Page Welcome to Owatonna Parks and
Recreation Spring/Summer 2011
This spring/summer brochure will be of help to you as our department advertises its seasonal
programs, activities, and amenities with this feature. Included in this brochure is information
about the River Springs Water Park, information covering parks and their amenities, youth and
adult recreation programs, therapeutic recreation, information about Brooktree Golf Course,
SeniorPlace activities, and services and information about Tennis and Fitness Center. Also you
will find administrative information including policies and procedures.
Because of the continuing budget crisis that the state and the City Owatonna are in, the
department is in a very fluid situation at this time. Please be aware that this information
may change on short notice. The department will do it’s best to communicate changes to the
community as they occur. For information please go on line to our newly remodeled and
improved website www.ci.owatonnna.mn.us as we have expanded the information that is listed. Also the Owatonna Peoples Press, KRFO and KOWZ radio provide a source of information for
our department.
Remember that the City of Owatonna has eliminated the non-resident fees, this comes about
because of an agreement with Steele County. All citizens within the county will pay the same
fee for recreation programs. Participants from outside the county will still pay the outside
player fee.
Make time to take advantage of your Parks and Recreation trails, facilities, and programs
during this wonderful time of year! We welcome your comments and suggestions about our
facilities and programs. Let us know how we are doing.

Registration procedures:
The City of Owatonna Park and Recreation
Department shall provide a viable, broadbased source of recreational services and
facilities serving all residents of the community.
The department shall develop and maintain
programs to meet the needs of all persons. The
department further shall keep itself aware of the
needs of the users through ongoing evaluation
and assessment.
The Owatonna Park and Recreation Department
offers various forms of registration:
• Walk-In Registration: - Spring Registration
day is February 26, 7-10 am at Willow Creek
School. After this date, come to the Park and
Recreation office at 540 West Hills Circle.
• Summer Registration (Summer Swim
Lessons) will held at Park and Recreation office
starting Tuesday, May 10th at 6 am.
• Mail-In Registration: Mail to Park and
Recreation office at 540 West Hills Circle,
Owatonna, MN 55060

The Parks and Recreation department’s website
has a new look! Our website address has not
changed; however, the website has been given
a much needed make-over to offer a more user
friendly site for all our visitors. You can find
information about the numerous facilities,
parks, programs and much more that the Parks
and Recreation department has to offer on
this site. The website can be found at www.
ci.owatonna.mn.us/parksrecreation (don’t forget
to save this address to your favorites list for
quick access to all your recreation needs).
On-Line Registration: Registration on-line is
provided and administered by Active.com.
Please take note of the following: Registration
for minors (under age 18) requires adult input
and information. Not all Owatonna Park and
Recreation programs are available for on-line
registration. An Active.com account is optional.
Registrations are subject to a 6.5% Convenience
Fee assessed by Active.com. Payment accepted

The Park and Recreation Department utilizes
volunteer coaches for many of the youth
programs the department offers. Volunteer
coaches are a key ingredient in the offering of
these youth programs. This includes training in
psychology and philosophy of youth sports, first
aid, and teaching skill techniques for the various

Youth with disabilities
The Park and Recreation Department welcomes
children of all abilities into their programs. If
your child has a disability, please indicate that
on the appropriate section of the registration
form. After the registration form has been filled
out and sent back to the Park and Recreation
Department, a Park and Recreation staff person
will contact you.
Youth Scholarship Fund: This fund helps
support programs for all of the kids in our
school district and Adult Special Recreation
Programs. The Scholarship Fund has now
received its 501(c)3 status so all donations
are tax deductable if you so choose to donate
to the Youth Scholarship Fund. Without the
continued support of many, this program could
not exist. Thanks to the following for donating

SOCCER
A fun, all-inclusive exposure to the wonderful
game of soccer for boys and girls age 5 through
6th grade. Children must be 5 years old as of
April 1, 2011. The youth learn basic skills in
a fun and social setting.
The youth are able to demonstrate what they
learn by playing a league schedule besides
practice sessions.

April 4th: Schedules and equipment handout
following the coaches meeting.
Practices start the week of April 11th. Coaches
will call for first practice. The program runs
through the second week of June if we have
make-up games due to the weather.
Cost: Early Bird Fee is $46.00. Fees after
March 10th are $56.00.
Registration: Saturday, February 26 through

Thursday, March 10th.
Games are all held at the Soccer Complex so
teams are not split by schools, but may have
a few from same school on each team.
April 4th: Coaches meeting and Instructional
Clinic April 4th at 5:45 PM at the OHS Gym.
The youth are divided into four separate boys
and girls divisions:
- 5 year olds and kindergarten
-1st and 2nd grades
-3rd and 4th grades
-5th and 6th grades
The youth are coached by volunteer coaches.
Practices are held when coaches are able to
hold them, with games being held weekday
evenings and Saturday mornings. The only
equipment required is shin guards, and athletic
shoes, which each child must obtain.

