A 50-State Report on the Humane Society of the United States
and its Lack of Support for America’s Dog and Cat Shelters

INTRODUCTION
A recent poll by the Opinion Research Corporation found that 71 percent of Americans believe The Humane
Society of the United States (HSUS) “is an umbrella group that represents thousands of local humane societies all
across America.” And 68 percent believe that HSUS “contributes most of its money to local organizations that care
for dogs and cats.” Both of these statements are decidedly false.
Why do so many people have a false impression of the Humane Society of the United States? It’s simple. HSUS’s
TV ads are full of sad music and sadder dogs and cats. HSUS has “humane society” in its name. And HSUS does
little to set the record straight. Instead, HSUS takes advantage of this “brand confusion” by raising over $100
million from the public every year.
Research has determined that HSUS’s own donors are confused about where their money is going. A September
2013 poll of 1,050 self-identified HSUS supporters found that 87 percent of HSUS’s donors were unaware that
HSUS gives just 1 percent of its budget to local pet shelters (according to HSUS’s newly released tax return, only 1
percent of HSUS’s budget was spent on grants to support pet sheltering in 2013).
When informed of this information, 83 percent of HSUS’s own donors agreed the group “misleads people into
thinking that it supports local humane societies and pet shelters.” Fifty-nine percent were less likely to support
HSUS after becoming aware of these facts.
This report to document the Humane Society of the United States’ grants to pet shelters in each of the 50 states and
the District of Columbia from 2009-2013 uses data drawn from HSUS’s public tax filings with the IRS.
The gap between public and donor perception vs. reality is well documented. And official scrutiny of HSUS is
increasing. In March 2014, Oklahoma Attorney General Scott Pruitt issued a “consumer alert” about the fundraising
of national animal charities. And in July, he announced that his office was issuing investigative demands to HSUS
and one of its major fundraising consultants, Quadriga Art, which had just entered into a $25 million settlement
with the New York Attorney General.
HSUS spending priorities are also out of whack. Consider that in 2013 the organization:
· Put more into its pension plan ($2.5 million) than it spent on pet-sheltering grants.
· Sent $26 million to Caribbean funds, adding to the $25.7 million HSUS sent in 2012 to hedge funds in the
Cayman Islands and Bermuda, sent an additional $26 million to the Caribbean in 2013.
· Spent a whopping $42 million on fundraising-related expenses—ads that reinforce the false public perception
that HSUS is all about finding homes for needy pets.
HSUS itself acknowledges that between 3 and 4 million dogs and cats are euthanized in American shelters every
year—about half of all pets that enter their doors. But while HSUS can clearly afford to tackle the problem headon, it appears to have other priorities.

In 2013, HSUS didn’t make a single pet-care grant in 11 states: Alaska, Arkansas, Connecticut, Delaware, Iowa,
Nebraska, Nevada, New Hampshire, Rhode Island, Utah, and Wyoming.
RACKETEERING SETTLEMENT
In May, HSUS and other parties entered into a $15.75 million settlement of a racketeering, fraud, and bribery
lawsuit filed under the federal Racketeer Influenced and Corrupt Organizations (RICO) Act. Among other issues,
HSUS had allegedly paid a witness who lied in federal court during litigation brought by animal liberation activists.
LOSS OF CHARITY RATING
Following the racketeering settlement, Charity Navigator, the nation’s largest charity evaluator, pulled its rating
of HSUS in June 2014. Charity Navigator then issued a “Donor Advisory” to the public against HSUS, drawing
attention to the racketeering settlement.
LOBBYING
In Michigan and Maine, HSUS put more into its lobbying front groups and ballot initiatives than it gave in grants
to support pet sheltering. In Michigan, “Keep Michigan Wolves Protected” received $850,000 from HSUS. In
Maine HSUS spent $600,000 to attack hunting.
Both groups failed in their objectives. HSUS lost its Maine initiative in Nov. 2014, while HSUS’s ballot measures
in Michigan became moot following action from the legislature.
HSUS routinely spends far more on state-level political fights than on pet shelters in those same states.
· HSUS spent 86 times more on its Ohio political front group in 2009 than it did on Ohio pet shelters.

SUS spent 32 times more on a political front group in Missouri in 2010 than it did on sheltering-support grants
in the Show Me State that year.
· HSUS spent 90 times more on ballot initiative groups in Missouri in 2011 than it spent on sheltering grants.

SUS spent 13 times more on an egg ballot campaign in Washington in 2011 than it spent on sheltering grants
in the Evergreen State. In Oregon, HSUS spent 4 times more on a planned egg ballot campaign.
Wouldn’t pets like those in HSUS’s ads have benefited from that money? It was funding that was obviously intended
to help them.

HSUS SHELTER GIVING, STATE BY STATE
To compile this list, we examined the schedules of outgoing grants provided by the Humane Society of the United
States as part of its “IRS Form 990” nonprofit federal tax returns.
Each grantee was examined to find out if it met the basic qualifications of:
• being a hands-on animal care center;
• b eing concerned with the daily care, adoption, and/or rehabilitation of dogs, cats, rabbits, and
horses; and
• operating in the United States of America.
HSUS grantees meeting these qualifications were deemed to be “hands-on pet shelters” for the purpose of this report, and are listed below. In every case where we could not make a clear determination, we gave HSUS the benefit
of the doubt and counted the grantee as a pet shelter. For 2010-2013, HSUS’s tax return was explicit about the
purpose of the grant. Grants for “shelter aid to reduce pet homelessness and save lives” or similar purposes were
counted, but spay/neuter-only grants were not included. Grants that were a mix of spay-neuter and shelter aid were
counted in full.
