Dear Friend of ACS,
2013 was a year of tremendous growth and change for ACS. Thanks to your sustained
and generous support, we continued to serve children, teens, and young adults in our
residential programs, but we also added community-based programs that work to
prevent abuse before it begins. And we are already serving more people through our
community-based programs than through our residential programs.
With Strong Start, Foster in Austin, and Care Academy (which opened its doors in
February 2014), ACS is working to strengthen families and keep kids safe in their homes.
And the launch of LIFT: An Alliance to End Abuse in collaboration with SafePlace has
expanded the services available to the people we serve in both agencies, and enables
us to begin to address the problem of abuse in families on a much larger scale.
Why is this so important? Because the truth is that we’ll never stop violence by
responding after it’s already happened. And as essential as it is to provide day-to-day
support and healing to children, teens, and young adults in our residential programs,
it’s just as important to work today to prevent thousands more from needing those
services in the future.
In fact, we’re so committed to working to end child abuse before it begins that we’ve
made the decision to change something fundamental about our organization in the
coming year: our name. This will be the last report you’ll ever receive from the Austin
Children’s Shelter; in the future, we’ll be known as Austin Children’s Services (check
out the back cover to see our full line-up of programs and services!). The name Austin
Children’s Services reflects our commitment both to the residential services we’re
already known for providing, but also to these new approaches and community-based
programs that do much more than simply provide shelter.
We’ll never waver from our commitment to giving kids a safe place to heal and recover.
But now we’re also working to prevent them from ever getting hurt in the first place.
Your partnership in our work enabled ACS to serve more people in 2013 than ever
before. For that, and for your commitment to the safety and well-being of children in
our community, I thank you.

EMERGENCY
SHELTER
Emergency shelter is available for children from birth to age 18 who have
been removed from their homes due to abuse or neglect. The program
is built around the idea that kids who have experienced trauma deserve
to feel safe, listened to, and protected. Individual and group therapy,
medical and dental care, and other services critical to healing and
success are provided to every child who walks through our doors.
Cold. Terrified. On the run.
It was a cold winter morning when the ACS receptionist arrived, still early enough to be
dark outside. So at first she thought her eyes were playing tricks on her when she saw a
large bundle resting in the front doorway. But when she got closer, she realized it was a
young woman, maybe 18 or 19, wrapped in a blanket. She was shivering uncontrollably.
Once she got warm, bits and pieces of her story began to emerge. She remembered
being in Florida, and in Tennessee before that. She didn’t want to talk about what they
had made her do, or how they had punished her when she refused. She wouldn’t say
how she got away. She came to ACS because she’d been there once before, as a young
girl, and she remembered it as a place where she felt safe.
For a long time, she couldn’t stop crying.
The first step was a shower, a hot meal, and a warm bed. She rested, and she healed,
and she began to find her strength again. Now she has a chance to build a new life,
thanks to your support of Emergency Shelter at ACS.

TRANSITIONAL
LIVING
Teens and young adults, ages 17-21, build a pathway to a successful
independent life at ACS’s Transitional Living Program. Living in a group
setting with a full kitchen that allows them to learn essential life skills,
residents also get help with education or employment planning.
Individual and group therapy, medical and dental care, and other
supports are also available.
She had everything going for her, except parents who cared.
At 17, Caroline was on track to graduate from high school, and had been accepted into
the college of her choice. She was even being considered for a spot on the school’s
basketball team. Nearly singlehandedly, she had avoided the pitfalls that had tripped up
her parents, including teen pregnancy and addiction.
But soon after her 18th birthday, her parents threw her out of the house. She was
sleeping in shelters and on friends’ couches when her school called ACS. Caroline came
to live in the Transitional Living Program, where she got the support she needed to
finish strong and prepare for college. She amazed everyone with her resilience and her
drive.
Now she’s in the dorms, making a new life for herself. She checks in often, looking
for help in selecting her courses, managing her money, or planning for summers and
school holidays. She knows she’s got people looking out for her, thanks to your support
of the Transitional Living Program at ACS.

TEEN
PARENT
Young parents with a history of abuse or neglect often don’t have good
examples of positive or effective parenting skills to use with their own
children. At ACS’ Teen Parent Program, young parents learn effective
skills and strategies, while receiving the support they need to work
toward their educational or vocational goals. The ultimate goal? Breaking
the cycle of violence, and building a strong and successful family.
From chaos, a new beginning.
“Chaos” had been the best word to describe Tara’s home life, ever since she was born to
a teen mom with a drug habit. A childhood spent on other people’s couches while her
mom chased her addiction was just the beginning. By the time Tara was 15, she and her
mother had been arrested together on drug charges. By the time she was 16, she was
pregnant and living with a boyfriend.
But the birth of her son, Braden, changed everything. Tara left her boyfriend, quit using
drugs, and moved into ACS’ Teen Parent Program. There she learned for the first time
how to nurture a child and provide a stable, loving environment that fosters healthy
growth. She also received the support she needed to get her GED and begin working
toward a Certified Nursing Assistant’s license.
Tara says she knows what she wants: nothing she’s already had. No couch-surfing, no
drugs, no chaos. Thanks to your support of the Teen Parent Program at ACS, she’s on
her way.

