PRESIDENT’S ADDRESS TO THE MEMBERSHIP:
It has been an incredible year with remarkable
progress - some annoying delays in process and some
amazing creation of process – and all which brought
many highs, lows and everything in between. The
Board experienced an immense learning curve, causing
us to rely heavily on our incredible ASA staff members,
who are also on a steep learning curve.
What we’ve created in nine short months is a mutual
respect for each other and a trust that comes from
living an exciting project together. The Staff and Board
look forward to the coming year – so much that we’re
busting out at the seams. We anticipate that our
membership will feel elated at what ASA plans to offer
our membership.
Over the past eight months, the Board dedicated itself
to becoming more of a governance Board and looked
to other organizational structures to help us
accomplish this. We’ve trusted in the staff and given
them the empowerment they deserve – allowing them
to handle their own work. Additionally, the Board
ensured that our Committees have the same feeling of
trust and empowerment by helping guide their work,
rather than redo it.
Committee Work
The following list demonstrates the work that the
committees have taken on in the last several months:
Appeals and Discipline/Harassment
 Discipline and Appeals processes in place
 Arms-length relationship between Board and
Panels to ensure member confidence in process
 Harassment officers in place for most of the
year
Competitions Committee
 Worked with districts to ensure outdoor
provincials ran successfully
 Ensured proper sanctioning of tournaments and
camps
 Promoted opportunities for players in other
provinces and countries
 Worked on competition handbook and rules to
ensure appropriate running of our provincial
tournaments to meet standards for the level of
play
Referee Development Committee
 Successes of the past used as the template to
continue to improve the program

Vision for the future includes on-line learning,
mentor scheduling and on-line registration
Constitution and Bylaws Committee
 This year will bring some long awaited clean-up
of some important issues that are essential to
the well-being of ASA. Focus on By-laws and
Objects!
 Starting to make the steps toward a set of ASA
Governance Documents. Gathering and editing
all policy documents for Membership approval
Technical Committee
 Hiring of New Technical Director (Full time)
 Hiring of North and South Technical Coach (Full
time)
 Hiring of 4 District Staff Coaches (Part time)
 Time to look at all three areas of the Technical
Committee:
o Coaching Development
o Player Development
o All-star Program
 The new structure will ensure appropriate focus
in all of the technical areas with a focus on
coaching development in the rural areas.
 New Long Term Player Development Coaching

In College soccer, the CCAA Men’s National Championships finished with an exciting final between the Holland
Hurricanes and the NAIT Ooks. The Ooks won the gold medal after beating Holland 2-1 in overtime. On the
women’s side, The NAIT Ooks lost in the Championship game to the FX Garneau Elans, winning the silver medal.
Congratulations to both teams for another outstanding performance at the CCAA National Championships.

YOUTH PROGRAM
In 2011, the ASA conducted 40 Youth Outdoor Provincial Championships and 32 Indoor Provincial
Championships, U12 -18 boys & girls. With four levels of Championship play, more soccer players in
Alberta competed at the provincial level than in any other sport.
During the 2011 Outdoor Provincial Championships, the Alberta Soccer Association hosted the first
annual Tier I SoccerFest in Lethbridge, Alberta. Hosting all Tier I to Nationals Provincial Championships
in one place created a premier event for the players that we hope to build on in future years.
The 2011 National Youth Club Championships were successful. The best athletes in Alberta represented
the province and we are proud of their accomplishments. Overall, National results are as follows:

In 2011, the Lethbridge Soccer Association hosted the U16 National Club Championships. Thanks to the
hard work and dedication of their staff and Board, the U16 National Club Championships went off
exceptionally well, and was heralded by the Canadian Soccer Association as the best run tournament in
the country.

