WHY SCOOP THE POOP?
Please remember there is a leash law and you must keep your pets
on a leash. If your pet relieves itself in your neighbor’s yard or in the
common area, please be considerate enough to clean up after your
pet. Besides being a nuisance, uncollected dog waste is a serious
problem. Uncollected dog waste spreads disease and attracts
rodents who feed on pet waste.

The trash contractor/recycling company for Windstone Colony
CAI is WCA Waste Corporation. Regular trash pick-up days are
Wednesday and Saturday. Heavy trash pick-up is also available to
residents on Wednesday or Saturday, but only one of these days
per household per week. Recycle day is every Saturday. Residents
should contact Waste Corporation directly with any questions.

IT IS ILLEGAL TO DUMP IN TEXAS
Texas Health and Safety Code Section 365.012 and Texas Water
Code Section 7 states it is a criminal offense to illegally to dump
waste in Texas. Depending upon the offense the person(s) can face
penalties up to $100,000 and or up to 5 years in the state jail. Too
many homeowners and lawn crews aren’t aware of the difference
between storm drains and sewers. Sewers carry sewage “black
water” that comes from toilets and other household drains. It is
sent, via underground pipes, to treatment plants. Typically, we don’t
see these pipes or openings. Storm drains lead to a separate pipe
system. Openings are visible from the street. They are designed to

route rain runoff into large pipes that lead directly to major ditches,
bayous and other waterways, which ultimately empty into Galveston
Bay. There’s no treatment or filtering of this water between your yard
and the bay.
It is your responsibility to make sure that nothing but untainted
rainwater flows from your yard into storm drains. Lawn clippings,
leaves and other debris often clump, contributing to flooding in your
neighborhood. And that’s only the beginning.
If you’ve used chemicals on your lawn or garden, they may
contaminate the water that runs off from rains or your sprinkler
system.
Even nontreated lawn clippings do harm. When they decompose,
they release carbon and nitrogen that feeds undesirable algae,
which, in turn, use up oxygen in the water, contributing to fish kills.
This is not just a matter of civic concern or responsibility. It’s the law:
“Sweeping grass, leaves, grass clippings, yard waste, etc., into a
storm drain is cited as a civil solid-waste violation of State Municipal
Solid Waste rules, Chapter 330.15 (a)(1). Civil penalties are $50 to
$25,000 per day per violation. Criminal penalties, if pursued, are
$500 to $100,000 per day per violation.”
The best option, ecologically speaking, is to re-mow several times
so the clippings will sink down into the lawn and break down quickly,
providing valuable fertilizer. Alternatively, bag lawn clippings, allow
them to compost and then spread them on the lawn. Don’t put these
bags out for the trash. This contributes to landfill problems.
The pipelines that go through our subdivision is also not an approved
solid waste site.

If you see someone illegally dumping on the pipelines or anywhere
else report it to the Harris County Sheriff’s Office at 713-221-6000.

GARDENING TIPS FOR JANUARY
• Birds: Provide food and fresh water. More birds die from lack of
water than from lack of food.
• Cacti: Semi-dormant now. Reduce watering.
• Camellias: Plants may be moved. Pick up and discard fallen blooms.
• Cultivation: Changes in design may now be made, new beds
dug and old ones rebuilt. Correct defects in drainage. Incorporate
gypsum into heavy soils: repeat in three weeks. Dig granite dust,
rock phosphate and quantities of organic matter into soil. Allow time
for settling before planting.
• Fertilize: Daylilies, spuria, Louisiana and bearded irises with
complete fertilizer. Give strawberries 1 teaspoon ammonium sulfate,
keeping six inches away from plant. Fertilize pansies with manure
tea or blood meal. Water in.
• Fruits: Plant fruit trees. Mulch figs with grass or straw to prevent
freeze damage to crown.

