The State Consumer Disputes Redressal Commission
(SCDRC) last week directed
two courier companies DTDC
Courier and TNT India Private
Ltd. to pay a relief of Rs. 5 lakh
for failing to deliver the
consignment of Padmini Rao
(resident of Kilpauk Garden
Road) to the stipulated
destination overseas as
sought by her, in time.
She had couriered five boxes
containing 85 oil canvas
paintings to New Orleans,
Louisiana, through the courier
firms for a four-day Rotary
International convention
which was being held from May
21, 2011. The proceeds from
the sale were to be donated to
Rotary Foundation.
DTDC Courier, which
received the paintings on May
12, did not send the to the
concerned airline carrier till
May 15. Five days later, TNT
India, which was to offload the
consignment, gave a vague
assurance that the parcel
would reach JFK hub, New
York, by 1.30 p.m. The consignment was finally delivered only
at around 11 a.m on May 25,
the last day of the convention.
Despite being issued notices, the two firms had failed
to appear before the commission.
The arguments of the petitioners had not been challenged, said the bench, adding
that it was a fit case for
negligence and deficiency in
services and thus they were
liable to pay Rs. 3,00,000 as
compensation for the expenses
incurred for travel, accommodation, and booking of
commercial space at the
convention.
The bench also slapped Rs.
2,00,000 as fine for causing
mental agony and negligence,
along with Rs. 5,000 as case
costs.

restaurants due to the nonavailability of gas cylinders.

on Aug. 15. The Indane dealer
in her locality never attended
her phone calls and if connected, gave evasive answers
for the non-supply of cylinders.

from Vellala Street, Purasawalkam, said that customers
waiting for new connections
and those who had applied for
transfer of connections were
the worst affected.
When contacted, an official
of Indian Oil Corporation
Limited (IOCL) said that
dealers who fail to deliver
cylinders within 8 days of
booking will face action, even
cancellation of distributorship.
But the scenario of consumers struggling without a
refill has been persisting for
many days.
A dealer in the locality voiced
his concern that they are not
receiving supply of adequate
cylinders from IOCL. They
have been told the shortage is
expected to be rectified in a
few days.

Court gives conditional approval for dog show

The Madras High Court
permitted the Madras Canine
Club (Shenoy Nagar) to
conduct dog shows from Sep.
12 to 14 in YMCA grounds
(Nandanam).
Animal Welfare Board of
India had protested against
holding the dog show by filing
a petition in the High Court
citing reasons of cruelty meted
out to the dogs at these shows.
While passing interim
orders on the basis of the writ
petition filed by Madras
Canine Club, Justice V.
Ramasubramanian said that
the animals which are brought
for the exhibition shall not be
allowed to perform any
acrobatics and shall not be
subjected to any cruelty for
the purpose of entertaining
the audience.
The Club’s counsel R.
Srinivas had argued that the
object of the event was to
protect and promotevarious
canine breeds. He said such
shows are exempted from the
provisions of the Prevention
of Cruelty to Animals Act,
1960.
He said apart from private
individuals, police departments, narcotics division and
railway protection force too
are scheduled to participate
in the event.
Opposing the dog show, the
counsel for the Animal Welfare Board (AWB) contended
that the dogs exhibited in such
shows were actually subjected
to cruelty with a view to make
them appear differently. He
brought to the notice of the
court a book where there was
mention about amputation of
tails or tail-docking done on
dogs. Cosmetic surgeries were
performed on dogs in their
infancy, he added.

Prime Minister Narendra Modi delved into the history
of Kerala and discovered a person “no less than Mahatma
Gandhi “ named Ayyankali in Kerala who had the added
qualification of being a “Dalit leader” and who had
raised social and Dalit issues in the 19th century long
before Gandhi and Ambedkar mouthed them in the
twentieth centuryy.
Even the all-knowing UPSC Interview Board would
not have been updated on this rare gem of intelligence
disclosed by Modi, which is really a scoop that is very
valuable in that State of highly educated
socially advanced nitpicking people. So Ayyankali
seems to have booked a berth for the next year’s Bharat
Ratna award in absentia, sponsored by the PM himself!
Another social activist of Kerala, Sri Narayana Guru,
preached peace and equality though he belonged to the
Theeya community and raised the mental level of the
said community to the common level of the patriarchs.
They rose to great heights in all walks of life and are now
the propritariat of the small State.
One evening, on a walk with friends via one of the
temples run by the said community, I saw a sign board
at the temple gate “No admission to Muhammdier”,
meaning Muslims. I for some unknown reason did not
like the advertised hatred and even rerouted my evening
walk away from the apartheid centre. Well, well, all
can’t be Sadanands. Let lesser mortals too breathe.
This gem of a revelation would certainly help the new
Governor P.Sathasivam in ironing out the differences if
any in the social fabric in Kerala!

