Local 4H and FFA students participate
in Medina County Steer prospect show
Local 4H and FFA students
from Helotes attended the annual Medina County Steer
prospect show. This is one
of the largest steer prospect
shows in the area.
Each of the students use
the prospect shows as an opportunity to develop their
skills in the ring and to condition their animal to the show
circuit.

Louton received Champion of
the Breed for her entry in the
Hereford division.
Helotes 4H member JJ Olivarez was named a finalist in
the showmanship competition.
Students in both programs
will continue to participate in
prospect shows until January
when the major and county
shows will begin. For many
of these students Gerlach and
Bexar County are the terminal shows for their projects.

Helotes City Council denies change
in zoning, finalizes budget plans
The Helotes City Council
met for the first September
meeting on Thursday, September 10 at City Council Chambers. Mayor Tom Schoolcraft
called the meeting to order at
7pm.
Council held a public hearing for the EDC budget at the
beginning of the meeting. No
one elected to speak.
Council opened the public
hearing regarding the City of
Helotes Fiscal Year Ending
2016 budget and Madeline
Stalls elected to speak. She
encouraged Council not to decrease funding for any event
in Old Town Helotes. “This
year has been difficult for us,”
“Approving this request
would be poking all of
us in the eye.”

said Stalls. “Businesses have
closed and we have seen a
decrease in customers. Having events in Old Town brings
people to our business. I am
hoping that the City can do
more to bring people to Old
Town to shop and support
the new businesses going into
place.”
Council closed the public
hearing without comment.
Schoolcraft opened the final
public hearing regarding the
budget process to allow citizens to discuss the tax rate.

Leon Valley announces Kelly
Kuenstler as new City Manager
The new City Manager of
Leon Valley Kelly Kuenstler
The Leon Valley City
Council met in a special
meeting on Wednesday,
September 15 to discuss
the open City Manager position. Members of Council
and the Mayor had conducted interviews the previous week with 8 finalists
for the job.
The selection committee nominated Kelly Kuenstler to replace former City
Manager Manuel Longoria. Council voted unanimously to approve Kuenstler’s appointment.
Kuenstler is a New
Mexico native. She gradu-
ated from Lordsburg High
School, attended New Mexico State University where
she received a Bachelor’s
Degree in Criminal Justice/Sociology.
Kuenstler received her
Master’s Degree in Public
Administration from New
Mexico State University,
Las Cruces.
Recently she served as
a contractor for GK Baum
& Company. She provided
assistance with a financial
plan to fund 15 water projects with an anticipated
budget of $450,000,000.
She also assisted local
governments with the environmental and project
studies.
From October 2011 to
June of 2014, Kuenstler
served as the Luna County Manager. Her duties
included working for the
Board of County Commissioners. As County Manager she oversaw the application and implementation of 14 grants for county
projects.
She also worked with

Paul Hunt, attorney for the
property owners, addressed
Council first. “My clients did
not realize the neighbors did
not support this project until
after the planning and zoning
commission meeting. At this
time we have become aware
of the backlash and would like
for Council to pull this item
from the agenda until after
my clients have had time to
work with the neighbors and
address their concern.
Gene Jeter addressed
Council, “Their [Harrison]
dream business is our nightmare.” Jeter along with other
residents expressed concern
over traffic, noise, alcoholic
beverages, and lack of control
for crowds attending weddings
or events at the property.
James Moryl added, “Saying the property is adjacent
to Old Town, is like saying
Mexico is adjacent to Texas
and therefore, Mexico is now
Texas. Helotes Creek is our
Rio Grande. It separates Old
Town from Antonio Drive. We
do not want this property to
be part of Old Town Helotes
Special District.”
Thomas De Wannal remarked, “Approving this request would be poking all of us
in the eye.”

Council approved the minutes from the August 27 meeting and the revenue and expenditure reports dated September 3.

individual discussion, Council
considered the zoning change
for LeCamp Juliette. Council
voted unanimously to deny the
change.
Council considered the
Helotes Economic Development Corporation Budget and
no action was taken.
Discussion regarding the
general budget for the City
elicited a suggestion from
Mayor Pro Tempore Paul
Friedrichs who suggested
decreasing two line items by
$20,000 to add $20,000 to police salaries. Council consensus supported the move.
In final action Council recommended leaving the property tax at the current rate of
$.35 per $100 evaluation.
Council will give final approval to the budget process
and the tax rate during the
last meeting in September on
Thursday, September 24. The
meeting is open to the public
and the citizens of Helotes are
encouraged to attend.