WESTERN CANADA SUMMER GAMES 2011
beating B.C. 2-0 and bringing home the gold medal.
Alberta Soccer’s U16 Boys and Girls teams attended
the 2011 Western Canada Summer Games held in
Kamloops, B.C in August.
Led by coaches Charles O’Toole and Chris Spaidal, the
Boys team opened the tournament with a 2-1 victory
of Saskatchewan before winning the group with a 130 victory of the Northwest Territories. Having lost 10 to British Columbia in the Bronze Medal game of
the Nutrilite All Stars only a few weeks before, the
Alberta boys were ready for a rematch, this time
Having held team Manitoba/Saskatchewan to a
scoreless draw at the Nutrilite All Stars, the girls,
coached by Dean Cordeiro, Karl Oram, and Rebecca
Chin, played an excellent game and were unfortunate
to lose 1-0. Undeterred by the defeat, the girls
bounced back, beating the Yukon 12-0, and
Saskatchewan 2-0 bringing home the bronze medal.
Overall in the games Alberta finished very strong,
winning gold in 53 of the 242 competitions, and
finishing second overall. Congratulations to all of
Alberta’s Athletes.
The next Western Canada
Summer Games will be hosted in Wood Buffalo
Alberta in 2015.
SENIOR PROGRAM
The ASA conducted 14 Indoor and 14 Outdoor Senior
Provincial Championships in 2010. A total of 73 teams

competed in the 34 Annual Outdoor Senior
Soccerfest in Calgary on September 2-5, 2011.

Championships in Brossard, QC, Victoria lost to Nova
Scotia in the bronze medal game and finished in
fourth overall.
At the Provincial Championships Green & Gold took
home the gold medal after defeating the Callies 2-1 in
the final. As the Mike Traficante Challenge Cup
Champions, Green & Gold attended Senior Nationals
in Brossard, QB, and finished seventh overall.
At the Provincial Championships, Victoria captured

Top Goal Scorers
The race to be the top goal scorer in both the men and women’s league was a tight one. The men’s title
ended in a tie between Izak Lawrence of the Calgary Dinosaurs and Andy Estrada of Edmonton Scottish who
both finished with 8 goals. The top Women’s scorer was Lindsay Boland of the Edmonton Angels with 13
goals. The next highest female scorer, Tara Luciana of Calgary Alliance, was just one goal behind with 12
goals.
New Logo and Crests
ASA designed a new AMSL logo (see above) which received good reviews from the AMSL teams. Teams
received logo patches which they placed on their ‘home’ jerseys. ASA also budgeted for ‘away’ jersey
patches and will provide these to the teams prior to the 2012 season.
FC Edmonton Exhibition Series
This season, in a joint venture with FC Edmonton, seven of the Men’s AMSL teams
played home games in an exhibition series against FC Edmonton Reserves. Players
were given the opportunity to compete against professional players and fans were
treated to fantastic competition.

Sanctioning
SOCCER ACADEMY, CLUB AND DISTRICT PROGRAM SANCTIONING
During 2010 – 2011, the ASA continued the standard
method of Soccer Academy, Club and District Program
Sanctioning. The sanctioned academies and camps for
2010 – 2011 are listed below and show that the
system continued to struggle for credibility during this
fiscal year.
In the 2009 – 2010 Annual Report the ASA stated its
desire to conduct a review of the sanctioning process
in order to get the proper support of the districts and
provide proper value to all parties involved in the
process.
In 2010 – 2011, the ASA was able to conduct a review
that has led the Association to rewriting the camp
sanctioning process into an endorsement system. The
members were clear that a system of endorsement
and support for the camps is the important part of
the system that needs to be provided by the ASA.
Currently the ASA is working on a revamped system
of Academy, Camp and Special Event endorsement
that will allow groups to fit into the different models
of soccer development. The ASA still expects that the
standards set for participant safety and proper risk
management are met by all endorsed groups, but that
every camp will meet a different level of technical
training based on their desired endorsement level.
It is the expectation of the ASA that a proposal for the
districts will be available for April 2012 with an eye
towards a fully functional Camp Endorsement system
being ready for the summer of 2012.

