begins his day calmly, climbing
into his cruiser and reviewing
his to-do list. His last two years
assigned specifically to answering complaints about homeless
campers and panhandlers have
been a welcome change after a
long career policing prostitution and narcotics.
Throughout the years, Pace
has handled the emotional
stress of his job the same way.
“It’s just business; it’s not personal,” he said before leading
this journalist on a ride-along.
“At some point, you have to
have a disconnect and go into
cop mode.”
But policing the homeless isn’t as black and white
as handling homicide or drug
abuse. Although the county
passed ordinances against
aggressive panhandling and
sleeping outdoors, being homeless is not a crime in and of
itself.
The moral line is also
blurred: The general public sees the plight of some to
be legitimate but voice frustration over others with drug
abuse problems and those who
remain on the streets due to
choice, not necessity. Officer
Pace estimates that 80% of regular panhandlers in his north
Sacramento beat have homes,
vehicles, and collect social
security, facts not reflected by
their signs claiming hunger and
homelessness.
Pace and his fellow officers
refer to one such panhandler
as “Santa Claus,” thanks to his
long white beard. Who would
guess that Santa owns a house
in Antelope, drives a Cadillac,
and uses the money he makes
the government’s homeless policies and call for a long-term

Bicycle and
Pedestrian Projects
in the Master Plan

WEST SACRAMENTO, CA (MPG) -
The Sacramento Area Council of
Government (SACOG) has developed six master plans since 2004.
They updated the plans in 2007, 2009,
2011, and 2013. SACOG has helped
fund over 85 regionally significant
bicycle and pedestrian projects since
that time. The total cost of these projects was over $125 million.
The 2015 master plans envision a
complete transportation system that
will support healthy living in an active
community where bicycling and walking are viable and popular choices.
These choices should be available in a
safe and convenient network.
The 2015 master plan update
emphasizes the activities that will
help to implement its strategies
and actions: (1) coordinate efforts
between various stakeholder groups
and local agencies; (2) measure the
performance of bicycle and pedestrian systems; (3) assist with complete
streets planning; (4) understand the
impacts to safety, public health, and
the economy; (5) promote traveler
safety through education; (6) promote multi-modal trips through transit
connections; and (7) support infrastructure and programs.
The “bicycle and pedestrian master plan” includes 20-40 miles of
new bike lanes, facilities, and the
Sycamore Bridge. This plan, however, does not include funding. But,
if the project is in the plan, it will be
eligible for active transportation funds
and any other significant funding for
bike, pedestrian, and horse trails and
facilities.
SACOG will soon be considering the adoption of the
“metropolitan transportation plan.”
The plan, in addition to the bike
trails, includes improvements to
the Jefferson Blvd. interchange, the
Village Parkway Extension, and the
dredging and deepening project at the
Port. The City of West Sacramento
has requested the majority of the
funds, since it is the area where most
of the increase in population will be in
the county.

Learning have partnered on the groundbreaking of the Food for Families Urban Farm. This
unique partnership offers new pathways to
developing urban farms in West Sacramento,
thereby increasing access to fresh local produce, promoting community sustainability,
encouraging volunteerism, and stimulating
educational opportunities. Twenty-five percent
of the produce grown will benefit Food For
Families and create a built-in market for beginning farmers to sell their crops.
“For individuals facing food insecurity,
access to fresh, healthy food can be a daily
challenge,” said Jennie Teal-Wolter, Food For

New Sacramento Zoo Cap to Cap: Local Leaders
Director Announced Meet with National Leaders

- After an extensive search
and interview process that
included candidates from around
the country, the Sacramento
Zoological Society’s Board of
Trustees is pleased to announce
the selection of Dr. Kyle Burks,
former chief operating officer of the Denver Zoo, as the
new director and chief executive officer of the Sacramento
Zoo. Burks will take on the role
beginning June 15th.
“We conducted a nationwide search and identified
several highly qualified candidates for the position,” said
Jeff Raimundo, president of
the Sacramento Zoological
Society’s Board of Trustees.
“We are impressed with Kyle’s
background and vision for the
future, and we feel he will bring
renewed passion, energy, and
innovation to our community
jewel.”
Dr. Kyle Burks grew up in
Huntsville, Texas and attended
Texas A&M University. He
earned a B.S. in Experimental
Psychology and then an M.S.
from Georgia Tech where he
worked closely with the Zoo
Atlanta director. Kyle’s extensive work history includes being
recruited to the Opening Team
for Disney’s Animal Kingdom
in 1997. While there, he served
many roles including training
the park’s operations managers to understand the animals in
the collection, serving in a temporary assignment as the curator
of education for cast programs,
managing the Wildlife Tracking
Center, and helping to develop
and monitor Animal Kingdom’s
strategic plan. In 2008, Kyle
joined Denver Zoo as executive
vice president and chief operating officer. In that role, he was
responsible for the day-to-day
operation of the zoo, including veterinary and daily care of
the animal collection, education,

Burks succeeds Mary Healy,
the Zoo’s director for nearly 15
years, who died unexpectedly
last August while on a trip to the
Galapagos Islands.
As the new director/CEO
of the Sacramento Zoo, Burks
will ensure the Zoo achieves
its mission to inspire appreciation, respect, and a connection
with wildlife and nature through
education, conservation, and
recreation. In this role, he will
oversee 108 employees, a collection of more than 500 animals
on 14-acres, as well as the Zoo’s
robust education and international conservation programs.
Kyle will serve the Sacramento
Zoological Board of Trustees
which consists of 20 members.

