February 2009
Commodore’s Report
This past month, my wife Lynn and I
took a long overdue 15 day vacation to
Florida. For transportation we used
our trusty Subaru wagon and
managed to log 3046 miles of travel.
As part of our itinerary, we met up with John Hakemian,
Kay Brawley, John and Jan Sergeant in Ponce Inlet, Fl for
New Years Eve. Later, on our way back from Key West,
we stopped and visited with John and Debbie Miller in
Marathon, Fl. Everybody we ran into had a perpetual
smile which must be a result of the sunny warm Florida
weather. Our trip ended with us
attending the Chesapeake Commodore’s Club, weekend
event in Ocean City, MD. This year the 3 C’s gathering
was also attended by 20 other NERYC members, which
gave us plenty of chance to network to exchange ideas and
information with other clubs.
A Cecil County Chamber dinner on January 8th, was held
at NERYC with Sheriff Janey as the featured speaker.
Membership Chair Peg Brown was on hand to mingle
with the 160 attendees, hand out brochures and talk up the
Jr. Sail program.
Last week, Lynn and I represented NERYC at the Cecil
County Chamber expo. We had a nice four panel display,
table cloth, burgee, sailing magazines and Jr. Sail Camp
poster which drew a lot of interest. Brochures on the Club
and Jr. Sail program were handed out to the interested.
Even though the event was more of a business to business
expo, Lynn and I managed to keep spreading the Club’s
gospel from 2:30-7PM. This worthwhile event had only a
$100 table display fee.
The Murder Mystery dinner on Jan 24th and 25th was an
absolute smash sensation. Accolades go out to the cast,
organizers, audio techs as well as the food and wait staff.

When you see Ron and Justine Roecker, thank them
for a great time. Who can forget Alfonso – No problems, only solutions!
A Commodore/Fleet Captain meeting on January 25th,
was held at Key Yacht Club. F/C Russ Zehnacker and
his wife Gloria were in attendance as well as Lynn and
myself. The main purpose of the meeting was for the
new Fleet Captains to meet their yacht club counterparts who will also be moving through the same
bridge ranks over the next four years. This all works
to gain interclub camaraderie and serves as an outlet to
promote interclub event promotion.
The monthly meeting of the Marketing committee,
Chaired by Joan Brown, was held at NERYC on January 25th. Details to follow.
Ft. Monmouth military base will be host to Cecil
County Expo on March 21 and 22. Lynn and I are
prepared to represent the Club should we be needed.
Already 360 families have moved to Maryland as part
of the BRAC program. It is estimated that upwards of
40,000 people will be relocated to Maryland. This
event has a $150 per table display fee and will serve
us well in getting out the Club’s message.
Suggestions of mass mailing to Chamber membership
and possibility of having a display at the Delaware
Bridal fair, has been passed along to our marketing
committee.
FYI: BOG approved a new forest green awning and it
is expected to be in place by Opening Day ceremonies.

FROM THE VICE
FROM THE REAR
It is difficult to realize that Spring is just
around the corner. As I write this, it is
snowing and sleeting. The little bulbs
are getting ready to push through the ice
to make a welcome to Spring and our
2009 boating season. The landscape
committee will be meeting at Susan
Woron’s home soon to make plans for our Spring yard work. The
grounds looked beautiful last year with the hard work of our dedicated members. There are still areas of the grounds that are in
need of landscaping. If you would like to adopt an area to plant
and maintain, please give Susan a call or e-mail me at
rogerneryc.com to join in on the planning meeting. Susan and her
team would like to have the work done by Opening Day.
We are now in planning mode for our opening day. Last year’s
opening day was very well attended by clubs from around the Bay
and our members. The Friday night before opening day will be
Margaritaville night. This is a fun filled evening to start off the
weekend. I am working to find chairpersons and people willing to
help plan the festivities. Please volunteer to help:
Susan Woron and Lynn Fowler on food donations and preparation
Still searching for a Chair for Margaritaville Night
Still searching for a Chair for Decorations
Russ Zehnacker Honor Guard
Suzanne Braun on the opening day booklet and fundraiser to cover
the cost of the Celebration.
John and Jan Sergeant will again chair the Kentucky Derby and
Ladies Derby Hat event.
Please contact the chairs to offer your support or contact me at
[email protected] to volunteer. We have a lot of pride in our
club and we need to show it to the rest of the clubs on the bay.

