MESSAGE FROM THE CHAIR
It is my pleasure in my second year as
Chair of the Radio Starmaker Fund
to present our outstanding results
from the fiscal year 2008-2009.
One of the primary goals of the
Starmaker Fund from the time it was
created by broadcasters in 2001 was
to provide stable and consistent artist
centered funding for touring and
marketing support. One of the statistics we are most
proud of is that 94% of all applications submitted this
year were approved. This has been remarkably consistent
over the past 7 years and illustrates that the Fund has
been designed carefully to ensure that qualifying applicants can rely on support from us year over year. We were
able to maintain this very high measure of consistency
even though we had a dramatic increase in applications.
We experienced an increase of submitted applications of
51% but maintained our 94% approval average to meet
the increased demand.

Another important issue for Starmaker is to ensure that
the funding is distributed broadly over new and emerging talent and that we are not funding the same artists
repeatedly. This year in addition to our dramatic
increase in applications we saw almost one third of these
applications from artists who were new to the Fund.
With new successful artists accessing the Fund each year
we can be sure that our funding is being optimized to
provide opportunities for a new generation of stars for
the future.
This year saw a new expanded collective initiative to provide funding to more music associations and festivals
than in previous years. Thanks in large part to careful
management of our capital fund, we were able to provide
twice as much funding to festivals and conferences across
the country. This guaranteed more performance and
networking opportunities for artists at premier events
like North by Northeast, Pop Montreal and the Juno
Awards, to name just a few.

forward to working further with the new Board and the
very capable staff here at Starmaker to continue to set
and meet these very high standards for supporting artists
in Canada.

MANDATE
The mandate of the Radio Starmaker Fund is to
make a substantial and discernable difference to
the careers of Canadian musical recording artists
through artist driven marketing assistance, and
to support the Canadian independent music
infrastructure.
Created by the Canadian Radio-television and
Telecommunications Commission’s Radio Policy
Review of 1998, the Radio Starmaker Fund has
completed its eighth full year of operation.
French language artists are supported by Fonds
RadioStar, although Radio Starmaker Fund
supports non-French language and instrumental
projects originating from Quebec.

In order to qualify for the Radio Starmaker Fund, artists are required to reach prescribed sales levels by genre and
demonstrate a financial commitment to the marketing of their recorded project. For a detailed description of our criteria

immigrant, a resident of Canada and the ownership of the master recording must reside with a Canadian company.
We continue to fund artists from a wide variety of musical genres and from every region of the country.

Marketing Canadian urban artists has become a massive
challenge for labels across the country. With limited
outlets for publicity and promotion, it’s increasingly
difficult to compete with mass-marketed American hiphop artists. With the generous assistance of the Radio
Starmaker Fund, we were able to gain access to the mass
media and compete with these international stars on a
level playing field. As a result of our marketing initiatives,
we were able to deliver a top 10 single at radio, a top 5
video at MuchMusic, a MuchMusic Video Award and very
strong business at both physical and digital retail.

We have established throughout the operation of the Fund a system of following up with our applicants to seek
feedback on the impact of the funding. Statistics can only tell part of the story and we prefer to have specific

Canadian country music artist George Canyon's latest release
"What I Do" has benefited greatly from the Radio Starmaker
Fund. The funding assistance was a pivotal part of an extensive
phase two advertising campaign that included both regional
radio and national television. A successful mobile marketing
and promotional campaign was also developed in conjunction
with targeted outdoor transit postering. Previously, the Radio
Starmaker Fund aided in the release of George's "Classics"
album, as well as the ensuing cross-Canada tour behind that
release. Through the on-going support of Starmaker, George
Canyon's star continues to rise with multiple Juno Awards and
CCMA Awards to his credit.