U11 to U18- Girls and Boys Teams
For Youth born between 8/1/92 and 7/31/00
If you missed the sign-up in January – you may
still sign up your child ages 10 to 18 for the
Owatonna Soccer Association (OSA) summer
traveling soccer league if openings remain for
particular teams.
The Owatonna Soccer Association (OSA) is
sponsoring traveling teams to play in the 2011
Minnesota Youth Soccer Association Summer
League for U11 to U18 teams.
Practice starts in late March and league games
are played on weeknights from May 2 – July 11.
Coaches, assistant coaches, and team managers
will be needed. Please let us know if you are
willing to help coach or volunteer to assist with
soccer-related activities. Due to a shortage of
coaches we may have to limit registration in
some age groups. Any child registering after
January 25 will be given a lower priority for
placement on teams. New OSA players should
also bring a copy of their birth certificate to
registration. All players should bring a recent
small photo to registration.
Fee per player: $175.00. There are a limited
number of scholarships available for parents
who are unable to pay the registration fees and
meet financial eligibility criteria.
If you wish to sign your child up for the
Summer League but are unable to be present at
the high school registration on Jan. 24th and
25th , you may pick up a registration form at
the Walbran, Furness Law Office at 140 East
Main (next to Federated). These registration
forms need to be completed and signed by a
parent and delivered with checks (one for $175
and one for $100, plus $40 for new player
only), to the office or mailed to OSA, P.O. Box
169, Owatonna 55060. (A $10 late fee will be
assessed for any player registering after Jan

SUMMER BALL PROGRAMS
T League Baseball
First exposure to the game of baseball, geared
for boys and girls age 5 by June 1 through youth
that have completed Kindergarten. Volunteer
coaches coach the youth. The program will be
instructional in nature, although games will
be played. The primary emphasis is on skill
development. Games will be played primarily
on Monday evenings at 5:30, 6:30, and 7:30
PM. The program sites will be primarily
Jaycee, Manthey, and Brown Park but due to
field availability fields might change. Please
indicate on your registration the site you prefer.

Squirt Baseball
The next level up from T-League baseball,
geared for boys and girls who have completed
1st year of T-ball through 2nd grade. 2nd grade
participants may choose Little League 1 – Mite
Softball or this program. Volunteer coaches who
pitch underhand to them coach the youth. The
program will primarily be played on Tuesday
nights at 5:30, 6:30, & 7:30 PM. The primary
sites will be Jaycee, Brown and Manthey Park,
but due to field availability, fields may change.
Each participant receives a sponsor T-Shirt. The
program will begin the 2nd week of June (14th)
and end the 2nd week of August. There will be
no clinic for participants and the coaches will
call their teams for practice times. Schedules
will be handed out at your first practice by
the coaches. Early Bird fee on February 26th
through May 12th is $35.00. After May 12th
the fee is $45.00. Volunteer coaches needed!

Mite Softball
A transition program from squirt baseball to
Girls Fastpitch, for students in 2nd - 4th grade.
The Mite Softball program will be geared to
girls as the Little League Baseball program is
geared to boys. Pitching machines will be used.
Volunteer coaches will coach and umpire on the
field. The program will begin the 2nd week of
June and end the 2nd week of August. Games

program will begin the week of June 13th and
end the 2nd week of August. There will be no
clinic for participants and the coaches will call

A fun introductory exposure to the game
of Fastpitch softball for girls who have just
completed 4th – 6th grades. The rules of
the game have been modified to fit the age
and ability levels. The program will start the
2nd week of June and end the 2nd week of
August. Games will be held on Monday and/
or Wednesday. The first 2 weeks we will be
working on softball drills and skill development.
The remainder of the season will be games
at 5:30 and 7:00 PM at Manthey, Morehouse
Park and Brown. Each participant will
receive a sponsor T-Shirt. Cost: Early Bird
Fee is $37.00. After May 12th fee is $47.00.

RECREATION BASEBALL
PROGRAMS
If you are registering for Little League or
Minor League Baseball for the summer,
please register at Willow Creek School on
February 26. This is important as baseball
coaches will be present on that day to help
size your child for the correct baseball
uniform.
In efforts to provide the most efficient and
cost-effective baseball program for Owatonna’s
Youth, Bullpen Club and Park and Recreation
merged their summer youth baseball programs
in 2005. T-Ball and Squirt baseball programs
continue to be “Park and Recreation” programs.
Beginning with 2nd grade, however, the
merger provides distinct levels for our Youth
Baseball Community. Little League (Grade
2-5), U-11 Tournament team(s), Minor League

2011 Traveling Baseball Information
Registration for the 2011 season opens on
February 26th at Willow Creek school and runs
through March 21st. Late registrations are not
guaranteed placement and will be charged a late
fee if accepted.
U11 Tournament Team(s)
In addition to playing in the Little League, 5th
grade players that are age qualified (must not
reach age 12 before May 1st, 2011) may try out
for the U11 travel team(s). Selected players will
be divided up into teams that will compete
in 1 local and 2 away U11 tournaments. The
number of U11 teams will be determined
based on the number of selected players. The
goal of the U11 Tournament Team(s) is to
introduce a travel and tournament baseball
experience for 5th grade players in addition to
the “in-house” Little League.

