,
and we don’t get enough exercise.”
He said the Army Wellness Center is designed to
encourage wellness or preventive health. When patients
come to Winn, he said they
already are in the second
stage of prevention. He said
something already is amiss,
and now the hospital’s medical team has to fix it.
Eggleston said the Army
will have 19 Wellness Centers
by the end of this year, with a
goal of having 38 centers
throughout the Army. He
said soldiers, their families
and — if space is available —
military retirees and their
families can come to the center for a free evaluation, risk
assessment, nutrition advice
and general wellness education that could prevent them
from having to visit the hospital.
He emphasized that what
the center needs most is for
commanders to tell their soldiers about the wellness center and encourage them to
use it.
Murray echoed many of
Eggleston’s remarks, saying
the center is about teaching
better lifestyles and better
stress management. He also
stressed the importance of
encouraging soldiers and
families to use the center.
“I would hope that this
center is overbooked and
overused,” Murray said. “I
hope the hours that we have
posted are not nearly enough
and we have to get some
additional staff.”
Following the ribbon cutting, Amadeo and Ellis
escorted Murray and other
guests around the new facility, pausing in each room to
explain how risk-assessment
equipment works.
According to Gaddy, the
center essentially is a lifeskills training facility. He said
there is a distinct difference
between a fitness center and a
wellness center.
“Instead of being reactive
to physical challenges, we can
be proactive,” Gaddy said.
“Any soldier can walk in here
and make an appointment
for an assessment. We can
train one-on-one or as a
unit.”
Amadeo said the center’s
staffers are professionals with
specialized certifications or
master’s degrees in exercise
science or other health fields.
“We’re more of a primary
preventive and assessment
program,” Amadeo said.
“We’re not diagnosing; we’re
assessing where they are.
We’re trying to (help) them
before they have to go get
treated for things like diabetes or some other chronic
disorder.”

Board approves negotiations for
airport-management services

The MidCoast Regional
Airport Local Joint Management Board met Tuesday to
discuss who will be awarded
its fixed-base operator management services.
The Federal Aviation Administration defines an FBO
as a commercial entity that
provides aeronautical services to the public, including
fueling, maintenance, storage and ground and flight
instruction.
The board voted to authorize Liberty County Development Authority staff to negotiate a three-year contract
with Volo Aviation and arrange contract-termination
procedures with ABS Aviation Services, the company
it currently contracts with on
a month-to-month basis to
manage the airport. Volo is
based out of Stratford, Conn.,
and ABS is headquartered in
Tampa, Fla.
The MCRA board discussed the results of a pricing analysis presented by
LCDA staff, and staff ’s recommendation to award a
one-year contract with two
renewable options for FBO
management services to
Volo Aviation.
Volo Aviation offered
MCRA a three-year contract price of $460,289, with
a first-year cost of $150,550.
ABS Aviation Services estimated a three-year contract
price of $512,431 with a
first-year cost of $164,575.
Cost was not the only
factor MCRA considered
in its decision to award
airport-management services to Volo Aviation. The
board looked at each company’s qualifications and
each firm’s plans for airport
operation and maintenance,
marketing and staffing.
Three companies attended a mandatory pre-proposal conference Aug. 20 at
the airport, LCDA staff reported. The LCDA accepted
sealed proposals from ABS
Aviation Services and Volo
Aviation on Sept. 12.

• The MCRA board approved a $7,000 biennial
contract for auditing services with Karp, Ronning &
Tindol CPAs, and approved
hiring Thigpen, Lanier,
Westerfield & Deal to prepare the airport’s 2013 annual financial statements for
a $3,000 fee.
• The board also authorized staff to solicit prices
from
gutter-installation
companies for gutter installation at the airport because
of water damage to the floors
at MCRA.
• Airport board members
discussed saving costs on a
proposed project to install
new flooring at the airport.
Staff will look into bidding
out labor and check into
prices for ordering tiles and
other materials directly. The
board also discussed replacing two of four computers at
the airport.

Driving while license
suspended, third offense,
no insurance — A deputy
on patrol ran the plates on
a Hyundai he was traveling behind and found the
vehicle’s registration was
suspended and the driver
had no valid insurance. The
deputy stopped the vehicle
and asked the driver for his
license, but the driver told
him it was suspended. He
also said he’d canceled his
insurance. The driver was arrested, taken to jail and given citations and a court date.
The Hyundai was towed.
Illegal possession of a
controlled substance — A
deputy responded to a call at
an Old Sunbury Road convenience store about three
men in a car possibly using
narcotics. The car owner
consented to a search of the
car, but when the deputy
asked the three occupants
to exit the vehicle so he
could search it, he noticed
one man throw something
beneath the car. The deputy
called for backup and found
a blunt beneath the car. The
deputies contacted a narcotics officer and handed the
investigation over. A field
test determined the blunt
contained Spice. Two of the
vehicle occupants were taken to jail.
Harassing phone calls
— A Midway woman told
a deputy that the man she
used to live with was sending her unwanted text messages and voicemails. She
said he also threatens her
with physical violence and
comes by her home frequently and threatens her
neighbors. The complainant was given a case number
and briefed on procedures
for obtaining a temporary
protection order.
Sept. 17
Theft by taking, felony
— A Midway man called
authorities to report that 58
of his 60 hydrocodone pills
were missing. The man said
he’d been gone all day, and
the only other person home
was his adult son. The man’s
wife said their son has a history of abusing pain medication, and she confirmed the
complainant’s statement that
their son was home alone all
day. The complainant’s wife
said she confronted their
son about the missing medication, but he denied taking
it. The son was not home
when the deputy was called
to the residence. The couple
was given a case number.

Hinesville’s jobless
rate dips to 9.3
percent in August

ATLANTA — The Georgia Department of Labor
announced Thursday that
Hinesville’s unemployment
rate decreased to 9.3 percent in August, down seventenths of a percentage point
from 10 percent in July. The
rate also was 9.3 percent in
August a year ago.
The rate dropped because
there was a significant reduction in layoffs and an
increase in the number of
jobs.
There were 203 new layoffs, represented by initial
claims for unemployment
insurance, which are 22, or
9.8 percent, fewer than the
225 in July.
Much of the decline came
in accommodations and
food services, professional
and technical services, construction and manufacturing.
Over the year, the number
of initial claims was down by
67, or 24.8 percent, from 270
in August 2012. Reductions
were mostly in manufacturing, construction, transportation and warehousing,
professional and technical
services, and administrative
and support services.
There were 19,700 jobs
in Hinesville in August, up
by 300, or 1.6 percent, from
19,400 in July. The increase
came mostly in local government. The number of jobs

The Long County Chamber of Commerce last week
welcomed a new doctor’s
office to Long County.
Drs. Olugbenga Awe and

Meanwhile, Georgia’s seasonally adjusted unemployment rate for August was
8.7 percent, down from 8.8
percent in July. The rate was
9 percent in August a year
ago.

The two men have nearly 50 years of combined
experience in the medical
field.