ARTIST PROFILE: DANNY FERNANDES
With the support of the Radio Starmaker Fund, Danny
Fernandes' debut release “Intro” was a great success. It
debuted at #1 on iTunes its first week of release and has since
delivered two gold singles, "Private Dancer" and "Fantasy". His
latest single "Never Again" is currently climbing both the radio
and sales charts. Funding from Starmaker allowed us to focus
our marketing on core outlets like radio, television and on-line,
as well as through street promotions. As a result, Danny's
debut release has reached some incredible milestones to date,
with many more to follow.
Danny Fernandes was the biggest new Canadian artist at radio
in 2009, with over 50,000 spins to date. His last two singles
"Private Dancer" and "Fantasy" hit the Top 10 at radio nationally. He had the greatest impressions and mass audience exposure of any new Canadian artist. Danny achieved back to back
#1 videos at MuchMusic and a record five nominations at the
2009 MuchMusic Video Awards - tying Nickelback for the most
nominations of the year. He also found time to appear as a
celebrity judge on YTV's Karaoke Star Junior, evaluating talented young Canadians from coast to coast.
In addition, Danny toured the country relentlessly with top acts
such as Flo Rida, Akon, Girlicious and Sean Kingston. Touring
the country on multiple occasions provided Danny with the
opportunity to personally promote “Intro” and allowed the
Canadian public to see his talent first-hand. This enabled his
fans to become a part of his rise to stardom.
The exposure and support Danny has received for his debut
release has been humbling. It has enabled him to set the foundation for a long and prosperous career. The Radio Starmaker
Fund has played a pivotal role in this success and has assisted
in making Danny Fernandes Canada's newest pop sensation.

With the help of Starmaker, Priestess went from playing small
bars to festivals around the world with legends like Motorhead,
Megadeth and Iron Maiden. As the touring continued, word
of mouth began to grow as did the band’s profile. Listening
stations, ad buys, on-line marketing, press and radio spots all
worked in concert to propel sales and spins. Requests for song
placements came in for hit television shows and videogames,
including Guitar Hero III. Digital sales for the song placed in
the game have gone well past 100,000 units and traffic to the
band's video on youtube has exceeded 2,000,000 views. With
the help of the Radio Starmaker Fund, we were able to react
at exactly the right time in order build a completely unknown
band into an international success story.

ARTIST PROFILE: JAYDEE BIXBY
Jaydee Bixby had great success after the release of his debut
album "Cowboys and Cadillacs" in July 2008. After coming
in second on Canadian Idol in 2007 at the young age of 17,
Jaydee went into the recording studio and came out with a
fantastic debut album. The lead off single "Old Fashioned Girl"
climbed the country radio and CMT charts, going top 10 at
CMT and to #11 on the national radio chart.
HRM Records & International Arts Music supported Jaydee
Bixby with the assistance of the Radio Starmaker Fund to
ensure he was surrounded with strong promotions. These
promotions included retail, print media, radio buys, television,
street and viral promotions, video blogs, myspace and
Facebook promotions, contests and much more. In every
aspect of the past year in promoting and enhancing Jaydee
Bixby's career we used smart, targeted promotions that
showed positive results.
The strong support at retail, radio and video led to great
touring opportunities for Jaydee. With Starmaker’s support
Jaydee was able to perform extensively through 2008 and
2009. He supported Taylor Swift and Kenny Chesney at
Commonwealth Stadium in Edmonton, as well as doing
shows with Terri Clark, Montgomery Gentry, Lonestar and
many more. His touring success led to Live Nation coming
on board to work with us on a headlining tour across Canada.

Jaydee successfully toured the country as a headliner – a great
achievement for any new artist on their debut album.
The Radio Starmaker Fund was instrumental in the marketing
and promotion of this album as well as the touring. Now
fourteen months after the release of “Cowboys and Cadillacs”,
Jaydee has just completed summer touring packed with a
combination of headlining and festival appearances. His
fourth single is at radio and the video has gone immediately
into medium rotation. He has scanned over 20,000 units in
Canada making him one of the highest selling Canadian artists
on their debut album.
Having just turned 19 years old, Jaydee has been writing
this past year in preparation for his second release. He will
spend time in Nashville this fall co-writing with some of
Nashville's best talent, then jump immediately into the studio
in Vancouver for the last few months of 2009. HRM Records
& International Arts Management are preparing to release his
sophomore album in spring 2010 with an amazing foundation
already laid thanks to the Radio Starmaker Fund's support.