Minor League – (Ages U12, U13, U14 and
U15)
The Minor League baseball program is
defined by age requirements, not grade level.
The placement of the player is determined
by their age. Players in their respective age
groups must not reach the next age before
May 1, 2011. For example, a player that is
13 years old as of or prior to May 1st, 2011
would play in the U13 division. A player that
turns 13 on or after May 2nd, 2011 would play
in the U12 division. A player may play up from
their age designated division, but may not play
down from it.
The focus of the Minor League is PLAYER
and TEAM DEVELOPMENT. During the
month of April, practice sessions will be held
by age group. The goal of this time is to have
all players and coaches in each age group
practice together using a predetermined practice
approach. The practice schedule will also allow
Minor League players and coaches to attend the

Safety Camp
Junior Golf
Steele County will be having a two day “Kids
Safety Camp” on June 16 and 17, 2011 for youth
currently in the 3rd grade, who will be entering
the 4th grade in the fall. The camp is held at the
Lake Kohlmier boat landing and the Fairgrounds
and runs from 7:30 AM to 4:30 PM each day.
Along with fun and games, the kids will learn
about fishing safety, boat/canoe safety, camping/
hiking, bike safety, firearms safety, lst aid,
electrical safety, fire safety, outdoor equipment
safety, and much more. The cost for the program
is $20.00/person that will help cover the cost
of lunches, snacks, beverages, and safety items
each child will receive during the 2 days. In
addition each child will receive a camp T-shirt,
a certificate of completion and a team picture.

A program designed for golfers ages 10-18. The
Junior Golf program at Brooktree will begin on
Monday, July 11th and Tuesday July 12th. Golfers
are to choose the day (Monday or Tuesday)
which is most convenient for them. Golfers can
attend only one day for the week. Note: This is a
change from previous years because of the large
number of participants and growing program.
Each day of golf begins at 8 AM and ends at 10
AM. This will be a four week program ending
on August 2nd. Register for this program during
the Spring Park and Recreation Registration Day
on February 26 from 7:00 AM – 10:00 AM at
Willow Creek School or before May 12th at the
Park and Recreation Office. A typical day on
the golf course will consist of 1 hour of guided
instruction followed by 1 hour of golf. Players

Only the zero depth play area and play features
in the zero depth area will be available during
this program time.

Beaver Lake, a Steele County Park
Beaver Lake is located in the Southwest part of
Steele County near the community of Ellendale.
The park is one half mile from State Highway
30 on County Road 28. It is a small lake with
an updated swimming beach and an added
handicapped accessibility path that was renovated
in 1999 with help form an Outdoor Recreation
Grant. A new play area and equipment were
installed along with hiking trails that wander
throughout the backwoods area of the park.
Alcoholic beverages are not allowed at the beach
at Beaver Lake. Beach information regarding
closing and swimming conditions may be heard
daily over KRFO and KOWZ radio, or by calling
the Parks and Recreation info line at 444-4321 or

American Red Cross Learn to
Swim program:
The Owatonna Park and Recreation Department
offers American Red Cross Learn to Swim
Programs. The programs are held at the West
Hills Pool that is very conducive to entry
level swimmers. The pool is small and water
temperature is kept around 90°.
Food Concessions, Canoe, Kayak,
Paddleboat and Row Boat Rentals
Canoes and paddleboats and rowboats are
available for rent June and July
during the hours lifeguards are on duty
(Saturday and Sunday 1:00-6:00 PM). The
kayaks, canoes, paddleboats, and rowboats can
be checked out at the beach concession stand.
Lifejackets and paddles are provided. Rental
rates are as follows: Kayaks and Canoes,
paddleboat $7/hour, row boats $8.00/hour or
$28.00 for four or more hours. A full range of
food concessions is also available at the beach
during hours lifeguards are on duty.

Summer Session 2011
The City of Owatonna Park and Recreation
Department offers American Red Cross Learn to
Swim Programs. For the summer sessions, entry
level classes will be held at the West Hills Pool
because the pool is small, warm, and conducive to
entry level swimmers. Higher levels will be held at
the River Springs Water Park.
Our sessions are 9 days long, Monday through
Friday, with the 2nd Friday used as a make-up day.
Registration will begin on Tuesday, May 10th
6:00-8:00 AM at the City Administration Building.
You must register in person or on line for Park and
Recreation Swim Lessons. No phone registrations
will be accepted until Tuesday, May 17th. Phone
registrations must be paid for with a credit card.