Metro Chamber leads a group of
over 300 business, government,
and civic leaders on an official
business trip to Washington,
D.C. The purpose of this annual
program, which is referred to as
Capitol-to-Capitol, is to advocate on behalf of the region.
Capitol-to-Capitol is commonly called Cap to Cap. It
enables leaders from six regional
areas in the state of California to
meet with their Congressional
representatives and to seek support for various local programs.
The regions include Sacramento,
Yolo, Placer, El Dorado, and
Solano counties.
The 2015 delegation’s chairwoman is Keri Thomas, regional
director of community and government relations for Sutter
Health. The honorary vicechairs are Sacramento Mayor
Pro Tem Angelique Ashby and
Yolo County Supervisor Oscar
Villegas. Attendees from West
Sacramento included council
members Beverly Sandeen and
Mark Johannessen and Mayor
Pro Tem Chris Ledesma.
Twelve teams of local leaders made presentations to
lawmakers. This year’s regional
concerns included community
and economic development,
agriculture, health care, and
transportation. Over 300 members of Sacramento’s business
community attended more
than 250 meetings with federal
lawmakers.
Cap to Cap included a firstever town hall meeting that
featured congressional representatives from the region as well
as meetings with staff members
from the Obama administration
and elected officials from both
the Senate and the Congress.
Funding infrastructure needs,
such as dams to help the region
fight drought, were a high priority. Metro Chamber CEO Peter
Tateishi said, “In this fourth year
of drought, we will definitely
have water as a top issue. We are
looking at more storage opportunities, flood control, and other
ways we can plan for the future.”
The Metro Chamber summarized and provided requested
action statements for each of
their all-encompassing policy
areas. Their topics included air
quality, community development, flood protection, food and
agriculture, health care, homeland security, innovation and
economic development, land
use and natural resources, transportation, water resources, and
workforce and education.
Federal Incentive Programs
are a key element in reaching
many of the goals. Tax reform is
needed to help small businesses.
Medicare and Medicaid programs in our state are in need of
protection. Because many communities lack sufficient access
to mental health services, law
enforcement’s focus has been
re-directed. This could be the
reason for the number of petty
crimes reported lately in West
Sacramento.

in the Sacramento region, especially within the transportation
system. The rail system, the
interstate highways, the Port
of Sacramento, the airport system, and bicycle and pedestrian
structures are all in need of
improvements. Crude oil shipments by rail and storage on
railway sidings should be phased
out and regulated.
The Metro Chamber supports proposals to return control
of education back to the states
and empower parents, education leaders, and communities
to hold schools accountable for
effectively teaching students.
It also supports federal funding and policies that will enable
regional, multi-district initiatives
to establish, support, and sustain
high school pathways programs
that are linked to post-secondary training and education. They
have also asked that the community colleges in our Capital
Region further support services
that are provided to our Veterans.
This annual trip to Washington
D.C. is crucial for all of the
regions that participate. This
year’s delegation was the largest
since before the recession. Metro
Chamber CEO, Peter Tateishi,
described the trip as “the gold
standard for lobbying trips in the
country.” He is hopeful that the
teams that made their presentations will obtain much-needed
and long-lasting results for their
efforts.

Raley’s Continues Long-Term West Sacramento Crime Beat
Family Ownership
Mike Teel becomes Third Generation Majority Owner
WEST SACRAMENTO, CA (MPG) -
Jim and Joyce Raley Teel have
announced they will transfer
majority ownership of Raley’s
Family of Fine Stores to their
son, Michael Teel, the company’s President and CEO.
The Teel’s four daughters will
continue to hold minority ownership. Transitioning to a third
generation of family ownership
is an important step in keeping
Raley’s a family-owned company and Northern California
business leader. Raley’s is headquartered in West Sacramento.
In a letter to Raley’s employees, Jim and Joyce Teel stated,
“This is a significant accomplishment, as fewer than 12%
of family businesses transition to a third generation. With
Mike’s passion and vision, we
have great faith he will guide
and grow the business for future
generations.”
The Teel family is committed
to continuing family ownership
of the company for generations
to come. This transition ensures
the continued presence of a
strong family-owned business,
one of the largest privately held
companies in the Sacramento
area that contributes positively
to the region’s economy and
community.
“My grandfather saw the
potential in this area 80 years
ago,” Mike Teel said. “I want to
continue that legacy, and continue to invest in the Sacramento
region. It’s poised for growth
and so are we. This is our home,
and we’re here to stay.”
Mike Teel will own 92% of the
company and become majority
owner, with his sisters equally
sharing the remaining 8%. Other
details of the deal are a private
family matter.

An officer contacted the location
of incident for a residence check.
The suspect opened the front door.
The officer observed the suspect
drop a white napkin behind the
microwave. The officer checked
the item and found it to be a glass
meth pipe. It was still hot to the
touch. A search located a set of
brass-colored metal knuckles. The
suspect was arrested and booked
into Yolo County Jail.