Cruelty to the Animals

seized an elephant that
was illegally brought to
the city to perform in a
wedding function in
Mylapore on Sept. 9.
To be used in a wedding ceremony, an elephant has to be registered under performance of animals rules
at an office of the Animal Welfare Board of India.
The Prevention of Cruelty to Animals Act (PCA) also stipulates that any animal transported
from other city should have a valid certificate from a veterinarian, said T. Thiyagarajan
(Secretary) of SPCA. Sekhar, the owner of the animal failed to produce any of these
documents, so the officials took the jumbo to the premises of SPCA.
A case has been registered in Metropolitan Magistrate Court, Egmore.
The court imposed a fine of Rs. 1,300 on Sekhar, the owner of the elephant. After the fine
was paid, Sekhar was allowed to take possession of the jumbo the next day, on Sept. 10.

The massive water
body, spread to an
extent of 15 acres,
belongs to Fisheries
Department.
An official of the
department said that
the lake will have
recreational facilities
such as angling, boating, walking tracks and water sports within the water body. A multi-level parking lot to ease
traffic congestion on the way to the lake as well as to facilitate safe parking space for the
visitors will be constructed.
Different species of tree saplings will be planted around the water body. Food outlets,
including a seafood restaurant, are planned as part of the state government’s efforts to turn
Chetpet lake into a tourist attraction spot. The work has been allocated to Sripathi
Associates, Erode.

City Traffic Police.

a ‘No parking’ warning signboard was installed by the
police last week.
Russian hackers leak 5 million
user names and passwords of
Google accounts
Google is the latest cybercrime victim with Russian
hackers posting usernames
and passwords of close to five
million Google accounts
online.
The list was posted on
bitcoin forum btcsec.com by a
user called Tvskit. The user
claimed about 60% of the
passwords were still active.
The same Google account
password is used across
Gmail, Youtube, Hangouts,
Drive and Maps.
Acknowledging the leak,
Google said it had found less
than 2% of the username and
password combinations might
have worked. “We have protected the affected accounts
and have required those users
to reset their passwords,”
stated Google.
Google maintained that the
leaked usernames and
passwords were not the result
of a breach of Google systems.
Often, these credentials are
obtained through a combination of other sources, it said.
Cautioning users, Google
said they should ensure they
use a strong password unique
to Google and update recovery
options, so that they can get
the information on e-mail or
phone in case they get locked
out of their account, and
consider 2-step verification,
which adds an extra layer of
security to their account.
Campaign against tobacco
usage has no impact
The various awareness
campaigns that were conducted to highlight the illeffects of tobacco use seems to
have had little or no impact on
the habitual tobacco users, if
one goes by the recent World
Health Organization’s study,
‘Economic burden of tobacco
related diseases in Tamil
Nadu’.
The study, which was
released by Dr. K. Kolandaisamy, Director of Public
Health, on Sept. 10 shows that
the total economic costs
attributable to tobacco use
amounted to Rs. 1,171 crore in
year 2011 for people aged 3569, of which 79% was direct
medical costs and 21% was
indirect morbidity costs.

