1. Pursuant to the Revised and Updated BSP Training Policy, the Boy Scouts of the Philippines
is pleased to present to you the BSP Wood Badge Course Framework and the Revised
Course Syllabi for Advanced Training Courses for all Unit Leaders and Leaders of
Adults.
2. These revised and updated Training Syllabi and Course Framework is the product of the
collaborative efforts of the members of the National Training Commission and the Program
and Adult Resources Development Section based on the WOSM Wood Badge Framework
and the World Adults in Scouting Policy.
3. Attached herewith are the following documents for your easy reference:
a. Wood Badge Course Framework
b. 2015 Revised Course Syllabus – ATC Kawan Leaders
c. 2015 Revised Course Syllabus – ATC Troop Leaders
d. 2015 Revised Course Syllabus – ATC Outfit Advisors

4. Various Modes of Courses to include but not limited to Self-Instruction Module (SIM);
Staggered Week-ends; Combination of Online and Face-to-face mode, especially for
Leaders of Adults also requires Standard Operating Procedure in the Application for Course
Recognition, which must be coursed through your respective Regional Offices and indicate
the changes or adjustment made, if any, in the Course Syllabus.
5. Local Councils who wish to host and or conduct Advanced Training Courses for Unit Leaders
and or Leaders of Adults shall remain under the jurisdiction and authority of the Regional
Offices subject to all existing and applicable policies, rules and regulations of the BSP.
6. Use of these documents is restricted to members of the Training Team and must be kept
classified and confidential by all concerned.
7. This Memorandum supersedes all previously issued memoranda related to the conduct of
Advanced Training Courses and takes effect immediately.

WOOD BADGE FRAMEWORK

BACKGROUND AND RATIONALE
The BSP Training Scheme for Unit Leaders, especially the Advanced Training Course (Wood Badge)
shall adopt the Wood Badge Framework as provided in the WOSM’s Wood Badge Framework
(WSB, 2012) as viewed by the founder Baden Powell himself “The Wood Badge will make
quite certain that when I am gone, the future leaders of Scouting will really understand
what it is all about and what my intentions have been”.
The purpose of Wood Badge framework is to strengthen the sense of unity within movement
through sharing of purpose, principles and method of Scouting and the belonging to a world
brotherhood of adults serving young people; it harmonizes training principles covering the
eight (8) basic learning areas including (i) Quality Youth Programme; (ii) Fundamentals
of Scouting; (iii) Scout Method; (iv) Leadership Excellence; (v) Management
Competencies; (vi) Communications and Public Relations; (vii) Wood Badge Training
Tradition; and (viii) Course Standard and Training Policy.
The framework shall enable BSP Advanced Training Course to calibrate itself to the unified
system of Training for Adults in Scouting, specifically the Wood Badge Course, in compliance with
the recommendation of the WOSM-GSAT and SGS Audit, thereby including the Adults in
Scouting Dimension be at the standard of WOSM Framework including the topics on Safety &
Risk Management and Keeping Scouts Safe from Harm.
As provided in the WOSM Wood Badge Framework:
The “Wood Badge” is the sign of recognition granted to all Adults in Scouting who satisfied the
training criteria required on the “Wood Badge” training. This means that this training is not only reserved
for leaders in charge of youth, but that any adult in Scouting (with uniform) may apply for such training.
Details of the criteria are the responsibility of each National Scout Organization. WOSM’s framework
defines the following general guidance:
1. The “Wood Badge” training must be completed within a reasonable period not exceeding three
years from the time the adult undertakes in its course and the end of his training.
2. The “Wood Badge” training is an advanced level of the training offered to the adults in Scouting.
3. It assumes that the candidate has satisfactory knowledge and good practice of Scouting
experience. The conditions and procedures for the validation of this experience and knowledge
must be communicated to all adults. Special attention should be given to factual elements and the
time required, avoiding any arbitrary procedure in the process.
4. The “Wood Badge” training is a construction of learning’s based on the combination of theoretical
contributions, analyses and experiments related to situations and challenges faced by adults on the
field. A practical phase of implementation of the acquired learning’s, with supervision and validation
of a qualified person, or a tutor, will complement “Wood Badge” training.
5. The “Wood Badge” training must be adapted to be offered to all adults who wish to be trained. To
do this, it must be flexible and sufficiently diverse. All the modalities of its implementation should
be explored by the National Scout Organizations, according to their means and their capabilities:
“residential training”, “modular training”, “eLearning and face-to-face training”, etc. are a few
possibilities that can be combined, others can be also implemented.
6. “Wood Badge” training, whatever the terms for its implementation, will include Educational
Elements of the Scout Method, namely:
a. Adherence to Scout Oath and Law;
b. Learning by doing, learning through play and service;
c. Reinforcing personal learning through Team System;
d. Exploring “Nature and Environment” as elementary needs for human being;
e. Opportunity for Personal Progression through educational activities and objectives;
f. Adult Support through privileged relationship with the trainers, as learning process
facilitators,
g. Finally, to be as specific training the Scouting’s Symbolic Framework in general and the
Wood Badge symbolism need to be used.
The “Wood Badge” training program should cover all eight learning areas:
1. Youth Programme - is the totality of the learning opportunities in Scouting from which young
people can benefit (’What’), deliberately created to achieve the purpose of Scouting (’Why’) and
experienced through the Scout Method (’How’);
2. Fundamentals of Scouting, which covers the Aim, Principles and Scout Method, the adaptation of
the Method according to sections, organization and structures, etc;
3. Scout Method – is a system of progressive self-education through the following interrelated
educational elements: Adherence to the Scout Oath & Law; Learning by Doing; Team System;
Symbolic Framework; Personal Progression; Life in Nature and Stimulating Adult Support;
4. Leadership Excellence – this refers to knowledge and capabilities to assume duties and
responsibilities and influence other people to produce positive impact within the Movement.
5. Management Competence – this means the knowledge and expertise in program planning,
events organizing, controlling and managing units, groups or larger structures.
6. Communications and Public Relations – this is understood in its broadest sense: way to get in
touch with the others in the community and to maintain an efficient relationship, to include but are
not limited to Scouting Profile, Image Building, Reaching Out, Partnerships, Message, Marketing
Scouting and alike;
7. Wood Badge Training Traditions – this covers rich historical significance of the Wood Badge
training, its values, norms, customs, practices that promotes World Brotherhood, Humility, Unity
and Equality;
8. Course Standard and Training Policy – this refers to adherence to set of rules and regulations
adopted in the conduct of Wood Badge training and its course administration.