We are a Competitive Swimming Program for
girls and boys ages 6 - 18. Any swimmer able
to swim a length of the pool front crawl or
backstroke may join. Swimmers are provided
professional coaching on the four competitive
strokes along with turns, starts and race strategy.
Swimmers will be divided into groups based on
age, ability and commitment. Competition is
encouraged but not required.

Therapeutic Recreation
Program
Our recreation program offers a variety of leisure
options for youth and adults with disabilities.
We provide an adaptive format as well as
opportunities for inclusion; programs are offered
year round. Our policy within the Therapeutic
Recreation program is to plan for the person
first, the disability second, and to encourage
the independent pursuit of personal leisure
interests. Our goal is to make recreation/leisure
choices available to everyone. Our objective
is to accommodate individuals with necessary
adaptations so that they may participate as fully
as their non-disabled peers.
Memberships Include:
• A newsletter 6 times a year, providing a
calendar of trips, special events, weekly
scheduled activities and program information.
• Free transportation to “in town” activities
for residents within city limits, for Night Club
programs.
• Experienced Park and Recreation staff
facilitating programs and events.
• Access to other resources and agencies such as
A.D.D., Special Olympics, Project
able, and more who advocate for persons with
disabilities.
• $45.00 fee for adults and teens provides a 6

Youth with disabilities or special needs are
welcome and encouraged to participate in
existing youth sports, aquatics, trips and
summer programs. The “inclusion” policy of
this program provides all children registered to
participate with an equal advantage. Therefore
adaptive equipment, program modifications,
and other accommodations are used to assist the
individual as needed. Individualized consultation
with parents and coordination with the coach/
instructor help make the transition possible.
In addition, all coaches, WSI’s and summer
staff receive a brief orientation to working
with the child with disabilities in their initial
training sessions. 1 to 1 assistance for your
child is provided upon request. Registration:
When enrolling your child in sports and other
youth programs, we request that you check the
“Special Needs” column on the registration
form. We must be aware of any medical
condition that warrants medication or special
attention from Park and Recreation staff while
your child is in our care. Information shared

activities, structured crafts, games, local trips
and tours as well as attending OHS events
as a group. A schedule of our weekly plans

every 2 months. Teen Club runs year round. The
group meets Thursday evenings from 6:30-8:00
PM with locations to be announced. Weekly sites
vary between Warsinski Chalet at Morehouse
Park and Brooktree Clubhouse. Membership fee
is $45.00 for six months with fees due January 1
and July 1.
Night Club
This weekly social group meets Wednesday
evenings and is designed for adults over 22
years who have developmental disabilities.
This group is an extension of our Teen Club
and functions much the same way. Activities
are more age appropriate for adults, and we
encourage the independent pursuit of leisure
interest, whenever possible. Night Club is a
place to establish and cultivate friendships
through recreation. Our usual meeting place is
SeniorPlace, but our location varies with activity
as well. Transportation to and from Night Club
is provided to residents within city limits free of

10th Annual Spring Bowling
Tournament 2011
This tournament will be open to all bowlers
from our fall and winter Adult league teams.
In addition to our team games, we will host
a catered dinner and awards program. This
tournament is for the adult league only.
The location for this event is Southpark Lanes,
333 18th St SE. The date is Monday, April 25
from 4:30-6:30 PM. On that day, the kid’s league
will finish up with a special treat and receive
awards. Further detailed information is available
after April 4, 2011 from the Therapeutic
Recreation office. Sign-up sheets will be posted
during league play by April 4th at SouthPark
Lanes.
Summer Bowling League
Summer league is available for teens and adults
age 14 years and older who have developmental
disabilities. We play 2 games per week
maximum, shoes are free. Transportation is
not provided. Please notify us of any special

Summer Trips - Therapeutic Recreation
Watch for our Summer Newsletters for complete
details regarding our Bus Trip Program. Trips
will be available to persons age 14 and older
who are members in the Therapeutic Recreation
Program. The “Baseball Bus Trip” series will
include trips to see the Minnesota Twins at
Target Field. In planning, we look for games
with great competitive action, and games with
discounted ticket prices. The other trips include
a series of our favorite out-of-town trips such
as Valleyfair, Andiamo Riverboat cruise, the
Vikings training camp or Aquatennial Parade.