Great Lake Swimmers and (weewerk) deeply acknowledge
the monies received from the Radio Starmaker Fund towards
building their career. Both domestic and international
touring monies enabled the band to tour extensively behind
their last two releases. Marketing funds received for their
recent "Lost Channels" release has allowed our record label,
Nettwerk, to successfully promote the album on a much larger
scale than would have otherwise been possible. This effectively
created a new level of awareness for Great Lake Swimmers
upon the March release, culminating in their nomination
for the esteemed Polaris Music Prize this Fall. We would like

ARTIST PROFILE: KREESHA TURNER
Kreesha Turner was discovered in Edmonton. Winning a
Bounce FM talent competition put her on the radar of EMI
Music Canada, as well as Chris Smith Management.
Kreesha's goal was to become Canada's next international
pop star and she worked with a number of top writers and
producers developing her debut album “Passion”. The writers
and producers on her album have also worked with Rihanna,
Beyonce, Jennifer Lopez, Nelly Furtado and many other
internationally renowned pop artists.
As the songs for the album came together, EMI's Licensing
and Syncs department began securing placements for her
songs in television, film and advertisements. Placements
included Entourage, Desperate Housewives, Gossip Girl
and many more. The incredible reaction we received from
music supervisors re-affirmed our belief that Kreesha had
a bright future ahead of her and this was six months ahead
of her album release.
CMW 2008 was her “coming out” party, where she performed
at a CHUM Radio/MTV event, presented at the CMW Radio
Awards luncheon and hosted a meet & greet/album playback
party. Kreesha's exposure to the radio industry over that
weekend helped secure further showcases and interviews

and support at radio leading up to the August 30th, 2008
release of the album.
The launch of Kreesha Turner's debut was given a big assist
by the Radio Starmaker Fund. The funding enabled us to reach
further with our marketing spends, especially into secondary
and tertiary markets that may have been passed over without
the availability of additional funding. This also enabled our
local promotion and publicity representatives to nurture support
at local radio and press outlets. Starmaker funding and especially their ability to change allocated grants as developments
warranted, was instrumental in our ongoing marketing on
the project, enabling us to initiate targeted marketing spends
around press appearances, in-store performances and third
party events.
Kreesha's management and EMI Music Canada are extremely
grateful for the support granted by the Radio Starmaker Fund.
It helped us develop Kreesha Turner from being the winner
of a local radio competition to a nationally recognized artist.

ARTIST PROFILE: THE LOST FINGERS
Tandem.mu released The Lost Fingers’ first album in May
2008. Since then, the band’s journey has been filled with
excitement. Their radio debut with the phenomenal hit single
“Pump up the Jam” helped the band to quickly become
known all over the province of Quebec.
The band has performed throughout the world in both festivals
and at their own concerts. As a result of their music and
touring, Tandem has obtained several promising licenses for
international territories including France, Belgium, Switzerland,
Spain and Mexico.
With the help of Starmaker, Tandem.mu has been able to
develop these international markets. It is with these funds that
the band was given the opportunity to showcase for members
of the international music industry and to perform as both a
headliner and opening act. This further established the band
and allowed Tandem and the group to conquer new territories.
In Spain, The Lost Fingers have been fortunate to do a great
deal of radio, press, and television promotion. Their version of
“Pump Up The Jam” was used in a major beer advertising
campaign. The promotion has been supported by booking
the band as the opening act for renowned artists played by
Radio Cadena 100, the #1 pop-rock station there.
In France, we had the opportunity to do showcases at
FNAC in Paris and in Lyon. In Lyon, The Lost Fingers were
also the opening act for the well-known band Tryo, leading
to continued promotion with the local media. The support
received from Starmaker also allowed The Lost Fingers to
present a concert in Rheims, sponsored by Champagne
FM Radio, the most important radio station in this region.
Thanks to support from the Radio Starmaker Fund, the
Lost Fingers are one of Canada’s most promising stars in
both Canada and in foreign markets throughout the world.

Hayley Sales was signed to Universal Canada in February, 2006
and her debut album “Sunseed” was released in June, 2007.
Japanese independent label Surfrock International became
the Japanese licensee for Hayley and put together an extensive
promotional campaign behind the release of the album.
Monies from the Radio Starmaker Fund aided us in bringing
Hayley and her band to Japan to promote the release, helping
make her initial time there a stunning success. This led to an
appearance at the famed Fuji Rock Festival, the eventual sale
of over 17,000 albums and numerous offers from Japanese
publishing companies to administrate her compositions.
My inaugural experience working with the Radio Starmaker
Fund was nothing less than spectacular.

