TxDLA is a nonprofit association formed to promote the development and application of all forms of
distance learning and to implement effective distance learning strategies for Texans and other distance
learning practitioners of the global community.
TxDLA Goals:

TxDLA will provide an open forum and adequate representation to all distance
learning professionals and organizations.

TxDLA will provide the resources necessary to meet the needs of members at all stages
of distance learning development, at any level of activity, and through a variety of

TxDLA will identify targets of opportunity that can benefit members and establish
effective means of communication that facilitate members’ focus on areas of interest.

Welcome to the TxDLA 2013
Virtual Paradise!
Once again we come together to greet old friends and colleagues and make
new ones. We relax in comfortable surroundings, revive our interest in the
latest, greatest, and most effective technology, and rejuvenate ourselves
and our programs in an effort to provide the best in distance education. Our
TxDLA conference gives us unique opportunities to network with some of
the best distance learning experts in the country, to enjoy the most supportive sponsors, and engage with a large variety of professionals in our breakout
and hands-on sessions. Use this week to collaborate and connect with your
colleagues, learn about our vendors and their products, and have fun!
YOU are TxDLA. You are the educators, administrators, trainers, producers
and providers of content, software, and equipment who come together to
make Distance Education in Texas the best it can be. TxDLA was founded in
1996 to bridge the boundaries of all those interested in distance education.
And here we are 17 years later still “Bridging the Islands of Innovation.”
TxDLA, the largest state chapter of USDLA, has wonderful, interesting, exciting, and innovative members, and I am honored and privileged to serve you
in a leadership role in this active organization.
Thank you for your contributions. Thank you for your participation and
continued support of TxDLA. Now, I need your help to plan our conference
for next year. I invite you to “throw in a line” and hook a leadership role in
the Conference Planning Committee for 2014 in Corpus Christi. Join me on

The Exhibit Hall is located in Exhibit Halls A and B of the Convention Center on the 1st Level.

Lounge and Recharge Stations (power supplies for your mobile
devices and WiFi areas), open Monday through Wednesday during
Exhibit Hall hours, provide attendees the opportunity to recharge
and access WiFi on their own mobile devices. Lounge and

Hotel self-parking is complimentary for all TxDLA attendees.
Attendees not staying overnight at Moody Gardens should park in
the Convention Center parking garage.
CPE Credits
K-12 participants will be happy to know that TxDLA is offering
credits for all sessions this year. Higher education and state
agency attendees may also be eligible for CPE credits depending on the rules of their sponsoring institutions. For instance,
some institutions grant CPE credits through individual
arrangements between the staff member and her or his supervisor with prior approval and a log of activities for documentation. Before attending the conference, attendees should
consult with their supervisor or human resources department
to learn how their institution issues CPE credit. K-12, higher
education, and state agency educators and professionals can
use the TxDLA Continuing Professional Education log form on
page 69 to document and earn CPEs.

Presentation handouts (for those presenters who have
provided uploads) are available from the conference website

under the “ATTEND” menu.

This year, for the first time, TxDLA will feature GooseChase sponsored by Blackboard Inc. during the 16th Annual Texas Distance Learning
Association Conference for all of the attendees. GooseChase is a fun, engaging outside of the box scavenger hunt mobile application.
Organizers have created a game for the conference where attendees will participate in an interactive photo scavenger hunt! Attendees
will take pictures of the missions listed in the application and submit them using the downloaded GooseChase app on their iPhone, iPad
or Android Tablets or Phones. The app features a live picture feed and leader board for attendees to track their rank against other players.
Prior to the conference, attendees log onto the app store (on their respective device) and search for and download the free GooseChase
app. Once downloaded, users simply create a user name, search for (by clicking the + on the opening screen) "TxDLA 2013 Scavenger
GooseChase Hunt" game and join it. When the game starts, the missions will automatically be populated in the phone for users to start

The Executive Committee of the Texas Distance Learning Association is responsible for the execution of directions from the Board of
Directors and for overseeing the day-to-day business of the organization. The Executive Committee is comprised of persons holding
the offices of President, President-Elect, Immediate Past-President,
Treasurer and Secretary. In addition, the Chair of the Board of
Directors serves on the committee. Candidates for officer positions
are nominated by the Nominations and Elections Committee and
elected by the general membership.
The Board of Directors is charged with setting the goals, policies
and directions for the organization. The actions of the Board are
such that the vitality and growth of the organization and the interests of the members are the most important considerations. In ad-

dition to the Executive Committee members, the Board of Directors
of TxDLA consists of three (3) members at large, nominated by the
Nominations and Elections Committee and elected by the general
membership, and nine (9) members, nominated and elected by
the Board. Members nominated and elected by the Board include
the following positions which represent specific member constituencies: K-12 Education, Higher Education, Vocational/Technical
Education, Government/Military, Corporate/Private Sector, and
Healthcare/Medicine. The Chief Information Officer and the chairs
of the Regional Group Development Committee and the Executive
Partnership Council also serve as board members. Members of the
Board elect the Board Chair.
Terms of office begin July 1 and end June 30.