During a traffic stop, a passenger was revealed to be a suspect
with three local warrants. The
suspect was arrested and

The suspect was contacted during
a call reporting a disturbance. The
suspect was found to have a warrant. The suspect was arrested and

The reporting party called

Department to report a female
(known to them) who was seen
trespassing on the property after
already having been warned for

officer. The suspect was located
and the reporting party positively identified the suspect.

Yolo County Jail because the
offense is likely to continue.

The suspect was a passenger in a vehicle stopped for a

While traveling with friends on
business, we took an afternoon
off to visit one of those massive
arcades complete with 3D games,
a ropes course, go-karts, and the
like. It was great fun, a needed
distraction, and I’m pleased to
say that I crushed my competition
on the racetrack. But my thrill of
victory was curbed by the agony
of defeat when I faced this funhouse’s four-story climbing wall.
You know the behemoth: A
slick, black wall with colorful
rubberized grips peppered across
its face. The climber gets fitted
with a harness and hard hat, and
off he or she goes to the top to
ring the bell of conquest. I tried
- with my friends mostly jeering rather than cheering - but I
couldn’t do it.
Climbing wasn’t the problem.
I’ve got mad monkey skills and
a gorilla grip. It was the height.
I have a morbid case of acrophobia, and nothing makes me pop
out in hives or go looking for
a toilet bowl to hug like being
faced with traversing an unstable structure that is more than ten
feet high. It’s a full blown panic
attack with hyperventilation and
vertigo included.
What made this incident all
the more challenging were the
last words of the attendant as I
mounted the wall: “When you
get to the top, you have to let go.”
There was no climbing down
(because of the tension on the
safety rope), and there was no
backing out. When you reached
the terminus, wherever that was
on the wall, the only way down
was to free-fall.
The first fifteen to twenty feet
were easy, but at the three-story
mark those words started blaring
like train whistles in my head:
“When you get to the top, you
have to let go.” That’s where I
froze like a bug stuck to a windshield, and, try as I might, I could
go no further. The thought of letting go and falling, of trusting
a 1/2 inch rope to save me, was
too much for my anxious mind to
overcome.
I learned a few things about
faith while clutching to that wall.
Like, how much faith did it take
to climb that wall? None. It took
strength, balance, and a plan of
attack; but not faith. And as long
as I could climb and had the will
to move; as long as I could reach
that next outcropping, I was fine.
But faced with the prospect of
letting go, that was almost impossible. It took faith to fall, and I
didn’t have very much to give.
As long as we can keep conquering, going, achieving, or
getting better, stronger, and
higher we feel like everything
is okay. But what happens when
our strength runs out; when all
our plans for climbing higher
fail? What happens when we can
no longer focus? What happens
when control is taken from us
or when we are forced to let go?
That’s when faith is required.
This is the same conclusion of
philosopher Blaise Pascal who
described faith as “a wager.”
Human reason can take us only
so far, he said, but then it will
leave us “suspended” (Pascal’s
word), stuck as it were on a wall.
Then we have to bet on God,
believing that happiness is found
by falling into the grace and
infinity of what cannot be proven
or explained.
When I was hanging there, frozen on that wall, the only thing
separating me from the floor
below was that thin sliver of
rope. Here was the wager: Do I
believe this piece of polyester is
strong enough to keep me from
reaching terminal velocity? So,
I placed my bet and let go, terrified the whole time, but knowing
I had no other real choice. That
is something that resembles faith.
What most of us call faith
is actually nothing more than
human determination. It is confidence in our own ability, and that
is nothing that resembles trust in
God whatsoever. It’s only when
we are ready to let go that we are
ready to believe.

Have you ever seen a honey
bee that’s got so much pollen
on her feet and thighs that she
can barely fly? I often wonder
if some of them never make it
back to their hives they’re so
overloaded. It’s spring again
and all the more reason to be
organized not just with housecleaning, but in the garden.
This time of year the nurseries are teaming with flowers
that beseech us like friendly
puppies at the Humane Society
to take them home. And we
SHEs (Sidetracked Home
Executives) are like busy bees
around those beautiful flowers.
After all, we survived winter and we’re sick of gray and
ready for sunny colors.
But like those bees, we can
get carried away buying more
than we can plant. We fly
home with our trunks full of
flats of flowers and the optimism we’ll plant them all in a
day. But so often we poop out
in the middle of the plant and
the remaining purchase is at
the mercy of our next planting
mood which can easily result
in death of the remaining purchase. Death by good intention

Key 1 Plan~ Divide your
yard into zones. When you
divide up a project into manageable parts you won’t get
overwhelmed. Figure out what
you’d like to have brighten
each zone and write down how
many of each plant you want.
It’ll be like a grocery list.
Don’t plan another zone until
you’ve finished planting one
you’ve planned. I like to add
at least one perennial each year
(those are the plants that come
back) in each of my zones.
Key 2 Prepare~ Prepare
the soil and even dig the holes
before you head to the nursery.
Key 3 Purchase~ Take your
list and limit what you buy to
the amount of holes you’ve
already dug. Don’t be tempted
while you’re in the beauty of
all the colors and fragrances.
You don’t have to stick to the
exact kind of flowers on your
list, just the number of plants.
Key 4 Plant~ When you
actually get to plant, you’ll
be so happy with yourself for
doing all the hard work first.
And you won’t have the guilt
that comes with unintentionally killing innocent life.
This year I’ve turned one of
my pet peeves into an advantage. We have a big meadow
and every spring the moles
convene like they’re at a mole
retreat. Their underground
social network rivals Face
Book. They seem to converge
on our meadow about when
the grass starts growing. As I
walked through the grass and
inspected the hills I noticed
how rich the dirt was and I
thought, ‘I should use it when
planting flowers in the beds
that have a great deal of clay.’
I went to my local nursery and
asked what I could add to the
dirt to make it good as a potting soil.

with the Baby Steps
Dear Dave,
My husband and I have been
following your plan. We just
paid cash for our new home
after selling the old one, so
we’re out of the Baby Steps. But
we’ve still got about $50,000
in student loan debt hanging
over our heads. We make over
$100,000 a year combined, so
how would you suggest handling this?

