In a few words
Saint-Lazare stands out from other communities
with its rural character, cycling trails, equestrian
activities, its forests and peaceful housing
developments, which are geared towards family
living. Very focused on the environment, the Town
has adopted environmental by-laws to protect the
health of its citizens as well as its forests which covers
more than 70% of its territory. All social, cultural
and sport services and activities definitely provide a
quality of life that is second to none.
Saint-Lazare also offers great business opportunities to those interested in establishing
a business in our community since the municipality has been one of the fastest growing
town in the country in the last fifteen years
Coat of arms
As part of its 100th anniversary celebrations, the Town decided to endow itself with an
official coat of arms. We owe artist Robert Rozon for today’s coat of arm which he created
in 1975 with the following description:
Armoiries de St-Lazare « Patience vaincra » or patience will prevail, represents the leaders
and citizens’ determination to protect their environment, their institution and their
identity
The bend symbolizes the railway track and the aviation runway. The three shells (charges
of the bend) represent the origin of Ville de Saint-Lazare (whose territory was once
submerged by the waters of the Champlain sea) and the water springs of the Town.
At the sinister end of the shield, a fleur-de-lys represents the French-speaking population
and at the dexter base point, a rose represents the Anglo-Canadian element. The
branches to which are attached the maple leaves and which serve as support to the shield,
symbolize the allegiance of our Town to Canada; the leaves represent the green spaces
and the residential character of our Town.
The mural coronet, with which the shield is crested, is the emblem of the dignity and of
the fortress of a Town. The lion bust which surmounts the mural coronet signifies: rising
Town, prestige and honour. It symbolizes the growth of our Town.
Town logo
Adopted in 1993 and presented by Terry Oliver, the Town logo represents the many
special qualities attributed to Saint-Lazare, some of which are its sand, water, abundant
trees, equestrian farms and an undeniable quality of life, to name a few.
In 2008, the Town will update its logo to meet the requirements of the Office québécois
de la langue française. From now on, the St is written in its long form.

Budget and three-year capital expenditure
program
The Town Council has adopted the budget and threeyear capital expenditure program for 2013, 2014 and
2015 during the 2012, December 18 special council
meeting. Documents can be reviewed on the website
www.ville.saint-lazare.qc.ca/en/budget.
Town Committees
Municipal committees are advisory in nature and have
no decision-making authority. They are created by
the Town to examine certain municipal matters and
requests. They give citizens, elected representatives
and civil servants the opportunity to exchange
ideas and draw up recommendations which will be
submitted to the municipal council. The frequency of
meetings and the number
of members vary from one
committee to the next.
Urban Advisory Planning Committee
(CCU)
The Urban Advisory Planning Committee (CCU) is a
working group composed of at least one member
of the municipal council member and of residents
appointed by the municipal council to orient, guide
and support actions with respect to urban planning.
The CCU’s recommendations and advice enable the
municipal council to benefit from the input of elected
representatives and citizens who make use of their life
experience in the municipality and of their particular
concerns regarding the development of its territory. The
municipal council must be formally advised by its planning
committee before making a decision regarding a minor
exemption, a comprehensive development plan (CDP),
a site planning and architectural integration programme
(PIIA), a request for authorization of conditional usage or
for a particular project for the construction, modification
or occupation of a building, or building or subdivision
project requests subject to certain restrictions.

The members of this committee participate in the
development of tools to ensure public safety on SaintLazare’s roads and in its residential areas and parks.
They suggest measures to which Council should give
priority to improve safety within the town.

Environment Committee
The members of this committee study environmental
issues such as the cutting and planting of trees,
composting, vehicle idling as well as the preservation
and enhancement of wetlands, the conservation plan,
etc. They then advise the members of Council on these
matters.

Recreation Committee
The members of this committee receive and review
requests for projects/activities and deal with problem
situations. They recommend projects for their approval
by the municipal council. Furthermore, they consult
recreation organizations to identify their needs. They
advise the municipal council on all these matters.