REVISED GUIDELINES FOR TRAINING STUDIES AND INTERVIEW
DESCRIPTION:
Training Studies for Unit Leaders is an integral component of the BSP Unit
Leader’s Training Scheme. It is a set of questions designed for each Unit Leaders
(Kawan Leaders, Troop Leaders and Outfit Advisors) to be answered by each ATC
(Wood Badge) Participants to be able to ascertain their individual understanding of key
concepts relative to Aims, Purpose, Principles and Methods of Scouting. Each question
is specifically scheduled every each night during the conduct of the Wood Badge
course together with the Group/Patrol/Crew Counselors and another member of the
Training Team.
OBJECTIVES:
Training Studies and Interview aims to provide an avenue to share and
exchange learning experiences between the Participants and the Interviewers to be
able to acquire an in-depth understanding of the core concepts of Scouting: Aim, the
Principles and the Method of Scouting, the Fundamentals of Scouting and BSP
Policies, Organization and Rules that affect Unit Leadership in the Kawan, Troop and
Outfit. It further seeks to provide reflective feedback mechanism to both candidates
and interviewers on the learning experience they had during the topic/session/activity
related to the questions provided.
MECHANICS:
1. The Training Studies and Interview shall take place during the conduct of
Advanced Training Courses at the time specifically allocated in the Prescribed
Course Syllabus;
2. The Course Leader together with the ACL – Program shall be responsible for
designating the Group/Patrol/Crew Counselor and another Training Team Member
for each Group/Patrol/Crew;
3. The Course Leader and the ACL – Program and Admin shall include themselves in
the Training Studies and Interview from one Group/Patrol/Crew to another during
the nightly schedule of Training Studies and Interview.
4. All questions for each section (KL/TL/OA) must be covered within the nightly
sessions on Training Studies and Interview based on the schedule
topics/sessions/activities related to each question.
5. All interviewers (Counselors and Training Team Members) must submit their
individual assessment for each candidate indicating their level of understanding to
each questions provided in the Training Studies.
6. Individual Assessment on Training Studies and Interview must be duly signed by
the Counselor, Training Team member and the Course Leader as part of the
required report of the ATC.
7. During the Interview, questions should be based on the following:
a. Attainment of Session Objectives related to the question
b. Principles learned;
c. Practical applications and examples where the Learning can be applied in
the most appropriate situation;
d. Specific knowledge, skills and attitudes gained after each session.
e. Situations and circumstances where analysis, critical thinking, decisionmaking and problem-solving skills can be best applied.
TRAINING STUDIES FOR KAWAN LEADERS
(Version 2)
1. Describe the basic method of the KAB Scouting program. Cite examples on how
the method is applied in KAB Scouting.
2. Explain how the KAB Scouting program can help the boy of KAB Scouting age.
Relate it to the characteristics, needs and interests of the boy.
3. Describe opportunities you will provide to your KAB Scouts to enable them to
practice living by the KAB Scout Promise and Law.
4. Relate how you will guide or help a KAB Scout to earn a specific badge.
5. Create a song, story or a game that will help KAB Scouts earn a specific badge.
6. One Kawan Leader always invites the parents to the Kawan meetings, often to
serve in the Refreshments Committee. React to this. If you were the Kawan
Leader, how would you involve the parents in the program of the Kawan?
7. One of your Kawan Program plans is to hold a Kawan Holiday out of town. You
have no funds for this purpose. Explain the steps you will take to solve the
problem.
8. Design activities that will make the KAB Scouts realize that young as they are,
they can be useful members of the community.
9. You have a problem in operating your Kawan. You feel that you are unable to
get the support and cooperation of your Assistant Kawan Leaders in the
activities you have planned for your Kawan. How would you solve this
problem?
TRAINING STUDIES FOR TROOP LEADERS
(Version 2)
1. Describe how the Patrol System operates in the Troop.
2. What needs of a boy are satisfied when he becomes a Boy Scout? Explain how
Scouting satisfies these needs.
3. During the investiture the Boy Scout commits himself to the Scout Oath and Law.
Relate how the boy can integrate the three- (3) points of the Scout Oath in his daily
life.
4. Relate what a boy needs to do to advance to the highest rank in Scouting.
5. "Patrol Leaders are boys under training and not necessarily trained leaders."
Comment on this statement. Outline the methods you will adopt to train your
Patrol Leaders.
6. These are the activities included in one Troop's annual plan:
- Summer camp