Dear Stephanie,
Whoa, hang on a minute! I
think you’re a little confused
about the steps in my plan.
You’re not out of the Baby
Steps quite yet. You just got
Baby Step 6, which is pay off
your mortgage, done ahead of
time.
Go back to Baby Step 2,
which involves paying off all
your debt except for your house,
and take care of the student
loans. You guys make good
money, so it shouldn’t take long
at all. After that, if you haven’t
already, move to Baby Step
3 and set aside a fully loaded
emergency fund of three to six
months of expenses. Baby Step
4 is investing 15 percent of your
income for retirement, and Baby
Step 5 means putting aside
money for the kids’ college education — if you have kids. The
seventh Baby Step is building
wealth and giving.
I hope that helps straighten
things out. The good news is
you won’t have to fight through
a house payment while you’re
paying off the student loan
debt. So for now, just get into
attack mode and make it disappear. Then, move on to the other
steps. Other than getting the
sequence a little mixed up, you
guys are doing great!

Do no more damage
Dear Dave,
I’m returning to school to finish my degree this year, and I’m
going to ask my girlfriend to
marry me. We both have decent
jobs, but I also have some previous student loans that I could
put into deferment. Do you
think I should pay off the debt
before getting engaged?
Colton
Dear Colton,
Congrats on finding that special someone! Now, if I were in
your shoes, here’s the way I line
up my priorities.
First, don’t do any more damage where debt is concerned. I
want you to pay cash for your
food, lights, water, gas for your
car and housing. Obviously, you
have to live, but I want you to
all this without adding any new
debt. The next priority would be
to pay for college, and pay cash
for your tuition and stuff from
this point forward. Remember,
no new debt!
After that, let’s save up and
pay cash for a nice, inexpensive ring. The student loan debt
comes last through deferment.
I’d really attack it with a vengeance after I was married, out
of school and had an even better
job and bigger income.
You’re going to be a busy
guy for a while, but I’ll bet this
lady’s worth it. Gaining control
of your finances now will be a
great gift for you both when you
start your new life together.

for college in 2004.

- Those in the stadium at
Sacramento City College rose to
their feet as the familiar sound of
“Pomp and Circumstance” signaled the arrival of spring 2015
graduates. And a remarkable class
it was.
Those parading across the football field ranged in age from 17
to 72. They included a woman
in her 40s who’d come back to
school to get a degree in nursing after decades of success in an
unrelated field. Not a few were
the first in their families to go to
college, and, at home, the only
family member who conversed in
English.
Among those graduates, wearing honors colors and a Phi Theta
Kappa pin, was my son, Mike. He
had two asterisks after his name in
the program, signifying a GPA of
3.5 or better.
The last time I’d heard “Pomp
and Circumstance” was at his high
school graduation. Then, as now, I
bawled my eyes out, watching my
ADHD son walk across the field
in his cap and gown.
Mike will be 30 in the fall. This
is his second attempt at college.
Of children diagnosed with ADHD,
just 15% will go on to college. Of
that 15%, only 5% will graduate.
Mike’s ADHD was diagnosed when
he was six. Academically, it’s been
a long rough road. This spring, he
graduated from Sac City College
with plans to finish up his four-year
degree at UC Santa Cruz this fall.
Three years ago he moved
back home with me. He’d tried
to make it on his own when college didn’t work out, bouncing
from job to job, living in a house
with five other young people,
finally reduced to skateboarding to work because he had no
car. Finally, desperate and almost
homeless, he moved in with me.
This arrangement meant I had a
strong back to help me do things I
have trouble with, such as lifting.
He could concentrate on doing
well in school. He reconnected
with the California Department
of Rehabilitation. Testing reconfirmed his ADHD and also found
that he is capable of completing
not just college, but even grad
school.
At Sac City at the conclusion
of the fall 2014 semester, Mike
had a 4.0 GPA and five semesters of straight As. But his spring
courses included Statistics and
a tough Psychology course that
required Stat as its prerequisite.
Overconfident from his straight
As, Mike didn’t ask for accommodations for his ADHD – and put
at risk his plan to transfer in the
fall to a four-year school. Three
schools had accepted him, but to
retain his enrollment offers, he
had to pass Statistics with a C or
better.
The heavily weighted final covered everything from the whole
semester. He’d had some As on
quizzes, but on the midterm had
a D. There was a chance, a slim
chance, he could pull things out
if he scored enough points on his
final.
Well, the flip side to ADHD is
the brain’s ability to hyper focus
and that’s what he did. He made
index cards for every single chapter in the book, went to the math
lab, met with a tutor, and took the
test with extra time (an ADHD
accommodation).
As he walked across the field in
his cap and gown, he didn’t know
his final Statistics grade. But nothing could dampen his hard-earned
joy and pride in being a Sac City
honors grad.
A day or two later, he received
an e-mail from his Stat professor,
who, like all of Mike’s professors at Sac City, was patient with
Mike’s ADHD and kind. He said
he had finished grading Mike’s
final and Mike scored 94%, a
solid A! “Congratulations, Mike,”
he said, “and good luck at UC
Santa Cruz this fall.”