TRAVEL PERMITS
As in 2010, 2011 saw almost 300 teams travel to
tournaments and training camps outside Alberta.
Most teams stayed close to home – traveling to
tournaments in Western Canada, such as the
White Caps College Showcase, the Kelowna
Canada Day Tournament and the Peach City
Classic in BC and the SUSC and SISCO Premier
Tournaments in Saskatchewan.
Several teams traveled a little further – heading
to the United States and attending major
international tournaments such as the Mayors
Cup in Las Vegas, the Surf Cup in San Diego, the
Schwan’s USA Cup in Minnesota and the Nike
Crossfire Challenge in Washington.
In addition to participating in North American
competitions, a number of teams attended
tournaments and training camps in Europe.
Alberta was represented at the Arsenal
International Tournament in England, the Gasteiz
Cup in Spain, the OSA Soccer Academy in Italy,
the Torneo Daniele Pecci in Italy, the Agropoli
Cup in Italy, and the Gothica Cup in Sweden.

Alberta Soccer held its annual Provincial Training
Program at the Edmonton Garrison Military Fitness
Centre from November 2010 to March 2011. In

As with prior years, the players were invited to three
weekend sessions which focused on possession,
playing out the back and high pressure.
Alberta Soccer invited over 430 players to the
program and would like to thank all of them for
participating.
Spring Trips
Winter training culminated with the U15 and 16
Boys and Girls teams going on their annual spring
trips in April. The teams traveled to the following
competitions/destinations:
The trips afforded the players and coaches the
opportunity to participate in high level competition
and training as well as to compare the Alberta teams
against standards from other parts of the world. On
the eve of Regional trials, these trips provided the
staff additional opportunities to assess the players
under realistic game pressure situations.
The U16 Girls took part in training and competed in
exhibition games against a number of Texas-based
teams including the UTEP women’s soccer team. As
a result of the camp, a few of the Alberta players
received scholarship offers to attend the University
of Texas at El Paso.
Alberta Soccer would like to thank all the players,
parents and coaches for taking the time out of their
schedules to be a part of these experiences. Such
competitions and training opportunities offer the
Alberta players additional exposure to a number of
colleges and universities across the United States.
Overall, the Alberta Soccer teams performed well.
The coaching staff provided each player with oneon-one feedback regarding what they did well and
what they could improve upon. If followed, this
feedback will prove instrumental in increasing the
players’ chances of being selected to the Alberta
Provincial teams for the CSA National All Stars.

Provincial Select Team Trials
Regional Trials were held on May 28-29 in Spruce Grove (North) and Calgary (South). Players who performed
successfully at the Regional trials were then afforded the opportunity to move onto the Provincial trials held in Red
Deer the weekend of June 4-5 for final team selections. Thanks to all the players and coaches for their hard work in

ASA Mentor Coach
High performance Coaches
During the 2010 – 2011 season, the ASA
employed four High Performance coaches who
were responsible for increased development of
the All Star programs. The four individuals spent
the year scouting, working with districts on
developing the mini stars program and working
with the Technical Director on developing the All
Star program.
The Scouting duties for the High Performance
coaches were carried out at Tier 1 – 2 Provincials
during both the Indoor Provincials in March and
the Outdoor Provincials in August.
The development of future mini stars programs is
currently reflected in the expansion of the
program in Lethbridge, Calgary, Red Deer,
Edmonton and Grande Prairie.
The work on the All-star program was focused on
the planning and implementation of training
sessions for the Winter Training Program and the
Provincial All-star camps.
Following the year long process with the High
Performance Coaches, the ASA decided to
maintain the four coaching positions but to
regionalize and re-focus their work on coaching
development and district player development.
While 20% of their time will still be focused on
scouting, it is the hope that the regional staff
coaches will allow the ASA to tap the potential of
all of the players in our Province.

