TROPO AND A BIT OF ES

Rochester and make note of the dates. This
one is a week before Labor Day.
April began with a bang with some long
distance Gulf tropo on the first of the month.
Steven Wiseblood (TX) went over 900 miles
with his FM tropo catches to Tampa. And then
on April 4th, Jeff Lehmann and Keith McGinnis,
both in the Boston area, heard FM tropo from
Florida! Jeff’s reception of WMNF 88.5 works
out to about 1173 miles. On April 6th Steve
heard Orlando by tropo at 998 miles. E skip
made a lowband TV appearance from Florida
to the northeast on the 7th. Chris Dunne in FL
saw Es from Central America on the 21st. So,
for some people, April was a pretty good
month!

MEMBERS AND MORE!
This month we welcome Roger Windsor
(IN), Ray Dees (GA) and Adam Ebel (VA) to
the WTFDA. Roger has been DXing for
decades and we’re glad to see him here. Ray
Dees has been active on the WTFDA
discussion boards discussing RDS and
hopefully a new RDS decoder that will show
you call letters and a PI code at the same time.
Adam has been interested in the WTFDA for a
few years now and finally took the plunge.
Welcome to all three of you!
Renewals were received during the period
from March 15 to April 14 from Chris Dunne

Prentice (AR). And so far we have four
members who have sent in $10 to unlock their
download of Emisoras de FM. If you live in an
area where the eBook would be useful to you,
download it and send in your ten bucks for the
password to open it. You won’t regret it.
Remember, for most of us, E skip season is
right around the corner.

I see it but I don’t believe it.

This in from Bill Draeb (WI) who writes:
“With the DX season about to start, I have this
comment. Instead of hanging on to DX loggings
for months or even a year before they’re sent
in, I would like to see reports sent in monthly.
It’s difficult to relate to reports that are a year
old. I have difficulty remembering what
happened last week, let alone a year ago.
Something that old really isn’t news anymore. I
hope DX is plentiful.”
Thank you for your comments, Bill. For me,
usually by the time January rolls around, the
previous summer is just a blur. I can’t even
remember what dates were good for Es or
tropo. If the reports were more timely, then I
might be able to make a connection.
Also I would encourage those of you who
only post your loggings to the wtfda.info boards
to also send a copy of them to your respective
VUD editor (John Z., Keith or Nick). Not
everyone reads the posts on the discussion
boards but everyone in the WTFDA gets a VUD
every month and sees them. These days none
of our top notch editors is very busy, especially
John, so throw some loggings his way. Thanks!

It's bizarre either way!
Looks like the end of the road for new analog
low-power stations. The FCC has announced
that those with applications on file for analog LP stations have until May 24th to amend their
applications to specify digital operations.
Applications that have not been amended by
then will be dismissed. I count 806 such
applications on file.
Second, they conclude AETC has failed to
demonstrate the spectrum in question has
been available for its current use -- digital TV
-- for at least two years. AETC argues that
the channel 14-51 spectrum has been
allocated for TV use for more than fifty years.
The Commission, however, regards that the
specific channels requested have not been
available.
They specifically cite the
Birmingham, Huntsville, and Mobile channels,
which were occupied by analog stations until
last June.
The new-station applications in Alabama
were filed by the Alabama Educational
Television Commission, (AETC) licensee of
nine existing PBS stations in the state.
Except for Mobile, each of the new stations is
to be at the site of the existing station. (and
they indicated they intended to file an
application to move existing Mobile station
WEIQ to the site of the new station)
TBN LPTV W51CW Wilmington, NC has
been transferred to "TV Band Service LLC".
This firm seems to be in the business of
promoting "white space devices". I suspect
W51CW will cease to operate as a TV station
-- or TVBS LLC will obtain an experimental
permit to operate their devices on channel 50
& prove they don't interfere with ch. 51?
The stations were to be used for the Alabama
Digital
Emergency/Education
Network.
Information to be transmitted would include:
- Voice, video, and data communications to
first responders, including in emergency
situations.
- Preparedness training for first responders.
- Public safety communications to the general
public.
The proposed move of WSPF-CA St.
Petersburg, Florida to channel 38 is a bit
ironic.
This LPTV station is municipally
owned. Back in the early days of UHF TV,
there was also a municipally-owned TV
station in St. Petersburg. At the time, the call
letters were WSUN-TV. And the station was
on... channel 38.
- Educational and instructional programming
to the general public.
AETC notes Section 337(c) of the
Communications Act requires the FCC to
waive rules if necessary to allow an entity
seeking to provide public safety services to
operate on spectrum assigned to other
purposes, if the FCC makes five specific
findings:

radio station operating on 88.5. The station uses the "WIPZ" callsign and
has a range of about five miles. FCC inspectors found the station far

Union Grove (Racine County), although the station's transmitter location

NEWS ITEM: From Oregon’s Salem StatesmanJournal via Ralph Stroebel — (April 1, 2010) Station Translator Source of FM
Radio Issues - Interference heard in downtown Salem for two days fixed, officials say - The pulsating static interrupting FM
radio stations in downtown Salem is gone — and no, it wasn't just your radio. After two days, the source of the problem was
identified: a translator — a device used to re-broadcast another signal — on top of the Equitable Center at High and Center
streets NE. The StatesmanJournal received nearly 100 e-mails and phone calls, with most reporting problems with stations in
the 90 megahertz range — the stations with numbers in the 90s — and most problems being downtown. The translator
belongs to Bicoastal Media, and it is used to broadcast Albany country station KRKT on the 96.3 frequency to the Salem area.
The translator had "electronically drifted," Bicoastal officials said. Although it did not appear to be damaged, it was
broadcasting into other stations as well as its own, known as "spurious emission."
City of Salem engineers contacted Bicoastal's Tiburon, Calif., headquarters about 10:30 a.m. Wednesday, said Kevin Mostyn,
the media company's vice president and director of technology. It was the first he had heard of the problem, Mostyn said.
Eugene-based engineers were sent to fix the translator, and Mostyn said the problem was corrected by 1:10 p.m., although he
was short on details. "We were able to get somebody . . . to go in and make an adjustment, so now everything appears to be
OK," he said. "It appears not to have been damaged, but it appears to have drifted slightly," he said. "It was an electrical
drift."
It wasn't clear how long the problem had been going on, but those who contacted the Statesman Journal said it had been
noticeably worse in the past few days. Ken Lewetag, the general manager of Northwest Television, said that broken antennas
can often cause "splatter," when instead of broadcasting on the correct frequency, small bits of the station spread across the
spectrum and interfere with other stations. Mike Gotterba, a spokesman for the city of Salem, said his radio engineers started
investigating Tuesday morning after several complaints of pulsating interference. Engineers used city equipment to detect
the frequency that was causing the troubles and contacted Bicoastal Media, he said.
Although it is possible for the FCC to fine radio stations for broadcast interference, there's many mitigating factors,
spokesperson Jessica Almond said. "A lot of translators are not manned, so we don't hold the licenses to a very high
standard of knowing something's gone wrong right away," she said, adding that weather is often the culprit. "They need to
look at the totality of the circumstances — was it totally a mistake? Is it weather related? Is it something the station could
have prevented?" Mostyn said he's pleased the problem has been fixed, and wished that he had known about it earlier. "Had
anyone called us earlier, we would have fixed it right away, but we didn't know about it," he said. And, most of the people
who contacted the Statesman Journal spoke of being relieved, having thought it was just them. "I was just about to call the
dealership to see if I needed a new radio," wrote Sarah Nash.
NEWS ITEM: The CRTC will be holding a hearing on May 12, 2010 to deal with several repeat offenders who have allegedly
continued to breach the Broadcast Act despite earlier directives from that agency to clean up their act. The stations involved
are: CHSC (1220) St. Catharines; CKLN (88.1) Toronto; CFAR (590) Flin Flon; and the AVR Network which consists of CKAV
(106.5) Toronto; CKAV-2 (106.3) Vancouver; CKAV-3 (88.1) Calgary; CKAV-4 (89.3) Edmonton; and CKAV-9 (95.7) Ottawa.
Non-compliance of regulations could possibly result in suspension or revocation of their licenses.
NEWS ITEM: May 10 Seems a ‘Go’ for FM IBOC Power Hike – Is May 10 the day stations can implement their FM IBOC power
increase without first applying for an STA from the commission? Theoretically, yes.
Of some debate among engineers at this show is the recent Federal Register publication of the FCC’s order allowing most
FMs to effect a 6 dB digital power increase within 30 days, which would be May 10. The order also establishes application
procedures for those stations that are eligible to implement the full 10 dB increase.
Federal Register publication on April 8 triggered a window in which those who oppose the increase can ask the
commissioners themselves to review the Media Bureau order allowing the increase. The agency recently dismissed two such
requests, saying they were filed too soon.
One of those petitioners, Jonathan E. Hardis, has re-filed for review, saying the bureau exceeded its authority and that the
decision was premature. Other groups may now come out of the woodwork and protest the decision.
If such requests don’t result in the order being overturned, that’s one hurdle overcome for those stations wanting to
implement the power increase. It would also make transmission gear companies happy; the less regulatory paperwork their
customers have to file to accomplish the better, they believe.
Aside from possible protests, the other wrinkle to getting the increase accomplished without an STA is a publication
requirement the Office of Management and Budget has to fulfill; a legal eagle from one of the big broadcast groups told his
clients, “OMB approval is still pending on the procedures by which stations will inform the commission they have increased
power to –14 dBc and request to increase to –10 dBc. Until that approval is granted, stations will need to continue to request
an STA to increase power. Our experience has been that the FCC is readily granting such requests.”

