FROM THE CHAIR
Summing Up 2009-2011
2011 closes a chapter for the Allegheny Conference and a challenging period for our
region and for the nation as a whole. It also is the conclusion of our 2009-2011 agenda.
Three years ago we set ambitious goals for our organization and for our region simpler, more cost-effective government; sound transportation infrastructure; a
competitive business climate; creating jobs through business investment; and building a 21st-century workplace. As we set these goals and implemented our plan,
our nation found itself in the midst of the deepest recession since World War II.
Thanks in large part to a diversified economy and an improved quality of life, we
have weathered this economic storm better than most. And for this the Pittsburgh
region has attracted well-deserved global attention.
We have made progress against our plan. Our region has been recognized three
years in a row among the top ten in the United States for business investment. An
expanding energy industry is creating jobs and leading growth in other sectors,
from manufacturing to financial services. Through a new public awareness initiative, “Energy to the Power of Pittsburgh,” we are spreading the word and supplying
up to date information about available jobs and training opportunities in energy
and across other sectors. The competiveness of Pennsylvania's tax and regulatory
climate has improved, including much needed lawsuit abuse reform. And along the
way, our region has hosted a successful G-20 Summit and World Environment
Day. We have much of which to be proud.
And yet, significant work remains. The future of transportation funding in the Commonwealth remains unresolved, along with the long-term sustainability of the Port
Authority of Allegheny County. Municipal pensions are still a problem waiting to be
solved. And neighboring states are aggressively courting our energy industries, just as
our region has begun to reemerge as the center of American energy.
My term as Allegheny Conference chair is coming to an end, but I intend to remain
involved and to continue to work with Chuck Bunch of PPG Industries, our incoming
chair, and all of our Regional Investors and partners to realize our region's full potential. Together, we can do it. That is the true Power of Pittsburgh.

Nurtured Business Growth;
Linked Pittsburghers To Jobs
• Secured 94 business expansions and relocations, creating and retaining
14,671 jobs and capital investment of $375 million (as of October 20, 2011)
• Identified and increased awareness of the region’s natural gas,
wind, water and nuclear supply chain opportunities
• Developed sustainable program for career awareness through Pittsburgh
Regional Compact
• Partnered with the Pittsburgh Penguins to bring more than 8,000 college
students to The Ultimate Home Game, a pre-season hockey
game/career fair that raised awareness of regional employment
opportunities through ImaginePittsburgh.com
Helped Broaden The Region’s
Understanding of Our Energy Portfolio
• Initiated occupational analysis of energy industry
• Urged comprehensive approach to Marcellus Shale policy
• Helped facilitate the successful application for a $4.9 million federal grant to
establish ShaleNET, a four-state training program for Marcellus Shale jobs
• Established (with Innovation Works) the Energy Alliance of Greater
Pittsburgh (EAGP) a consortium of almost 100 businesses and organizations working together to assure the Pittsburgh region’s leadership as a
center of energy-related solutions
Through EAGP:
I Launched a public awareness campaign, Energy To The Power Of
Pittsburgh, showcasing the region’s energy opportunity and the need
for skilled workers, through PowerofPittsburgh.com, to aggregate jobs
in the region’s various energy industries
• Successfully supported Earned Income Tax Collection Consolidation
State Law, streamlining tax collection, easing employers’ burdens and
recovering $237 million in municipal and school district revenue
• Led the coalition that worked to pass merger and consolidation law
amendments to simplify and standardize municipal procedures
• Helped secure passage of a municipal pension law amendment, requiring
the City of Pittsburgh to address its pension plan shortfall
Worked For More Efficient Government
• We worked to re-implement the Capital Stock and Franchise Tax phaseout and supported the continued improvements to the Sales Factor
Apportionment Formula and the Net Operating Loss Carry Forward
• Our efforts were critical to the passage of the Fair Share Act, which capped
a multi-year endeavor to improve Pennsylvania’s competitiveness through
lawsuit abuse reform
Helped Improve Business Climate
Advocated For Transportation &
Infrastructure Improvements
• Worked with Allegheny County Airport Authority to maintain non-stop
daily air service to the West Coast and other key domestic airline
markets; added Delta non-stop service to Paris
• Worked with Port Authority of Allegheny County on cost-saving
reforms, including first redesign of the bus system in 50 years
• Helped to secure $45 million from the Rendell Administration to close a
Port Authority funding gap and forestall cutbacks in Allegheny
County’s
transit service
• CEO Dennis Yablonsky served on the Corbett Administration’s
Transportation Funding Commission, recommending strategies to
generate $2.7 billion annually for transportation infrastructure and
dedicated transit funding

strategy to welcome visitors to G-20 Pittsburgh Summit; helped journalists
tell the story around the world of our region’s economic transformation
through more than 7,000 news stories
• Supported Sustainable Pittsburgh in organizing World Environment Day
for North America
• Supported creation of Vibrant Pittsburgh to encourage people of diverse
backgrounds to relocate to and remain in the region
• Coordinated with northeast Ohio TechBelt initiative to encourage federal
investment in tech and life sciences research
• The Greater Pittsburgh Chamber is working with the 12-state/two
province Great Lakes Metro Chambers Coalition to encourage
supportive federal policies