Adaptive Swim Class
Preseason Warm Up for Soccer
This class is designed for youth and teens (age
6-14) that have disabilities and benefit from a
specialized program. The instructor is a qualified
water safety instructor and experienced in
making adaptations for the swimmer with special
needs. If a WSI is unavailable our lifeguard
staff will conduct a leisure swim session for
participants using games and water activities
to promote physical exercise, socialization,
and independence in the water. Those using a
wheelchair are encouraged to use our pool lift
for transfer into/and out of the water. Anyone
whose ability restricts them from using the
men’s and women’s locker rooms independently
is welcome to use the bathroom and changing
area located directly off the pool. A south side
accessible entrance is available for pool use.
As we provide an experienced water safety
instructor and a special needs aide to assist in the
pool, we ask that you provide a volunteer if your
child needs further 1:1 assistance. Class limit is
8.
This program is geared to children, ages 5-12
years who have special needs and plan to register
for youth soccer or little Tikes sports. The
program’s purpose is to prepare kids with special
needs for existing youth sports for one month
prior to the start of soccer season on April 11th
or for Little Tikes to start in June. We will focus
on improving motor skills and concentration as
well as self confidence and socialization. We
will work 1:1 on soccer skills once weekly for
the month of March. Wear tennis shoes and
shin guards all other equipment is provided.

Kid’s Friday Camp
This day camp program is designed for kids
with developmental disabilities, ages 6-16 years.
Campers will be placed in small groups based
on age. Camp will be held Fridays at Lake
Kohlmier. With this location, we will incorporate
boating, fishing, and nature activities. Most of
the day’s schedule will be spent in small group
activity, with the exception of lunch and large
group games. Afternoon swimming will be
available this year in conjunction with other
water activities. We will provide snacks and ask
that campers bring their own sack lunch each
week. On the last day we will prepare lunch over
a campfire. Sack lunches will not be necessary on
that day. Specific details about the camp schedule
and weekly list of rain plans will go out in Friday
Camp letters. Our agenda will feature traditional
camp activities including: crafts, games, nature
exploration, and water fun. Transportation is not
provided. Experienced Park and Recreation staff
will supervise this group. Our goal is to make
friends and have fun.
A minimum of 20 registrations is required to
offer this program.

Adult Slowpitch Softball
The Owatonna Slow Pitch Softball Association
in cooperation with the Owatonna Park and
Recreation Department offers organized leagues
in Men’s, Women’s and Co-ed softball programs.
Games are played from early May through end
of August at the Fairgrounds softball complex.
• Organizational meeting Tuesday, March 1st,
2011- 7:00 PM at the Eagles Club.
• Any interested individuals wishing to get on
teams should attend this meeting.

Men’s Slow Pitch Softball
The Park and Recreation organizes leagues for
40-50 Men’s Slow Pitch Softball teams. These
teams play usually on Monday through Thursday
evenings at the Fairgrounds diamonds. Teams
are organized into leagues and play in one of
six. Men’s American League gets 24 games
which include double headers on most nights
and other men’s leagues get 21 games with most
of those leagues also playing double headers.
Women’s Slow Pitch Softball
The Park and Recreation organizes 1 leagues
for Women’s Slow Pitch Softball teams. These
teams play usually on Thursday nights and only
play one night a week. Women’s teams get 16
games (new this year) during the season. They
also play at Fairgrounds diamonds. Recreational
women’s teams may choose to play with the
co-rec league’s bottom league as that league
may have as many women on that league as they
want.
Co-Rec Softball Leagues
The unique rules governing Co-Rec Softball
help the sport remain recreational as opposed to
being highly competitive. Recently there have
been four divisions of play. Last year we had
a total of 30 teams. Co-Rec plays a total of 14
games. This year the bottom league team as a
recreational league can play games with as many
women as you want.
Entry Fees
Entry Fees are due on or before Wednesday,
March 16, 2011 by 3:00 PM. Pay at Park and
Recreation Office. Checks made payable to
Owatonna Softball Association $50.00 Post
Season Tourney Fee is included in your entry fee

wish to participate, you must request a refund

COMMUNITY BAND CONCERTS

Each Thursday evening a band concert or
musical event is held at Central Park utilizing
the Central Park stage. The community band
plays approximately half of the Thursday
evenings, and the other nights are local groups,
visiting musical groups from the area, or
other entertainment. A complete schedule will
be available the first week of March and the
“Eleven at Seven” series will begin Thursday,
June 2 and will continue each Thursday through
August 11th.

View the Sun at Central Park
Have you ever seen sunspots, solar flares, or
prominences? The Steele County Astronomical
Society and the Park and Recreation
Department will host a series of solar viewing
programs on Saturday July 23rd. From 10:00
AM till 12:00 Noon the SCAS will have a
variety of telescopes to view the Sun. They will
use telescopes solar filters, side projection onto
a screen and an H-apha telescope for you to
view the sun.

allowed when there is more than 10 meters from

park road is out-of-bounds (OB). Count one
throw penalty. Play next throw from point onemeter in-bounds from where the disc first went
OB. Disc in a pond, on private property or on/
across a public street is OB.
8. A disc suspended more than 2 meters above
the ground is a one-throw penalty. Play next
throw directly below disc’s position.
9. Never throw a disc until the players ahead are
out of range and the fairway is clear of other
park patrons or animals.

