Rating System
FOLLOWING A VIGOROUS challenge to its proposed rating system, Cigna insurance has
announced it will not be putting the system into
effect after all, bowing to pressure from NYSDA
and consumer groups.
Earlier this year, Cigna said it would institute a
cost-effectiveness program that relied upon a rating
system that ranked dentists according to the fees
they charge. NYSDA responded immediately, contacting State Attorney General Eric Schneiderman
and asking that he investigate the rating system.
The Association also drafted legislation which if
passed would outlaw quality ratings for dentists
based solely on the cost of services.
Attorney General Schneiderman did follow up
on NYSDA’s request and has notified the Association
that Cigna was completely withdrawing its dentist
star rating program. The insurance company did
say it intended to develop another, alternative program, but such a program would have to be vetted
by the attorney general’s office before it could be
implemented.
In a letter to NYSDA members, President John
Liang lauded NYSDA’s victory. But he also warned
that price transparency issues are not likely to go
away.
“This is a very good result,” Dr. Liang wrote,
“and although I cannot be sure Cigna will stop the
rating system nationally, I cannot imagine that with
concessions they admitted to the NY Attorney
General that they would look to continue this anywhere else.” z

AT ITS ANNUAL MEETING in November, the Board of
the New York State Dental Foundation voted to return to
and volunteered to replace the wounded surgeon of
the 2nd Battalion, the unit ordered to clear the
Nafutan Peninsula in the southeast corner of Saipan.
Brutal fighting ensued over the following weeks, and
Dr. Salomon was kept very busy as the new surgeon.
On the evening of July 6, the remaining Japanese
military and civilians gathered approximately one mile
in front of Dr. Salomon’s battalion on the orders of the
Japanese Army Commander Lt. Gen. Yoshitsugu Saitõ
and Japanese Naval Commander Admiral Chuichi
Nagumi. Gen. Saitõ addressed the gathered group of
upwards of 6,000 men and ordered them to make a
suicide attack at dawn. The goal was for each Japanese
to kill 10 Americans. Later that evening, Gen. Saitõ and
Admiral Nagumi committed suicide.
Meanwhile, Dr. Salomon had set up his aid station
30 yards from the shoreline, where he tended to the
needs of over 30 wounded men under his care.2 The
Japanese assault began at 5 a.m. on July 7. Shortly after
the first wave, the medical tent was infiltrated by seven
Japanese soldiers. The first to enter the medical unit
bayonetted a wounded American soldier. Dr. Salomon
quickly killed the enemy soldier, along with the six others in the medical tent. Peering outside the medical
unit, he could see that the perimeter had been overrun
and that the situation was desperate. He ordered his aid
men to evacuate the wounded while he took control of
a heavy machine gun to hold off the enemy onslaught
long enough to carry out the evacuation.
The Americans regained the area a few days later. A
general, surveying the carnage, was startled to find the
deceased Salomon, wearing a Red Cross brassard upon
his arm, slumped at a machine gun. There were 98
enemy troops piled in front of Salomon’s position. His
body had suffered 76 wounds—up to 24 of which were
inflicted while he was still alive.
Dr. Salomon was immediately recommended for
the Medal of Honor, the nation’s highest military honor.
That effort, as well as subsequent efforts, were met with
disappointment, foiled by the incorrect assumption that
no medical officer could ever bear arms against the
enemy. On Oct. 29, 1969, the Army Surgeon General
signed a Medal of Honor recommendation for Dr.
Salomon. The judge advocate general’s office conducted
a legal review and concluded that Dr. Salomon’s actions
did not violate the 1929 Geneva Convention, as medical personnel are allowed to bear arms in self-defense
and in defense of the wounded.3
However, the office of the secretary of defense did
not approve the recommendation and the case for Capt.
Ben Salomon’s Medal of Honor was mostly forgotten—
until the mid-1990s. Col. John E. King, an Army dentist, and Dr. Robert West, an alumnus of the USC

recognition that was long overdue. On May 1, 2002,
President George W. Bush awarded Dr. Salomon the
Medal of Honor in a White House Rose Garden ceremony. There was no one at the ceremony who ever
knew Dr. Salomon, as he had no living relatives.4 He
was proudly, and appropriately, represented by fellow
dentist Robert West, who had been instrumental in Dr.
Salomon finally receiving this recognition of valor. z

office its current slate of officers. They are: G. Kirk
Gleason, Fourth District, chairman; Don Fager, Medical
Liability Mutual Insurance Co., vice chairman; Robert
Doherty, Ninth District, Treasurer; and Mark Feldman,
NYSDA Executive Director, secretary.
Approved for new three-year terms on the Board
were: Michael Breault, Fourth District; Robert Doherty,
Ninth District; Steve Kess, vice president global professional relations, Henry Schein; Barbara Shearer, public
relations director, Colgate Palmolive; and Christian Stohler,
dean, Columbia University College of Dental Medicine.
Margaret Madonian, Fifth District, and John
Santopolo, Nassau County, were approved to serve
one-year terms.
The Board additionally approved a recommendation that it amend the Foundation Bylaws to extend the
maximum number of terms a trustee can serve from two
to four.

is one of two recipients of

Award, highest honor of
the American College of
Arthur
Dentists. Dr. Hazlewood,
Hazlewood

NYSDA, was honored by the college at its
convocation in October in San Antonio,
TX, along with Patricia L. Blanton, D.D.S.,
professor emeritus, Department of
Biomedical Sciences, Baylor College of
Dentistry, Dallas, TX.
Dr. Hazlewood, an ACD Fellow, was
recognized for his leadership and accomplishments in dentistry, dental public
health, education, humanitarianism, care
to the underserved, dental advocacy and
global outreach. In presenting its award,
the ACD noted that Dr. Hazleton “has
worked tirelessly to address health care
needs and care for the less fortunate.”
Dr. Hazlewood has been recognized
over the years by many organizations,
among them, the Academy of Dentistry
International, the American Association of
Hospital Dentists, the National Academies
of Practice, and Howard University
College of Dentistry, which presented him
with its Distinguished Alumnus Award.
Earlier this year, he received a special
President’s Award from the National
Academies of Practice for his efforts in the
development of that organization.
Dr. Hazlewood previously served as
assistant commissioner of health and director of the Bureau of Health Care Administration, Nassau County Health Department; adjunct professor, Department of
Community and Preventive Medicine,
New York Medical College; and director,
planning and program development and
director of dental affairs, New York City
Health and Hospitals Corp., among other
posts. He is a founding faculty member of
the dental school at Stonybrook University.

NYSDA Makes its
Mark in San Antonio
THE ADA ANNUAL SESSION in San Antonio in early
October had both highs—the honoring of NYSDA member
Michael Shreck at the Give Kids A Smile gala—and lows—
the defeat of Trustee Steve Gounardes in his bid to be ADA
President-Elect. Nevertheless, it was an occasion for the
members of NYSDA (which comprises the ADA Second
Trustee District), their guests and families to participate in the
largest gathering devoted to charting the future course of
organized dentistry and to celebrating its present. Photos
