Massachusetts Continuing Legal Education (MCLE) aims to keep raising
the caliber of lawyers’ professional and ethical service to their clients and communities
by providing comprehensive and highly practical continuing legal education
of the highest quality to the broadest possible audience.

Massachusetts Continuing Legal Education, Inc. has
been the Massachusetts’ legal community’s premier
provider of hands-on programs and practical reference
materials for over 50 years. Originally begun as a
committee of the Massachusetts Bar Association, MCLE
was incorporated in 1969 as a joint venture of the MBA
and the Boston Bar Association. In 1976, we merged
with the New England Law Institute, bringing to our
operation a history of CLE dating from 1953.
MCLE is a nonprofit, self-supporting educational
institution. We depend solely on sponsor membership
dues, program registration fees, publications sales, and
charitable contributions to finance our instructional
activities and sustain growth and innovation in our
programs, publications, and services.

From our Board President
O
ver the past year, MCLE has put plan into
action, and I’m very pleased to report on our
collective success.
One year ago, in this Annual Report, I had the
pleasure of highlighting four initiatives that MCLE’s
Board and staff had undertaken to implement our
Long Range Plan using technology in new ways:
(1) instituting a weekly email newsletter to promote
MCLE’s many products and services to the
community; (2) collaborating with West
LegalEdcenter to air webcasts of MCLE’s programs
across the nation; (3) redesigning MCLE’s website;
and (4) introducing a subscription-based online
library of MCLE publications to the legal
community. I’m proud to report not only has MCLE
accomplished all of these goals during the past year,
but that in doing so, we exceeded even our
own expectations.
As of July 2008, MCLE’s new website is fully
operational. Its interactive features help users to
better manage their subscriptions, take control of
their CLE by customizing their preferences online,
manage their accounts, and use MCLE’s rich
databases in their legal research. The website,
www.mcle.org, integrates with our weekly email
communications to offer lawyers free content and
free introductory trials of the MCLE OnlineLibraryTM.
Law firms, individual subscribers, libraries, and new
lawyers alike are logging on to our website and
discovering what the OnlineLibrary has to offer
them.
In the past year, MCLE has also expanded its
outreach to lawyers: A new lawyer initiative was
begun in September 2007 with the roll-back of
program fees for lawyers admitted to practice during
the prior five years. In addition, a drive to encourage
new lawyers to become MCLE Sponsors has resulted
in increased activity among this important segment
of our bar. To date, new lawyers represent over onefifth of MCLE’s total program registrations—a nine
percent increase over last year’s numbers. This is due
largely to incentives MCLE has put in place to
interest new lawyers in becoming MCLE Sponsor
Members. Massachusetts’ new lawyer swearing-in
ceremonies also provided an occasion to introduce
new lawyers to MCLE products. As a welcoming
gesture to the newly admitted lawyers, MCLE
discounted the price of the OnlineLibrary for new
lawyers, while word continues to get out about the
value proposition offered by MCLE’s BasicsPlus!®
packages.
Our outreach to lawyers has taken an exciting
direction in the form of webcasts. During the
summer of 2008, MCLE adopted state-of-theindustry technology to develop independent
webcasts of our programs. MCLE has integrated
webcasting seamlessly into its daily operations,
building a rich archive of webcasts in addition to a
compelling weekly menu of live offerings that are
eminently accessible on lawyers’ desktops. Our
successful foray into webcasting via the MCLE
website complements our collaboration with West
LegalEdcenter, whereby MCLE’s content is made
accessible to lawyers across the nation.
Another way in which MCLE has expanded its
outreach is by taking our live programming to even
more locations across Massachusetts. In response to
customers’ requests, a greater variety of programs is
offered in locations ranging from Andover to
Worcester to Springfield. By taking MCLE “on the
road,” we are better able to recruit experts in the
same cities and towns in which they practice,
lending regional expertise to the content and variety
to the curriculum.
MCLE has been blessed with a Board of Trustees
consisting of distinguished members of the legal
community who are dedicated to the institution,
willing to give of their time, and genuine in their
commitment to the professional development of the
bar. During 2008, we were proud to welcome a new
Trustee, Thomas F. Maffei, of Griesinger Tight &
Maffei LLP, who brings to our “table” his wonderful
expertise in business litigation and an impressive
history of active MCLE involvement. But as with
every vital and lasting organization, arrivals are
often paired with departures. This year, Steven H.
Wright, of Holland & Knight LLP, will be joining me
in rotating off the Board. We thank him for his
insights and service on the Board over the past four
years and look forward to working with him in
different capacities.
Finally, and on a personal note, it has been both a
pleasure and an honor to have served on MCLE’s
Board of Trustees for the past decade, and as Board
President for the past two years. I’m happy to have
had the opportunity to meet and work with so
many talented and dedicated members of our
Massachusetts legal community, who share my love
for MCLE and my pride in our legal profession.
In 2009, I look forward to succeeding Joseph P.J.
Vrabel, as President of MCLE’s distinguished Board
of Overseers. Joe Vrabel was instrumental in the
formation of this important Board of “alumni”
trustees, who offer their unique experience and
valued institutional memory to help MCLE to
continue to move forward.

