Revision of Show Rule 22.1.2 (Francine Hicks) back to Committee: 22.1.2.1 The Regional Director may not deny a club
a specific show date unless there is a previously scheduled TICA show within 500 miles or 805 kilometers or in the same
region on the requested weekend. Show locations for the same show weekend may be held within 500 miles or 805
kilometers of each other only with written permission from both show managers and the permission of the regional
director/directors. The first club that requests a show date is authorized to have the show. Consider two rules: one

Proposal 1
______ Yes
______ No
Proposal 2
______ Yes
______ No
1013.3.5
Rationale (by Carols Arrieta)
Dear Members of the Board
This proposal concerns in changing the way of electing candidates for the offices of
President, Vice President and Regional Directors to serve on TICA.
The Proposed Amendment is referring exclusively to the votes today by a Member may
make follow the TICA Rules adding to the ballot by writing to other members and
candidates without them had proposed as "Write In".
My proposal is to amend Articles "TICA By-Laws / Voting Membership Article 13 Page 29;
1013.3.2, eliminating the possibility of vote as “Write in” for the following reasons,
10
TICA today is an international institution comprised of many countries with different
cultures and idiosyncrasies, which makes the thinking and acting is different between
them, so you can vote that way but was in line when comprised with TICA Club in USA
and Canada, today to be increased with clubs from countries all over around the world that
figure it is no apt to continue applying today.
In general all the Candidates for the different positions are always encouraged by other
members and have the approval of several of its members in their regions, nobody intends
to hold any position if it has the support of other members, then if this is accepted must
fulfil with all obligations that TICA proposed for each case.
Members who are elected by the way, "Write In" run with many advantages as they should
not qualify to pay fees for 3 years in advance, registered for so long time in advance, to
make public the program of future action, etc.
From now when Members are nominated by others in written form, it is assumed that the
proposed tacitly gave his acceptance in silence "is not true you do not know" and run with
the advantage of not confronting ideas and suggest improvements or solutions for our
Institution, with its campaign to convince more members only talking with them,
underground. They work behind the candidate wearing well-intentioned who publicly takes
the commitment and is subject to the rules of the game or to all instances comply with the
Rules, paying in advance for 3 years of their membership, and report public to the
proposal, such TICA TREND, etc.. .
I think the people appear out of nowhere this candidacy is neither serious nor Democratic,
for example in all the countries the Rules in order choose people from the Government are
never in this way...
I believe that if Members wish to support a candidate “write in” can do but should be
proposed 4 months before the election, this should enroll if accepted, pay 3 years of
Membership and confront him or candidates who were proposed to occupy different
Charges in that way would be eligible to participate in order to be elected in the elections
and all candidates would be visible and equal to the voters.
I think this way would eliminate the underground work and malicious comments that are
always behind the candidate who proposed openly and honestly. This work wear is to
wear her/his figure and this is done to generate disagreements and win people over
without putting his face, turning the election into something not very serious so this is also
one reason that many people want nothing to do submitted to office places, nobody wants
to be mistreated or subjected to scorn or criticism is unfounded.
I believe that the current way of voting is only the evil-minded benefits to working from
behind and he does not want to commit to a cause, allow this type of vote that these
people hide behind saying.... "I do not running myself but equal members voted for me
without knowing, I thank all and nothing more ...." If they lose, they believe or do not
believe they lost because they had not been proposed and which were proposed by some
members and they gave their votes..... and still feel or make them feel they are important
in the regions.
I also think that this method was valid when TICA started, had few members and not for
today that has grown and is represented throughout the world with different societies, 11
ideas and customs.
I hope you understand the spirit of my proposal is based only in order to improve the
system so that it is transparent and democratically at all levels and that really involves all
those who really feel and attitude of service that may be of help to TICA with do so openly
participating.
Comments:
AR: I understand the concept of a write in candidate is not the custom in countries outside
the North American Continent; however we have always allowed for it in TICA.
LS: Re: [TICA-rules] Fw: Proposal
Well, there are many pros and cons to allowing write-ins. Perhaps we may recall the noso-distant-past when Georgia Morgan was elected president as a write-in candidate....
I'm not so sure that there is a good reason to change what has been our electoral method
for many years. For one example, off the top of my head, what if NO CANDIDATE
declares by the deadline? Without any option for write-ins the position would be vacant.
Also, there is a long tradition of allowing write-in candidates in any election here, and
again, I'm not sure that a good reason exists to change our procedure.