RECREATIONAL RULES
OF DISC GOLF
1. Disc Golf is like ball golf, but using a disc.
Count one throw each time disc is thrown or
when a penalty is incurred. Try to play the course
in the least number of throws.
2. Start a hole by throwing a disc from behind
the front edge of the tee area.
3. After teeing, the player whose disc is farthest
from the hole throws first. The player with the
lowest score on the prior hole tees first on the

at Morehouse Park, with the bike portion
completed in 2004, provides hours of family fun
biking, skate boarding, and inline skating.
The Owatonna Bike/Skate Park is located at
Morehouse Park, School Street. Directions from
Interstate 35, turn on Bridge Street, going east,
go to Walnut Street, turn right and go to School
Street, turn right, go into Morehouse Park. The
Bike Skate Park is located within Morehouse
Park on the left.

Closing Hours
All city parks in the City of Owatonna shall be
closed from 11:00PM until 6:00am.
Liquor in Parks and Beaches
No person or persons shall display, consume, or
possess any intoxicating liquor, non intoxicating
malt beverage or intoxicating malt beverage
within parking areas, roadways, sidewalks
abutting or the grounds in general of Central
Park, Cashman Park, Owatonna Soccer
Complex, or Kaplan’s Woods Parkway in the
City of Owatonna. Permit required for large
container of Alcoholic Beverages: Except in
parks listed in previous statement, alcoholic
beverages may be carried into any park for
consumption, providing that for such purpose no
container of greater than two (2) quart capacity
shall be allowed without permit from the office
of the Director of Parks and Recreation.

Parks
The Bike Skate Park has changed to a Tier I
Status. What the change to Tier 1 means for
Bike/Skate Park users:
1. You will no longer need to pay to use the
Park.
2. The Park will no longer be staffed by city
employees.
3. There will no longer be a set season, set days
of the week or set hours during day that you can
use the park. You will now be allowed to use
the Park anytime between 6:00am and 11:00pm
(these are normal hours all parks in the city are
open).
4. Waiver/Release forms will not need to be
signed by any participant to be able to use the
Park.
5. Helmets are still required to be used at the
Park and other safety equipment such as elbow
and knee pads are strongly recommended.
6. You will need to respect the facility, do your
part in keeping it clean, picked up and in its best
usable condition, and you will need to report
any damage or needed repairs to the Parks &
Recreation office.

It shall be unlawful for a person to possess,
bring, carry, scatter, dump, deposit, leave or
have under their actual physical control a glass
beverage container in or within a City park,
except for receptacles containing milk or baby
formula used and possessed for the nursing of
infants and receptacles containing prescription
medications used and possessed by a person
for whom such prescription is prescribed or
possessed by a person caring for such person for
whom the prescription medicine is prescribed.
Fires
No fire shall be set in any park except a fire for
picnic purposes at grill sites designated by the
Park and Recreation Department.
Tobacco Policy: Tobacco use prohibited at
outdoor youth recreation facilities owned by the
City of Owatonna to include Warsinski Outdoor
skating facility, soccer fields, football fields,
baseball/ softball fields, Lake Kohlmier beach,
and playgrounds. Tobacco products shall also be
prohibited at the spectator areas, restrooms, and
concession areas of these facilities. Appropriate
signage will be posted in all these areas by the
Owatonna Park and Recreation Department.
Removal of Natural or Vegetative Material:
No person shall remove from any park any plant
or other natural object which exists in nature.