Commercial Revitalization Committee
This committee’s mandate is to suggest ways to promote
the physical and economic revitalization of Saint-Lazare’s
commercial arteries. Therefore it must encourage
commercial diversity to better answer the needs of the
residents, increase activity in the commercial district and
improve its image and ambiance.

Recreational Trail Committee
Members of this committee include elected officials as
well as Town representatives. Their mandate is to look
at the current trail network, the trails’ vocation, longterm sustainability and expansion.

Art Acquisition Policy
subsidies

To support its creators, the Town invests $2,500 each
year in the purchase of works by local artists receiving
local, national and international exposure. To submit a
request, artists must fill out the Request Form for the
Purchase of a Work of Art.

Reimbursement Policy
In accordance with the Base de Plein Air Les Cèdres
entry fee reimbursement policy, Saint-Lazare residents
are eligible to a refund equal to 50% of the seasonal or
annual individual or family entry fees. Requests must be
made by filling out the Reimbursement Request Form.

Policy Supporting Individual, Cultural or
Sport Excellence
The Town offers $200 in financial assistance to youngsters
17 years old and under who compete in a national or
international event in a sport recognized by Québec
and Canada’s sports federations; or as an individual in a
national or international cultural competition following

The Town encourages residents to play an active role in
community recreational activities. The Town will provide

Contract Management Policy
The contract management policy was adopted to
implement measures in accordance with those stipulated in
article 573.3.1.2 of the Cities and Towns Act. Its purpose is

Adopted in 2011, the goal of this policy is to demonstrate
the Town’s commitment to act in a constructive
environmentally-conscious manner, to protect and

residents’ living environment; to educate the population

Story
Junior ran away way we opened the backyard fence. He is especially
skittish around strangers and may be difficult to catch. He is not
aggressive toward people or other animals. Junior is on medication
for a thyroid problem and needs to take it daily. PLEASE call if you
see him or are able to capture him. We miss him terribly!
The Town ensures people and pet safety on its territory
by means of the animal control. Animal control has the
authority to intervene on behalf of the Town either
by picking up or capturing a lost, injured or dead pet,
taking it to the vet, providing it with shelter or putting it
up for adoption if it remains unclaimed after 5 days. All
costs incurred are transferred to the owner.

Pets
As numerous citizens, City officials are preoccupied with
the proliferation of feral cats on the territory and ask
that cat owners behave responsibly by neutering and
spaying their cat.
• For every person who is born, 45 cats are also born;
• Only 1 cat out of 9 will find an owner, 8 will be
destroyed;
• On the 1st year a reproductive cat will give birth on
average to 4 kittens 3 times a year (12 kittens);
• The 2nd year, these same kittens will produce 144
offsprings;
• The 3rd year, a possibility of 1 728 cats;
• The 4th year, a possibility of 20 736 cats.
Each year the Help and rescue committee for abandoned
cats (CASCA Inc.) faces the challenge to find numerous
abandoned cats a new home. A lot of those cats are not
neutered or spayed. The Town offers CASCA financial
support to help the committee control the feral cat
population. Spay, neuter your cat!

Which one of these will you save from euthanasia
or difficult outdoor conditions? Are their lives worth
gambling? At least 4 of these will die : prey of wildlife or
harsh weather conditions.

To let a dog bark, howl, moan or emit sounds so as to
disturb the peace and tranquility of people living or
working in the neighborhood is considered a nuisance.

In public, a dog must be on a leash at all times. The
owner of a dog must pick up after its dog on public and
private property.

There are provisions in the by-law for dangerous dogs
which are considered a nuisance.

Health and safety
A car’s inside temperature climbs to 55 0C (131 0F) in
less than 15 minutes even with windows open! One
or several open windows are not enough to stop the
temperature from climbing in a car.
Leave your dog at home in a cooler environment or take
it out of the car and give it water. You’re going grocery
shopping just 15 minutes? Better think twice!