Setting The Agenda For 2012-2014
The 2012-2014 agenda-setting process involved outreach to 300 Regional Investors Council organizations and numerous partners of the
Allegheny Conference.
Beginning in March, the Conference convened 26 planning sessions across the region that involved more than 750 individuals. These included
a special session of more than 200 “emerging leaders” in their 20s and 30s. We took stock of our progress to date and discussed an agenda
for the three years to come. This agenda drives our committee structure, creates a new set of goals and objectives for our staff, and is the
basis for our request for a three-year commitment of financial support from our board members, the foundation community and the RIC.
At each session, we asked: What are the barriers to your organization’s success? What accomplishments do you want our region to achieve
in the next three years? And of all of these, on which issues is the Conference best positioned to make a difference? Conference staffers took
extensive notes on themes and individual comments. Hundreds of participants also participated in online surveys.
We heard that our region is not the nation’s most livable for everyone who lives here. We heard concerns about our public transit system,
the difficulty in connecting workers to available jobs, and ongoing barriers to success for small business owners, to name just a few. But we
also heard genuine excitement about the progress we’ve made, especially in terms of business investment and our focus on our region’s growing energy sector. Participants urged us to be more aggressive in marketing the region to business decision-makers and talented individuals.

The Pittsburgh region has staged a remarkable comeback over the past 30 years and has attracted well-deserved global attention. For four years now, our
diverse regional economy has outperformed the national average in terms of employment. Our population losses are nearing an end, with growth already
occurring in several of our 10 counties. And our quality of life has never been better.
Yet, while our region has been recognized as “the most livable,” it is not necessarily the most livable for everyone. We heard this loud and clear during
our agenda-setting process this year. As a result of the input we received, the Board of the Allegheny Conference has approved an ambitious new threeyear plan for 2012-2014. The plan includes three strategic priorities that are designed to take full advantage of what our region has to offer today, build
the competitive region of tomorrow, and ensure that no one gets left behind.
Each of these initiatives will be overseen by a vice chair of the Allegheny Conference and implemented through our affiliate boards and committees. They
will work to Enhance Opportunity by making the Pittsburgh region a global location of choice for businesses, families and young people; to Strengthen
Communities by reducing economic disparity and removing government barriers to their success; and to Energize Tomorrow’s Economy by building
upon our strengths and improving our environment.
Vice Chair Nominee David Malone, president and CEO of Gateway Financial and incoming chair of the Pittsburgh Regional Alliance, will focus on making
the most of our region’s competitive advantages to Enhance Opportunity for businesses and residents. We will focus on improving our workforce by helping
to connect people to jobs and careers, by identifying the skills employers need today and will need tomorrow, and by increasing the awareness of these opportunities among educators, students and workers. We will help to connect businesses to new opportunities by marketing the region globally, enhancing
air travel service, and building their capacity to succeed, including helping to create a new venture capital fund to support the success of entrepreneurs and
start-up companies.
To flourish, our residents and employers need an enriching and competitive place to call home. Nominated as vice-chair of our Strengthen Communities
priority, Laura Ellsworth, chair of the Pennsylvania Economy League of Southwestern Pennsylvania and partner-in-charge at Jones Day-Pittsburgh, will
take a fresh look at places in our region that have languished. Working with partner organizations we will identify and champion needed improvements to
state laws and policies that affect municipalities, and work across political boundaries on such issues as permitting, the better integration of transportation
systems and, of course, the much-needed reformation of the municipal pension system in Pennsylvania.
Vice Chair Nominee Greg Babe, president and CEO of Bayer Corporation and incoming chair of the Greater Pittsburgh Chamber of Commerce, will lead
our efforts to Energize Tomorrow’s Economy. We will work on improving our tax and regulatory climate, including helping to create a site development
fund to ensure that our region can provide competitive locations to accommodate business expansion and relocation. We will also advance the economic
development program established by the Energy Alliance of Greater Pittsburgh. We will support continued improvement to our environment by encouraging
business and government to work together to develop appropriate regulation and processes. What’s more, we will seek to enhance development and use of
natural gas, including its use as an alternative fuel for transportation.
We believe that if we focus on these strategic priorities, we can lay the foundation necessary to build sustainable prosperity for our region. But one thing is
certain: the Allegheny Conference cannot achieve any of these goals alone, even with the support of our board and our Regional Investors. All of our partners
across our region must come together in order to succeed. Together, we can work to ensure that “most livable” will have meaning for everyone who lives
here and that our region will be a location of choice for generations to come.