ARTIST PROFILE: TOKYO POLICE CLUB
Tokyo Police Club’s debut full-length “Elephant Shell” (Mean
Beard/Universal) was released in late April of 2008. It has
been a resounding success for the band with much appreciated
funding assistance from the Radio Starmaker Fund across all
programs – domestic and international marketing, as well as
domestic and international touring. The album gained strong
radio support, has sold more than 17,000 copies in Canada
(over 48,000 in the U.S.) and the band was nominated for
a Juno Award in the Group of the Year category. They also
received a nomination for MTVU’s Woodie of the Year award
in the U.S.
The international marketing component gave the band a
boost at television as well as radio. The album release was
celebrated with a performance on David Letterman’s show
in April. They were invited to tape an episode of F’N MTV
in Los Angeles, which aired nationally on the U.S. network
in June 2008. In December, they appeared on the Late Late
Show with Craig Ferguson, the same week as their performance on MuchMusic’s Much on Demand program.
The U.S. marketing netted amazing press coverage including
a full page in Spin and feature articles in Rolling Stone, the
New York Post, Alternative Press, Elle and many more. This

increased visibility resulted in a request from Converse to
design a shoe for their (RED) campaign, part of the proceeds
for which went to the Global Fund to fight AIDS, tuberculosis
and malaria.
It was also a breakthrough year for touring for the group.
With the help of Starmaker funds they were able to perform
throughout the UK, Europe, Australia, Japan, the U.S. and
Canada. Starmaker’s assistance also made it possible for
them to accept a North American tour opening for Weezer.
Though the tour was low-paying, it resulted in massive visibility
allowing them to play larger venues on their next U.S. tour.
The headlining tours were great successes and included 2
sold out shows at Toronto’s 850 capacity Opera House.
With the help of the Radio Starmaker Fund’s various programs,
there’s no holding back Tokyo Police Club. The band is very
grateful for the opportunity to build a national and international career and hope to continue to grow their audience around
the world.

“I Know You’re Married But I’ve Got Feelings Too” is the
follow-up to Martha Wainwright’s smash self-titled debut.
Our phase two marketing efforts were concentrated mainly
in Quebec, the market that holds the highest percentage of
her sales. The Radio Starmaker Fund helped support this
marketing plan by allowing us to create a much larger splash
within Quebec, strategically combining press and traditional
marketing. Funding also greatly supported her tour and
overall awareness within the media. Canada is one of
Martha Wainwright’s leading markets as well as her home.
Starmaker has greatly contributed in helping us achieve
success for Martha within our country, as well as to fuel

The Radio Starmaker Fund’s financial support of The
Midway State has been instrumental to the group’s success.
The funding allowed us to retain the services of an independent radio promoter and publicity firm, while supporting
their efforts with a variety of advertising and marketing spends.
As a result, in Canada The Midway State has a #1 video to
their name and a top 15 single at both the Hot AC and CHR
radio formats, ultimately earning them a CRIA certified gold
single. The band had more wins at the 2009 MuchMusic
Video Awards than any artist outside of Nickelback and went
on to receive multiple Juno nominations. Starmaker was a
critical ingredient in this success.

ARTIST PROFILE: KARINA GAUVIN
The international career of Canadian soprano Karina Gauvin
has really taken off with her most recent recordings. Renowned
as a specialist in Baroque opera, Karina brings great conviction
to the roles of the heroines of Handel, Vivaldi, and Mozart in
studios and on stages around the world.
Her solo CDs on the ATMA Classique label have won a large
and appreciative audience both here and abroad and solidly
established her reputation with the most exacting of record
collectors. Describing her recent release “Handel”, a London
Times critic wrote, "Her glinting soprano, bright-edged yet
deliciously rounded and sensual, is used with rare understanding for character."
A media campaign, supported by the Radio Starmaker Fund,
has helped Karina make her releases known to her public.
Though a singer who specializes in Baroque opera cannot
expect to match the sales of a pop diva or a crossover star,

the audience for classical voices is still large enough to justify
the marketing effort needed to reach it. Karina's recordings
are now reaching the top of the SoundScan classical chart.
Starmaker’s international marketing program has allowed us
to launch a global campaign to assure true public awareness
in a world where borders no longer exist. Audiences around
the world, from the Concertgebouw to Carnegie Hall, have
been charmed by Karina Gauvin's voice. The Radio Starmaker
Fund has helped us leverage Karina's visibility on international
tours by supporting advertising in magazines and on the
radio. The prestigious magazine Gramophone now refers
to Karina Gauvin as the "Canadian superstar soprano" and
as an "undisputedly brilliant Baroque opera star."