Revise Registration Rules 39.4.4, 39.11. 39.12, 39.15, 310.3 (Bowers)
Rules 7/8/10
Current: 39.4.4 A name change may be requested provided the Executive Office receives the request for a name
change within 45 days (60 days in remote areas) from the date of issue of the initial Registration Certificate and the
request is accompanied by the original Registration Certificate and the designated fee, which fee shall be determined
by the Board of Directors. The name change will be approved only if there has been no previous transaction recorded for
the cat by the Executive Office (i.e., show wins, lease agreement, or any transaction processed in the original name of the
cat).
Proposed: A name change may be requested provided the Executive Office receives the request for a name change
within 45 days (60 days in remote areas) from the date of issue of the initial Registration Certificate and the request is
accompanied by the designated fee, which fee shall be determined by the Board of Directors. The name change will be
approved only if there has been no previous transaction recorded for the cat by the Executive Office (i.e., show wins,
lease agreement, or any transaction processed in the original name of the cat).
Current: 39.11 Cats erroneously listed on the application for registration as to sex, color, or otherwise must be
corrected at the owner's expense and the former registration certificate must be returned to the registrar's office for
cancellation.
Proposed: Cats erroneously listed on the application for registration as to sex, color, or otherwise must be corrected at
the owner's expense and the former registration certificate may be returned to the registrar's office for cancellation.
Current: 39.12 A cat registered in the ancestry or hybridization record and subsequently found qualified for stud book
registration may be transferred upon receipt of a new application, surrender of the original certificate, and payment of
the transfer fee.
Proposed: A cat registered in the ancestry or hybridization record and subsequently found qualified for stud book
registration may be transferred upon receipt of a new application and payment of the transfer
fee.
Current: 39.15 The registered ownership of a cat may be transferred to another owner upon filing with the registrar a
written assignment of ownership, surrender of the certificate of registration, and payment of the transfer fee.
Propoased: The registered ownership of a cat may be transferred to another owner upon filing with the registrar a written
assignment of ownership, date of transfer, and payment of the transfer fee.
Current: 310.3 The secretary shall issue a certificate of litter registration, which shall show the registration number of
the litter and the serial number of each kitten. No kitten from such litter shall thereafter be individually registered unless
the individual application for registration of a cat of a registered litter issued by the association is presented.
Proposed: The secretary shall issue a certificate of litter registration, which shall show the registration number of the litter
and the serial number of each kitten. No kitten from such litter shall thereafter be individually registered unless the
individual application for registration of a cat of a registered litter has been issued.
Rationale: We need to change the registration rules to show that we do not require that the original certificate be returned
in order to do the work. We already do faxes and registrations without originals being returned so we need to bring the
rules up to date. I have listed those that I found below with suggestions for the change.
Rules Comments:
Rules Comments:
LS: I don't know that I'm comfortable with this - there is specific law out there that states that an animal's registration
certificate is "evidence of ownership" (like the way a "pink slip" is "evidence of ownership" of an car), and I don't 13
necessarily know that we really want to eliminate our requirement to have a physical signature. We are pretty much
eliminating the whole point of a registration certificate here, which I don't know is a great idea.
KS: The "world" wants it faster, cheaper, etc. I think it is inevitable. I think we can still have printable registration slips.
The point is that with no signatures - fraud is more possible - how can we get around that part?
LS: Well, the whole "faster and cheaper" is what has gotten us into BIG trouble (ie we have sent all of our money to
China). Of course there are secure ways of dealing with these things, they are just not necessarily cheap or easy for us
(since we need to invest in the technology to deal with it), hence the need to ponder it for a bit.:
AR: It is my understanding that we are already doing business this way. We need to amend our rules to allow it, or we
need to tell the executive office to stop doing it that way.

Add Show Rule 22.1.2.3 (Arrieta)
Rules Final 7/8/10
Add:
Show Rule 22.1.2.3
No TICA Club or a group of TICA members may promote an event using the TICA name or
TICA logo within the same city on the same day that another TICA Club has a previously
scheduled TICA Show.
Rationale (Arrieta)
As in many small towns or in places where this activity begins is detrimental to the Club
organized the show and also TICA. It has been the case in South America where the same day
on which it was a licensed TICA Show, another Club Charter in the same city (Medellin Colombia) made a exhibition without Judging with free entry and free to the public, harming the
other club had to pay expenses on TICA license fees, Judges, etc., taking the loss of fewer
Cats and visitors, Sponsors, losing much money.
Therefore I request to add in the Regulations where applicable a clause prohibiting the carrying
out of any event that is related with TICA "Seminars, Conferences, Exhibitions Cats without
judge, etc." Organized by Charter Club or another Member or group of Members on same day a
Charter Club TICA Show approved a degree in the same city.
Comments
(AF) It seems to me that this situation would best be diplomatically handled by the Regional
Director, without any additional rule making.
What's happened to date is done, but the parties could try to come to some agreement for
resolving future conflict.
(BT) I suppose the wording of the proposed rule is ok but I'm not sure the idea behind the
submission is in the best interest of TICA as whole.
I don't think we can tell what a group of people they can or cannot do on their own.
(LS) We cannot control non show events without creatiing huge liability for tica. This proposed
rule is not approved by legal.
(LS) This proposal also does not take into consideration the other rules that would be affected
(relating to the use of the TICA name and logo)

Amend Judging Program - Remote/Developing Area Applicants(Anderson)
Rules Final 7/5/10
ARTICLE THREE
(NOTE: Existing articles following will need to be renumbered.)
Application of Trainees in Remote/Developing Areas
43.1 In order to foster the growth of TICA in remote areas of the world, TICA must be able to encourage
potential applicants to enter the judging program without the hardships of meeting current training program
pre-requisites. The Remote/Developing Area Judging Program will be in effect for overseas trainees entering
the Judging Program until that area is considered by the Board of Directors to have established a TICA
licensed judging population able to handle the demands of TICA shows being produced within said area. After
that time, new applicants may continue to apply to the program, but it will be under the regular and current
rules of the Judging Program.
43.2 Anyone may apply to the Judging Administrator/Designee for acceptance as a Trainee in the TICA
Remote Area/Developing Country Judging Program. It will be the decision of the Board of Directors and the
Judging Administrator/Designee which areas of the world are to be considered remote/developing.
43.2.1 Applications must be received by the Judging Administrator by May 15th for application at Annual, by
October 15th for the Winter Meeting and by January 15th for application at the Spring Meeting.
43.2.2 The Board of Directors may require additional work or make certain exceptions when circumstances or
experience warrant and may take the liberty of reviewing applications on a case by case basis. If an applicant
is applying for acceptance into the Judging Program from a country not having a strong TICA presence, s/he
has the option of applying using the following guidelines or using the guidelines in place for the current Judging
Program. Once a TICA presence has been established to the satisfaction of the Board fo Directors, the
opportunity to apply to the TICA Judging Program will revert back to the regular process guidelines to be
followed for application.
43.2.3 Names and photographs of applicants MUST be sent to the Judging Administrator with their request for
publication in two issues of the TREND prior to having their application considered at a Board Meeting. The
Judging Administrator will then notify the TREND Editor to place the names in the Notice of Intent Listing in the
TREND. TICA members shall be invited to send comments, favorable and/or unfavorable, to the Judging
Administrator/Designee and to the applicant's Regional Director. No application will be considered by the
Board unless this requirement has been met.
43.2.4 Answers to questions on the Application Form must be submitted in English.
43.2.4.1 All supporting documentation or attachments must be translated into/submitted in English.
43.2.5 All applicants to the Remote Area Judging Program must meet the following requirements:

43.2.5.11 Must have served as a Master Clerk 1 time, followed by completion and
passage of the Master Clerk licensing exam.
43.2.5.12 Must have served as a TICA Entry Clerk 1 time. If this requirement becomes a hardship in
obtaining a contract from a club, with the approval of the Judging Administrator, the applicant may be
permitted to take the Entry Clerking licensing exam one time to see if they are able to pass without the
one time experience. If passage is failed, then the one time entry clerking assignment will need to be
fulfilled and the test re-taken post-assignment completion.
43.2.5.13 Must have served as a TICA show manager 1 time with positive feedback from the club being
represented.
43.2.5.14 Must have sent a 4 x 6 professional color photograph to the TICA Yearbook Editor.

43.5 When the applicant has an Allbreed Sponsor and up to 1 year prior to the anticipated date of application,
the applicant may request a comprehensive written open book examination covering TICA By-Laws, Show
Rules, Breed Standards, Ethics and the cat fancy, in general. The applicant must score 95 per cent or higher
on the examination, and all questions missed must be answered correctly. If the applicant fails to complete the
examination within the time allowed, application may not be re-submitted for 6 months.
43.5.1 Application and examination must be received NO LATER THAN May 15th for application at the Annual,
October 15th for application at the Winter Meeting and January 15th for application at the Spring Meeting.
43.5.2 Upon successful completion of the examination, the Judging Administrator will submit the applicant’s
name for consideration by the Board for acceptance into the TICA Judging Program.
43.6 The Board of Directors will consider the applicant’s knowledge, ability and experience in breeding,
showing, clerking, show management and club activity. The Board will also consider the applicant’s personal
appearance, deportment, attitude and any other factors it deems appropriate. The Board may approve the
applicant upon any appropriate terms or conditions, deny the applicant or require additional work.
43.6.1 If the applicant is denied admission to the Judging Program at the Annual, the applicant may apply for

before re-applying for consideration.
19
43.7 Upon acceptance by the Board of Directors, the applicant must send a recent professional color
photograph (5" x 7" / 12.5cm x 18cm) scanned at 300 dpi to the Yearbook Editor.
43.8 Advancement will follow current TICA Judging Program requirements.
Rules Comments:
(LS) My comments:
I object as follows:
First, we only recently - within a few years - removed the "overseas" portion of the judging program (with
lessened requirements), and I see no evidence that doing so hurt TICAs growth.
Second, continued concerns with the quality of persons in our judging program will not be helped by lessened
requirements for some, especially in areas where it is more difficult for applicants to be personally known to
board members, other judges, etc.
Third, I continue to believe that lessened requirements for some are extremely insulting to those that have
spent the necessary time and effort to comply with the "regular" requirements, and this continued attitude is not
helpful in attracting top quality people to our judging program.
In other words, if those requirements are not really necessary, why are they requirements at all? (One specific
example here is the requirement to be a licensed entry clerk - if this is not critical knowledge, why are we
requiring such 'busy work' from our regular applicants, and if it is critical knowledge, why would anyone, no
matter where they are located, exempt?)
(DL) I have no particular comments. Though I do agree it's getting hard to keep up with all the changes to the
judging program. But of course there are many things to be said on many topics...
(AR) The judging program continues to be a moving target. Didn't we just eliminate the overseas
requirements?
(AF) I have no problem with the lessened requirements for applicant acceptance from "remote" areas;
however, the examination and subsequent training should not be compromised.
I do think at times we have to put ourselves in other peoples shoes, and consider their circumstances and what
we would think/or do in the same situation. There are many fine members and exhibitors who do not have the
same opportunity that we have in the more populated areas, and we should not ignore their potential to make a
significant contribution to TICA, and thereby help to develop and expand TICA's presence in those areas.
(BT) My feeling is that as TICA continues to grow we are going to need to meet the challenges in all aspects of
TICA business....with the customer, with the exhibitor, with the judging applicants - we don't have any more
active judges than we did 15 years ago and TICA has expanded considerably in that time frame...our judging
panel growth is flat.

2009/2010 Chausie Breed Report
This has been a year of growth for the Chausie Breed Committee. The breeders have met all but one of
the requirements toward championship status within TICA. As time advances, we expect to meet that
final criterion within the coming years.
CU to CU Breedings
While the number of new Chausies registered appears to have fallen, the number of cats needed to
advance toward “SBT” status has risen. Seventy-four percent of the cats that were registered for the
year 2009 will produce “SBT” kittens. We expect this number to be much higher as the year 2010
draws to a close. Of the 2010 registrations, 23% were actual “SBT” kittens, contributing to this
furtherance. Due to this advancement, we are seeing traits becoming more consistent as we continue to
have Chausie to Chausie crossings.
Chausies Registered
By June of 2009, the total number of Chausies registered was approximately 1369, with only six
percent of the registered cats having a non-permissible outcross used. This means that ninety-four
percent of the Chausies registered are capable of producing “SBT“ level cats. The challenge during the
2008 breeding year has been to produce fertile “C” level males. The increase in fertile “C” level males
will produce an increase in the number of “SBT” Chausies registered this coming year. Additionally, the
breed is seeing it’s first fertile “SBT” males in the breed.
Chausies at the Shows
Chausies have also been in the show halls during the last show year. Fifteen individual cats were judged
in twenty-one shows across five regions. There has been a general consensus that Chausies are
developing a distinct look as their own.
The Chausie Breed Committee
The Chausie Breed Committee has maintained an active E-Group list since the Chausies basic inception
into T.I.C.A. This is where committee members discuss various aspects of the breed, feedback from the
shows, and revisions to the goals of the breed. The breed group updated its website after the first of the
year, as they do every year, and invites you to visit the website at www.chausiebreedcommittee.com to
view photos and breed information.
22
Chausie Rescue
Chausie Rescue (established March 21, 2001) is still helping Chausies in need as well as other hybrid
cats. The rescue organization is currently listed with Purebred Cat Rescue and works with Hybrid Cat
Friends as well. Chausie Rescue maintains a website where we can be contacted to help out chausies in
need of placement, or owners if they just have a few questions. Currently, the rescue group has been
successful in assisting all cats that were referred to Chausie Rescue.
In Conclusion
In conclusion, Chausie breeders continue education in various formats as well as mentor new breeders.
We are predicting that the numbers of cats we need to finish our last criterion will be on the rise thereby
ensuring our advancement toward championship status.
Respectfully Submitted,
Bobbie Tullo