Breeding farms
Exception given to horses in equestrian zones, it is strictly
forbidden to raise animals (including the dogs and cats)
for commercial purposes outside of agricultural zones
designated to that effect.

A dog must be equipped with a numbered tag delivered
by the Town. This permanent non-transferable tag, valid
for the duration of the dog’s life, is available at a cost of
$25 at the following locations:
• The Town Hall’s reception (1960 Chemin SainteAngélique)
• The Saint-Lazare veterinary hospital (2050 Chemin
Sainte-Angélique)
In case of loss or damage and with a proof of receipt,
the permanent tag can be replaced at the Town Hall at
a cost of $10.

Avoid problems
Usually discreet, it is possible, occasionally, that some
of these animals end-up in a residential area.
If their passage is not disrupted, the animal will usually
move on.
• Eliminate food sources outside the house such as cat
and deer food;
• Keep your yard neat and tidy. Piles of wood and
debris can be used as shelter by small rodents.
Ridding your yard of clutter can help prevent the
unsightly mess made by rodents tunnelling your
lawn during the winter;
• Protect your garden with a small fence. Groundhogs
and hares love vegetable gardens;
• Use natural repellents such as Cayenne pepper or
dog hair;
• Block the accesses under your houses and balconies
with a wire netting to keep away marmots and
others little animals.
Coyote
The coyote will eat almost anything.
Although the coyote does seem to prefer
small rodents, he won’t stop there and will happily
consume rotting meat, fruit, insects and even cat food!
Fisher
The fisher looks like a weasel. It feeds on
small mammals and occasionally on dead
animals. It can attack family pets such as cats.
Raccoon
The raccoon eats invertebrates, bugs, worms and grubs.
It likes also small mammals. In summer and fall, it eats
corn, fruits, bays, acorns and walnuts. In the cities, the
raccoon will be agile enough to open trash cans.
Sightings have increased over the years
on the territory. It feeds on nuts, insects,
spiders, slugs, berries, clover as well as
acorns and can travel over 3 kilometres per hour to feed.
Their home range can cover 400 to 2000 acres.

The Town of Saint-Lazare is far from being a “concrete
downtown” or a West Island town. It spreads over
a mainly forested area of 67 km². Wildlife, including
moose, deer, coyotes, foxes, raccoons and the
occasional bear also share our territory and are an
integral part of our reality.

A commissioner has the power to administer
oath required by legislation or regulation (for e.g.:
declaration, confirmation of residence (Medicare),
travel approval, insurance, etc.) either by virtue of his/

first one is subject to some restrictions provided by the
Act and gives access only to the document requested

Some restrictions may limit the right of access to
municipal documents. Furthermore, only partial access
to a document may be allowed. For that purpose, some
sections of the said document may be blacked out.
In accordance with the Act, the person in charge of
access to documents must acknowledge receipt of
all written requests. Requests for access are usually
answered within 20 calendar days. That period may be
extended in certain circumstances.
Access to a document is free and the document
concerned may be viewed at the Town hall by
appointment. However, the Town will charge a fee for
the transcription, transmission or reproduction of the
document. The person making the request is informed
of these fees which are prescribed by the Regulation

Alarm (false)
A house alarm that goes off more than two times within
a consecutive 12-month period due to malfunction or
defect constitutes a violation and makes the owner
liable to a fine foreseen in the municipal by-law. The
fine varies between $100 and $4,000.
(*) for example, if the alarm goes off on October 28,
2012 without any burglary attempt, fire or flood, the
owner is liable to a fine if the alarm goes off 2 more
times without reason before October 28, 2013.

Smoke alarm
The installation of at least one smoke alarm per floor
in all inhabited residential buildings is mandatory.
In the case of a new building, smoke alarms must be
linked together permanently to an electrical circuit so
that, in an emergency fire situation, the entire system
is automatically activated and all the occupants of the
building are warned. They must also be equipped with
an emergency battery.