What a Great Start to the NERYC entertainment schedule, The Murder Mystery Dinner
Theatre, under the direction of Justine
Roecker and the NERYC players. The unprecedented attendance, gourmet dining,
and service rendered by restaurant staff
made for and evening and afternoon enjoyed by all. Every year brings out more and more of the hidden
talents of our members, Kudos to this year’s actors!
We are beginning February with a fun filled Super Bowl Party
offering special drink prices, reasonable low calorie munchies, oh
yeah, and pre-game activities for all to enjoy. Ron Roecker and
Steve Dougherty are putting together an evening of entertainment
to compliment the Super Bowl shown on special wide scene TV
brought in for the game. The usual blocks will be sold making it
an easy way to walk away with money in your pocket. Black
Jack tables will be available using NERYC bucks for betting and
winners of the evening will be presented with prizes. Tables will
continue during the game for those who loose interest or have no
interest in who wins the Super Bowl. Everyone can walk away a
winner!
Birthday/Anniversary/New Member night will be February 13th
and every 2nd Friday throughout the year. Don’t miss your free
drink if your special day falls during the month and only available on that night. The 50/50 raffles will continue with the
proceeds going directly to the club. Entertainment will be offered
for the evening as well as special drink prices for all to enjoy.
Valentine’s Dinner should be a “sell out” this year with the
special LOVER’S DAY falling on Saturday, February 14th.
Make your reservations now for a romantic evening with a
special menu sure to please your palate. What better way to support the restaurant and staff while at the same time treating your
special LOVE the way she/he deserves. Alfonso says so!!
Sailors, power boaters, and terra ferma members, mark your
calendars for the THREE SHEETS TO THE WIND REGATTA
EVENT on February 28th. Rick and Sue Hanson are at the helm
for this event and promise a great evening of competition and
camaraderie among members. This event helps to sponsor our
Junior Sail Program, so we are counting on your support.
Ginny Somers will be chair of the Silent Auction/Oyster Roast on
April 4th. Please begin considering items to put up for auction.
Ginny has a will continue with ideas for you to consider as what
could be donated. This is a major fund raising event for the
Commodore’s Ball as well as the capital improvement fund.
Please contact Ginny ([email protected]) for your
donations.

As R/C of NERYC, please join me in expressing thanks to Ron
and Justine Roecker, Rick and Sue Hanson, Steve Dougherty, and
Ginny Somers for volunteering their talent for making the beginning events of 2009 full of fun and entertaining and at the same
time help finance NERYC budget for the year. We have many
more events and continue recruiting members as chair or committee members. Please respond to my email address
([email protected]) to help make 2009 a banner year for
NERYC.

While we endure the ice and snow, some of our members
migrate south for the winter.
Anyone recognize these snowbirds living it up on the
Florida Riviera?

FROM THE FLEET
FROM YOUR PRINCESS
WOW! Where did the month go? Only
a little over two more months and
we’ll be putting the “Nauti Nurse”
back in the water. January was busy
for sure.
At the beginning of the month, Gloria and I joined a number of other past and present BOG members in attending
the Chesapeake Commodores Club Ball in Ocean City,
MD. All I can say is, this was a great event and a chance
for us ‘newbies’ to schmooze with experienced leaders
from a majority of the clubs on the Bay.
This past weekend, Gloria and I, along with Commodore
Fowler and First Lady Lynn, attended a meeting of Fleet
Captains, sponsored by the Yacht Clubs of Maryland. This
was an excellent opportunity for all the new Fleet Captains
to meet each other and share questions and concerns.
If you have not already signed up for our first ‘cruise’ of
the season aboard the Lantern Queen River Boat, you better move quickly. Slots are filling fast and this is a great
opportunity to start off the 2009 season with a hearty
party! Cost is $56 per person and includes a buffet dinner,
beer, wine, and soft drinks. Call the club today to reserve
your spot.
January has been a blissful month. Snow,
football, and my favorite part, the
commodore's balls. I attended one ball this
month so far at Bush River. I had a
fabulous time meeting up with all the
other princesses again. It was nice to catch
up on what has been going on in the past
month. We all had fun dancing and singing with the band
and telling stories of our past months adventures. I think I
speak for all of us when I say we had a ball.
Other than fulfilling my princess duties I've been
living the secret life of an American teen. Playing in the
snow with my best friends, drinking hot chocolate and snuggling up together at our county's football games as we watch
them kick butt. I don't know any other way to have a winter
but to live it like its our last. I’ve made lots of new friends
this past month. My winter is going great. I hope once spring
comes around it will be just as fun and fulfilling.
Gabriella Mack
Next month I will begin asking for volunteers to serve as
Officer of the Day. This program is a tremendous asset to
visiting boaters and club members alike, but it can only
work if members volunteer to help out. Details of the program will be in next months Waterline.
It’s never too early to start thinking about this seasons upcoming cruises, so once again here they are.