The Highlander Breed Group Report: 2009-2010
The Highlander has been in PNB since 2008. Unfortunately, the breed seems to have
floundered in the past year, possibly due to the lack of guidance and communication
from the current Working Breed Chair. As of June 21st 2010 there were only three
Highlander Breed Group members. However, this writer is aware of several
Highlander breeders who still love the breed and wish to see it flourish. Given the
amazing nature and unique look of the breed, there is no doubt it could thrive under
the proper leadership.
Highlander Litter Registrations
In 2009 there were 7 HG Longhair litters registered including 24 males and 13 females
for a total of 37 HG Longhair kittens. This is down by half from 2008 when there were
14 litters registered for a total of 63 kittens.
There were 22 HG Shorthair kittens registered including 37 males and 52 females for
a total of 89 kittens. This number is down by over half from the previous year when
there were 45 litters registered for a total of 186 kittens.
Individual Highlander Registrations
In 2009 there were 8 male and 11 female HG Longhair cats registered for a total of 19
HG Longhair cats registered. This has improved over the previous year where there
were only a total of 5 HG Longhair cats registered.
There were 17 male and 21 female HG Shorthair cats registered for a total of 38 HG
Shorthair cats registered in 2009. This is significantly down from the previous year
which saw 79 HG Shorthair cats registered.
Highlanders in the Show Hall
Three unique Highlanders (one Longhair and two Shorthair) have been shown in three
unique shows in two TICA Regions (MP, SW) by two different exhibitors. The three
cats were all from the same cattery.
Summary
In conclusion it seems evident that the Highlander breed and breed group is lacking
direction and motivation at this time. It is this writer’s belief that this is due to the
absence of leadership providing inspiration and encouragement to the current
breeders. For this reason the Highlander Breed Group members intend to approach
TICA with a request for a new Provisional Working Breed Chair. Hopefully under new
leadership and renewed enthusiasm the breed will begin to prosper once again.
24
June 22, 2010
Dear Board Members:
We, the Highlander Breed Group wish to formally request a change in our
Provisional Working Breed Chair. We have been unable to contact Cindy Hilliard
for over a year now, and it is clear that she has lost interest in our breed. We
are now attempting to regroup and reorganize our breeders, set new goals,
and work more diligently toward advancing our breed through TICA.
We respectfully submit Robin Lively’s name to you for consideration as our
new Provisional Working Breed Chair. Robin has been breeding Highlanders for
over four years and is well versed in the unique genetic mutations that are
associated with this breed. She is a strong, and self motivated individual, and
passionate about our breed. Although she is not as familiar with TICA as other
breeders are, she has surrounded herself with resources to help guide her
through the process, including Bobbie Tullo who is our TICA liaison.
We thank you for your time and hope that you will seriously consider our
request for a new Provisional Working Breed Chair. We are convinced that
without this change our breed will continue to flounder, but with new
leadership we intend to flourish!
Respectfully,
The Highlander Breed Group Members

Kurilian Bobtail Breed Report for Inclusion at TICA Annual Board Meeting
Pursuant to Registration Rule 33.6.3.3 “The Preliminary New Breed Class Working Group Chair
shall provide an electronic report on the status of the breed development and other issues relevant
to the breed to the Genetics Committee, the Rules Committee, and the Executive Office for inclusion
in the Agenda at least 60 days prior to each Annual Meeting.” I am hereby providing such a report
on the Kurilian Bobtails.
First and foremost the Kurilian Bobtail breed group petitions TICA’s Board of Directors to
immediately advance the Kurilian Bobtail to full Championship status. A check in the amount of
$100 will accompany a hard copy of this report to TICA’s EO.
If TICA wants to be a truly International Cat Association then the BOD must accept the fact that
since the Kurilian Bobtail is a natural, native Russian breed of cat, the Kurilian Bobtail is more
popular in Russia and the Northern European region than it is in the United States.
The Kurilian Bobtail is not a contrived breed, it is a natural breed still found in the wild on the Kuril
Islands, it is also not a developing breed, outcrosses are not permitted and the look of the cat has
been stable in breeding for at least two decades. The Kurilian Bobtail is in full championship status
in three international associations: WCF since 1995; FIFe since 2004 and LOOF in September 2009.
The standard by which the Kurilian Bobtail is judged is not different in any of the three associations
in which it is accepted in championship status, and that same standard was presented to TICA in
2008. There were minor wording changes and variations in point totals made to conform to TICA
requirements.
As far as the numbers of Kurilian Bobtails registered in TICA there are 230 and the report can be
viewed as the following TICA document: kurilian_cat_reg_count.pdf
There have been 27 litters registered by a total of 13 different catteries, of those catteries only 5 are
in the US, the balance are in Russia. The report from TICA is in the following documents:
kurilian_litter_yrreg_count.pdf and kurilian_litter_cattery_list.xls
Overall litter registrations in TICA have fallen from a high in 2007 see Litter Registration Counts
by year registered in the agenda for the May BOD meeting, page 56.
Ths Kurilian Bobtail is being shown extensively in the Northern European region as well as in the
US. Since achieving PNB status May 1, 2008 there have been 69 unique cats shown; 30 of those
were shown in the 2009-2010 show year alone. There were 22 shows in the 2009-2010 season where
Kurilian Bobtails were exhibited, with 13 of those shows in Russia, one in Norway and 8 in the US.
The statistics can be viewed on the TICA document: Kurilian_ shown.pdf
The Shadow & Light Show June 28-29, 2008 was left out of the show report where one Kurilian
Bobtail was shown, Broshka Kurilkot, seen by PP/BB/ANG/EMS.
What TICA’s BOD seems to fail to understand is that the Russians network by showing their cats
and until the Kurilian Bobtail is advanced to championship status in TICA the Russians have no real
26
reason to show their Kurilian Bobtails with TICA. It is especially difficult for them to register their
cats with TICA because of the language barrier, currency exchange issues and misinformation about
the use of other association pedigrees to document the cats. More have been registered with TICA
as they have been registered for shows, but the restriction that PNB must be registered with TICA
to be shown actually works against TICA because the breeders have the aforementioned difficulties.
We are in a world wide monetary recession and registrations of litters and cats is down by TICA’s
own documentation, now is not the time to insist on more litters and more registrations for a breed
that is already in championship status in three other international associations. Progress the Kurilian
Bobtail to full championship status and I believe that you will see an increase in litter registrations,
cat registrations, cattery registrations and quite possibly new memberships once the restrictions on
the Kurilian Bobtail are lifted.