Extending the Reach
The volunteer experience at MCLE reflects both a
rich past and a vibrant present. For nearly four
decades MCLE volunteers have been developing
and presenting seminars, preparing rich
collections of written materials and generally
“raising the bar” for legal practice.
In 2007-2008, some 2,336 lawyers, judges and other
professionals volunteered for MCLE. They lectured,
led workshops, conducted demonstrations,
moderated panel discussions, answered questions,
authored and reviewed monographs, edited and
updated book chapters, served on MCLE’s board and
offered advice on its curriculum.
Recognizing the extraordinary value of these
contributions, MCLE has been making a
concerted effort to extend their reach—bringing
the knowledge and wisdom of its volunteers to
more attorneys in Massachusetts, other New
England states and beyond.
Webcasting a Wider Net
One of the most important elements of this effort
has been MCLE’s steadily expanding presence on
the Web—the educational forum of choice for an
increasing number of attorneys. Through a
collaboration with West LegalEdcenter—now
augmented by webcasts available solely through
MCLE’s website—MCLE has taken the seminar
experience from Milstein Hall and the Ten Winter
Place classrooms to computer screens from South
Hadley, Massachusetts, to Sydney, Australia.
Bookmaking Beyond the Borders
For a period now approaching two decades,
MCLE’s publishing program has concentrated on
Massachusetts law and practice, and built one of
the deepest and broadest collections in the
country. While continuing to improve and update
this collection, MCLE has recently begun to
develop a series of titles for other New England
states, beginning with Rhode Island, New
Hampshire and Connecticut. Initial efforts will
focus on core practice area topics such as estate
planning, evidence and divorce.
These newest titles will build on the work of
volunteer editors and authors from Massachusetts,
with volunteer practitioners from neighboring
states adapting MCLE publications as necessary
to adjust for interstate differences in law
and practice.
Maintaining a
Standard of Excellence
MCLE has spent many years establishing a
reputation for excellence in its programs and
publications, and it continues these efforts even
as it extends the reach of its educational offerings
throughout Massachusetts and beyond its borders.
In 2008 MCLE won its 29th award from ACLEA,
the international association of continuing legal
education organizations. The 2008 award
recognized the “Wealth Management Bootcamp
for Lawyers,” a two-day intensive program led by
experts from major financial institutions.
Staying Ahead of the
Latest Developments
Every year important changes in the law sweep
through the Massachusetts legal community. This
year the fallout from declining housing and
financial markets and major new initiatives by
the courts have had a substantial impact on legal
practice. MCLE has responded with expanded
programming and publications in such key areas
as foreclosures, bankruptcy, guardianship and
evidence to ensure that, as the law and the
economy move forward, the bar will not be left
behind.