Helotes Movie Night set Sept. 18
Movie Night at the Park takes place at the City of Helotes Municipal Complex, to the rear
of City Hall, on the third Friday of every month May through September. The last movie night
of 2015 will be Sept. 18. The event begins at approximately 6 p.m., and the Helotes Area Community Band performs for approximately 30 to 45 minutes before each movie. Moreover, each
movie is preceded by Looney Toons cartoons. There’s food, drinks and snacks. Usually a sponsor
provides hot dogs for those attending.
Children can enjoy time on the moon bounce and at the on-site playground. Please remember
to bring lawn chairs and blankets, and personal food and beverages may be brought into the
Complex. The event is free and open to the general public.

‘But seek first God’s Kingdom,
and his righteousness; and all
I find that when I just keep
my focus on God, that He
takes care of us. I try to set
apart a few minutes each
morning to pray, read, and
listen and I find that it shapes
the course of my day. I pray
throughout the day under my
breath, but it is usually too
noisy or busy to hear anything
once I have started to work. God is good and He does reward those that intentionally
seek Him. As you seek Him,
He will reward you, usually in
that order. Believe that God
will reward you today because
you have been seeking Him.

me, when you shall search for
me with all your heart’ (Jeremiah 29:13 WEB).

Northside suspends two students and places
assistant coach on administrative leave
On Friday, September 4
two John Jay varsity football
students were involved with
an altercation with a football
official. The video of the event
shows one student racing toward the umpire knocking
him to the ground. Once the
official was on the ground another student rushes into the
scene and spears the downed
official with his helmet in the
back. The incident happened
with one minute left in regulation play.
When the game resumed,
officials ejected one of the students from the game. They
erroneously ejected a student
who was not involved in the
incident.
Northside Administration,
officials from the Texas Sports
Officials Association (TASO),
and the University Interscholastic League (UIL) spent the
weekend interviewing students, coaches, and sports officials regarding the incident.
Northside Superintendant
Brian Woods remarked, “All
of us are heartbroken over the
situation that occurred at the
game Friday night between
John Jay and Marble Falls.
The incident is shameful
and in no way reflects who
Northside ISD and Jay High
School are. There are almost
3,000 students who attend
Jay HS, a school that has a
long rich history, which is well
earned.
In addition, there are over
14,000 students who participate in Athletics in Northside.
In all of our extracurricular
programs we hold students to
a standard that is higher than
the general student body.
NISD has formal processes
that will be followed according
to our policy.
The process includes taking written statements from
the students involved, the
coaches, as well as the game
officials. That process began
over the weekend and continues today. It is important that
emotions stay out of the process and that we act on facts.”
Pasqual Gonzales, Director
of Communications for Northside, announced, “No student
names will be released because of federal privacy law.
The students involved will be
taken before a disciplinary
hearing with the district. The
incident is being treated as an
assault on a school official. If
the students are found responsible they face consequences
ranging from placement at the
Discipline Alternative campus, expulsion from NISD, or
assignment at the Juvenile
Justice School run by Bexar
County.
During the game, Jay players felt frustration by what
they perceived to be missed or
wrong calls by the referees of
the contest. Players also allege the Umpire in the game
directed racial slurs toward
them and the team.
The players also assert that
an assistant coach said, `that
guy needs to pay for cheating
us’ or words to that effect.”
Gonzales added, “The assistant coach, Mack Breed,
has been placed on administrative leave pending the results of the investigation. This
is standard protocol for the
district. The head football
coach, Gary Guitierrez, was
not aware of the alleged conversation between Breed and
the students.”
Gonzales also reported the
district has filed a complaint
with TASO and the UIL regarding the sports officials
using racial slurs during the
game. The investigation into
this incident will be handled
by TASO and the UIL. Both
organizations will issue a ruling about this situation.
“We have no plans to cancel the football season at Jay
High School,” said Woods. “To
take that action would not be
fair to the 200 students who
participate in the program.
We cannot punish them for
the actions of two students.
All students who participate in extracurricular activities sign a student code of
conduct holding participants
to high standard.
Finally this is a teachable
moment for us as educators.
It is our responsibility to inform students that actions
have consequences and making right choices is important.”
The UIL State Executive Committee will convene
at 10:00 a.m. Wednesday,
Sept. 9 at the Austin Marriott
North in Round Rock. The
committee will hear a report
on alleged UIL rules violations by San Antonio Jay High
School, students and coaches
involved in the incident. The
State Executive Committee
has the authority to impose
additional sanctions as appropriate.
Action may be taken by the
committee at the conclusion
of tomorrow’s meeting or may
come at a later time.
All three organizations continue their investigations into
this incident. As more developments become available,
we will share the information
with you.

