MINUTES OF MEETING
The Commissioners of the Norfolk Redevelopment and Housing
Authority (the “Authority”) met in a regular monthly
meeting at 201 Granby Street, Norfolk, VA at 8:06 a.m. on
Wednesday, April 27, 2011.
The meeting was called to order by Chairman W. Sheppard
Miller, III. Upon roll call those present and those absent
were as follows:

The Chairman presented the previously circulated minutes of
the April 8, 2011 Board meeting. Upon motion of Mr. Layton,
seconded by Ms. Hamm Lee, the minutes were unanimously
approved.

Staff continues to work diligently on the budget.
The time frames have been adjusted to obtain more
information about the City’s proposed budget so that better
decisions can be made. On May 11, 2011, staff will present
budget balancing strategies.

budget will affect the Authority. Mr. Montgomery responded
that CDBG, CIP, and HOME funding all will likely be
reduced.
Mr. Montgomery also observed that communications
with the City administration and its budget office have
improved immensely.
In response to a question from Mr.
Layton, the Commissioners were advised that the Authority
has not received a response from HUD concerning the
Authority’s appeal of HUD’s request to return housing
choice voucher funds.
B.
Chairman of the Board Comments

Representatives from HUD will be visiting on June
27th and 28th to discuss the recently awarded Choice
Neighborhoods planning grant.

The Chairman plans to attend the May 10th meeting
of the ECBD.

III. Development Operations
A. Challenges in New Housing Development
Mr. Jim Gehman gave a PowerPoint presentation, a
copy of which has been filed with these minutes, and he
responded to general questions.

Finance and Administrative Operations
A. Previous Month’s Activities
In response to a question from the Chairman, Mr.
Gehman stated that townhomes are selling better than
single-family detached homes and that financing of new
construction is harder to obtain. Ms. Hamm Lee asked what
was represented in the “Price” column on the Disposition
Report. Mr. Gehman responded that the figures represented
the land sale price. The Chairman suggested that the column
be renamed “Land Price” for future reports. He also
suggested that a footnote be added to the report to
indicate that NRHA’s share of the proceeds from the sale of
East Beach lots is 20%. The Chairman noted that the recent
downward trend in tenant charge offs and asked why. Ms.
Donnell Brown stated that procedures have been put in place
to assist residents with budgeting and, accordingly, there
have been fewer evictions and less write-offs.

V. Housing Operations
A. Housing Operation’s Quarterly Report
Ms. Donnell Brown summarized several highlights
from the report:
1. Vacant unit “turn time” is still under the fifteen
day goal.
2. HUD is proposing a new scoring system for public
housing and, if implemented, NRHA’s scores may be
different because of new scoring criteria.
3. The Client Services section recently conducted
entrepreneurship training for the Tenant Management
Corporations.

service to each of the public housing communities
and, in addition, builds cabinets and provides
vehicle maintenance for other housing authorities.
10. The Authority will be entering into two Memoranda
of Understanding with the Portsmouth Redevelopment
and Housing Authority. NRHA will provide advice and

assistance concerning low income housing tax credit
projects and will perform Section 8 inspections for
the Portsmouth Authority for which NRHA will be
compensated.

The Chairman stated for the record that he is recusing
himself from participation, discussion or any vote on the
disposition of the subject property in the Lambert’s Point
Conservation Area because the potential buyer is a friend
who recently made a gift to the Chairman of some used heat
pumps. Upon motion of Mr. Layton, seconded by Ms. Anderson
the following Resolution was unanimously adopted with Ms.
Anderson, Mr. Bilisoly, Ms. Hamm Lee, Mr. Layton and Mr.
Miller voting in favor of the Resolution:

A.
Chief Executive Officer Update
Several items were summarized and briefly discussed by
Mr. Montgomery:
1.
NRHA will host a Section 3 Compliance Summit for
local and regional housing authorities on June 30, 2011.
2.
The annual NRHA Family and Fun Day will take
place at the Zoo on June 24, 2011 beginning at 10:00 a.m.
3.
A draft of the St. Paul’s Quadrant plan has been
circulated
by
the
City’s
Planning
Department.
The
Commissioners will be briefed at an upcoming meeting.