The Savannah Breed Report: 2009-2010
The Savannah has now been in ANB for two years. They continue to be shown on a
regular basis and are getting more consistent feedback from judges that they are
seeing a unique breed, rather than bits and pieces of other breeds. As we continue to
‘lock in’ desirable traits as we breed second, third and fourth generations of SV x SV
crosses we seem to be bringing out more and more of the Serval like traits we desire.
It is our belief that we will continue to make great strides toward creating Savannahs
that reflect our breed Standard over the next year or two.
Litter Registrations
In 2009 there were 87 SBT litters registered including 156 males and 138 females
totaling 294 total SBT kittens, 454 NFoundation litters including 680 males and 716
females totaling 1396 NFoundation kittens, and 262 PFoundation litters including 364
males and 431females, totaling 795 PFoundation kittens. This adds up to a grand total
of 803 litters registered representing 2485 Savannah kittens. This reflects a doubling
of the SBT litters registered over the previous year, while both the NFoundation and
PFoundation litter registrations have decreased from the prior year.
So far in 2010 there have been 29 SBT litters, 143 NFoundation litters, and 105
PFoundation litters registered, representing a total of 856 total kittens.
Individual Savannah Registrations
In 2009 there were a total of 1020 Individual Savannahs registered, and so far in 2010
there have been 325 Savannahs registered. The breakdown is as follows:
2009
218 A registered Savannahs
12 PFoundation

