SUSPECT FLEES IN HANDCUFFS AFTER ARREST

Details: On July 14th, 2016, Deputy B. Barragan with Constable Mark Herman’s Office conducted a traffic stop on a
vehicle in the 14700 block of Ella Boulevard. When the Deputy
made contact with the driver, Marco Jaimes, Deputy Barragan
could smell a strong odor of marijuana emitting from the interior of the vehicle.
Investigation by Deputy Barragan revealed that Marco Jaimes was in possession of marijuana. When Deputy Barragan
attempted to arrest Jaimes, he began physically resisting arrest.
After a short struggle, Deputy Barragan was able to handcuff
Jaimes.
While Deputy Barragan was walking Jaimes to his patrol car,
he jerked away from Deputy Barragan and fled on foot. Deputy
Barragan pursued him on foot for approximately 100 yards
before being able to catch Jaimes.
Constable Mark Herman “Further investigation by Deputy
Barragan revealed that Jaimes was in possession of 11.37
ounces of Marijuana.” He was arrested, charged with Felony
Possession of Marijuana and Escape, and booked into the
Harris County Jail. His bond was set at NO BOND out of the
176th District Court.

Details: On July 14th, 2016, Deputy M. Jones with Constable
Mark Herman’s Office conducted a traffic stop on a vehicle
in the 1500 block of South Houston Avenue in the city of
Humble. The driver of the vehicle once stopped fled immediately on foot.
Deputy Jones pursued the driver on foot for approximately
¼ of a mile before catching and detaining him. Once Deputy
Jones had the suspect in custody, he was informed by Precinct 4
dispatch notified that the vehicle was confirmed stolen. When
other deputies arrived on the scene, the vehicle was gone, as
was the second occupant of the vehicle.
Deputies were advised by witnesses that the female passenger had climbed into the driver seat and fled the scene. A
witness observed the deputy chasing the suspect on foot and
the followed the female suspect in the vehicle.C-4 Dispatch
broadcast the description of the vehicle and driver to others
deputies in the area. A short time later, an officer with the
Humble Police Department located the vehicle in the 18600
block of the Eastex Freeway with the female walking away from
the vehicle. The witness who followed the vehicle was also on
the phone with dispatchers advising where the vehicle and the
female were located.
The female was brought back the original scene where she
was identified by witnesses as being the one who fled the scene.
The driver was identified as Cody Seymour. Seymour was
arrested, charged with Unauthorized Use of a Motor Vehicle
and Evading Arrest with Previous Convictions, and booked
into the Harris County Jail. His bond was set at $30,000.00 out
of the 176th District Court. The female who fled was identified as Maranda Faye Poller. Poller was arrested, charged with
Unauthorized Use of a Motor Vehicle and Evading Arrest in a
Motor Vehicle, and booked into the Harris County Jail. Her
bond was set at NO BOND out of the 176th District. Court.
Constable Mark Herman “This reiterates how dangerous it
is on the streets for our law enforcement personnel, you never
know what traffic stops will lead to”. “Also, that our citizens are
behind us, as illustrated in this particular incident”.

Details: On July 7th, 2016, at approximately 2:38 am Deputy J. King
with Precinct Four Constable Mark Herman’s Office conducted a traffic
stop on a vehicle at 4400 block of W FM 1960. Upon making contact
with the Driver/Defendant, Jermaine Cunningham, Deputy King could
smell a strong odor of alcohol emitting from Cunningham’s breath.
Further investigation by Deputy King revealed that Cunningham was
intoxicated. Cunningham was arrested, charged with Driving While
Intoxicated, and booked into the Harris County Jail.
Details: On July 9th, 2016, at approximately 3:27 pm Deputy A. Avila
with Precinct Four Constable Mark responded to the 29300 Block of
Northwest Freeway to a theft call. Upon arrival, investigation revealed
that Defendant Anabel Villa-Hernandez had selected and merchandise,
and then passed all points of sale without paying for the merchandise.
Villa-Hernandez was arrested, charged with Theft and booked into the
Harris County Jail.

a traffic stop in the 6300 Block of State Highway 249. Upon making
contact with the driver/defendant, Timothy Llewellyn Corporal Wolsey
could smell a strong odor of alcohol emitting from Llewellyn’s breath.
Further investigation Corporal Wolsey revealed that Llewellyn was intoxicated. Llewellyn was arrested, charged with Driving While Intoxicated,
and booked into the Harris County Jail.

revealed Orellanes was in possession of 0.5 grams of Cocain and 0.05
ounces of Marijuana. Orellanes was arrested, charged with Possession of
a Controlled Substance and booked into the Harris County Jail.

Details: On July 8th, 2016, at approximately 10:48 am Deputy J. Miller
with Precinct Four Constable Mark Herman’s Office responded to a
disturbance in the 14800 block of Cypress Valley Drive. Upon arrival
Deputy Miller made contact with defendant Craig Besherr where investigation revealed that the defendant threatened his neighbor with bodily
harm upon being involved in a verbal dispute. Besherr was arrested,
charged with Terroristic Threat, and booked into the Harris County Jail.

Details: On 07/10/ 2016 at approximately 7:51 am Deputy D. Johnson
with Precinct Four Constable Mark Herman’s Office conducted a traffic
stop on a vehicle in the 17600 block of Moss Point Drive. Upon making contact with the driver/defendant, Melissa Rushing investigation
revealed Rushing was in possession of 1.9 grams of Methamphetamines.
Rushing was arrested, charged with Possession of a Controlled Substance
and booked into the Harris County Jail.

grams of Marijuana and 0.11 ounces of Xanax. Surrett was arrested,
charged with Possession of a Controlled Substance and Possession of
Marijuana, and booked into the Harris County Jail.