• House Plants: Water, when surface soil is crumbly dry. Wash dust
off leaves to open pores. Mist often. Inspect for diseases and insects.
Reduce water for poinsettias.
• Lawns: Remove thatch aerate, and feed with low nitrogen mixture.
• Pests: For petal blight prevention, spray azaleas and camellias as
flowers open. Spray for scale with dormant oil solution if temperature
will be above 35˚ and below 85˚ for next 48 hours. Always read and
heed manufacturer’s directions before spraying.
• Propagation: Ivy cuttings root easily this month and next. Root
cuttings of shrubs in mixture of loam and coarse sand; keep damp
and semi-shaded until rooted.
• Prune: Fruit trees in advance of new growth. Prune to groom and
shape. Do not remove too much. Remove dead wood from trees and
shrubs before spring buds swell, but do not prune spring bloomers.
Prune crape myrtles. Prune nandina and others of similar growth
habit by cutting unwanted canes out at base of plant.
• Roses: Annual pruning about the middle of February, just before the
spring buds break. To prevent later appearance of disease in the old
beds, keep garden clean of debris and weeds. Complete preparation
of new beds for roses.
• Transplanting: January is one of the best months to transplant
woody plants, both evergreen and deciduous, especially trees.
Energy will be expended on roots instead of foliage. Learn ultimate
size and cultural needs of tree or plant before buying. Consider
dwarf varieties to avoid crowding later. Group plants of similar
cultural needs. Do not work wet soil. Assure good drainage. Keep
plants moist.
• Vegetables: Prepare beds, preferably raised for drainage, with
about 50% humus, including rotted manure.
• Winter Protection: Expect freeze any time; plan for protection of
tender plants. Water. Remove coverings, particularly plastic, when
temperature rises. Protect low plants with dry leaves, pine needles
or soil mulch, but remove when weather warms.

CFISD 2016-2017 & 2017-2018 BOUNDARY CHANGES
CFISD held a special-called Board meeting on Monday, Nov. 16,
2015 to propose high school and middle school boundary changes
for the 2016-2017 school year and the 2017-2018 school year as a
result of opening Cypress Park High School and High School No. 12.
To review all proposed boundary changes and/or to provide input,

Updates.” For additional information or questions regarding the

Trustees will be reviewing all community input before making a final
decision. The final decision will be made at the regularly scheduled

The CFISD Mentor Program is a cooperative effort of volunteers
from businesses, faith-based and/or non-profit organizations, the
community and the school district designed to encourage students
(elementary through high school) to finish school and focus on

8TH ANNUAL SALUTE TO OUR HEROES GALA
On February 13, 2016, the Cy-Fair Educational Foundation (CFEF)
will hold its 8th Annual Salute to Our Heroes Gala at the Omni Hotel.
Joe Myers Ford Lincoln is generously underwriting this gala that
honors the brave men and women who have served to protect our
freedom and liberty. Salute to Our Heroes has raised more than half
a million dollars over the past seven years. Proceeds from this event
have funded three endowed scholarships. CFEF was established in
1970 as a non-profit to raise money to fund a scholarship for high
school graduates in the area. Over the past 45 years, the Foundation
has grown tremendously through the efforts of the Board of Trustees
and the generosity of the Cy-Fair Community. The Foundation has
awarded more than $6 million in scholarships to 1300 graduating
seniors. CFEF is a 501(c)3 non-profit organization, all contributions
are tax deductible, as allowed by the law. Sponsorships and tickets

BASEBALL - T-BALL, COACH, MACHINE & KID PITCH
We would like to invite children from 4 yrs. (as of Sept. 1, 2015)
to 13 years old to join us as we enjoy another season of T-Ball,
Coach, Machine and Kid Pitch. We look forward to teaching your
children the skills and watching them enhance their abilities. We will
offer several evaluations (skills assessment) days so we can check
on their skill level and even out the teams. The first evaluation will
be Monday, Tuesday and Thursday Nights, February 22nd, 23rd
and 25th, between 5-6:30 PM. The last evaluation will be Saturday,
February 27th between 9-11 AM. It only takes a few minutes for us
to run them through the drills and then we will contact each player
the week before they begin practices. After Monday, February 29th,
we cannot guarantee a place on a team. They will practice for one
hour a week on a Monday, Tuesday, Thursday or Friday. Practices
begin the week of March 21st and the league runs through May 21st.
The early cost will be $80 for those registering before February
23rd. After February 23rd, the cost will be $90. Registration will begin
January 1st.
FORWARD BASKETBALL - HIGH SCHOOL GUYS
Be a part of one of our basketball leagues. Practice/Games will be on
Monday, Tuesday or Thursday nights. Evaluations to help set the
teams will be February 29th, March 1st, 3rd, 7th, 8th & 10th from 6:308:30 PM in our Gym. Practices begin the week of March 21st and the
league runs through May 5th. The cost of Forward Basketball is $25.
Last year there was such a great response so register early and pay
to reserve your spot. Registration will start February 1st.

MEN’S OUTWARD FLAG FOOTBALL
Come join men 18 yrs and older for our men’s Outward Flag Football
league coming this spring. Practice/Games will be on Saturday
afternoons around 2 PM. The league will have a tournament at the
conclusion of the season. Evaluations for all players will be Monday,
Tuesday and Thursday, March 14th, 15th and 17th from 6-7 PM and
Saturday, March 19th from 10:30-11:30 AM. These will take place
on the fields behind the church. Cost for the league will be $40 per
player covering cost of officials and jersey. First games will be April
9th and season concludes on May 21st with tournament. Registration
will begin in February.