The
Broad
Creek
Homeowner’s
Association
is
working with The Community Builders to hold a Tech Fest on
June 25, 2011.

Representatives from HUD will be here at the end
of
June
to
discuss
the
recently
awarded
Choice
Neighborhoods planning grant.

There was recent article in the Virginian-Pilot
discussing smoking policies of other local public housing
authorities. NRHA is currently surveying the residents and
a report will be provided to the Commissioners at an
upcoming meeting.
7.
Staff will conduct a tax credits orientation
session in the coming week; representatives from the City
have been invited to attend.
8.
On May 17, 2011, staff will have a work session
on capital needs and funding. The City Manager plans to
send representatives from the City’s Planning Department to
observe.
9.
Last week, 42 members of the Builders’ Guild
attended a lunch and learn event focusing on “green”
building.
10. A $2,000.00 scholarship has been awarded by
VAHCDO to a public housing student and Ms. Donnell Brown
will make the presentation later this week.
B.
Chairman of the Board Comments
1.
The May 25, 2011 meeting of the Commissioners
will be held at Ruffner Middle School beginning at 4:00
p.m.; there will be a public hearing on the proposed budget
beginning at 6:30 p.m. that evening.
2.
The Salvation Army dinner in connection with the
Kroc Center fundraising efforts will be held tomorrow
evening beginning at 6:30 p.m. at the Waterside Marriott
Hotel.
3.
The NAHRO summer conference will be held in July
and all Commissioners are encouraged to attend.

Efforts are ongoing to schedule a joint meeting
with the Norfolk School Board.
5.
A meeting of the HRV Board of Managers originally
scheduled for next week will likely need to be rescheduled.

Finance and Administrative Operations
A. FY2012 Budget Process-Budget Balancing Strategies
Mr. Montgomery introduced Budget and Compliance
Director, Brenda Benn, who gave a PowerPoint presentation,
a copy of which has been filed with these minutes. Mr.
Montgomery summarized the challenges facing the Authority,
focusing on those with financial impact. He reported that
he has ordered an Authority wide review of programs,
services and positions and that he has announced two
retirement incentive programs. Ms. Benn then reported on
changes in projected revenues and expenditures since the
last meeting and outlined a number of strategies to balance
the FY2012 budget. After discussion, the Chairman thanked
staff for an incredible job in very difficult economic
times and noted that there have been no raises for staff in
several years and that should not continue. He also noted
that reserves are decreasing and reliance upon reserves to
balance the budget is not a sustainable strategy but he is
encouraged that the special project ordered by Mr.
Montgomery to review programs, services and positions will
identify options and solutions.

BACKGROUND
NRHA owns four privately managed properties: Mission College, Park Terrace, Oakmont North
and Merrimack Landing. Mission College and Park Terrace are managed by S.L. Nusbaum.
Oakmont North and Merrimack Landing are managed by the Lawson Group. At the request of
the Board, quarterly status reports are provided on the operations at each site.
STATUS
Attached are reports for Park Terrace, Oakmont North, Merrimack Landing, and Mission College
as of March 31, 2011. Much of the information requested by HUD, VHDA, and other financial
institutions is included in the report format.
FUTURE ACTION
The next quarterly reports (April - June) will be provided in the August Board packet.

