Forced Outage
An outage that cannot be postponed beyond the end of the next
weekend.
Maintenance Outage
An outage that can be postponed beyond the end of the next weekend,
but requires the unit be removed before the next planned outage.

Planned Outage
An outage of predetermined length that is scheduled well in advance of
its occurrence.
Deratings
A derating exists whenever a unit is limited to some power level that
is less than the unit’s Net Maximum Capacity.

(Reserve Shutdown)
A reserve shutdown exists whenever a unit is available but is not
synchronized. This event is sometimes referred to as an economy
outage or economic shutdown.

INSTALLED CAPACITY refers to the OWNERSHIP of generating units
which may be called upon to serve system load.

Terminology in RPM
• Installed Capacity (ICAP) value of a unit is
based on the summer net dependable rating of
a unit as determined in accordance with PJM’s
Rules and Procedures. (“Iron in the Ground”)
• Unforced Capacity (UCAP) value of a unit is
installed capacity rated at summer conditions
that is not on average experiencing a forced
outage or forced derating.

Capacity Verification Tests
Rules and Procedures for Determination of Generating Capacity
• “Manual 21” guidelines
• SUMMER
– Tests in June, July, or August
– Results due by September 30
• WINTER
– Tests in December, January, or February
– Results due by March 31
Steam and Combined Cycle = 2 hours
Combustion Turbine, Diesel, and Hydro = 1 hour

Capacity Verification Test Failure
• A resource provider failing to achieve their claimed summer/winter
ICAP rating:
• Should place a partial forced outage in eGADS for the difference
between their test result and their claimed ICAP rating
• The partial forced outage should exist from the start of the test
period and last until:
(1) A successful out-of-period test is conducted
(2) A reduction is claimed in Installed Capacity [CAPMOD
decrease]
(3) Beginning of the next test period
If a resource fails to enter an appropriate partial forced outage in
eGADS the resource will only receive a Rating Test Failure
Charge
Note: Although a partial forced outage will be entered in eGADS, if the
unit paid the Rating Test Failure Charge it will not have the forced
outage affect it’s EFORp

GADS data.
• New plants without GADS data use the PJM class average until their
own data is created.

eGADS & RPM Qualifications of Existing Generation
•
Existing generation located within the PJM region is
eligible to be offered into RPM Auctions or traded
bilaterally if it meets the following requirements:
 Pre-certified by PJM as meeting the generation deliverability
test.
 Operating and maintenance information submitted into PJM’s
eDART and eGADs systems.
 The resource owner or operator performs winter and summer
testing to verify the net capability of each unit.
 In the eRPM resource portfolio of signatory of PJM Operating
Agreement (for entire DY if offering into an Auction)
 The relevant portion of the unit was not specified in any FRR
Capacity Plan for the Delivery Year.

eGADS, RPM & External Generation
 Twelve months of NERC/GADs unit performance
data is provided in PJM or NERC 05/07 format
 Operating and Maintenance information is submitted
into PJM’s eDART and eGADs systems
 Winter and Summer tests verify the net capability of
each unit
 A letter of non-recallability is provided by the
resource owner
 A communication path is established between the
PJM dispatchers and the unit operator
 The relevant portion of the unit was not specified in
any FRR Capacity Plan for the Delivery Year

• EFORd for the delivery year is locked for the unit
for the RPM 3rd Incremental Auction (By Nov 30th)
• 12 month EFORd used for RPM ends September
30th of the previous year and begins October 1st
of the year prior to that
