Seismic Risk in the San Diego Region
As engineers, we routinely obtain information regarding anticipated probable seismic risk from either charts or geotechnical reports. But do we know the background behind those assessments? How do researchers determine information
relative to these faults? Dr. Rockwell will present a very interesting program discussing an overview of the neotectonics of the San Diego region. It will include work
relative to the Agua Blanca Fault in northern Baja California and how there are ties
northward along the coastal system of faults into Los Angeles basin. San Diego
sits near the middle. The Rose Canyon and related faults will be discussed in
some detail, including the likely size of the past large earthquakes that have struck
the San Diego City area. The talk will conclude with a brief discussion on long-term
patterns of strain release and their implications to near-term seismic hazard assessment.
Speaker’s Biography, Thomas Rockwell, Ph.D.
Dr. Thomas Rockwell is a nationally and internationally renowned paleoseismologist
and geomorphologist. He is an expert on the soils and tectonics of southern California and Baja California. He has conducted extensive trenching programs to date
earthquakes on faults in the western U.S., Middle East and Asia, and his research
is routinely used to date and reconstruct landscapes, assess rates and determine
the age of faulting, as well as assess flood hazards. He often acts as a consultant

Cast-In-Place Events

The School of Engineering at the University of California at San Diego
(UCSD), the Portland Cement Association (PCA), and the NEES Consortium Inc. (NEESinc) are pleased to announce a blind prediction contest relative to the recent full scale testing of a
single shear wall of a seven-story concrete structure. The contest involves
the comparison of analytically derived
responses of the structure versus the
actual tested responses.
The contest is open to teams from the
practicing structural engineering community, the academic and research
community (including graduate students), and the undergraduate engineering student community (with
graduate student or faculty advisors).
A $2,500 prize will be awarded to each

$1,000 SCHOLARSHIP WINNERS
ANNOUNCED AT APRIL STUDENT NIGHT
The SEAOSD’s Annual Student Night
was a resounding success and the
best attended event in recent years.
Philip Yu, E.I.T. and Brianna Lutes,
E.I.T. were the selected winners of
the 2006 SEAOSD Scholarship
Awards. SEAOSD President H. John
Khadivi, presented both Philip and
Brianna with a check for $1,000.
Philip will be graduating in June from
UCSD with a Bachelor of Science Degree in Structural Engineering. He
will continue his education when he
begins a Masters Program at UCSD
this fall. Philip is currently serving
as the President of SCSE.
Brianna is a Junior at SDSU and will
be graduating in June of 2007. She
hopes to apply her education to better communities and maintain a safe
place for people to thrive in through a
career in structural engineering.
Vice President Chris Kamp announced the details of next month’s
meeting. He introduced the new
Executive Secretary for the Association, Cathy Riley. Chris then introduced the speakers for Student Night
which were Robert Dyson, S.E. of
Stedman & Dyson Structural Engineers (SDSE), Aaron Steele, S.E. of
Richard Brady & Associates (RBA)
and Carl Josephson, S.E. of Josephson-Werdowatz & Associates.

neering and design firm, and told about
the company’s history. He introduced
the two engineers from SDSE that
would be presenting: Marc Rivard, P.E.
and Melissa Kroskey, P.E. Marc and
Melissa discussed the work they are
doing within SDSE, how to select the
right firm, mentors and benefits. Melissa reviewed the designing of Cesar
Chevez Middle School in Oceanside.
Aaron Steele began the presentation
for RBA, introducing the firm and the
speakers to follow, as Mark Van
Bibber and Danielle Riker. Aaron
described RBA as a structural, civil
engineering, and construction management firm. Mark VanBibber discussed the details of the Overmyer
Reservoir Rehabilitation project for the
City of Huntington Beach. Danielle
Riker discussed the Otay Water District 980-2 Pump Station project and
the City of Temecula Field Operations
Center. She said that she had interned with RBA, and then decided
to stay on full time after graduation.
Aaron Steele finished the presentation with a discussion of the Valley
Center High School Maxine Theater
project.
Carl Josephson is the immediate past
president for SEAOC and owner of
Josephson-Werdowatz. He reported
that his company was different in their
focus compared to the previous presenters. Their primary work is in expert witness and consulting. Their
projects are primarily in the western
United States. He discussed the
steps one should take in selecting
the right firm to work for.
Disaster Services Preparing For Next Deployment
by David Wolfson, P.E., SEAOSD Disaster Emergency Services Chair
The SEAOSD Disaster Emergency
Services (DES) was called into action during the af termath of
Hurricane’s Katrina and Rita in the
Gulf Coast Region. In October 2005,
California’s Office of Emergency Services (OES) asked the DES Committee for volunteers to send to the devastated area. The SEAOSD members deployed were Tom Ramskill,
S.E, Jim Casper, P.E. and David

Wolfson, P.E. The volunteers spent
one week in St. Bernard’s Parish, a
county adjacent to New Orleans, and
performed building inspections on over
16,000 homes and businesses. The
volunteer engineers were teamed with
architects, contractors and building inspectors from all over California. Most
agreed it was an amazing, yet heartbreaking experience, and that it was
rewarding to apply our unique talents
to help those in need.

One lesson learned for the SEAOSD
DES is that more volunteers are
needed for future disasters. San Diego has an amazing pool of talented
engineers and for those who would
like a challenge and an opportunity
to give back, becoming a volunteer is
worth the effort. In March 2006, ASCE
sponsored an evaluator training class
and roughly 25 SEAOSD members

cluding NEHRP, NASA, and SCEC,
and has served on the Board of Directors for the Seismological Society
of America and the Southern California Earthquake Center.