Beginnings

James Cash Penney was
born in 1875 and grew up on
a small farm in Kentucky. He
had no idea that one day his
name would become a household word across America.
His parents were Christians
and his father ministered in the
Primitive Baptist Church. They
instilled a deep and lasting faith
in their children. While he was
a teenager, his family met with
financial hardship, which meant
that he had to quit school and
go to work to help support his
family. He became a clerk in a
local store, which later propelled
him into a brilliant career as a
retailer.
In 1902, Penney was able to
purchase one-third interest in a
dry goods store in Kemmerer,
Wyoming. The town was small,
with less than 1000 people, but
he was determined to do what
it took to be successful. He and
his wife lived in a tiny attic
apartment above the store. Their
only furniture was a large empty
box for a table and smaller boxes
for chairs.
When their first child was
born, his wife wrapped their
baby in a blanket and laid it
under a counter to sleep as they
worked the store helping customers. Eventually, Penney
would preside over 1700 stores,
each bearing his name. His business became the nation’s largest
chain of department stores. His
secret was in the influence of his
godly parents.
He began to refer to his business as “The Golden Rule
Store.” His motto came from
Matthew 7:12, “Therefore all
things whatsoever you would
that men should do to you, do
you even so to them: for this is
the law and the prophets.” But
life has its troubles. Even though
Penney was very wealthy, the
depression of 1929 could not
have come at a worse time. His
stores were doing well, but he
had been adding outside interests that were proving to become
extremely costly. In order to
finance these interests, he had to
borrow heavily.
The depression prompted
banks to request payment of his
loans sooner than he anticipated.
Cash flow was slowing and he
was finding it hard to make his
payments on time. Penney said,
“I was so harassed with worries
that I couldn’t sleep and developed an extremely painful
ailment.” His health began to
deteriorate, which prompted him
to go to the doctor. The physician diagnosed him as severely
sick. A rigid treatment was prescribed, but nothing helped.
Then he was attacked by the
spirits of hopelessness and
despair, thrusting him into deep
depression.
While in the throes, he
recalled that “suddenly something happened.” He heard
words of a gospel hymn being
sung that spoke volumes to his
soul. It was like a miracle. He
felt as if he had been lifted out
of a dark dungeon into the warm
sunlight. The words from that
song began to heal his soul. In
a miraculous instant, he knew
that God loved him and was
there to help him. He declared,
“From that day to this, my life
has been worry-free.” The song
said, “God will take care of you,
through every day, over all the
way; He will take care of you.”

Unified School District (WUSD)
announced that Linda Chin Luna
has been appointed as the new
Superintendent starting July 1st
of this year.
The release stated: “Ms. Luna
comes to West Sacramento with
over 31 years of educational
experiences and a deep commitment in becoming a part of our
great community. Superintendent
Luna comes to us with a proven
track record. During her tenure as Superintendent in the
Spa Care
Millbrae School District, every
school has received a California
Distinguished School Award in
addition to two Title I Academic
Achievement Awards at one
school. She has implemented
$60M for modernization of facilities, increased local revenue
through the Education Foundation
and Health Care District,
increased technology access for
all schools and students, and

Potato Salad
What You Need
2 russet potatoes
1 zucchini (about 6 oz)
5 slices bacon
1/2 tbsp lemon juice
4 tbsp mayonnaise
1 tsp dijon mustard
1 tbsp maple syrup
1 tsp caper, minced
saucepan and add a
pinch of salt.
• Put potatoes in the
saucepan and cook until
tender.
• When the potatoes
are cooked, transfer to
colander to drain and
pour lemon juice over
the potatoes. Let stand.