46 SBT registered Savannahs
It appears that we are finally registering our Savannahs in a timely manner. You may
recall that there has always seemed to be a lag between Savannah births and
individual Savannah registrations in prior years’ reports, however we can finally state
that 2009 definitely showed an increase in registrations over the previous years. The
above reflects that over 40% of the Savannah kittens born were individually registered
with TICA in 2009. In addition, in the past two years only about 10% of all Savannahs
registered were SBT, this year we are finally seeing an increase with a modest 15% of
all Savannahs registered having an SBT code.
Savannahs in the Show Hall
During the 2009-10 show year there were 77 unique Savannahs representing 33
different catteries, shown by 42 different individuals at 73 different shows in 10
different regions, including internationally. Comparing this to the 2008-09 year where
there were 50 unique Savannahs representing 19 different breeders, shown by 28
different individuals at 48 different shows in 9 different regions, it is clear that there
has been a significant increase in the presence of the Savannah in the show hall in
the last year. To see the improvement better, below is a table comparing the two
years:
2009-10 show year
2008-09 show year
77 unique Savannahs
33 unique catteries
42 unique exhibitors
73 unique shows
10 TICA Regions
50 unique Savannahs
19 unique catteries
28 unique exhibitors
48 unique shows
9 TICA Regions
The only regions where Savannahs have not been shown since moving to ANB are
the North West Region (however Savannahs have been shown in the NW in this
current TICA show year), as well as Southern Europe and Asia.
Savannahs International
35
In the past year Savannahs have seemed to take a leap forward internationally. While
in the previous show year there were only 11 Savannahs shown in 10 shows
internationally and only one shown outside of the EN region, the most recent show
season saw 41 Savannahs shown in 24 different shows in three international regions
(EN, EW, SA). We are excited to see such a boost in our international representation
and hope that we will continue to see even more Savannahs in our international rings
in the future.
Savannah-Ramas
We only had one Savannah-Rama during the 2009-10 show year and that was at the
TICA Annual last year in Florida. However, Savannahs did participate in a Felines of
the Future program during the year where ALL new breeds were exhibited in an
educational environment, and Savannahs had good representation there. As for the
future, our International compatriots are working on holding their very first European
Savannah-Rama in the UK at Christmas, and we hope to have at least one or two
more Savannah-Ramas in the US as well.
Savannah Breed Seminars
A Savannah Breed Seminar was presented in San Antonio, TX in May by Brigitte
Cowell and Kristine Alessio. A good deal of valuable feedback was provided which
once again helped revamp the Standard into a more succinct and clear document that
both judges and breeders can more easily interpret.
Savannah Breed Section Website
The Savannah Breed Section Website continues to be an educational resource for
those interested in Savannahs, those owned by Savannahs, and Savannah breeders
alike. We are in the process of negotiating with a new web designer to continue the
work that was started in revamping the site over a year ago, which will include a
Member’s Only area which can be used for such matters as collection of statistical
data on health issues to evaluate trends, present objective information and hold frank
discussions amongst breeders, and compile any other data that we wouldn’t want
presented publicly.
Hybrid Law Resource
Hybrid Law has now been in existence for about two years. This is a website that
reviews laws related to hybrid ownership in the United States. It seems to be used
extensively by both breeders and potential buyers of hybrids and seems to be the
primary source being used to obtain information on hybrid laws. It will also be getting a
new webmaster so that valuable new information can be posted. We are also hoping
to expand by including more county and city laws as they are learned, as well as
stretching internationally to as many different countries as we can gather data on.
36
Savannah Rescue
As the popularity of the Savannah breed continues, Savannah Rescue has taken
steps to prepare for the surrender of Savannahs. We have added a Secretary/Foster
Coordinator, Mary Jo Morrison to assist us in maintaining the international foster
database and also with general managerial tasks. Savannah Rescue is also in the
process of obtaining a 501 c 3 designation.
During The past year (June through June) a total of 15 Savannahs were surrendered
to Savannah Rescue and successfully rehomed. A number of additional cats were
able to stay with their owners after some basic advice on normal cat behavioral
issues.
There were three notable and unusual Rescue situations in 2010. First, we were
confronted with an order from the City of Seattle Animal Control to a pet owner that
said that all non-domestic source hybrid cats were illegal and hence he needed to get
rid of his two adult F1 males. After correspondence between Savannah Rescue, the
owner, his attorney and Animal Control the cats were allowed to stay with the
provision that if they ever escaped they would be immediately seized and euthanized.
Rather than take such a chance with his beloved pets, the cats were surrendered to
Savannah Rescue and rehomed. Fortunately, the breeders of these cats allowed
them to stay together so that they could remain as a bonded pair with their new family.
They are now legally and happily residing in California. Second, we were faced with
rehoming an elderly (probably one of the first produced) F1 male. At 13 years old,
“Bus” needed a new home. His breeder requested Savannah Rescue’s assistance
and we found a wonderful new family who was ready to take an elderly cat and make
him a cherished pet for the rest of his years. He has adjusted amazingly well almost
immediately and has already a fan club within his new owners’ social circle.
Our final unique situation concerned the rescue of a very young kitten that had been
the subject of a raffle on Facebook. In an attempt to garner fans or “likes”, a TICA
registered breeder who is listed as a cattery of excellence, raffled off a kitten. The
kitten was hand delivered in Las Vegas to a young person (randomly selected and no
vetting of the appropriateness of that home) who was ill equipped to deal with a kitten.
Within hours the kitten had been given to a friend and the next day was listed as for
sale on Craigslist. Savannah Rescue found out that this was an un-spayed female
kitten and rather than risk her falling into the hands of someone looking to make a
quick buck by purchasing a cheap female, and also to prevent this kitten being sold
into yet another ill-prepared home, we purchased her for $800.00. This is the first time
we have ever felt that a situation involving a cat or kitten was serious enough to
warrant purchasing the kitten/cat. We can happily report that the Facebook kitten,
now known as Penny, is in foster care and almost is of a proper age and weight to be
spayed and adopted out.

SERENGETI BREED COMMITTEE ANNUAL REPORT
JULY 1, 2010
Work continues on the development of the Serengeti Breed. More individuals are
starting to breed and show Serengetis in various regions around the world.
A summary of our breed’s litter numbers and registrations includes the following:
Total Serengeti litters since inception – 230 litters resulting in 880 kittens
Total Serengetis registered since inception of the breed – 385
Thus, 44% of the kittens born were ultimately individually registered.
Over the last 5 years there has been an average of 50 cats registered each year.
For 2009 there were 27 litters resulting in 118 kittens and 44 new individual registrations
To date for 2010, there are 4 litters resultingin 13 kittens and 22 new individual
registrations.
Cattery Summary:
Since inception 55 recognized catteries have registered Serengetis
21 catteries have registered Serengetis during the last 2 years
Showing:
Serengetis were shown in 6 shows in 4 Regions in 2009
To date, Serengetis have been shown in 2 shows in 2 regions in 2010.
Publicity:
Serengetis have been the subject of several articles in Cat Fancy, including a photo on the
cover of one issue and an article in Kittens USA. We are also featured in Cats 101. I
have scheduled a breed presentation at this year’s Annual for Saturday afternoon.
Our two largest hurdles to advancing the breed are keeping enough active breeders
interested in developing the breed in order to meet the criteria to advance to the next level
and showing enough cats for the judges to handle. I have now placed several show
quality cats with individuals that plan to actively show them in various regions of the US.
They are being shown in the UK and Europe in small numbers.
I would like to thank our breed advisor, Bobbie Tullo, for her unwavering support over
the years and the TICA Board for continuing to allow us to develop this interesting and
beautiful breed.
Respectfully submitted

Dear TICA Board,
Please accept this, our 2010 TOYGER Breed Report, covering the first three exciting years of the TOYGER as a Championship
breed --- FIRST and FOREMOST in TICA.
We believe that we have faithfully fulfilled the membership and showing requirements far and above those stated for the
champion breed probationary period. The cats are developing nicely toward our original toy-tiger ideal in type, color pattern,
temperament and health. The Toyger breed is becoming better known and is attracting into the TICA cat fancy both excited new
breeders (about whom we are still being very selective) and adoring pet owners.
We project that the TOYGER will continue to be a real asset to TICA in the future.