MCLE Scholar-Mentor Awards
Many moments in a lawyer’s professional life
acknowledge their exceptional service to the
affirm his or her earliest calling to the
legal profession and their demonstration of the
profession of law—providing the highest caliber
following qualities and characteristics:
of legal services to one’s clients; generously
sharing practical expertise through continuing
legal education; mentoring a new lawyer—all of
these activities are evidence of a lawyer’s great
calling greatly pursued.
MCLE created the Scholar-Mentor Awards to
honor four MCLE volunteers each year who
have “raised the bar” through their outstanding
contributions to legal education, and to

programs and publications.
■ Creativity in the suggestion of new and
innovative CLE programs and publications.
■ Long-term service to MCLE as a dedicated

Helping to Give Voice
MCLE is committed not only to keeping lawyers
current in their fields, but also to ensuring that our
system of justice is fair and accessible to everyone.
MCLE helps advance these objectives by:
■ offering scholarships to every legal services staff
attorney in the Commonwealth, freeing up
legal services funds for direct client
representation;
■ working with pro bono organizations
throughout the state to make scholarships
available as a tool to recruit, train, and retain
pro bono volunteers;
■ providing needs-based scholarships to
practitioners who have little or no budget for
continuing education.
Over the past year, MCLE awarded 1,473
scholarships—over 11% of all seminar
registrations—to support the training of lawyers
who otherwise would not be able to attend MCLE
programs. These lawyers are vital to ensuring that
even the most vulnerable members of our society
have a voice in our legal system.
Throughout the year, scholarships were awarded
to more than 150 programs, covering every
practice area. Programs in family and criminal law
accounted for nearly 700, or 47%, of all
scholarship requests. Special education and school
law courses and those specifically designed for
solo and small firm practitioners continue to
receive a large number of requests for financial
assistance. In addition, scholarship requests for
MCLE courses on consumer bankruptcy and
foreclosures increased noticeably over the
previous year.
Closing in on
Our Campaign Goal
In order to sustain our practice of awarding
scholarships to MCLE programs, MCLE’s Board of
Trustees voted in 2005 to create a scholarship
endowment by raising $2.5 million to endow
1,000 scholarships in perpetuity. Due to the
generosity of over 400 lawyers and firms, the
Campaign for Endowed Scholarships has exceeded
the 60% mark and, as of October 31, 2008, raised
nearly $1,530,000.
During the past year, through the generosity of
many donors, MCLE established four new named
scholarship funds—honoring Loring P. Jordan, Jr.,
Hon. Robert E. Keeton, Gitta M. Kurlat, and
Herbert “Wiley” Vaughan—bringing the number
of named scholarship funds to 22. In addition to
funding scholarships to MCLE programs, these
funds provide a lasting and meaningful way for
family, friends, and colleagues to pay tribute to
outstanding members of the legal community
whose lives and work exemplify the best of
Massachusetts’ rich legal heritage.
Pursuing Donor-Worthy Activities
MCLE continues to look for ways to assist those
organizations in Massachusetts that advocate for
some of the most vulnerable members of our
society, including children, the elderly, individuals
with disabilities, the homeless, tenants facing
eviction, homeowners facing foreclosure, victims
of domestic violence, and immigrants seeking
asylum.
Last year, MCLE distributed over 1,100 vouchers
to 35 organizations that provide legal services or
assign pro bono cases in Massachusetts to assist
them in training their staff attorneys or in
recruiting and training private counsel who accept
cases on a pro bono basis. Our scholarships help
free up those organizations’ limited resources so
that they can more directly focus them on client
services. In a related effort, MCLE extended
scholarships to members of the newly created
Hampden County Bar Association’s Foreclosure
Task Force so that they could attend bankruptcy
and foreclosure programs in Springfield. The Task
Force used MCLE scholarships to help recruit and
train lawyers to counsel on a or reduced-fee basis
individuals in Hampden County who, as a result
of the sub-prime mortgage crisis and predatory
lending practices, face foreclosure or Chapter 13
bankruptcy.
In addition, MCLE has joined forces with
Massachusetts Law Reform Institute (MLRI) to
make annual government basic benefits training
more accessible to the many public and private
sector professionals who assist Massachusetts
residents in qualifying for and receiving
government benefits. Therefore, in addition to the
long-standing partnership MCLE has had with
MLRI to publish MLRI’s signature Advocacy
Guides, MCLE is proud to expand our
collaboration to include the offering of nine
annual basic benifits training programs.
As we continue towards our Campaign goal, we
thank our generous donors for their support of
our scholarship endowment and for helping
MCLE train lawyers and other advocates to ensure
that our state’s most vulnerable citizens have a
voice.