Last year a group of members who were
interested in beautifying our yacht club
gardens united and adopted gardens throughout
the grounds. This group worked tirelessly last
season to enhance our property's appearance
and compliment our new docks. If you would be
interested in joining the gardeners this year, we
would love to have your help. Please contact
Susan Woron at 484-467-6705 (cell) or

this year's efforts will be held soon.
Thanks so much!

Two pieces of information publicized since January 25th 2009,
one by Senator Mikulski’s office and the other by the US COAST
GUARD, is of interest to all who boat in the Chesapeake
Bay. When future information affecting boating, from our
position on the North East River and south, to Virginia, on the
Bay becomes available to me, you will be kept appraised of the
issues.
From: CECILIA BATTAGLINI
DIRECTOR OF STATE LEGISLATION/MD
SENATOR MIKULSKI STATEMENT ON FERC'S APPROVAL OF LNG
FACILITY AND PIPELINE (release 1/15/2009)
WASHINGTON, D.C. – U.S. Senator Barbara A. Mikulski (D-Md.) issued this statement today after the U.S. Federal
Energy Regulatory Commission (FERC) conditionally approved an application for a liquefied natural gas (LNG) facility and pipeline in Maryland:
“I am deeply disappointed at FERC’s decision to approve this project. For nearly three years, I have repeatedly raised
my safety, security and environmental concerns about this LNG facility and pipeline. And while all evidence seems to
be showing that AES and Mid-Atlantic Express, the companies operating this project, are not adequately prepared to
address these issues, FERC has decided to rubber stamp this project anyway.
“This facility will occupy 80 acres of land in Sparrows Point. LNG tankers transporting 217,000 cubic meters of
highly flammable material to the facility will have to travel through the narrowest portions of the Chesapeake Bay,
under the Bay Bridge, through heavily used commercial fishing and recreational boating areas, to the mouth of the
Port of Baltimore. This is a densely populated area that is less than two miles away from residential communities that
are home to more than 65,000 residents.
“I want to know: who is going to protect the residential communities less than two miles away from the facility? Who
is going to safeguard the Port of Baltimore, one of the nation’s major seaports?
“There will be a new gas pipeline, which will traverse 88 miles of Maryland, from Sparrows Point to the Pennsylvania border. I want to know: who’s going to look out for the residents of Baltimore, Cecil and Harford Counties? How will the pipeline be protected from natural or man-made mischief? How will the people who live, work,
play and worship within those 88 miles be kept safe?
“FERC has concluded that if 169 mitigation measures are met, the LNG facility and pipeline will not endanger the
public nor harm the environment. If 169 mitigation measures are met! Well, I want to know how FERC is possibly
going to oversee the proper implementation and management of every one of these 169 mitigation measures.
“My concerns are not mine alone. The U.S. Coast Guard, Army Corps of Engineers and Department of Interior have
all echoed these concerns. By rubber stamping this deeply flawed project, FERC is jeopardizing the safety and security of Marylanders.”
____________________________________________________________________________________
FERC COMMISSIONER JON WELLINGHOFF issues statement "that recent conditional approval given to
AES Sparrow Point LNG is not in balance as to the public interest." He says further, "the terminal is not necessary to
meet energy needs of surrounding regions and the environment and community concerns have not been fully and
fairly met"

SENATORS MIKULSKI AND CARDIN (D-MD) ANNOUNCE RELEASE OF 10 MILLION IN FEDERAL
DISASTER FUNDS TO MARYLAND'S WATERMEN
The funds will be released to help Maryland's Watermen who are in desperate need of these emergency funds. NOAA
has approved the State's Disaster Plan. The blue crab population has declined 70% since the 1990's, seriously affecting the Bay's eco system and undermining the economy of Maryland.