Toyger (TG) Breed Report 2007 – 2010: 3 First Years of Championship
The first three years of TICA Championship status have been an exciting whirlwind of activity for the Toyger, the
Breed Committee and the breeders. The Toyger cats are definitely improving as heard from judges and showpersons
of other breeds. The numbers of cats being bred, registered, and shown in TICA has increased in a responsible
manner since pre-championship years. Breeders and public are thrilled with their charges and by the future of the
breed. More breeders are contributing to TICA in auxiliary roles and we are having fun along the way.
The Toyger Cat…
Uniformity of the cats shown is perhaps the most obvious improvement of the last three years. The Toyger classes
all look like Toygers! Better head type is finding its way under the bright tigery pattern: smaller eyes, longer face
and bigger chin. Circular face patterning such as cheek and temple marks is surfacing in unexpected kittens.
Temperament is still good but could be better in some programs. Repeat customers are asking now for second and
replacement cats. Toygers make alot of friends.
Toyger TICA Statistics...
The Toyger breed statistics reflect the excitement of receiving Championship at the end of 2006 and starting to show
for titles in May of 2007. Reality set in at the end of 2008 with the 2009 numbers reflecting a souring economy:
fewer kitten sales have resulted in a decrease of litters bred by responsible breeders.
•
•

Cat registrations:
2006 = 208, 2007 = 253, 2008 = 276, 2009 = 212
2006 = 121, 2007 = 117, 2008 = 190, 2009 = 177
Despite the bad economy, breeders have continued showing Toygers and the number of cats and catteries attending
shows has been steadily increasing. The Toyger is not just attending shows but many are also winning titles. During
our first three years in Championship showing, there were 3 SGC and 5 Regional Winner Toygers. We believe that
there were at least 150 Toygers competing (Ch, alter, kitten and HHP) in TICA shows during the last three years.
Our breeders appreciate the even handedness and recognition of our judges.

Thus the new Championship Toyger breed has met and far exceeded the requirements set forth for the three
year Probationary period for breeding, registrations and showing.
TICA Membership and Breed Group as brought in by the Toyger…
Certainly the breed has brought TICA and the Fancy new members; as at least one half of our breeders have never
bred cats before or at least not in TICA. Membership numbers in the Toyger Breed Committee continue to be
problematic for us. We have maintained double the required number for a breed on the usual Championship
probation. However the numbers of actual Toyger breeders registering litters in TICA are at least twice as high for
each of the three years.
Our breeder turnover has been almost half of our people over the last three years. Despite our best screening for new
breeders, our mentoring program, and our Toyger community approach; in the first three years of Championship we
have lost 4 breeders to the economy, divorce or loss of home; 1 breeder to personal health issues; 3 breeders to
priority changes; and 4 breeders to husbandry challenges. These have been replaced with new breeders. Many others
(most often Bengal breeders) have asked to breed Toygers but we are being as selective as possible to ensure long
term breed success.
This is the first year that there are as many Toyger breeders outside of the US as inside. The United Kingdom and
Russia are developing programs with as high quality Toyger as any found in the States. The new TICA webpage
registrations and printing of registrations should help the language/membership/registration problems that we are
having.

41
Toyger Breed Committee…
Although the Toyger Breed Committee has been listed as Inactive recently, in reality the Committee has been quite
active far beyond the usual Standard revisions. We have:
* Assisted in conversion of the TICA TG Standard into acceptable wording for other organizations as needed, to
help insure uniformity in the breed world wide.
* Given general education rings and one seminar to help educate judges and the public.
* Promoted TICA’s Toygers with photos and interviews in many articles around the world.
* Encouraged and directed a detailed study of the breed online with the Toyger breeders with a goal of a
knowledgeable and inspired core to mentor new breeders in there areas and languages and to carefully revise our
Standard next year – including suggestions from Judges and others.
* Provided quality assurance of show/breeder Toyger cats exported from the US to other countries and mentorship
for those new breeders and show persons.
* Served as a breeder coordinating and help center.
* Encouraged the joining of TICA and required the registration of Toygers in TICA as far as is possible.
* Assisted in Toyger rescue whenever possible.
Auxiliary Activities by Toyger Folks…
Breeders are also becoming more active in other areas to promote TICA world wide:
Junior Achievers/Junior Exhibitors – 2
Judging Program – 2
Clerking Program – 1 Assisting as necessary – 4
Members of local TICA affiliated show clubs – 8
TICA’s beautiful and popular TOYGER breed has achieved the probationary requirements and proven itself to be an
increasing asset. We look forward to coming out of these economic times with an ever more exciting Champion
companion cat.

Breed Report/Advancement Comments from Rules
Breed Reports:
Chausie
(AR) The report meets the requirements for the Rules Committee.
Highlander
(AR) The report appears complete.
(BT) Ok with the Highlander Report
Kurilian Bobtail
(AR) The report appears to meet requirements.
They are asking for immediate advancement to Championship, based on their statement that
they are recognized in 3 other associations. I have not received any evidence that they have
met the requirements for Transfer new Breed
(BT) Her report is ok - as to her demand for Championship Status....there is procedure to follow
to ask to advance - 120 days in the Trend and documentation to send with the request. The
show reports are all in EN Region.....I personally have never seen a Kurilian shown in the US
other than the one Cheryl brought.
Savannah
(AR) The report appears complete
(BT) OK with the Savannah Report
Serengeti
(AR) This report meets the requirements of the rules committee.
(BT) Fine with me.
Toyger
(AR) The breeders appear to be continuing their serious efforts to perfect the breed.
(BT) It was nice to receive this report and know that they have met the requirements for the 3
years in Championship.
Advancement:
64
Leopold – PNB
(AR) The standard meets the requirements of the Rules Committee.
(BT) Basically ok with this application – I did question the stripe down the nose as I felt is was a
wild cat trait and not one that would be seen in a purely domestic breed.
Napoleon – PNB
(AR) The application meets the requirements for the Rules Committee.
(BT) I find this application in order
Donskoy – ANB
(AR) I have seen them in the show hall only twice. I think they need to do a lot more before they
apply for advancement
(BT) While I understand that this breed was where the Peterbald came from and is
Championship in WCF (not sure about other associations in Europe). I have a concern over
advancing them at this time. We do not see them shown anywhere except Edmonton and
Calgary in North America and the Breed Section Members all all in one locale ( NW) except one
person in the NE.
(LS) I will agree with Bobbie on this one -- I don' t know that I've ever actually seen one myself.
I'll agree again, with Bobbie, and add that I have some concern regarding compliance with our
rules as I believe this to be the same genetic mutation as the Peterbald, so I'm not really sure
that it can qualify as a separate breed at all.
(AF) Although I know little about the Donskoy, I agree with Bobbie's opinion that the Donskoy
should have more diverse representation.