Nuisance
Provisions in the nuisance by-law (830 RMH450) foresee
fines where certain activities are susceptible of causing
a prejudice such as noises, animals, fires and various
other activities. This by-law has been “harmonized»
with the other 23 MRC Vaudreuil-Soulanges towns
to facilitate its enforcement by the Sûreté du Québec
outside a Town’s regular business hours.
To be able to intervene and fine someone for a
nuisance, the Town and the Sûreté du Québec must
be able to witness the nuisance on the scene. Where
there is a lack of tangible proof, a plaintiff will have to
officially deposit a written complaint, in which case he
or she will become a witness should the case go before
the courts.

as auxiliary equipment is only allowed in the side yard

Temporary car shelters are only authorized in the
parking area for the period extending from October
15th to April 15th of the following year.
Temporary car shelters can only be used to store
vehicles and can only be set-up on driveways or parking
spaces. A minimum distance of 2 metres (6.6 feet) from
the sidewalk or roadside or outer limit of a ditch must
be respected.

As part of his or her work, the law allows a town
inspector to visit and examine, at any reasonable time,
your property, as well as the inside or the outside of
your house, garage, temporary car shelter, garden
shed, etc. to see if you respect municipal by-laws. An
inspector can therefore access your property without
any warrant to see for example if you violate by-laws
concerning the watering of lawns, the cutting of trees,
a septic tank’s installation and maintenance, storage,
temporary car shelters or any other municipal by-law.
The inspector can also proceed to the inspection of
any work done following the delivery of a permit or
certificate.

3. Treasure hunts
Residents can advertise at no charge their participation
in one of the treasure hunts organised by the town by
completing the online form. Residents are invited to
place their treasures in good working order at the curb
for free pickup by other members of the community.

Ragweed is a common annual plant that generally grows
in unsettled or bare soils, from the month of May to the
month of September. When it flowers it releases pollen
grains that are allergenic to one out of every 6 Quebecer.
The allergenic reaction is commonly called hay fever. By
preventing the plant from flowering we limit the spread
of those pollen particles and seeds, which contributes to
decreasing the allergy symptoms in many of us.

The best way to eliminate this plant and to prevent it
from spreading is simply to pull it out with its root
system or to mow it close to the ground before the end
of July, to prevent it from flowering.

A noise susceptible of disturbing the peace between
10 p.m. and 7 a.m. is liable to a first fine varying
between $200 and $1,000 for a physical person and
between $400 and $2,000 for a moral person (part of
the nuisance by-law 830 RMH-450). This by-law has
been “harmonized» with the other 23 MRC VaudreuilSoulanges towns to facilitate its enforcement by the
Sûreté du Québec outside a Town’s regular business
hours.
To be able to intervene and fine someone for a nuisance,
the Town and the Sûreté du Québec must be able to
witness the nuisance on the scene. Where there is a
lack of tangible proof, a plaintiff will have to officially
deposit a written complaint, in which case he or she will
become a witness should the case go before the courts.

Flyers and newspapers are not always welcome in all
postal boxes, but it’s not a reason to throw them on
the ground. Canada Post mail boxes and kiosks are
public places you share with your neighbours! Lead
by example and bring your unwanted mail back home

Tree cutting
It is forbidden to cut any tree, whether dead or alive,
whose diameter, measured at 30 cm ( 1ft) from
the ground, is 7,5 cm (3 inches) or more, without
having first obtained, free of charge, a tree cutting
authorization certificate. This by-law applies regardless
of the property size.
Trimming and pruning does not require a permit.
However, excessive pruning, trimming or topping are
actions liable to severe fines.

seasonal or annual access to Base de plein air des
Cèdres. Residents should fill out a form.
La Pinière still figures amongst one of Saint-Lazare’s most
exceptional natural sites Saint-Lazare residents can still
enjoy. Extending on both sides of Montée Saint-Robert in
Saint-Lazare, it offers several kilometres of natural trails
for cross-country skiers, walkers and horseback riders.
La Pinière mainly belongs to the Town of Saint-Lazare
(2,68 km² or 268 hectares) and to the Municipality of
St-Clet (0,66 km² or 66 hectares). Furthermore, the
Town of Saint-Lazare has invested $625,000 to acquire
3 additional lots bringing La Pinière to its actual size, an
acquisition which has increased it by 30% in 2011.