Subject: Smoking Policy for Public Housing

BACKGROUND
In PIH Notice 2009-21, the U.S. Department of Housing and Urban Development (HUD) strongly
encourages Public Housing Authorities (PHAs) to implement non-smoking policies in their public
housing units in order to provide increased public health protection for residents of public
housing. HUD cites a number of reasons as to why a PHA should implement non-smoking
policies:
Cigarette smoking is the number one cause of preventable disease in the United States.
The elderly and young populations, as well as people with chronic illnesses, are especially
vulnerable to the adverse effects of smoking.
Environmental Tobacco Smoke (ETS) can migrate between units in multifamily housing,
causing respiratory illness, heart disease, cancer, and other adverse health effects in
neighboring families.
Smoking is also an important source of fires and fire-related deaths and injuries.
Reduced maintenance costs. Turnover costs are increased when apartments are vacated
by smokers. Additional paint to cover smoke stains, cleaning of the ducts, replacing
stained window blinds, or replacing carpets that have been damaged by cigarettes can
increase the cost to make a unit occupant ready.
According to a state-funded anti-smoking group, the Smoke-Free Environment Law Project of
the Center for Social Gerontology, as of January, 2011, at least 230 local housing authorities had
adopted smoke-free policies for some or all of their apartment buildings. Some PHAs have
established smoke-free buildings. Some PHAs have continued to allow current residents who
smoke to continue to do so, but only in designated areas and only until lease renewal or a date
established by the PHA. And some PHAs are prohibiting smoking for new residents.
STATUS
NRHA staff raised the non-smoking issues during the Resident Annual Forum on December 8,
2009 and November 13, 2010. There was mixed reactions from the residents on whether NRHA
should adopt a non-smoking policy. Some believed that it should be their right to smoke inside
their home, while others believed that secondhand smoke negatively impacted other nonsmoking residents.

As of April 2011 over 800 surveys have been returned to NRHA with the following results:
69.3% of the responders would choose to live in a smoke-free apartment
67.2% of the responders who currently smoke would be interested in quitting
67.7% of the responders would support rules that prohibit smoking inside units at NRHA.
FUTURE ACTION
NRHA is providing additional time for residents to complete and return their survey form.
Further discussion is needed before a decision on this subject is reached. The following are
decisions that NRHA will need to consider:
Continue to allow smoking in all of its units.
Prohibit smoking in all of its units and within an established distance from the buildings or
on any Housing Authority property.
Prohibit smoking only in all new developments for which construction started after the
policy is implemented.
Prohibit residents who lease units in one or more specifically identified properties from
smoking in their units. Current residents living in those properties who smoke may be
required to relocate via transfers or use of Section 8 Housing Choice Vouchers or may be
“grandfathered” and allowed to continue smoking in their units.
Prohibit smoking in one or more specifically identified properties. Residents living in those
properties who smoke will be required to relocate via transfers or use of Section 8
Housing Choice Vouchers (or no transfer options are to be offered).
Prohibit all Housing Authority staff from smoking on any Housing Authority property
including grounds, units, offices and non-residential buildings, common areas, vehicles,
etc.
If a decision is made to implement a no-smoking policy, NRHA would offer support by entering
into collaborative partnerships with local public health and non-profit organizations that can
provide resources to tenants and staff who may chose to quit smoking.
We will continue to keep the Board updated on this issue.

The Royster Building has been listed for sale with CB Richard Ellis (CBRE).
STATUS
CBRE has used its extensive network to inform other agents and prospective investors of the
availability of the property. Several interested parties have made inquiries and four have toured
the facility. In addition to those listed in the attached CBRE report, a MR. Gould from Boston
was shown the building by an agent from Harvey Lindsay.
FUTURE ACTION
CBRE will provide a monthly report on any prospective investors. We will keep the Board
advised.

BACKGROUND
On March 25th the U.S. Department of Housing and Urban Development (HUD) awarded NRHA
and the City of Norfolk a $250,000 Choice Neighborhood Initiative (CNI) Planning Grant for the
Expanded St. Paul’s Area study. The two-year planning grant will allow the City and NRHA to
build upon the St. Paul’s Quadrant study and develop a comprehensive neighborhood
transformation plan that will establish the redevelopment steps, direction, partnerships, and
organizational leadership that will be necessary for a future CNI implementation grant
application. The CNI is intended to replace the Hope VI program by extending the programs to
other HUD assisted housing developments in addition to distressed public housing communities
in order to have a broader transformation into viable and sustainable mixed-income
neighborhoods by linking housing improvements with appropriate services, schools, public
assets, transportation, and access to jobs.
STATUS
The City is in the process of distributing the draft St. Paul’s Area study which will provide the
foundation for the CNI planning study (See Board Update on St. Paul’s Study). The CNI
Planning grant will be used to translate the St. Paul’s planning effort into a future CNI
implementation grant application, which if successful may result in an award of $31 million for
the St. Paul’s redevelopment effort.
NRHA and City Planning staff are forming four committees to direct the work effort of the
transformation plan. The four committees are, the Project Coordinating Committee and three
task area committees; Physical/Housing; People; and Neighborhoods. The committees will
develop the strategies to accomplish the physical redevelopment of the St. Paul’s area, deliver
new educational opportunities and supportive services and address critical infrastructural
deficiencies. The committees shall accomplish task items through directed work assignments,
coordination with partners, research, dialog, in-house and contracted studies, working groups,
sub-committees, evaluation of sister projects, input from residents, stakeholders and partners
through charrettes, advisory meetings, interviews and surveys and public meetings. A number
of consultants will also be engaged to support development of the transformation plan and
planning activities. The target area for the planning grant expands the St. Paul’s planning area
and includes the adjacent areas to the north, including Calvert Square, Lexington Park
Apartments, Hunters Square and the Olde Huntersville neighborhood.
The focus of the
redevelopment is the St. Paul’s area, however, the supportive services and additional
neighborhood improvement strategies will be extended into the expanded area (see attached
map).
NRHA has received the HUD grant agreements and is currently reviewing and preparing for
CEO’s signature. On June 27th and 28th the HUD grant administrator Jon Hennessee with other
HUD staff members from Washington and the Richmond field office will visit Norfolk to review
CNI work programs, tour the site, and meet with St. Paul’s advisory committee. The HUD staff