Not allowed in any parks.
Pets
All pets must be on a leash, in control by a
person. Any feces left by a pet must be removed
by the person in control of the pet.
Hard Surface Trails
The Buxton Trail, Kaplan’s Woods Parkway
Trail, Cashman Crossing, and the Muckle Trail
are all open year around 24 hours per day for
your enjoyment. Trail maps are available at the
Park and Recreation office.
Trail Rules: Owatonna’s multiple-use trail
system has been created to provide a variety of
recreational opportunities for city residents and
visitors. To make sure the trail system is a safe
and fun place for all users, please follow the
rules of the road.
• Stay as near to right side of the trail as you can
while still traveling safely.
• Travel in a consistent and predictable manner.
• Cyclists and in-line skaters should pass on the
left when going by others moving in the same
direction. Please look ahead and back to make
sure the lane is clear before you pull out to pass.
• Cyclists and in-line skaters should give a
warning signal by voice, bell, or horn before
passing
• Yield when entering or crossing trails or
roadways.
• When traveling in a group, please use only
half the trail, so you won’t block the traffic flow.
• Pets must be on leash. You are responsible
for cleaning up after your pets. Dispensers with
“pooper-scoopers” are available on each trail.
• This is a recreational trail only. Cyclists and
in-line skaters must not race or use excessive
speed. Please report any misuse, vandalism, or
maintenance problem to 444-4321 or 444-3800.
In Line Rink
Available for use for in-line skating at
Morehouse Park. Lighting for the rink can
be activated by following instructions next to
walk-in door. Reservations can also be made for
exclusive use through the Park and Recreation
office at no charge.
Soccer Fields
The soccer complex at Lincoln School available
for use as weather permits. Fields are available
on a reservation basis by contacting the Park
and Recreation office at 444-4321. No softball
practice or golfing allowed on the fields. We do
ask that teams attempt to practice elsewhere in
the community. We will be making available
several neighborhood practice facilities.
Tennis Courts
Sixteen city-owned tennis courts are available.
Manthey Park Courts, Sid Kenyon Courts (near
Lincoln School), Brown Park Courts which
has artificial turf, and Dartts Park Courts. Six
Courts at the Indoor Tennis Center at West Hills
are also available.

PAVILION POLICY
**Upon requesting a certain pavilion for a
certain date, the renting party has a TWO
WEEK period of time to pay for the rental. If
the fees are not paid within this period of time
any other party has the right to rent the pavilion.
**In the event of cancellations of a pavilion,
a refund will be issued ONLY if the renting
party gives notice ONE MONTH prior to the
reservation. NO EXCEPTIONS.

parks EXCEPT Central Park, Cashman Park
and Kaplan’s Wood Parkway or any school
properties. Glass containers are not allowed in
any parks.
These keys are used when water is needed for
filling coffee pots or large containers with water.
No key is required for Dartt’s Large or Mineral
Springs Large. (Push button for water.)
SPECIAL USE PERMIT POLICY
**Permits for large containers of alcoholic
beverages are required. They are available at the
Parks & Recreation office for a fee of $10.00
and a damage deposit of $50.00. Minnesota
Statue 340 regulates against the sale of alcoholic
beverages.
**Pavilion renters are reminded that they are
responsible for picking up and disposing of all
garbage that is created by users into garbage
cans provided or they could forfeit the damage
deposit.
**Balloons are not allowed in the Warsinski
Chalet. Anyone using balloons in the Warsinski
Chalet, and allowing balloons to float into the
fans will lose their $200.00 damage deposit
**Pavilion renters are informed to pick up the
key for the Chalet one or two days work days
before the rental. A $50.00 fee will be charged
if the parks on-call person is called to open the
Chalet on the day of the event. If the renter
loses the Chalet Key and does not return the key
to the Parks and Recreation office the $200.00
deposit is forfeited to the Parks and Recreation
Department.
**No smoking is allowed in the Warsinski Chalet
facility.
Due to budget cuts in the Park and Recreation,
the Park and Recreation Board list the following
recommendations to be used for Special Use
Permit Requests in order to continue to provide
services for those requests.
Special Use Policy issued in 2009
Special Use Requests will still be considered
by the Park and Recreation Board with the
following policy changes:
• All Special Use Permit Requests must be made
in person at the Park and Recreation Board
Meeting. The board meets the second Tuesday
of the month. The actual permit must be filled
out and returned to the Park and Recreation
office one week prior to the board meeting that
they are planning on attending. This will allow
staff to calculate the administrative costs for their
request and put it on the park board agenda for
that month.
• No over-time hours can be used by the Park and
Recreation Staff to handle requests. For instance
– opening and closing of the Central Park Stage.
• For Central Park Stage Use: Someone within
the rental party must be trained to open and close
the stage –contact the Parks Department for a
staff member to train a volunteer between the
hours of 7 AM-3 PM. A charge of $100 will be
charged to open and to close the stage if no one
in the party is able to do this.

MEMBERSHIP
Owatonna SeniorPlace is a place for leisure and
recreational pursuits for adults over 50 years of
age. We are located on the West Hills Campus
off of State Ave. Our hours are: Monday
– Friday 8 am to 4 pm. Membership is $35 per
person January—December of each year.
If you belong to another Senior Center, cost is
$30 per person.