The Resident Card (with photo) is issued free of charge.
It replaces the library card and is mandatory to register
for and take part in the Town’s cultural, sport and
recreational activities. The Resident Card will simplify
the registration process and allow residents to register
online for several of the Town’s activities.

adults and children must have their card validated each

Adapted transportation
Transport Soleil is a non-profit organisation founded in
1988 by a group of volunteers and other organisations.
Transport Soleil provides adapted transportation to
those whose daily activities are limited because of a
permanent and serious physical or mental handicap
or who regularly use an orthotic, prosthesis or other
device to overcome their handicap. All handicapped
individuals living in the area covered by this service (see
below) and who, because of their handicap cannot use
regular public transportation:

Admission’s Committee and accepted based on criteria

In the fall
Usually around the months of October or November, it
proceeds to flush:
Sainte-Angélique aqueduct network
East of rue du Bordelais and Montée Saint-Robert.
Every year, the Town implements to the complete
flushing of its aqueduct system in a two-phase
operation, generally in the spring and in the fall. This
unidirectional flushing operation aims to remove
undesirable sediments from the pipeline network
to ensure quality drinking water at all times. For the
flushing to be effective, the water is only allowed to flow
in one direction within the system to numerous selected
hydrant flushing points, which explains why the work
may span over a (3) three-week period. The operation
may temporarily affect the clearness and the pressure
of the water. For this reason, we ask residents with
unusually cloudy water to let their taps run for a few
minutes (until the situation is restored). DATE OF THE
next flushing period, will, as usual, be published in the
form of an ad in a French newspaper and in an English
newspaper as well as in the form of an electronic press
release forwarded to all our web subscribers. Read the

A resident can submit a request to the Infrastructure
Services department, public works division.
However, specific weather conditions are essential for
a successful operation. The humidity level is especially
important. Dry conditions prevent the dust suppressant
from adhering to the ground, while too much water
accumulation on the ground (following heavy
precipitations) encourages the formation of holes. The
public works department therefore waits for the best
weather condition to proceed once a request has been
submitted by a resident.
It is strictly forbidden to park on any public street or
road in Saint-Lazare between midnight and 7 a.m. from
November 15 until April 15 of the following year.

As soon as the weather permits, two systematic road
network rounds are done in the spring to fill potholes.
The first round is to temporarily fill the potholes until
the weather is clement enough to allow for permanent
pothole repairs during the second round. Any new
potholes can be reported to the Infrastructure Services
department, public works division public works by
taking care of indicating the street on which the pothole
is located and the nearest intersection.

A burnt or deficient light on the SaintLazare road network can be reported to
the Infrastructure Services department.
The name of the street and the closest address must be
given. Several requests are combined before mobilising
the contractor.

If you notice broken or knocked down power lines don’t
take any chances call 911. This way all appropriate
authorities will be informed and able to secure the
perimeter. Hydro-Québec will also be automatically

A resident can ask for a traffic intervention in his or
her district insofar as the residents of his or her district
endorse it. To initiate a speed study that will determine
if measures of awareness, temporary or permanent
physical measures can be undertaken in this sector,
the requester must complete a request form and a
petition, both available on the website at www.ville.
saint-lazare.qc.ca/en/matricedecisionnelle (under the
infrastructure tab). The radar trailer, speed humps,
stop signs and other awareness measures figure among
speed reducing measures the Town can implement.