A WEEKLY TURN AROUND THE BASES

The big righthander is quickly growing into
Adam Wainwright II. He’s 7-0 with a 1.87
ERA.
The American League Central has become the
most powerful division in baseball, and it continues to improve. The quintet (Kansas City, Detroit,
Minnesota, Cleveland and Chicago) is an aggregate
21 games over .500 and the Indians and Twins are
enjoying an upswing. The only other division with a
winning record is the National League West, which
is two games better than .500...Hunter Pence of
the Giants has been back in the lineup almost two
weeks now. And no one has enjoyed his presence
more than Brandon Belt. The Giants’ first baseman is batting .375 with a 1.226 OPS in games with
Pence in the lineup. In the eight games the two
have played together, Belt has seven extra-base
hits, nine runs and eight RBIs...Not that offense has
been a huge problem for the Boston Red Sox this
season, but designated hitter David Ortiz is batting just .109 against lefties with a .107 on-base
percentage. He’s slugging just .164, For his career,
Big Papi is batting a respectable .264. Ortiz isn’t
the only Boston batter struggling. In April, Hanley
Ramirez hit .293 with 10 homers and 22 RBIs in 21
games. Through his first 19 games in May, Ramirez
is batting .229 without a home run or even a single
RBI...On the opposite end of that spectrum, Prince
Fielder of the Texas Rangers was off to one of the
best starts of his career this season. Through 31
games he was tearing up American League pitching
at a .333 clip with a pair of homers and 14 ribbies.
In only 13 games since then, the Prince has six
homers, 18 RBIs and is batting .415...After playing
part-time for three seasons, Philadelphia infielder
Freddy Galvis posted a .218 career batting average.
Now with a chance to play everyday with the trade of
longtime shortstop Jimmy Rollins, Galvis is hitting
.305...The Cleveland Indians’ trio of Corey Kluber,
Danny Salazar and Trevor Bauer is the anchor
of the Indians’ team. Over their last eight starts,
the pitching staff has combined for a 1.98 ERA and
a 0,922 WHIP and won six of the eight games...If
you’re looking for the next manager to be fired (and
who isn’t?) Bryan Price of Cincinnati and John
Gibbons of Toronto are good bets. Both teams have
underachieved during their respective tenures. Walt
Weiss of Colorado, and perhaps, Robin Ventura of
the White Sox and Lloyd McClendon of Seattle are
feeling a little heat as well...And for a little history,
@AceballStats informs us that the great Ted Williams reached base safely four times in 283 games.
That’s 44 more than the 239 in which he didn’t reach
base safely.

Already the Pirates’ ace, Cole has 63 punchouts in just 57 innings.

seems to be more players in their
early 20s starring in the majors now
than ever before. If I had to win a
World Series in 2015 with only players age
25 and younger, this would be my
25-man roster. For clarity, this is
based on ages as of Opening Day
this season.

denying Trout as one of the best players—if
not the best—in the game.

extra bases and has scored 29 runs. No one
can hang with Simmons defensively.
3B Kris Bryant, Chicago Cubs
Even though the Cubs delayed his season by
a few weeks, Bryant is tied with Rizzo for
the team lead with 29 RBIs. I’m impressed
by the youngster’s .391 OBP.
OF Bryce Harper, Washington
A few years ago when Harper and Mike Trout
were recalled within 24 hours of each other,
the national debate on who would be the better
superstar trended about 55 percent to Harper.
Now that he is injury-free (and perhaps a bit
more mature), Harper may rival Trout’s production in every facet of the game.
OF Mike Trout, Los Angeles Angels
His 2015 numbers are still working their way
2B Kolten Wong, St. Louis
Wong came of age in last year’s
playoffs and is still improving
his consistency at the plate.
SS Jose Iglesias, Detroit
A month ago, Iglesias may have
been our first choice at short.
Late in April he was hitting .397
but has batted only .241 in his last 17 games.
3B Manny Machado, Baltimore
Machado is on pace for his career best average, on-base and slugging percentages.
OF Yasiel Puig, Los Angeles Dodgers
Puig is still Mr. Excitement in Los Angeles
and is learning to channel the excitement into
more positive plays and fewer negative ones.
The Dodgers certainly hope that his hamstring injury won’t linger much longer.
OF Joc Pederson, Los Angeles Dodgers
The young center fielder has more than replaced Matt Kemp defensively and has a
higher average and OPS than Stanton.

Madison Bumgarner, San Francisco
His numbers this season don’t measure up
with the others on this team, but his performance last October proved his value in big
games.
Shelby Miller, Atlanta
Miller has become the Braves’ reimbursement for the 2003 Adam Wainwright trade.
Miller leads the majors with a 1.50 ERA.

The Oakland ace keeps getting better. He’s

An Uncertain Future for Sac’s Homeless

approaching homelessness with
more energy and resources than
ever before.
Halcon and Ameneyro work
in close collaboration with
Sacramento Steps Forward (SSF),
an umbrella organization intended
to coordinate and unify the efforts
of a multitude of non-governmental organizations (NGOs)
and other homeless service providers in the region. In just a few
months of work, a vision of unified services and a new strategy is
starting to emerge.

“The dialogue in our region is
now starting to move towards this
‘housing first’ dialogue that you
see in other parts of the state and
the country,” said SSF External
Affairs Director Maya Wallace.
“The idea is that it’s easier to
treat somebody’s issues if they’re
in housing than it is if they’re on
the street. It’s cheaper and more
effective.”

From the county’s perspective,
Ameneyro said, “The overall target is to go the same way. The
challenge is to find the affordable
housing that goes with it.”
Even the U.S. Department of
Housing and Urban Development
is supporting housing first, and
the inter-organizational agreement to follow this path suggests
true cohesion and consensus
on a difficult issue. But other
factors, including the sheer complexity of the issue, imply that
Sacramento still has a long way to
go before homelessness becomes
manageable.
Wallace claims that inefficiencies between Sacramento’s
organizations have stymied progress on providing the complete
package of services that prevent
and reduce homelessness. She
also says that finding affordable
housing is difficult due to “land
use policy at the city and the
county level.” Ameneyro cited
limited federal funds as a severe
barrier to affordable housing for
all.
The Best Brings Out the Worst
Meanwhile, the shortcomings
of even the best-intentioned programs can be seen and felt on
the streets surrounding Loaves
and Fishes, one of Sacramento’s
best-known and most-successful providers of basic survival
services, functioning entirely on
private donations.
One 50-year-old man who
wished only to be identified as
Chris, spends most of his time on
the streets near Loaves and Fishes
or in Friendship Park, a private
facility also run by Sister Libby.
Was this candle at an abandoned camp used to read by or to remember a
loved one? More likely than not, its scent was used to ward off the stench
of feces in the bucket beneath.
Wallace, Halcon, and Ameneyro
all cited the organization run by
Sister Libby Fernandez as a safe
haven for Sacramento’s homeless, but City Councilmember Jeff
Harris estimated that some 300
homeless individuals now remain
in the vicinity, dependent on the
services provided at Loaves and
Fishes, and not all of them are
looking for help.
But on a hot afternoon on the corner of North C Street and Ahern
Street, Chris said that he had chosen to be homeless.

