the CDC now presents the new Kitchen Incubator offering economic empowerment
opportunities - through education, training, and access to capital and new markets - to
small-scale, disadvantaged food-based micro-entrepreneurs; and
WHEREAS,
many farmers, bakers, caterers, and cooks are poised to start businesses or to expand,
but are stymied by the high costs of kitchen space, production equipment, storage,
permits, and meeting food safety concerns and requirements; and
WHEREAS,
Rabobank is committed to investing in the local communities where they do business
by contributing to our financial and organizational resources and our local
neighborhoods and towns to help make them great places to live and work, by
providing bank volunteers, community efforts and providing loans to underserved
businesses; and

WHEREAS,
the Salvadoran-American community is relatively new, arriving in large numbers to the
United States primarily during and after the country's civil war (1980-1992); and
WHEREAS,
the rapid transformation of the Salvadoran-American community from refugees,
undocumented migrants, and Temporary Protected Status (TPS) in the 1980's and 90's to
legal permanent residents, U.S. citizens, and Salvadoran-Americans in the 21 81 Century
and according to the U.S. Census from 2000 to 2010 the share of U.S. born Salvadorans
increased from 25% to 40%; and
WHEREAS,
the Salvadoran-American community is now the second largest Latino population in
Watsonville, Santa Cruz County, and the State of California; and
WHEREAS,
Salvadoran-American families contribute greatly to this community's economic, social,
cultural, and political life; and
WHEREAS,
it is important for the Salvadoran-American community to have a day to promote, and
celebrate their traditions with the broader community to bring about greater cultural
understanding; and
WHEREAS,
the maintenance of these traditions by future generations of Salvadoran-Americans is of
utmost importance so that they can have awareness and pride in their ethnic identity; and
WHEREAS,
the history of the United States, Santa Cruz County, and the City of Watsonville is a
tapestry made up of the diverse cultural threads woven by the people who have settled
here and contributed to the makeup of our community;
NOW, THEREFORE, I, Lowell Hurst, Mayor of the City of Watsonville, in the State of California, on
behalf of the Watsonville City Council do hereby proclaim the August 6, 2013, as "Dia Del Salvadorefio"
in the City of Watsonville and encourage all citizens to join in the Salvadorian Day celebration.

WHEREAS,
Sister Cities International was launched at the White House in 1956 when President Dwight D.
Eisenhower called for massive exchanges between the United States of America and people_ of
other lands: and
WHEREAS,
the Sister Cities Program helps to further international understanding at all levels of the
community on a continuing and long-term basis and helps citizens of paired communities become
directly involved in international relations in unique and rewarding exchanges which will benefit
everyone; and
WHEREAS,
the City of Watsonville has been invited by the Salvadorian Committee of Santa Cruz County to
enhance the mutual understanding and friendship between the people of San Pedro Masahuat, El
Salvador and the City of Watsonville to agree to establish a sister city relationship of friendship
and exchange; and
WHEREAS,
San Pedro Masahuat, El Salvador, and the City of Watsonville, have similar characteristics and
mutual interests, principally agriculture, the coast and tourism; and
WHEREAS,
the two cities can build on the already existing desire of Watsonville's Salvadorian community
and allies to connect with their home country; and
WHEREAS,
through political, social and cultural exchanges, volunteer development, international art exhibits,
newspapers and youth exchanges this sister city relationship will become a significant presence in
our community;
NOW, THEREFORE, I, Lowell Hurst, Mayor of the City of Watsonville, in the State of California, on behalf of the
City Council do hereby proclaim San Pedro Masahuat, El Salvador as Sister City to the City of Watsonville and give
a warm welcome to Mayor Carlos Alberto Ramos Rodriguez and Vice President Salvador Sanchez Ceren and look
forward to estab · hing a meaningful and lasting global connection.

WHEREAS,
Salvador Sanchez Ceren is a former teacher, Salvadoran politician and the current Vice President
and Minister of Education of El Salvador; and
WHEREAS,
he began his career in politics as a union organizer in the ANDES, the primary teacher's union in
the country; and
WHEREAS,
Sanchez Ceren was a leader in the peace accord negotiations of 1992 between the FMLN and the
Salvadoran government, which marked the beginning of democratic rule in the history of El
Salvador and led to the end of the armed conflict; FMLN became a political party and is currently
holding the largest majority in Congress and the Presidential office; and
WHEREAS,
as Vice-President of El Salvador and Minister of Education, Sanchez Ceren, has presided over the
highest increase in spending for education including spending for new programs providing school
meals, including the "one glass of milk" program, uniforms, academic utensils for all low income
students enrolled in the public education system and promoted campus expansion of 145 schools
in 57 municipalities; and
WHEREAS,
the Administration that includes Vice-President Sanchez Ceren, has made a priority of creating
greater gender equality, developing Ciudad Mujer which aims to improve economic autonomy for
adult women, through vocational training and formal education, comprehensive gender-based
health services with emphasis on sexual and reproductive health and improved living conditions of
Salvadoran women, improving its public infrastructure and potable water network, making its
major highways among the best in the region and reaching greater water coverage in rural areas;
and
WHEREAS,
he has promoted providing equal voting rights for citizens living abroad, estimating to be nearly
20% of Salvadorans, as a way to increase the quality of democracy in the country; and
NOW, THEREFORE, I, Lowell Hurst, Mayor of the City of Watsonville, in the State of California, on behalf of the
Watsonville City Council do hereby honor Salvador Sanchez Ceren for his life struggle seeking to attain the greatest
principles of Democracy for his country and for his life devoted to public service and good will towards the people
of El Salvador.

Prostate Cancer Awareness Month
September 2013
WHEREAS,
prostate cancer is the most frequently diagnosed cancer in men aside from skin cancer, and the
second leading cause of cancer death in men aside from lung cancer; and
WHEREAS,
the American Cancer Society estimates there will be 238,590 new cases of prostate cancer in the
USA in 2013, resulting in an estimated 29,720 deaths, and it is estimated 1 in 6 men will develop
this disease in their lifetime; and
WHEREAS,
in Calfomia, prostate cancer is the most common cancer among men in almost all race and ethnic
groups and African-American men are over 45% more likely to develop this disease than nonHispanic white men and over 58% more likely than Hispanic men; and
WHEREAS,
it is estimated 20,430 men in California will de diagnosed with prostate cancer this year and it is
estimated 3,085 California men will die from this disease; and
WHEREAS,
the survival rate approaches 100% when prostate cancer is diagnosed and treated early, but drops
to 28% when it spreads to the other parts of the body; and
WHEREAS,
early prostate cancer usually has no symptoms and advanced prostate cancer commonly spreads to
the bones, which can cause pain in the hips, spine or other areas; and
WHEREAS,
recent studies suggest that a diet high in processed meat or dairy foods may be a risk factor, and
obesity appears to increase risk of aggressive prostate cancer; and
WHEREAS,
obesity and smoking are associated with an increased risk of dying from prostate cancer; and
WHEREAS,
the American Cancer Society recommends that all men should be given sufficient information
about the benefits and limitations of testing and early detection to allow them to make a decision
based on their personal values and preferences;
NOW, THEREFORE, I, Lowell Hurst, Mayor of the City of Watsonville, in the State of California, on behalf of the
Watsonville City Council do hereby proclaim the month of September 2013, as "Prostate Cancer Awareness
Month" in the City of Watsonville and join communities across our nation to increase awareness about the
importance for men to make an informed decision with their health care provider about early detection and testing