LEOPOLD (LD)
moderately deep, under a prominent brow,
and one and a half to two eye widths
apart. Tear stain markings may be
present along and between the eye and
the nose. Eye color independent of coat
color.
Chin: Frontal view is very
pronounced, especially in proportion to the
whisker pads. In profile, the chin is very
deep and almost bulbous in appearance,
forming a straight line from the tip of the
nose to the bottom of the chin,
perpendicular to the floor.
Muzzle: Elongated and tapered
with a definite lack of protruding whisker
pads.
Profile: Straight from the tip of
the nose to the “stop”, where the nasal
bone meets the brow. Stop aids in the
appearance of a prominent brow.
Forehead appears flat from the top of the
stop to the inside edge of the ears.
Nose: Viewing from the front, the
nose is almost as wide as the distance
between the eyes, and is rounded across
the top.
Neck: Short and thick. Muscular
and well toned.

CATEGORY: Traditional.
DIVISIONS: Silver/Smoke
COLOR/PATTERN: Black Silver Tabby,
Spotted Pattern ONLY.
Permissible Outcrosses: American
Shorthair, Bengal, Maine Coon, Siberian,
Domestic longhair/shorthair (not a
member of a recognized breed)
BODY:
Torso: Long in relationship to the
legs, with a full deep rib cage and
muscular shoulders. Although slightly
narrowing in the midsection, the haunches
should be almost equal in musculature to
the shoulders. The hip and thigh are full
and muscular and somewhat heavy in
proportion to the rest of the body.
Legs: Powerful and relatively
short, in relationship to the rest of the
body, with moderately heavy boning and
large paws.
Feet: Large and rounded, with
elongated toes. The bottoms of the paws
are covered with fur. The paws are
proportionately large, with the front paws
larger than the rear.
Tail: Extreme length and
thickness, reaching the floor when
standing and extending well beyond the

of black or dark brown. Some mackerel
striping is allowed in the form of rib bars
and/or leg bars. Strikingly different in
appearance from the other spotted
breeds.
with a blunt end; very articulated and
expressive. Exceptionally long and thickly
furred, when compared to other breeds,
and often equals the length of the body.
The thickness and length of the tail
appear to increase its overall usefulness
in maintaining balance,
Boning: Moderately heavy
boning.
Musculature: Firm, and very welldeveloped.
GENERAL DESCRIPTION: The overall
impression of the Leopold is a large
bodied, but graceful cat with striking,
large, dark spots and/or other bold
markings on a silver background. The cat
should be large, with a long muscular
body, wide neck, large boned legs and
small ears, as well as an extreme length
of tail which is the hallmark characteristic
of the breed. The Leopold must have a
striking color and pattern that sets it apart
from any other breed. The Leopold must
be affectionate and outgoing. Its
temperament is confident, alert, curious
and friendly.
ALLOWANCES: Females may be
somewhat smaller and less muscular than
males and may exhibit little to no head
ruff. Well muscled males may lack
shoulder to neck definition. Color may
vary somewhat in intensity.
PENALIZE: Spots that are any color other
than dark brown to black. Any distinct
locket on the neck, chest, abdomen or any
other area not provided for in the
standard. Large ears. Short tail. Fine
boning.
COAT/COLOR/PATTERN:
Coat: Coat is semi-longhaired,
medium to medium long in length with a
thick, plush feel to it. Should have
substance and texture, not be fine and
silky. Coarser guard hairs cover a softer
undercoat. Does not lie flat against the
body.
Color: Bold dark markings with
good contrast should extend all the way to
the toes. Background coloration varies
from white to pale gray or light cream/pale
yellow to a light brownish-gray. Chest and
belly should be almost white. Tarnishing
is allowed on the muzzle, legs, shoulders,
flanks, and feet. In any variation the lips
are black, as are the black tear duct lines
on the inner sides of each eye. Black
mascara and whited spectacles preferred.
Nose leather can be either brick red, solid
black or black with a light red or pink line
running down the center. Paw pads
should be deep charcoal black.
Pattern: Bold, dark-brown to
black spots with large rosettes preferred.
Solid dark brown to charcoal-gray to black
spots and/or striped markings occur on
the face, neck and legs. The solid spots
on the face blend into open rosettes or
irregular circles, with darker grey and/or
spotted centers, on the flanks and back
and/or mackerel striping on the ribs and
bars on the legs. The arrangement of the
markings along the back area often
results in two to three rows of elongated
stripes, spots and/or rings, parallel to the
backbone, running to the base of the tail.
Rosettes continue down the tail to end in
thick solid dorsal bars on the dorsal part of
the last third of its length. The preferred
pattern is a cat covered with ringed spots
–––––
Temperament must be unchallenging; any sign
of definite challenge shall disqualify. The cat
may exhibit fear, seek to flee, or generally
complain aloud but may not threaten to harm."
Evidence of intent to deceive the judge by
artificial means, cats with all or part of their tail
missing (except those breeds whose standard
calls for this feature), totally blind cats, cats
having more or less than five toes on each front
foot and four on each back foot (unless proved
to be the result of an injury or as authorized by
a Board approved standard), male cats in the
adult championship class which do not have
two descended testicles, and, at the discretion
of the judge, tail faults (visible or invisible)
and/or crossed eyes shall be disqualified from
championship competition. See Show Rules,

governing penalties/disqualifications applying to
all breeds.