are looking to discuss our approach, identify any weaknesses in our scope and offer feedback
and establish working relationship on the grant oversight and implementation. The agenda for
their visit is attached. NRHA staff is coordinating with City staff on the HUD visit.

BACKGROUND
The City began planning for the redevelopment of the Saint Paul's Area in the Summer of 2005.
The first phase of the study involved extensive analysis, public input sessions, stakeholder
interviews and community meetings. The consulting firm Goody Clancy out of Boston, led the
planning effort. The overriding goal of the effort was to establish a guide that will direct future
redevelopment in the St. Paul’s area, including the demolition of the 618 units in Tidewater
Gardens. In 2007, the vision phase of the project began with the studies and input coalesced
through a working group and steering committee, into the initial guiding principles and concept
plan for the St. Paul’s area. The 2007 concept plan has served as the basis for all subsequent
discussion and work. The draft plan phase began in the Summer of 2009 with the formation of
the St. Paul’s Advisory Committee which includes membership from Tidewater Gardens, area
churches, businesses, Norfolk Public Schools, and NRHA. The Advisory committee met from the
July 2009 to March 2010 and has provided input and comments that have shaped the working
draft. Since March 2010, the City has been refining the vision and draft plan.
STATUS
The City is now preparing the draft vision plan for public review and for official comment by the
NRHA Board, Planning Commission and action by City Council. The draft plan focuses on three
major themes; create a neighborhood; establish a strong sense of place and connection to the
rest of the city. City Planning will spend the summer reviewing the draft plan with various
groups including the NRHA Board, Planning Commission, area residents, businesses, churches,
the general public before finalizing the plan for City Council action later this year.
Running parallel to this process is the start up of the Choice Neighborhood Planning Initiative
which will build upon the St. Paul’s Vision Plan (Draft) to establish more detailed plans
(Transformation Plan) for a future application to HUD for Choice Neighborhood Initiative
Implementation Grant (CNI Board Update).

BACKGROUND
The 2010 NRHA Security Programs Annual Report Summary and the Community Resource
Officers’ Program Annual Reports provide information on the efforts of the NRHA Security
Programs Department in partnership with the Norfolk Police Department’s Community Resource
Officers’ (CRO) Unit to address criminal and social concerns in our communities. As part of this
partnership, the Norfolk Police Department (NPD) provides community policing initiatives and
the coordination of police services by providing supplemental patrol services. Statistical data and
information will be provided on the program's ongoing operations, program results, year to year
comparisons, and city / division comparisons.
Information will also be provided on preventative and intervention programs of NRHA’s Security
Programs Department. The report describes the department’s holistic approach to reduce crime
and disorder, improve economic vitality, and improve the overall growth of our communities.
The approach has been designed to generate best practices for managing the security of public
housing communities.
Invited guests are Captain Wallace Driskell (Commanding Officer First Patrol Division), and Sgt.
Phillip Dixon (supervisor of the Community Resource Officers’ Unit).
