What is SCEF?
The San Carlos Education Foundation is a non-profit organization that
raises funds to support all 7 schools in the San Carlos School District.
SCEF funds the majority of enrichment programs that are part of an
exceptional education.

Why Support SCEF?
Funding for education in California has not kept pace with the needs
of our students and will only provide a minimal, bare bones education.
SCEF promotes educational excellence by raising funds to bridge the
gap between district needs and state funding. We work to ensure that
our children have access to a quality, 21st century education that
educates the whole child. Our schools are better because of your
involvement. Thank you for your continued support.

Last year, the San Carlos community pulled together and raised a
record $2.48 million for our schools. Thank you for your generosity
and commitment to strong public schools which made this possible.
Your donations are at work this school year ensuring that valuable
enrichment programs are staffed and made available to every child,
every day, in every classroom.
The quality of our schools is enhanced because of your support.
Libraries are open, literacy specialists and counselors are available
to support our kids, investments are being made in technology and
related applications and students have access to physical education
programs. Class sizes in K–3 classrooms remain small and our middle
school students have a selection of electives in foreign language,
design and the performing arts. In addition, because we exceeded
our goal, SCEF is funding elementary school field trips.

With a new school year comes a new goal. Maintaining excellence
in our schools will take the continued effort of our entire community.
Based on budget projections, this year’s suggested SCEF donation is
$1,200 per child to raise $2.4 million needed to preserve programs
and serve the District’s growing population.

Message from our Superintendent
I continue to be amazed by the incredible progress we are making here in
the San Carlos School District. I am ever aware that none of this would have
been possible without the unwavering and increasingly strong support from
the San Carlos Education Foundation! Last year, your gifts to SCEF resulted
in a record year of fundraising for our schools. We continue to count on
your financial contributions, which makes a tremendous difference to the
programs we can offer our students.
More and more families are drawn to San Carlos each day (it seems)
because of our great schools. Yet our successes disguise the reality that we
are one of the lowest funded districts in the county. In fact, this year our
allocation from the state is less than was available in the 2008 school year.
That is why your gift to SCEF is so vital to the health of our schools.

As we embark on a new school year, it is good to take stock of all that
we have accomplished together. I am proud to report that last year we
began work on the implementation of our Strategic Plan. To highlight just
a few successes, tremendous progress was made on the Facilities Master
Plan which has led to construction at Central Middle School and the design
of the new grade 4–5 School at Arroyo being right on time and on budget.
Additionally, a great number of our teachers received professional
development in Project Based Learning, technology-infused instruction,
and strategies for implementing Common Core Standards.
There is still much work to be done and the need for support from the
community is essential to our ability to keep pace with our growth and to
remain one of the top public school districts in the state.

Ask any local realtor, the number one reason that people are choosing
to move to San Carlos is the quality of the schools. Your support of SCEF
ensures that our children receive these enrichment activities that support
the whole child and are so critical for keeping children engaged. These
programs would be severely reduced or eliminated if we relied solely
on state funding.

SCEF Donations Fund Music Programs
We are proud to underwrite music in all schools
including our award-winning Middle School Bands
and Orchestras.
Our annual Spring Fling was held
at the San Mateo County Event
Center. Over 800 guests enjoyed
a groovy dinner and auction
while bidding on items to support
our schools. This event raised
$507,000 (nearly 20% of our
annual revenue) in 2014.

Financial Performance
Every year, the San Carlos Education Foundation grants funds to the
San Carlos School District and Charter Learning Center that are equivalent
to what we raise, plus any endowment distributions, minus projected
expenses. $84,442 was distributed from the Palo Alto Medical Foundation
(PAMF) endowment in Fiscal Year 2013 as part of the annual grant.

In 2008, the SCEF Endowment Fund
was established by the Palo Alto
Medical Foundation. Approximately
$609,000 has been distributed by
the SCEF Board since February
2008 while maintaining a principal
balance above the original
$1.5 million gift.

Our audited financial statements for the year ended June 30, 2013 are available on our
website—www.scefkids.org. Fiscal year 2014 numbers are presented for informational
purposes. Our Foundation manages our operations using a net proceeds model, in which we
view revenues net of direct expenses. As such, costs for our annual auction gala and other
events are deducted from the associated revenues. Therefore, revenues and costs under
U.S. Generally Accepted Accounting Principles will differ from those presented herein.

The State of Funding
Education in San Carlos
Last year, the Governor signed historic legislation that made an
investment in supporting the education of high need students. Local
Control Funding Formula (LCFF) has changed the way schools are funded,
moving from the old model of Basic Aid and Revenue Limit. The legislation
is an attempt to support education at previous State funding levels while
providing additional funding for low income students. San Carlos, unfortunately, will not see significant benefit from this model for several years.
Base State Revenue does not get back to our 2007–08 funding levels with
cost of living adjustments until LCFF is fully implemented (projected to be
2020–21 school year). Further, San Carlos has a relatively low-percentage
of children enrolled who qualify for additional program enhancements that
neighboring districts may receive under the new law. California still ranks
49th in the nation in per student funding. And, San Carlos remains near the
bottom in per student spending when compared to surrounding School
Districts. Your support is still needed to help bridge the gap between state
funding and student needs.

In addition to our SCEF grant, the
San Carlos School District receives
direct funding from other local
funders. Since 2010, over $1.5
million dollars has been invested by the Sequoia Healthcare
District’s Healthy Schools Initiative.
This direct grant provides staff and
programs that improve the physical
and emotional health of students
and families. The District also
receives a grant from the County
Health Department’s Get Healthy
San Mateo grant which provides
funding to improve our safety,
physical activity and nutrition
programs. SCEF thanks them for
their support of our kids!

The Need for Increased Funding
To keep pace with growing enrollment and the funding needs
of the District, we have increased our fundraising goal this
year to $2.4 million. To meet this goal, we have changed our
suggested donation from $1,000 to $1,200 per student (our first
such increase in four years). As you can see from our donor roll,
families donate what they can in varying amounts. As always,
we appreciate every gift. It takes all of us working together
to achieve our goal.
2014–2015 Donor Levels
Last year the SCEF board voted to change the way the
organization acknowledges donors. Starting this year, placement
on the donor roll will be determined by a donor’s combined
giving to SCEF which includes their donation to the Annual
Fund and any auction purchases.