during the General Session.
This award is for the person, institution, or corporation who has
done the most to benefit and advance the applied practice of
distance learning, in the opinion of our members, during the past

Don Foshee Memorial Grant
The late Don Foshee, a founding member and first President of
TxDLA, helped pave the way for the birth of what began with about
a dozen people gathering to talk about distance learning in 1995,
to the largest statewide chapter of distance learning professionals
in the United States. During Don’s life, he was recognized as a pioneer for over twenty years while he designed, built, and managed
some of the largest and most successful distance learning, training,
and telemedicine networks in the United States. Past positions
Don held included the titles of: President and CEO of Innovative
Interactions, Inc., Director of Strategic Programs for VTEL Corp.,
Director of ED-NET, Director of STAR Schools, and Vice President of
the TI-IN Network.
Upon experiencing a life-threatening illness, which eventually
took his life, Don also focused on the delivery of distance learning to accommodate those who are homebound due to critical
illness and/or physical disabilities along with the learning-impaired
population. His love of music and songwriting talents drove him to
be thoughtful and innovative in the field of distance learning, for
example, he launched a Native American Network for the Bureau of
Indian Affairs. Don will always be remembered as a talented, funloving pioneer in the field of distance learning.
The purpose of the Don Foshee Memorial Grant is to recognize exceptional ideas and talents to be applied in a thoughtful, fun, and
creative manner delivered through distance learning. Funds are
directed toward the motivation of finding your “backyard treasure”
in the spirit of Don Foshee. Grant recipients receive $2,000 and will
present on their project at the following year’s TxDLA conference.
We are pleased to announce our recipient of the 2012 Don Foshee
Memorial Grant, Margo Hernandez, who used technology to expand the physical limits of learning. Margo will present her project
details on Thursday at 10:00 a.m., Moody B - Hotel, 1st Floor.

Outstanding TxDLA Leadership
This award will be presented on Wednesday morning
during the General Session.
The late Don Foshee was a founding member and first President of
TxDLA. This award goes to a TxDLA Board Member, Officer, or Committee Chair who has shown a strong personal commitment, given
generously of their time, and provided vigorous support for other
TxDLA members to become leaders in the Association.

John A. Baker Memorial Award for
Excellence in K-12 Distance Learning
This award will be presented on Wednesday morning
during the General Session.
In December 1997, the TxDLA community lost a dear friend and
colleague, Dr. John A. Baker. A longtime champion for educational
technology and distance learning, John served TxDLA as PresidentElect at that time. In memory of John and in recognition of his
lifetime commitment to excellence in teaching, TxDLA established
the Annual John A. Baker Memorial Award. We hope that through
this award, K-12 teachers will be recognized for their work in the
distance learning arena and will be given more opportunities to
reach students through the use of educational telecommunications
and distance learning technologies. Any K-12 teacher working in
public, private, or charter school settings in Texas is eligible and will
receive $500 cash, complimentary registration to the Annual Meeting/Conference and Awards Dinner, and complimentary TxDLA
membership for the year.

This award will be presented on Tuesday morning
during the General Session.
The Texas Distance Learning Hall of Fame recognizes long-term
distance learning practitioners or advocates whose careers are
characterized by exceptional commitment, outstanding achievements, and enduring impact in the field of distance learning. The
award is intended to be an honor of high distinction; accordingly,
inductees into the Hall of fame are selected with great care.
The Hall of Fame originated in 2005 with the posthumous induction of two TxDLA distinguished members: Don Foshee and John
A. Baker.
The Hall of Fame Committee is comprised of Oscar Hernandez

The Executive Partnership Council (EPC) furthers TxDLA’s success in providing peer networking, information, and coordinated communication channels across the broad spectrum of the membership. Responsible
directly to the Board of Directors, the EPC is comprised of members from public and private sector organizations that have supported, through cash and/or in-kind products or services, TxDLA’s operations and
activities.
The EPC encourages collaborative public/private relationships and partnerships, fostered in honesty and
integrity, and initiates activities to advance the cause of distance learning, TxDLA, and its members. These
activities include collecting and disseminating information regarding distance learning issues, trends, and
technologies; participating in all levels of the association, such as on the Board of Directors and in regional
groups; and generating revenue through corporate sponsorships, financial and in-kind assistance, and the
annual conference Exhibit Hall.