In 2011, CSA continued its Coach Licensing Program for coaches who were looking to pursue further
certification and coach at the highest levels of soccer. The following outlines points of interest for
Albertans in the licensing program:
National B License
Carole Holt, an Edmonton based coach, obtained her National B License in 2011. This achievement

The Alberta Soccer Association conducted the 2011 Provincial B Coaching course in St. Albert. In total,

Pre-B License
An important step in assessing a coach’s readiness to enter the licensing program is successful
completion of the Pre-B course. The Pre-B test offers coaches the opportunity to be assessed, often for
the first time, and aims at evaluating the playing and coaching ability of the coach. It is an important
and critical bridge between the Community Coaching courses and the Licensing program.

Pre-B Mentorship Program
As a result of the limited staffing situation in 2011, Alberta Soccer was not able to offer the coaching
mentorship program as with prior years. Moving forward, the goal will be to offer interested
participants the opportunity to have a mentor coach who can assess them in their environment. Alberta
Soccer will look to build upon its coaching mentorship program in 2012 to ensure coaches feel confident
and prepared when taking either the Pre-B or Provincial B license courses.

GRASSROOTS DEVELOPMENT
Mini-Stars Program
This past year, Alberta Soccer conducted the fifth Annual Mini-Stars Program, which took place from
November 2010 to March 2011 in Edmonton, Calgary, and Grande Prairie.
Put in place for players having the ambition to represent Alberta at an older age group, the program
focused on players aged 10-12. There were:
 9 boys from Edmonton,
 24 girls from Edmonton,
 5 boys from Calgary and
 13 girls from Calgary who participated.
Throughout the ten-week curriculum the sessions focused on the following:
 Technical and tactical understanding in small-sided games
 Attacking and defending skills
 The main principles of play as they pertain to the Alberta style of play or the “Alberta Way”
As a result of the sessions, a number of players were given preliminary invitations to the Provincial
Training Program for both 2011 and 2012.

Tempo School / St. Maria Goretti Soccer Camps
The annual Tempo School and St. Maria Goretti Elementary School camps were once again a huge
success! Over 80 students registered for the camp at Tempo School while 130 students registered for
the St. Maria Goretti Elementary School camp.
ASA instructors conducted afternoon sessions for children from Kindergarten to Grade 6 during
May. School staff was instrumental with their support in helping the instructors deliver lessons aimed at
instilling basic skills and a love for the game of soccer. The basic format for the sessions this past spring
included the introduction of a warm up and cool down along with fun games and competitions. The
coming year promises to bring bigger and better things for these and other schools.

residents of Slave Lake, AB. CBC
selected the town of Slave Lake as one
of four showcase locations to
broadcast its live Soccer Day in Canada
events.
Nearly 50 kids from 4-18 years old
gathered to learn soccer skills, play
games and participate in a giant soccer
match. This inspiring event brought
positivity to a town that was hit hard
with natural disasters.
While the Alberta Soccer coaches
engaged some of the kids in soccer
drills, FC Edmonton players brightened
other young admirers’ days by signing
autographs and playing games.

Referee
RDC CHAIR – ADDRESS TO THE MEMBERSHIP
Despite a late start to the coordination of referee programs in 2011, the Referee Development
Committee had a successful year in all portfolios: education, assessment and assignments. The following
items provide examples of the year’s successes:
 All provincials and a national competition in Lethbridge were covered by qualified officials
 CSA invited Mike Barwegen, a Sunny South referee, to join its national referee program
 The RDC made a determined effort to rebuild the relationship with the CSA National Referee
Program
 National referees in Alberta took on new advisory roles in an effort to provide support to the
provincial programs
In addition to the above, the districts provided input at both the SGM and the Planning Meeting, which
provided solid direction on the members’ expectations from the referee program. At the final RDC/DRA
meeting of the year, a new vision and outcome for the referee system in the province was reviewed and
confirmed.
As we move forward into 2012, the Alberta referee program will focus on building a system that is
credible, honest, fair, forward looking and competent. The referee system will produce referees across
the province who have the following traits:
Knowledge
• know the Laws of the Game
• know the Rules of Indoor Soccer / Futsal
Skills
• have the skills to know WHEN to apply the LOTG/ROIS in
game situations
Techniques
• are trained and instinctively know HOW to apply the
LOTG/ROIS in the game situation to manage a game in a fair
manner, enjoyed by all participants and spectators.
Common Sense
• above all, use COMMON SENSE in officiating the Game for the
good of the Game
The Referee Development Committee will focus on an initial six month plan for the first half of 2012,
particularly a renewed education and development effort that will see a shift in focus from pure
knowledge evaluation to the development of capabilities and competencies that will help grow the
“whole” referee in all Districts.