uncomfortable, but Chris insisted
that people should have the freedom to live outside and despaired
at the public’s view of homeless
people.
“There’s a good percentage of
people who are out here because
they like to live outside. Why
punish everybody for the actions
of a few?” asked Chris.
Having consciously made the
choice to be homeless, Chris
rejected the notion that he was
dependent on Loaves and Fishes
or its services. “I don’t need it but
it’s there and convenient, so I’m
going to make use of it,” he said.
“Just because I get a free meal
doesn’t mean I’m leeching off of
society.”
Sister Libby said that a “handful” of people remained in the
area and depended on her services. According to her, not
everyone is ready to accept help,
but she will be there to keep them
going until they are. The NGO
leader admitted that there have
been many instances of violence
within the homeless community
in the area—Chris was involved
in a fight in Friendship Park and
a friend of his was recently killed.
Officer Pace also said he
receives frequent reports from
homeless individuals who have
been robbed or attacked by others
living in the streets. “A lot of what
happens to the homeless goes
unreported,” said Pace.
However, SSF has begun one
initiative designed to make Pace’s
job a little bit easier by marrying
his policing duties with a moral
approach. The deputy is now
paired with a trained “navigator”
who emerged from homelessness
himself and acts as a counselor
and advisor when they encounter vulnerable individuals. Pace
knows the law and his companion
knows how and where to get individuals into the proper services.
Joining cops with trained social
workers has proved to be a powerful and effective tool in other
areas of local law enforcement,
but only time will tell how many
of Sacramento’s homeless can
be convinced to enter programs
after years of suspicion and disappointment when dealing with the
authorities.
Nowhere to Go
Halcon insists that a new
approach is taking hold that will
mark the turning of the tide for
those on the streets. “Sacramento
is on the cusp,” she said. “We
want to do something that’s more
purposeful and linked to real
outcomes.”
Indeed, SSF is in the midst of
collecting and analyzing data on
the homeless that could provide
new ideas and improved results.
However, with increased insight
could also come increased moral
debate. Who deserves to be helped
and why? How should the public
view those who can’t or won’t be
helped with government funds?
Those are common questions that
data may struggle to answer.
Ameneyro added that the
county had set a goal of housing 300-400 families by the end
of the current fiscal year, but
according to the 2013 census of
Sacramento’s homeless, 2,538
total individuals were identified
in emergency shelters or living in
“places not meant for human habitation.” A more liberal estimate
from the Sacramento Regional
Coalition to End Homelessness
claims that 5,000-7,500 are out on
the streets, and Ameneryo admitted that, “locating them (homeless
individuals) right now is a little
bit difficult.” New numbers are
expected this year after a census
took place on January 28th, 2015.
Despite an apparent leap forward in addressing homelessness
in Sacramento County, the region
still faces an up-hill battle to
solve one of its most expensive
and contentious issues of the
past decade. When asked where
a homeless person can go or
who they can call for help, SSF’s
Wallace replied, “There’s no good
answer to that right now.”

trade deal, which will be put to a
simple up or down majority vote.
Negotiating the TPP in secret and
fast-tracking it through Congress
is considered necessary to secure
its passage, since if the public had
time to review its onerous provisions, opposition would mount
and defeat it.