RESPITE
CARE
Temporary, non-routine respite care of children helps parents cope
with the stress of caring for children with emotional or developmental
disabilities, or provides foster parents a short reprieve when needed.
A little boy given a chance to heal and recover.
Ronnie was staying with his mom at SafePlace, and it was clear from the beginning
that the 10-year-old boy had been severely traumatized by what had happened at
home. The SafePlace children’s staff recommended a time-out, to allow him to get the
help and specific care he needed, away from the overwhelming needs of his mom. So
Ronnie came for a respite stay at ACS, a short-term commitment that would give this
traumatized family some breathing room.
In his time at ACS, Ronnie felt safe enough to communicate his needs with staff. This
little boy needed serious therapeutic help, and thanks to the careful attention of
the ACS staff, he got it. Instead of returning to SafePlace, he moved to a residential
treatment center to receive the intensive support he needed to recover from the
trauma he had experienced. Ronnie’s mom is preparing for a life of peace and
independence, and Ronnie will be ready when she is, thanks to your support of ACS
emergency and respite services.

July 2013, Foster in Austin has
built the training, screening,
monitoring and home visitation
protocols and infrastructure that
will support our foster parents.
By the end of 2013, we had
begun placing children in fully
trained Foster in Austin homes.
We look forward to reporting full
service data in 2014.
FOSTER IN
AUSTIN
Extensive training, 24-hour on-call support assistance, regular home
visits and scheduled respite care are just a few of the attributes that
set Foster in Austin apart from other child placing agencies. The added
ability to transition children from emergency shelter to a foster family
maintains continuity and connections for the children. By providing
meaningful support and ongoing training and opportunities for
interaction, we intend to build foster placements that endure and help
promote healing and recovery from trauma.
Helping two generations of ACS kids.
Corrina was 15 and in foster care when she had her first baby. By the time she was 17,
she was a mother of three, and on the run from an abusive boyfriend. She was on track
to lose her own children to foster care. But at ACS’ Teen Parent Program, she learned
how to be a mother: how to set appropriate limits and communicate clear expectations,
how to establish routines and plan meals, and how to have fun with children and let
them know she loves them.
But once she left us, things got harder. Another boyfriend became abusive, and
eventually CPS got involved and recommended removing the kids from Corrina’s care.
But thanks to Corrina’s relationship with ACS, her kids were placed in one of ACS’ foster
homes. They’re getting the care, love, and attention they need, in an environment that
Corrina knows and trusts. Corrina visits them regularly, and their goal is reunification as
a family. The seeds of a happy family that were planted at ACS have taken root, thanks
to your support of foster family services at ACS.

STRONG
START
By empowering and educating vulnerable and at-risk families through
comprehensive support services, Strong Start works to prevent child abuse
before it begins. The free and voluntary program provides a therapeutic
early childhood program, in-home parent coaching, ongoing parent
education, scheduled respite services, and other essential supports. Strong
Start prevents child abuse by strengthening at-risk families and keeping
children safe at home. Services are provided at the Strong Start classroom
building in North Austin, in the homes of families, to clients of SafePlace
and Care Academy.

Family stress affects preschooler.
At just three years old, Lucas was already getting into trouble. His older brother
had a reputation at preschool for aggression and misbehavior, and unfortunately,
Lucas showed every sign of following his path. To make matters worse, Lucas had a
pronounced speech delay which made communication difficult. His speech therapist
noticed the trouble his mother Celina was having trying to manage her three boys, and
she referred the family to Strong Start.
At Strong Start, Celina got help learning how to set appropriate limits, how to stick to a
predictable schedule, and how to play with her boys and enjoy time with them. In the
therapeutic classroom, Lucas learned appropriate ways to interact with peers. The more
predictable routines at home also helped relieve his stress, and his behavior quickly
improved. In fact, the school reports that Lucas’ brother’s behavior improved, too.
Celina was on a path that very well could have led to abuse, as her level of frustration
and inability to manage her boys’ behavior grew. But thanks to your support of Strong
Start, the family is now stronger, calmer, and happier.