Referee Registrations
This year, the staff at the Alberta Soccer Association took a more aggressive approach in ensuring that
existing referees across the province completed their annual registration and attended the appropriate
referee refresher course. This was done to ensure that the referees received support (both legal and
medical) as well as to ensure that a standard quality of refereeing was maintained throughout the

Appeals & Discipline
The 2010 – 2011 presented several challenges to
the ASA in handling Appeals & Discipline on
various levels. Until April 2011, several districts
were called upon to handle hearings involving
discipline with referees as the ASA was not
equipped to handle these cases. EDSA, CUSA and
CWSA deserve special recognition for ensuring
that all discipline was properly handled while the
ASA re-formatted their Board of Directors and
committees. Despite the difficulties, the ASA still
heard dozens of discipline cases involving game
activity. We used well over 20 different panel
members that gave on average 10 hours of their
time to handling on-field discipline.

The off-field incidents, after April 2011, were
handled by the newly formed Provincial Appeals

The ASA looks forward to implementing more
detailed Appeals & Discipline process’ moving
forward and will strive towards an Arbitration
clause in our By-laws in the near future.
This panel was tested in early June, 2011 with
the District Discipline hearing which was handled
professionally and properly. There is still a
learning curve associated with this new process
but it is one that the ASA plans on keeping to
ensure that all of the members have a
transparent process available should difficult offfield incidents occur.

2009 - 2010 AUDIT PRESENTATION (KPMG)
The general picture showed net expenditures ,including depreciation , as a loss of $275,000 of which there is
sufficient cash in the organization to address. An unfortunate incident in which many of the 2010 Provincial
team players fees were not processed was noted (total approximately $ 77,000). The finance department is
currently working on collecting on those fees. There were no significant outstanding receivables or payables.

2010 OPERATING BUDGET QUESTIONS
KPMG – Effective the 2011 fiscal audit, ASA will be required to apply different auditing standards as the
auditing standards in Canada changed effective December 14, 2010. ASA will have to make an accounting
policy choice about whether to use the new not-for-profit standards for accounting or use international
financial reporting standards for it’s fiscal year ending October 31, 2013. Until then, generally accepted
accounting principles will continue to be used.
It was also suggested that ASA consider streamlining it’s accounts to more generalized accounts. I.E. all
referee registration revenue as referee revenue, all youth fee revenue as youth revenue rather than posting
to numerous designated revenue accounts for each.
Legal fees totalled about $570,00 of which approximately $180,000 is in accounts payable in the end of the
year. Additional legal fees for services provided after the year end were not included and total approximately
$200,000.
Mr. Adams – Responded to questions raised by the indicated Districts regarding the following:
1) Sunny South - Increases in expenditures: Mr. Adams felt it inappropriate to speak to spending
occurring prior to his employment . He also did not feel it appropriate that staff be accountable
due to the number of the current staff members who are also new as well as the large staff
turnover which took place last year. Conversations he had with KPMG concerning the large
number of accounts in the ACC PAC system indicated the specific accounts where monies or
expenses were actually posted may have skewed some of what would be true totals in
comparison to budget accounts. With the time crunch to ensure the audit was completed in
time for the AGM and budget creation as well, a reassignment of account numbers to
correspond with budget items was not possible to execute prior to the audit or AGM.
2) Sunny South - Player Development/Over-expenditures/Low Scouting numbers : Shortfall in
select team revenue already noted previously (credit card processing). Other shortfall may lie
with lower number of team members than what were budgeted. Close to a third of the budget
is allocated to player development with an focus on youth development.
Unfortunately, significant turnover in scouts, in addition to the Technical Director leaving in 2010, and a
skeleton technical staff remaining for a large portion of the year all contributed to lower than anticipated
and desired scouting opportunities for Districts, especially the Rural ones.
3) Sunny South/EIYSA - All Stars: Mr. Adams was unsure of why All Stars was not budgeted for, not
being here during that process, as it is a program offered and going forward, it is an expense that
will be incurred.
4) CMSA - District Fees possible increase concerns : Mr. Adams explained that it would be
inappropriate for him to say there would be no increase in fees, although he was confident
board members would be familiar with the budgeting processes the districts would be going
through and it would be his recommendation to them that the fees should not increase for that
reason. As the decision lies with the committee it was impossible to make any guarantees.
5) St. Albert – Legal Fees: Approximately $200,000 has been accounted for leading up to January
21st, 2010. Some staffing items were addressed with Gowling ‘s HR lawyer who are still standing
as ASA’s lawyers. They were consulted regarding a couple indemnity issues for future boards
and were also used when filing legal requirements in regards to registries (necessary because of
the court judgment). There is also accounting for the three month severance that was
referenced by KPMG of the 2009 audited statements. The budget total listed is around
$280,000.
Further discussion regarding the budget was tabled as members agreed to e-mail any further questions they
would like to be directed to the budget committee to Mr. Adams by May 1st.