Full payment due at that time of registration for
all classes & trips.
For your convenience, SeniorPlace takes VISA/
MASTERCARD.
If you are calling by phone for a trip, class,
special event you will need to use your credit

If you want to mail in your payment/registration,

The Owatonna Tourism Department along with
the City Parks & Recreation & SeniorPlace, Inc
will be co-chairing the MN Senior Games in
2013 & 2014. The Committee will be charged
with everything from fundraising to registration
to social activities for the athletes as they come
to Owatonna for four days: July 22-25 2013 and
July 21-24 2014.
The Minnesota Senior is similar to that of the
Senior Olympics with adults between the ages
of 50-99 participating in sports competitions

having a 50-minute performance by Thomas
Lyles, portrayed by Dwight Scott from the
Minnesota History Center. Thomas Lyles
(1843-1910) African American activist and
entrepreneur, Thomas Lyles broke a number of
barriers. Your group will learn about: 1) His work
running businesses - a barbershop, funeral home
and newspaper; 2) St. Paul’s African American
community at the turn of the last century; 3)
His fight against racial discrimination; 4) The
migration of African Americans to Minnesota in
the years following the Civil War. Thomas Lyles
came to St Paul in 1874 and was among that first
generation of civic leaders who helped shape
the city’s African American community. Lyles
was a barber, real estate agent, publisher of the
Western Appeal newspaper and one of St Paul’s

Therapist will guide you through a weight training
program using free weights and your own body
weight to improve strength, balance, coordination
and flexibility.
Research shows it takes eight to 12 weeks to
achieve the benefits of weight training. They ask
participants to commit to attending three sessions
per week, for three months.

Pickle Ball
What is Pickleball? Pickleball is a racquet sport
which combines the elements of badminton,
tennis and table tennis. The sport is played on
a court with the same dimensions as a doubles
badminton court. The net is lower than most
other racquet sports allowing for faster play.
The game is played with a hard paddle and a
wiffle ball, making the technique required for
Pickleball different than other sports.
During the Summer Months: Pickleball will be
played on Mondays & Thursdays at 8:30 am at
the Sid Kinyon Court by Lincoln School. This
is a safe combination of badminton, tennis and

name and address. In the second session, you
will add a background picture to your name card.

However, they will not repair equipment
problems. The fee for this is $20.00 per hour

Semcac Senior Dining
The Senior Dining Program serves a hot,
nutritious noon meal with some diet alternatives,
such as diabetic options, low salt, and low
cholesterol. For age 60 and over, and their spouse
regardless of age, is eligible for the program.
Suggested donation of $3.50 per person for 60
and over. Full cost of the meal is $5.50 for 59 and
under. No one will be denied a meal because of

Care Consultation appointments. A Care
Consultation is designed for the person with

a private meeting with Gerise Thompson,

55 and older as of 1-1-2011). The fee must
be paid in full prior to initial use of the cart
on the course. Such carts may be operated by
immediate family members only (i.e. husband,
wife, son, and/or daughter). Non-family
members that use the cart on the course will
be required to pay the daily trailer fee of $10
for 9 holes or $15 for 18 holes. Personal cart
drivers must possess a valid drivers license
and are responsible for following all cart rules
at Brooktree.

5. Cart drivers must observe the 90 rule and keep
carts 30’ from greens and tees. Only two
riders per cart.
6. Practice good golf etiquette. Replace and step
down divots, repair ball marks on greens,
and rake sand traps after use.
7. READY GOLF is encouraged. Slow play will not
be tolerated. Allow faster groups to play
through. Our goal is a 4-1/2 hour round.

This league will consist of two person teams
(boys or girls, ages 10-18) playing match play
on Wednesday afternoons starting in June. The
matches are based upon handicap, which will be
determined on the first day of play. Please call
the Clubhouse (444-2467) for more information
and/or to sign up.
Food Service
Available to golfers and the community. Food
service is available from 7:00 AM until 9:00
PM during league play, with reduced hours
during the non-league season. Our expanded
menu includes breakfasts, hot dogs, polish,
hamburgers, chicken sandwiches, chicken
sticks, French fries, onion rings, cheese curds,
beverages and all kinds of snacks are available.

Junior Golf
A program designed for golfers ages 10-18.
The Junior Golf program at Brooktree will
begin on Monday, July 11th and Tuesday July
12th. Golfers are to choose the day (Monday or
Tuesday) which is most convenient for them.
Golfers can attend only one day for the week.
Note: This is a change from previous years
because of the large number of participants and
growing program. Each day of golf begins at
8 AM and ends at 10 AM. This will be a four
week program ending on August 2nd. Register
for this program during the Spring Park and
Recreation Registration Day on February 26
from 7:00 AM – 10:00 AM at Willow Creek
School or before May 11th at the Park and
Recreation Office. A typical day on the
golf course will consist of 1 hour of guided
instruction followed by 1 hour of golf. Players
will be guided through two different 30 minute
stations. There will be two instructors offering
instruction on swing development, chipping
techniques, and putting strategies. There will
also be golf games with prizes given away at
the end of each day.
Resident/Non Resident Fee: 30.00 Limit of
30 participants per day.
This fee includes all green fees however you

must have your own clubs or clubs can be
rented from the Brooktree Golf Shop.