We can trace the success of Shad's album, "The Old Prince",
directly back to support received from the Radio Starmaker
Fund. Touring funds allowed us to sustain the title through
the Spring of 2009, over a year and a half after its release.
The monies enabled Shad to perform at both the CMJ and
SxSW conferences, which led to Shad being offered the entire
2009 Vans Warped tour. International marketing funds
permitted Black Box to actively work the record in the U.S.
throughout the Warped Tour, including a full publicity effort,
print and on-line marketing and a college radio campaign.
The groundwork that has been laid internationally and
the continued momentum for the project in Canada bodes
extremely well for Shad's next album, expected early in 2010.

ARTIST PROFILE: STATE OF SHOCK
State of Shock released “Life, Love & Lies” in June 2007 on
Victoria-based, indie label Cordova Bay Records. Produced
by Jeff Dawson (Daniel Powter, Holly McNarland), the album
is full of great pop/rock songs with catchy hooks, wicked
guitar lines and a driving bottom end that makes you move,
even when you're sitting down. But everyone knows it takes
more than just making an album to make it big.
Facing strong competition from major label artists looking
for airplay, State of Shock’s first two singles from the release,
“Money Honey” and “Hearts That Bleed” were met with great
success at radio. This was quickly followed by a 2008 Juno
Award Nomination for New Group of the Year, two Canadian
Radio Music Awards for Rock and CHR, as well as a Canadian
Indie Music Award for Single of the Year.
With this initial traction in place, Cordova Bay Records applied
for domestic marketing monies from the Radio Starmaker Fund
in order to help provide the financial support required to properly market State of Shock on a national level. The grant that
was awarded in February 2008 provided significant help
to build the story with tools that included radio contesting,
numerous advertising initiatives, co-op buys with major retailers and the hiring of Frontside Promotions to handle radio
promotion, publicity and street team co-ordination.
This marketing plan was put into effect throughout the spring,
summer and fall of 2008 in order to coincide with the band’s
touring schedule. It was also done in conjunction with the
release of their third single, “Best I Ever Had” which reached
#1 on MuchMore Music and ultimately the fourth single off
of “Life, Love & Lies” called “Too Pretty”, which made it into
the Top 10 on Rock Radio and is still receiving considerable
play. These efforts paid off as 2009 saw “Money Honey”
attain Canadian double platinum status, “Best I Ever Had”
reaching the level of Canadian gold and State of Shock
branching out with a major American record deal.
The Radio Starmaker Fund has undeniably been a very key
part of State of Shock’s success. The band, their management
and Cordova Bay Records are all extremely grateful for this
support. It has been instrumental in carrying the momentum
that led to four successful radio singles, significant record
sales, international attention and most importantly a rapidly
growing audience.

ARTIST PROFILE: CANCER BATS
The Cancer Bats exploded onto the metal/hardcore music
scene in 2006. Since then, the band has signed licensing
deals with international labels in the UK, Australia, Japan
and the US and has performed hundreds of shows and at
major festivals across the globe. In 2008, the Cancer Bats
unleashed their sophomore album “Hail Destroyer”. The album
garnered the band numerous press features and cover stories
in both national and international publications, brought them
their second MuchMusic Video Award nomination and a Best
Album nod at the 2008 Kerrang! Awards. The release also
led to their nomination for “New Group of the Year” at the
2009 Juno Awards.
The Radio Starmaker Fund has played an integral role in
the success of “Hail Destroyer”. With the support of Starmaker,
their Canadian label Distort Inc. was able to secure extensive
national print, television and radio advertising campaigns, as
well as finance the use of an independent publicity company.
These marketing initiatives were integral to helping further
brand the group across Canada, specifically in regard to
gaining exposure on radio, which has always been a difficult
medium for metal bands to infiltrate.
In addition to providing invaluable marketing and publicity
support, Starmaker's domestic and international tour programs

enabled the Cancer Bats to embark on numerous tours
which have been crucial to the development of the band on
a global scale. These touring opportunities have helped them
develop a strong network both internationally and nationally,
strengthening key relationships with their audience, their
various record labels, management, agents and promoters.
This touring led to the acquisition of management in the UK,
new distribution and international record label opportunities,
higher profile dates and extensive international press coverage.
Given the challenges faced by developing artists, specifically
within the metal genre, the Radio Starmaker Fund is a key
component in ensuring that emerging Canadian artists like
the Cancer Bats receive the necessary financial support to
effectively promote their music around the world. The Cancer
Bats are currently in the studio recording the follow up to
“Hail Destroyer” with a release expected in early 2010.
They will be touring across the UK this fall with Billy Talent.