US COAST GUARD ISSUES STATEMENT IT WILL NO LONGER RESPOND TO DISTRESS
CALLS sent by analog signal starting February 1, 2009. The Agency is switching to digital frequency and says the
new equipment cannot process signals transmitting 121.5 or 230.0 MHz. Mariners and aviators should upgrade equipment to include 406-0 MHz distress radio beacons and register the number on line (on the internet: http://
www.beaconregistration.noaa.gov).

FROM THE RACE
COURSE
Had enough of winter yet? Well
cheer up, spring commissioning is
only two months away, and
we have two great events planned
before then to help melt away those winter blues.
Don’t miss the 5th annual Three Sheets to the Wind Junior
Sailing fundraiser on February 28th. No experience required, as
long as you can blow through a straw, you can participate. We
encourage you to bring your friends, and enjoy a good time.
Rules Training Seminar scheduled for Saturday March 21st.
On January 1st, the racing rules of sailing changed. Remember
you can’t play the game effectively if you don’t really understand
how to apply the rules in practice. The event will run from
10:30AM till 3:30PM with a break for lunch and will be facilitated
by Dobbs Davis from North U. We are excited to have been able
to secure this outstanding sailor and accredited instructor to present
this North U. multimedia training program for the benefit of the
Upper Bay racing community. The training material is sanctioned
by US Sailing, includes a custom designed take-home course workbook, and is specifically designed to not only explain the changes,
but also to help de-mystify the rules, demonstrate how to put them
into practice, and enhance your tactical skills. If you would like to
take your racing to the next level, please do not let this great opportunity pass you by. Since this event will also double as a fundraiser
for our Junior Sailing Program, we are counting on your support!
Encourage your crew and friends to be there too. This is a unique
opportunity to further your sailing education while supporting the
future of our sport and our club. Register early as the seminar is
being promoted to all Northern Bay clubs and space will be
limited!
The 2008 PHRF High Points Competition results are out.
To qualify boats skippers must be members of Chesapeake Bay
Yacht Racing Association (CBYRA) and compete in a minimum of
five sanctioned events in our region and down the Bay. NERYC
was well represented and proved to be a strong contender again this
year. We had three boats who not only qualified but who were also
highly placed. The High Point Awards ceremony will be held at
Gibson Island Y/C on February 7th. Congratulations go to the
skippers and their crews for their stellar achievements.

PRESENTED BY DOBBS DAVIS.
As a sail trimmer, tactician, and navigator with over 20 years experience and many championship titles to his
credit, Dobbs has competed in nearly every major offshore race and inshore regatta in the US and around the
world on boats of almost every design and size. His more recent focus on match racing and umpiring has
brought him into a close working knowledge of the racing rules, and he has taught numerous seminars and
clinics on the rules and their practical use in tactics. Besides having been an instructor and coach for North U
for over a decade, Dobbs has also written extensively about the sport as US Editor for Seahorse Magazine and
is a regular contributor to Sailing World and several other magazines and web sites.

FROM MEMBERSHIP
Greetings fellow NERYC members.
Please welcome new members, Mike
and Melissa Kuzma of North East.
Many of you already know Mike and
Melissa and have expressed enthusiasm that they have decided to join NERYC. They have a
2005 Sea Ray, Lucky Girl. Please be sure to introduce yourself to our newest members when you see them.
The marketing and membership committee are working hard
to update information available to prospective members. We
should have a folder describing NERYC and its activities
next week. April will keep some behind the bar for the membership to hand out to prospects. Otherwise contact Linda in
the office or myself at [email protected]. The
new folders will also help us spread the our message when
club representatives attend various events to promote
NERYC.
Many people have commented about how helpful it would be
to have access to a directory of members with accompanying
photographs. We are working on a plan to have this available
in a booklet form. We will keep you posted.
The membership committee will host an informational meeting for all new members and those ‘less new’ members to
answer questions about the club, how it works, what it has to
offer and anything else that may be of interest. We will do
our best to answer all your questions and to find answers for
you! Not only will this be informative, it will also be a great
opportunity to network with fellow members. Please plan to
attend.
FROM MARKETING
The Marketing Committee met on January 25th with Joan
Brown; Peg Brown; Skip Best; Josie Dallas and Sharlene
Wilkins in attendance. We’ve made some headway with
signage and marketing folders, as well as a careful
examination of highest impact advertising in
publications. While the economy is forcing everyone to
cut back, we need to market the club more than ever.
Remember that word-of-mouth continues to be our most
effective – and least costly - marketing tool.
Thanks to everyone for sending completed surveys,
please keep them coming.