Conference Program
The 2013 TxDLA Conference has been designed to provide informative sessions for all levels of distance learning professionals. The program
includes General Sessions and Keynote Speakers, Breakout Sessions, and Vendor Showcases.
All TxDLA Conference events will take place in the Moody Gardens Hotel and Convention Center.
• General Sessions: Located in the Exhibit Hall C on the 1st Level of the Convention Center.
• Exhibit Hall and Meals: Located in the Exhibit Halls A and B on the 1st Level of the Convention Center.
• Breakout Sessions and Vendor Showcases: Located on the 1st Level of the Hotel and the 2nd Level of the Convention Center in Salons

Breakout sessions, which are 50-minutes in length, form the core of the conference program. A description of the breakout session tracks is

Effective instructional design and the development of
instructional materials and courses for the distance education
environment.
IT System Admin and Support
Highlights the programming and setup of instructional
technology resources. LMS system administration, SIS system
integration, videoconferencing set-up, integrating newest
innovations in distance learning technology.
Latest and Greatest
Highlighting ideas or technology that are catching the
imagination of educators or providing new avenues to creating
knowledge.
Professional Development
How to keep your faculty, staff, and trainers up-to-date using
distance technologies to deliver professional development
programs, continuing education, training incentives, resources
for training, and needs assessments.
Research and Student Presentations
A showcase of the theoretical, methodological, empirical, or applicationoriented aspects of distance learning and the use of technology to
enhance learning. Student research is encouraged in this category.
Teaching and Learning
Innovative teaching and design for the online environment, such as
videoconferencing, flipped classrooms, televised distance education
strategies, and other approaches that can be adapted to a wide variety
of disciplines.
Vendor Showcases
A forum for exhibitors (vendors) who have partnered with TxDLA for this
year’s conference to demonstrate their products in a breakout session.
Hands-On (BYOD)
Participants access resources available from the cloud while using their
own mobile device. This will give participants the opportunity to follow
along with the presenter and learn firsthand. Please note that this
format will NOT provide laptops or devices for participants. Participants
will be expected to bring their own devices to plug into provided
electrical stations and utilize wireless internet access.

the data spanning 6 semesters and over 500 student tests, and we

Creating an Effective Peer-Driven Online Course Review
Process

Learn how College of the Mainland developed a peer-driven online
review process from an idea in 2005 to the development of evaluation criteria and instruments in 2006-2007, a successful pilot in
2008, and revisions in 2009, which all led to an institution-wide roll
out in 2010.

mandatory for Texas Workforce
Commission employees and
other entities that access
the TWC database, TWC is required to provide a legitimate
training verification system that is also audit compliant and
508 Accessible. T&D staff led the project and coordinated
meetings between vendors, the PeopleSoft programmer, and
TWC’s IT security team to create a training system that provides
three levels of legitimate training verification, 508 Accessibility
compliance, and an automated training records update
system. T&D staff tested the recommendations produced in
the meetings. These changes have significantly increased the
agency’s mandatory training compliance and reduced the work
load for Human Resources and T&D staff.

board meetings and acts as facilitator, hostess, advocate and

Claudia “Beth” Long
In the last year and a half, Claudia “Beth” Long,
along with her department chair, Lynn Sitton,
has developed online or hybrid versions of 11
of the 12 courses in the Child Development/
Early Childhood program at Tyler Junior College. They are currently developing an online
version of the 12th course. The department’s
goals were to increase enrollment and to meet the needs of
the profession. This program delivers training for childcare
providers, who frequently hold full-time jobs and have family
responsibilities that make it difficult for them to attend faceto-face classes.

Brazosport College put its face-to-face Course and Instructor Evaluation form online but it was not relevant to the distance student. A
revised form was used this Fall. We will look at the form, the new
data compared to the old data, and discuss the value in light of
SACS requirements.

As honored recipient of the 2012 TxDLA Don Foshee Memorial
Grant, the NISD Distance Learning program was able to incorporate
social media into our program. This Grant provided Logitech webcams which has allowed teachers and students to interact in face
to face sessions through Skype. We were also able to buy a high
definition multimedia interface camera, Canon VIXIA. The camera
enables to teachers to create mini-lessons and post them via the
web. The teachers also use the camera in our ESOL classes to caption language usage and conversation.
With all these different browsers and video formats it’s hard
enough trying to figure out which one will be best for your organization. Throw in a new LMS (like Moodle), and you’ve got your
work cut out. Learn simple techniques you can use to ensure video
playability.

“Why Quality Matters in the Battle for Online Education’s Future”
Although online education has been around for 20 years now, the MOOC phenomenon has suddenly
sent educators running to jump on the bandwagon, turning skeptics into converts almost overnight.
But as MOOCs gain momentum among high profile providers, institutional brand has quickly become a
substitute for effective teaching and learning, ignoring decades of groundbreaking distance education
research and practice. Consequently, most of these massive experiments fail to capitalize on the real power
of technology as an exceptional tool for engaging learners in active and authentic learning experiences. In
moving past the hype, Dr. Susan Aldridge will take an in-depth look at how online pioneers can refocus the
spotlight on quality, and why our efforts are so critical to the future of online education.
Dr. Aldridge is a Senior Fellow at the American Association of State Colleges and Universities (AASCU) in
Washington, DC where her research, writing, and frequent speeches focus on higher education leadership,
university growth strategies, technology mediated models of education, student enrollment and retention,
and adult education including military students and veterans. She is writing a book for university presidents regarding distance
education, MOOCs and successful delivery models for higher education. As the former President of the University of Maryland University
College, Dr. Aldridge is also a consultant on international education initiatives, strategies for developing distance education models,
aligning student services with growth strategies, and retention/degree completion opportunities.