9. Troop Leader A cooks the meals for his Troop because he wants to ensure that his
boys get the proper nutrition they need, get their money's worth, be able to eat on
time, and participate in the activities laid down by his Assistants.
Troop Leader B lays out and supervises the activities for his Troop. He gives the
boys enough time to prepare their meals. He joins the boys at mealtimes even if
they sometimes eat half-cooked rice.

TRAINING STUDIES FOR OUTFIT ADVISORS
1. Describe how Crew (Team) System operates in the Outfit.
2. How can an Outfit Advisor apply the educational elements of the Scout Method
in the Senior Scouting program?
3. What are the activities and projects does the Outfit should undertake in the
Senior Scouting Program? in relation to the following areas:
a. Vocational Activities and Projects
b. Service Activities and Projects
c. Outdoor Activities and Projects
d. Socials Activities and Projects
Justify your answer.
4. As an Outfit Advisor, how can you help a Senior Scout attain the highest rank
in the Senior Scouting Program?
5. As an Outfit Advisor, how can you make Senior Scouting program be more
appealing and interesting to young people of Senior Scouting age?
6. What steps will you do if you meet the following situations in a school-based
and or community-based / neighborhood / barangay-sponsored Unit for Senior
Scouts, you have a member in your Outfit who: (choose any 4)
a. was caught smoking marijuana in your recently-concluded 3-day
weekend camp
b. suffers from aerophobia and cannot participate in rappelling as one of
your high adventure activities
c. suddenly stop attending your regular Outfit meeting
d. recruit other members of the Crew to join their fraternity which is among
those prohibited by their school
e. was reported to you by one of the members of the crew drinking alcoholic

TRAINING ASSIGNMENT FOR ADVANCED TRAINING COURSE
FOR LEADERS OF ADULTS
OBJECTIVES
After the Advanced Training Course (ATC), the candidate should accomplish the
following Training Assignment within a period of twelve (12) months:
1. Ensure the holding of annual program planning conference based on the BSP
calendar of activities and/or thrusts. Must submit a proof of Council Calendar of
Scouting Events and Observances for the current year.
2. Initiate the conduct of at least three (3) District and or Area Roundtables for Unit
Leaders and the holding of an Annual Round-up or Charter Review.
3. Prepare an action plan for membership growth and that will ensure 100%
registration performance against council set goal.
4. Ensure that 20% of registered Scouts are advanced to the next higher rank. Must
submit required Board of Review Report to the Local Council as proof of
advancement.
5. Make sure that 15% of registered unit leaders in the council/district area
recognized.
6. Support, encourage the participation of all registered unit leaders in training
events.
MECHANICS
For completion of ATC, the candidate must:
1. Show proof that he/she is registered with the BSP.
2. Submit reports to the local council the following:
2.1 annual plan of activities
2.2 three (3) roundtables conducted and duly documented
2.3 annual round up evaluation sheet
2.4 membership status of district/institutions
2.5 registration, advancement and awards report
2.6 training/s conducted
3. Submit himself/herself to an interview before a panel of evaluators.
4. When the above requirements have been complied with as endorsed by the deputy
Council Scout Commissioner for Program and certified by the deputy Council
Commissioner for Training and the Council Scout Executive, the Council will
submit two (2) copies of the accomplished Application for Completion of the
Advanced Training Course for Leaders of Adults to the Regional Office.