ELECTION OF OFFICERS
Mr. Calvin – Informed the members that the board members had seen a letter that was circulated on behalf
of FIFA earlier in the week. There has not been board approved minutes from the CSA board in response to
the letter at this time. The ASA board was advised to notify the members before any election that there is a
pending appeal hearing that’s been sent from one committee back to the board of directors and then back to
the appeals committee at the CSA level. The appeal is in regards to the SGM held in January. As per the
instruction of the president of the CSA, the members were advised not to proceed with the elections.
Mr. M. Traficante - He said that the FIFA letter that was circulated indicates that the CSA is in peril. The
proposed by-law change by EIYSA was tabled which he felt was good as it was what FIFA was largely
concerned with. As mentioned by Mr. Calvin , there were still other unresolved matters which needed to be
conveyed to the members as it was to CSA. He said he was not at the meeting to stop it and could not
identify the party who had initiated the appeal.
The members requested that Don Story be a scrutineer for the meeting rather than the ASA accounting staff.
He declined. Mr. Hancock and Mr. McKenzie were asked and agreed to be the scrutineers for the election.
Roll call was re-taken. All members present with the exception of the CSF and Metro Edmonton High Schools
and ACAC (voice but no vote).

i. Legal Fees Review
An update on the current amount of legal fees was provided. The membership asked for a review of the legal
fees and a search of previous minutes regarding legal counsel (Gowlings, Hutchison, Bennett Jones, etc.). The
ASA Board of Directors (BOD) explained that the ASA was in the process of researching new legal counsel and
that a review of legal fees would take place once a new firm had been selected.

An outstanding invoice from Bennett Jones totalling $90,274.19 that is made out to the “members of the
Alberta Socce Association” and the ASA BOD suggested that these fees be paid by the association.

ii. Select Team Review
The ASA BOD explained that the allocation of expenses to different select teams was the likely result in
missing the projected budget, check and balances have been put in place this year to check the numbers and
this will be reflected in the 2011 – 2012 budget.
The ASA BOD noted that the oustanding select team fees from 2010 are being recouped and to date the ASA
accounting staff have collected almost 75% of the outstanding fees.
iii. Revenue Allocation Review
The ASA BOD explained that the auditor (KPMG) has some suggestions to simplify revenue allocation and the
Director of Finance will be leading the meetings to make these adjustments following a meeting with the
auditor in July 2011.
