 NSRCA Meeting Minutes May 10, 2016 The NSRCA Board of Directors meeting was conducted on May 10, 2016. [President] The BOD minutes must be read and approved by all board members; they must be checked for accuracy, and edited, if necessary; corrections should be sent to Charlie, our Secretary; [VP] Every BOD member must approve the minutes; these minutes must be accurate for our members to review [Treasurer] We’ve never had this deep discussion about the minutes; we must review for accuracy, and make edits if they are not accurate [President] Collectively, we as individual board members, have not been reading the minutes [Secretary] I’ve made the amendments to the April board minutes as suggested by the board members; I’ve emailed these minutes now for your approval [Secretary] minutes will be published only after the BOD has formally approved them Motion by Scott Mcharg – To approve the April 12, 2016 BOD Minutes Second by Peter Vogel BOD Meeting Minutes approved unanimously D7 District Championship Points -­‐ [President] There is controversy concerning how district championship points are earned in D7; John Bentley proposed to change the way district Page 1 championship points are accumulated; the situation happened because a person (not a current NSRCA member) was banned from a club conducting an AMA sanctioned contest that, at the time, was a contest capable of scoring NSRCA District Championship points; John resigned his position as DVP; Chris Fitzsimmons volunteered to complete the DVP term for D7 -­‐

[Tony Frackowiak D7 Member] John Bentley ruled that any contestant that was in good standing with the AMA and NSRCA must be able to compete in a sanctioned contest and if not, could not be used towards district championship points. This would take effect in 2017 and would have no bearing on 2016 points; this ruling would essentially keep any contest where a competitor would not be allowed to compete for any reason from being used for points; per Tony Stillman, any person holding an AMA membership, does not require that the person be allowed to enter the contest; the club can ban the individual from the contest; if that person is allowed to participate, and the contest does not allow championship points, then all contestants are penalized; there were inappropriate comments made on social media concerning my disapproval of this ruling; Tony Stillman further stated that with regard to the SIG of the AMA, the NSRCA does not have the right to dictate policy; John Bentley did not accept the feedback from Tony F [D7] there have been issues raised about receivers that have gyros; these are not to be used in the model [President] AMA rules state that gyros are OK in models; however, the gyro function must be disabled and subject to random checks by the CD; this will be an issue at our next rules proposal committee; the rules must address any future technology developments regarding this [VP] AMA must enforce these rules; Scott suggested that an email be sent to John Fuqua, chairman, AMA Contest Board; Scott will coordinate with Chris (DVP7) about wording for email [Treasurer] Other radios besides Spektrum have this capability; other radio systems must be evaluated, too [D7] District championship points will be accumulated in the same manner as last year; all contests will count toward NSRCA points; there will be a district championship contest held at the same club (Oakdale); D7 is a large district, north and south district; he will move forward for next year to address the size for the championship [President] District points are handled at the district level; we may publish guidelines [VP] Suggests that each district do their own point system; some districts are large, such as D6; some are small, such as D2; the point system used by the district should be submitted to the BOD for approval; under the D7 rule, any contest that disallows any member in good standing from competing, the whole contest is disallowed toward points; this unfairly Page 2 -­‐

penalizes other contestants; if D7 is allowed to do this, this sets precedent for the rest of the US; if D7 counted all contests toward championship points, then this rule may be justified; however, since D7 only has 4 contests toward championship points, and one championship contest, contestants may be discouraged from participating [D6] One person can ruin contest by nullifying the results; we must support clubs that make these rulings; we may be able to develop a template that can be posted on the NSRCA web site for input from the membership [D3] Agrees with D6; the actions of one member should not penalize the others; a basic points structure will be helpful [D8] Some districts, such as D8, have only 6 contests per season [D7] If someone is banned from a contest, that’s fine, unless the contest is a district championship contest [D3] A member that chooses to sever with his club is his choice [VP] If there was an issue with a single event championship that holds more weight but could not be attended by all because of a ban, then that contest should not be held at that location or that contest should not hold more weight in comparison to the others. [D6] We shouldn’t have to change rules over one individuals indiscretions; a person that flies consistently at all contests should have the same value; why weigh one contest higher than an other? [D1] The district championship is structured so that one person can compete at many contests [President] D7 point system will stay the same; we will consider change for next year; Scott proposes that every district develop point system and submit to the BOD Motion by Scott Mcharg – [Jon] Each District may set up their point system
for their NSRCA Season Championship as they choose. Any amendments
to an approved points system must be submitted to the BoD for approval
no later than 10 days prior to the respective District's first contest and

[VP] Once approved, any amendment must be approved by the BOD; these revised rules must be published to the web site no later than 10 days prior to the respective district’s first contest [Tony F] Scoring system should be for AMA sanctioned contest [President] Each DVP should submit their current rule document for approval to the BOD Motion passes unanimously D2 Membership -­‐ [D2] Requests a list of members from last year that have not renewed their membership for the current year; there are several former NSRCA members that have formed their own pattern association; withdrawing from the NSRCA accomplishes nothing; D2 district members feel that the frequency of the KFactor is too great; it should be reduced; the savings can be applied to other areas -­‐ [VP] NSRCA Bylaws state that there will be a monthly publication; if this is to change, the bylaws must be amended; this would take action by the entire membership; he acknowledges that it is hard to write an article for the KFactor every month; however, it’s OK if the DVP doesn’t write an article for one month; each DVP polled their respective members and the consensus is that they enjoyed reading the KFactor; if a member feels that there is no pertinent information in the KFactor, he doesn’t have to read it -­‐ [D2] The web site is hard to navigate at times -­‐ [VP] Terry to ask district members with specific items that they are having trouble with on the web site; he and Derek can solve these items -­‐ [D3] Suggests to Terry to collect specific topics that his members have a problem with; Terry should approach his members with information as to why it is to their advantage to be a member of the NSRCA -­‐ [D2] Terry would like a copy of an article written for the KFactor about the NSRCA, and “What’s in it For Me?’ -­‐ [Secretary] This was the secretary’s article, and he will forward this to Terry -­‐ [VP] This article will be published on the NSRCA web site -­‐ [Treasurer] Suggests that Terry invite his members to talk to the BOD to answer specific concerns that they have NSRCA Apparel -­‐ [VP] Need to decide on which colors for the apparel -­‐ [Preesident] Suggests white for the polo shirt, grey for the t-­‐shirt, and tan for the hat; Jon will call Larry Diamond to coordinate Page 4 Meeting adjourned at 2200CDT Page 5