NETHAJI SUBHASH CHANDRA BOSE - 1
Nethaji Subhash Chandra Bose, one of the greatest leaders
of India, ushered in a new era in Indian Freedom Movement
decades ago. Sadly his role has not been properly appreciated
even by historians or by his colleagues in the Indian National
Congress.
He died under mysterious circumstances in an air crash in
Japan and, to this day. the truth has not fully surfaced. There
are some who believe that he is still alive somewhere in the
Himalayas waiting for the right moment to come out and
declare himself alive! But this is mostly wishful thinking as
the overwhelming evidence points out that he did die in Japan.
His most famous slogan was, “Give me blood and I will give
you freedom”. From this famous quote of his it is more than
obvious that he did not believe in the methods of Non-Violence
of Mahatma Gandhi to win freedom.
Another famous quote of his was ‘Dilli Chalo!’ (‘On to Delhi’).
This was the clarion call he used to give the Indian National
Army (INA) to motivate his soldiers. ‘Jai Hind’ (‘Glory to
India!’) was another slogan used by him and later adopted by
the Government of India and the Indian Armed Forces.
When Pandit Jawaharlal l Nehru addressed the nation over
All India Radio during the late 1940s (there was no television
during that period ) or when he addressed his people in public
meetings, he always ended his talk with the slogan ‘Jai Hind!’.
The catchy slogan became popular all over the country and
even film actors like Sivaji Ganesanused it whenever they
addressed the public!
Another slogan coined by Bose was “Ittefaq, Etemad,
Qurbani” (Urdu for “Unity, Agreement, Sacrifice”). INA
howeverused the slogan ‘Inquilab Zindabad’ (‘Long Live
Revolution!’) which was coined by Maulana Hasrat Mohani, a
famous Urdu poet.
Though Bose admired Mahatma Gandhiand described him
for the first time as the ‘Father of the Nation’, he did not
hesitate to differ from him. Indeed he was elected twice as the
President of the Indian National Congress, defeating Mahatma
Gandhi’s candidate like Dr. Pattabhi Seetharamaiah. Indeed
when Dr. Pattabhi was defeated, Mahatma Gandhi
remarked,”Dr. Pattabhi’s defeat is my defeat”.
However it is a matter of regret that his role in the Indian
Freedom Movement and his excellent qualities as a national
leader have not been really appreciated in the manner he
richly deserved.The information technology guru, N. R.
Narayanamuthi, while delivering the Annual Nethaji Oration,
said, “We have not paid him due respect. It is time this is
corrected”. And he added, “If only Nethaji had participated in
post-independence nation building .…!”
Subhash Chandra Bose was born on January 23, 1897 in
Cuttackwhich was then part of the Bengal province. His
mother was Prabhavathi Devi and his father was Janakinath
Bose, a leading lawyer of Cuttack. Subash was the ninth of a
total of fourteen children of his parents.He was admitted in
the Protestant European School like his other brothers and
sisters in January 1902. He continued his studies in this
school which was run by the Baptist Mission up to the year
1909 and then shifted to the Ravenshaw Collegiate School in
Cuttack. The day Subhash was admitted in this school, Beni
Madhav Das, the Headmaster, understood how brilliant and
scintillating was the genius of this little boy.
After securing the second position in the matriculation
examination in 1913, he got admitted in the Presidency
College, Calcutta where he studied briefly. His nationalistic
temperament came to light when he was expelled for assaulting
Professor Oaten for the latter’s anti-India comments. He later
joined the Scottish Church College in the University of Calcutta
and passed his B.A in Philosophy 1918.
Bose left India in 1919 for England with a promise to his
father that he would appear in the Indian Civil Services (ICS)
Examination. He went to study in Fitzwilliam College,
Cambridge, and matriculated in November 1919. He came
fourth in the ICS examination and was appointed but he did
not want to work under an alien government which would
mean serving the British. As he stood on the verge of taking
the plunge by resigning from the Indian Civil Service in 1921,
he wrote to his elder brother Sarat Chandra Bose: “Only on the
soil of sacrifice and suffering can we raise our national edifice”.
Finally, he resigned from his civil service job on April 23, 1921
and returned to India.

Motorcycle-borne thief snatches
woman constable’s handbag
The personal ID card, an ATM card and cash of Rs.15,000
were stolen from L. Kalpana (39), head constable attached to
Traffic Investigation Wing, Kilpauk district, on the evening of
Sept. 9. According to police, Kalpana was returning home at
the time of the incident. Kalpana noticed a man on a motorcycle
wearing a black helmet deliberately following her. In a brief
moment, he snatched her bag and fled from the scene.
However, Kalpana managed to note the registration number
of the motorcycle. Further investigations are on.

Dog show in YMCA (Nandanam)

The Madras Canine Club (Shenoy Nagar) along with Kennel Club of India is holding
a 3-day international level all breeds championship dog show in YMCA College of Physical
Education (333, Anna Salai, Nandanam) since Sept. 12. It will conclude on Sunday,
Sept. 14.
Four championship shows along with obedience, agility, field, Gundog, Schutzhund (a
special test for German Shepherd breed dogs) and four other specialty shows are being
held.
There will be special shows by the dog squads of police department, narcotics division
and railway protection force.
According to one of the judges, the main objective of conducting these shows is to improve
the quality and breeding of pedigree dogs and popularise some of the fast vanishing breeds
(especially the Indian ones).
The competition has attracted 680 entries comprising 57 breeds from all over India. The
events will be judged by 12 international judges.