The Editor’s Note
The early part of April wasn’t anything like most Aprils for those on the east coast. Significant tropo
flared up, starting from the Carolinas southward into Florida on the 1st of the month. By the 2nd, the
activity stretched into the mid-Atlantic, and reached New England by the 4th. Incredible tropo paths
on FM from Massachusetts and New Jersey to Florida were reported on the 3rd and 4th. On TV, no
such lengths were reported, making one ponder if this opening could have been a casualty of the
DTV transition. On the other hand, good consistent DTV decodes from South Carolina to Florida and
within the mid-Atlantic and New England states were reported throughout the first week of the month.
After the first week, tropo conditions became like more one would expect in April, except near the
Gulf coast and southeast Atlantic seaboard, where ducting was still frequent. Meanwhile, there were
even flare-ups of e-skip, once on the 8th, as well as on the 24th. Let’s hope an entertaining April
means an even better May!

The Editor’s Note
Gulf of Mexico tropo continued to shine in the south, especially during the first week of April, before
tailing off a bit. Take a look at Jeff Kruszka’s report for some TX-FL trans-gulf tropo. There were a
few brief flare-ups of e-skip at various points of the month, otherwise it has been a quiet period across
the west coast, Rockies, and plains. But, May is here, as is the promise of a new and exciting e-skip
season. We keep our fingers crossed that some of the exotic DX seen last season, especially in the
east, makes it way throughout the west this year.

This report is for March 2010. My SBarb
sightings are at my and Don Voegeles’ places.
My antennas are inside, 2nd floor—bowties &
ears. Don’s outside ants feature a Finco UHF
5-foot dish. The very hilly path to Los Angeles
(90-130 mi E) is no better than ‘good’ on
outside ants (very little with inside ants),
regular/consistent but rarely with signal
change. In contrast, tropo-ducting condx on a
nearly all-ocean path along so-Calif coast to
San Diego/Tijuana (175-200 mi SE) vary from
nothing all the way to excellent, so can be
‘good+’ on inside ants. These signal strengths
(“poor, fair, good, excellent”) that I have been
reporting over these years are seen on my
inside ants, so our coastal tropo appears less
good than with a good outside antenna. This is
in general, as different areas vary in hilly
SBarb. SE tropo was not much better than last
month, but Mar 23 was somewhat different.