The spring-cleaning of close to 500 municipal streets
(192 km) begins in the spring. Priority is given to main
arteries before secondary streets. The work primarily
consists of sweeping the sand and crushed stones by the
roadside. Neither the sand nor the stones are collected.
After the complete snowmelt, the snow removal
contractor inspects and repairs any damage and seeds
the Town’s right-of-way where deemed necessary.

The Town can issue a boil water advisory in the following
cases:
• as a preventive measure if water main work is
planned ahead of time or following a water main
break;
• as a mandatory measure if results issued by
a Ministère du Développement durable, de
l’Environnement et des Parcs certified laboratory do
not meet the standards.
If the boil advisory is issued:
• to a limited number of residences: the water boil
advisory is distributed door-to-door as a door hanger
and the advisory is posted on the website;
• to a large number of residences: an “Important
e-notice” is sent in the form of a town newsletter all
website subscribers, a status is sent on Facebook and
a press release is sent to the media
Residents are asked to boil their water at least one
minute before drinking it, preparing juices or other
drinks, preparing ice cubes or washing fruits and
vegetables. It is not necessary to boil water to wash
clothes, take a shower, a bath or fill the toilet.

The fire department’s mission is to deploy prevention
measures to prevent fires and plan measures to fight fire.
All Saint-Lazare firefighters have been trained according
to the mandatory standards of le Ministère de la Sécurité
Publique as well as trained as first responders according
to the protocols established by the Montérégie’s
health and social services agency l’Agence de Santé et
des services sociaux de la Montérégie (ASSS) allowing
them to intervene quickly in a vital emergency situation
while the ambulance is on its way. Two firefighters are
permanently assigned to this responsibility 24 hours per
day, 7 days per week.
The department’s role consists in:
• Protecting life, property, the environment and
assisting anyone in danger, including intervening
medically in life-threatening situations (cardiac
arrest, drowning, respiratory obstruction, severe
hemorrhaging, loss of consciousness, etc.);
• Emphasising prevention to reduce and prevent the
occurrence of disasters;
• Training firefighters and keeping their qualifications
up-to-date to make interventions efficient,
professional and safe.
It also consists in making sure the Law is respected, for
examples by:
• Visiting residences and publics buildings to make sure
they comply with the smoke detector by-law ;
• Visiting schools and daycares and practicing fire
safety drills;
• The department organises numerous yearly activities
to educate and increase public awareness including:
• Open house at the fire station as part of the Fire
prevention week (early October);
• Information and awareness booths during events
held by the Town (for example les Fêtes de SaintLazare in June-July, Family Day in September, etc.)
including information on:
• Smoke detectors;
• Open air fires, fireworks and bonfires;
• Chimney sweeping;
• A natural Christmas tree’s dangers;

Open air fires are still forbidden except on agricultural
territory for agricultural purposes. Bonfires are only
allowed during events organised or authorised by the
Town.
It is possible to have an open air fire (recreational fire)
without a permit under the following conditions:
Use untreated and uncoated wood;
and
Light the fire in a non-combustible container with a
maximum surface area of one square meter, a minimum
height of 10 cm and a maximum height of 60 cm;
Place the container at least 3 meters away from any
property line and combustible material

The use of fireworks is strictly forbidden without having
previously obtained a permit under certain conditions:

A minimum 900 square meter lot is required
The launching base must be located at a minimum
distance of 15 metres of any combustible material
and property line;
Spectators must be kept at a minimum distance of
20 metres from the pyrotechnic material;
a water reservoir, a garden hose, a water
extinguisher or an 10ABC extinguisher must be on
hand;
the permit request must be submitted at least 15
days before the intended use of the pyrotechnic
item.

Combustible materials
Wood and one of its by-products, paper, are the only
combustible materials allowed. It is forbidden to burn
grass, dead leaves, household garbage, tires and any
other material.
At all times:
• open air fires (recreational fires) must be controlled,
• watched closely and kept inside the noncombustible container or fire area.
• You must have tools at hand to be able to extinguish
the fire completely in a short delay
• You must never jeopardize life, security, property
integrity of anyone.