the Helotes Humane Society
foster program.
Personality:
Becca is living the good life
in foster care, but needs a permanent home where she can
blossom with her own family.
Becca likes to have her tummy
rubbed and give kisses. Yes,
she’s a cuddlebug. Becca is
playful and always ready for
tug-of-war with her human or
a four-legged playmate. She
is almost housebroken and
uses a doggie door. She will
stay in a crate at night, but
prefers to snuggle in a nice
people bed. If you are looking

Hello friends, both fourlegged and two-legged.
It is me, your canine reporter Echo. Well we did it,
another summer has come to
pass and now we turn our attention toward the pursuits
of fall. Those pursuits being
you throwing something and
us catching it. Whether it is
a football, a frisbee or a stick,
we will catch it. Some of us
will bring it back to you and
some of us will just plop down
on the cool grass and chew on
whatever it is you throw.
With September now more
than half way over it is two
or three weeks since footbal
season began which means
sometimes we can be forgotten on the weekends. We’d
prefer you don’t forget about
us, even if you are watching
the Longhorns, Aggies, Roadrunners, Red Raiders or Bears
on Saturday. The same goes
for Sunday when you have
the Texans and Cowboys to
keep you glued to the couch
Toss us something to occupy
ourselves with. It doesn’t have
to be much, some of us dogs
ain’t picky.
Get out there and play!

Craig Smith: A doggone
good Samaritan
Craig Smith lives in a
neighborhood that sometimes
goes to the dogs. He notices
when his neighbors leave dogs
tied to trees with little or no
food. He also observes when
people use their neighborhood
as a dumping ground for unwanted pets.
“I always wondered why I
still live in this neighborhood,”
said Smith. “Our neighborhood has experienced rough
times. At one point my house
was devalued from $70k to
$16k. Now, thankfully the valuation has returned; however,
I would ask myself why do I
stay. Then I notice my “pack”
and the answer is clear.”
Smith’s pack is his four
legged family members. He
also offers shelter and care for
those four-legged friends that
are abandoned or mistreated.
His latest rescue included a large group of puppies
that are Plot Hound-Labrador
mix. “I rescued them from the
neighbors. I watched as a couple of their litter mates died
and I knew that I couldn’t
let any more perish,” added
Smith. “So I went and took all
the remaining puppies away.
They all had serious health
concerns. Some suffered from
Parvo, all had tapeworms. The
medical bills have been enormous. However, they cannot care for themselves—some
one has to do it.”
Craig and his pack are well
trained. They listen to voice
commands and respond well.
“These dogs require serious
attention,” said Smith. “We
have to have lots of toys and
blankets to keep them from
finding items in the house to
play. They are very lovable
and make excellent pets for
people who have time and a
large yard.”
Smith developed a questionnaire for potential adopters. “I have adopted out prob-
ably five litters of puppies before this group. I work with
local rescues. Each animal
is either spayed or neutered
and they are current on their
shots. I am very selective
about their forever homes.
You would be surprised who
answers ads looking for free
dogs. Many times those dogs
are used as bait dogs. I want
to make sure who adopts my
dogs are going to care for them
and love them.
According to one shelter,
when they check the microchips of animals many times
those animals are registered
to a rescue. This means the
person adopting the animal
no longer wanted the pet and
instead of returning it the rescue they turn it in to an animal shelter.”
Smith corresponds with his
adopters for at least two years
after the complete adoption. “I
want to check on the progress
of my dog,” remarked Smith.
“I want to make sure the family and the dog are still a good
fit. I let them know that if
problems or a situation arises
requiring them to surrender
the animal they will return it
to me.
I charge a nominal fee
for adoption. This weeds out
those who might want to use
the animal for a bait dog or
someone that wants a pet to
just leave tied up in the back
yard. I try to determine the
proper placement with my interview questions.”
Smith is not asking for
monetary donations, although
if someone would like to assist with the veterinary bills
it would be appreciated. What
Smith really needs are toys
and blankets for his adopted