A republican form of government is one in which power
resides in elected officials
representing the citizens, and government leaders exercise power
according to the rule of law. In
The Federalist Papers, James
Madison defined a republic as “a
government which derives all its
powers directly or indirectly from
the great body of the people . . . .”
On April 22, 2015, the Senate
Finance Committee approved a
bill to fast-track the Trans-Pacific
Partnership (TPP), a massive trade
agreement that would override our
republican form of government
and hand judicial and legislative
authority to a foreign three-person
panel of corporate lawyers.
The secretive TPP is an agreement with Mexico, Canada,
Japan, Singapore, and seven other
countries that affects 40% of
global markets. Fast-track authority could now go to the full Senate
for a vote as early as next week.
Abdicating the Judicial
Function to Corporate Lawyers
James Madison wrote in The
Federalist Papers, “The accumulation of all powers, legislative,
executive, and judiciary, in the
same hands . . . may justly be
pronounced the very definition
of tyranny. . . . ‘Were the power
of judging joined with the legislative, the life and liberty of the
subject would be exposed to arbitrary control, for the judge would
then be the legislator. . . .’”
And that, from what we now
know of the TPP’s secret provisions, will be its dire effect.
The most controversial
provision of the TPP is the
Investor-State Dispute Settlement
(ISDS) section, which strengthens
existing ISDS procedures. ISDS
first appeared in a bilateral trade
agreement in 1959. According
to The Economist, ISDS gives
foreign firms a special right to
apply to a secretive tribunal of
highly paid corporate lawyers for
compensation whenever the government passes a law to do things
that hurt corporate profits -- such
things as discouraging smoking,
protecting the environment, or
preventing a nuclear catastrophe.
Arbitrators are paid $600-700
an hour, giving them little incentive to dismiss cases; and the
secretive nature of the arbitration process and the lack of any
requirement to consider precedent
gives wide scope for creative
judgments.
To date, the highest ISDS
award has been for $2.3 billion to
Occidental Oil Company against
the government of Ecuador over
its termination of an oil-concession contract, this although the
termination was apparently legal.
Still in arbitration is a demand
by Vattenfall, a Swedish utility that operates two nuclear
plants in Germany, for compensation of €3.7 billion ($4.7 billion)
under the ISDS clause of a treaty
on energy investments, after the
German government decided
to shut down its nuclear power
industry following the Fukushima
disaster in Japan in 2011.
Under the TPP, however,
even larger judgments can be
anticipated, since the sort of
“investment” it protects includes
not just “the commitment of capital or other resources” but “the
expectation of gain or profit.”
That means the rights of corporations in other countries extend
not just to their factories and other
“capital” but to the profits they
expect to receive there.
In an article posted by Yves
Smith, Joe Firestone poses some
interesting hypotheticals:
• Under the TPP, could the US
government be sued and be held
liable if it decided to stop issuing Treasury debt and financed
deficit spending in some other
way (perhaps by quantitative
easing or by issuing trillion dollar coins)? Why not, since some
private companies would lose
profits as a result?
• Under the TPP or the TTIP
(the Transatlantic Trade and
Investment Partnership under
negotiation with the European
Union), would the Federal
Reserve be sued if it failed to
bail out banks that were too
big to fail?
Firestone notes that under the
Netherlands-Czech trade agreement, the Czech Republic was
sued in an investor-state dispute
for failing to bail out an insolvent
bank in which the complainant had an interest. The investor
company was awarded $236 million in the dispute settlement.
What might the damages be, asks
Firestone, if the Fed decided to
let the Bank of America fail, and
a Saudi-based investment company decided to sue?
Abdicating the Legislative
Function to Multinational
Corporations
Just the threat of this sort of
massive damage award could
be enough to block prospective
legislation. But the TPP goes further and takes on the legislative
function directly, by forbidding
specific forms of regulation.
Public Citizen observes that
the TPP would provide big banks
with a backdoor means of watering down efforts to re-regulate
Wall Street, after deregulation
triggered the worst financial crisis since the Great Depression:
• The TPP would forbid countries
from banning particularly risky
financial products, such as the
toxic derivatives that led to the
$183 billion government bailout of AIG. It would prohibit
policies to prevent banks from
becoming “too big to fail,” and
threaten the use of “firewalls”
to prevent banks that keep our
savings accounts from taking
hedge-fund-style bets.
• The TPP would also restrict
capital controls, an essential policy tool to counter
destabilizing flows of speculative money. . . . And the deal
would prohibit taxes on Wall
Street speculation, such as
the proposed Robin Hood Tax
that would generate billions of
dollars' worth of revenue for
social, health, or environmental causes.
Clauses on dispute settlement
in earlier free trade agreements
have been invoked to challenge
efforts to regulate big business.
The fossil fuel industry is seeking to overturn Quebec’s ban
on the ecologically destructive
practice of fracking. Veolia, the
French behemoth known for
building a tram network to serve
Israeli settlements in occupied
East Jerusalem, is contesting
increases in Egypt’s minimum
wage. The tobacco maker Philip
Morris is suing against antismoking initiatives in Uruguay
and Australia.
The TPP would empower not
just foreign manufacturers but
foreign financial firms to attack
financial policies in foreign tribunals, demanding taxpayer
compensation for regulations
that they claim frustrate their
expectations and inhibit their
profits.
Preempting Government
Sovereignty
What is the justification for this
encroachment on the sovereign
rights of government? Allegedly,
ISDS is necessary in order to
increase foreign investment. But as
noted in The Economist, investors
can protect themselves by purchasing political-risk insurance.
Moreover, Brazil continues to
receive sizable foreign investment
despite its long-standing refusal
to sign any treaty with an ISDS
mechanism. Other countries are
beginning to follow Brazil’s lead.
In an April 22nd report from the
Center for Economic and Policy
Research, gains from multilateral
trade liberalization were shown to
be very small, equal to only about
0.014% of consumption, or about
$0.43 per person per month. And
that assumes that any benefits are
distributed uniformly across the
economic spectrum. In fact, transnational corporations get the bulk
of the benefits, at the expense of
most of the world’s population.
Something else besides attracting investment money and
encouraging foreign trade seems
to be going on. The TPP would
destroy our republican form of
government under the rule of law,
by elevating the rights of investors—also called the rights of
“capital”—above the rights of the
citizens.
That means that TPP is blatantly unconstitutional. But as Joe
Firestone observes, neo-liberalism and corporate contributions
seem to have blinded the deal’s
proponents so much that they cannot see they are selling out the
sovereignty of the United States
to foreign and multinational
corporations.
