Maersk Leases New
Terminal in Taiwan
Maersk Taiwan Ltd. has signed a
long-term lease agreement with the
Kaohsiung Harbor Bureau for the
new Kaohsiung terminal.
The new terminal
is 234,000
square meters, twice the size of the
current Maersk facility.
It will be
equipped with seven gantry cranes,
some of which will accommodate
post-panamax vessels,
and will be
capable of handling up to 11,000
containers
a week.
The new facility
is expected to be
ready for operation by spring of
1996.

Texas American Shipping Is 10 Years Old
Recently, executives of Texas
American Shipping (TAS) gathered
to watch the loading of 26,000
metric tons of bagged flour and
other project cargo onto the M/V
TARPONSEALANE at Jacintoport
Terminal. This loading was the final
shipment in a multi-shipment contract between TASand the supplier.
This year TASis celebrating its
10th anniversary; the company
began worldwide operations in
1984. Today, it operates a fleet
composed mostly of handy size
bulkers and tweendeckers specializing in the transportation of bagged
goods, oil field equipment, pipe and
other project-related cargoes.
In 1991, TAS was purchased by
Fednav, headquartered in Montreal.
"Fednav, the largest ship owning
and operating company in Canada,
wanted to diversify its operations
from the traditional business that
was focused around the Great
Lakes," notes Ted Winter, executive
vice president of TAS. Fednav is
celebrating its 50th anniversary this
year.
T.A.S. executives expect the
bagged flour shipments to continue.
"Demand for the product in Yemen
should insure a continued flow of
this commodity through the U.S.
Gulf for months to come," says
Winter. "Loading this cargo with
the spiralveyors keeps production
high and costs relatively low.

Puerto Rico. Puerto Rico is the United
States’ largest single containerized
cargo market in Latin America, representing 5.5 million tons of containerized cargo annually. Approximately 30
percent of this cargo moves through
U.S. Gulf ports. Houstondoes not currently offer ocean carriage to Puerto
Rico but handles the majority of containers moving through Puerto Rico.
"The cargo for Puerto Rico is in
Houston, and research shows a
Puerto Rican service could enjoy
sizable savings by calling at Houston," says Williamson. "We’re
working to let carriers know they
could reap substantial benefits by
serving Puerto Rico via Houston."
Addressing the issue of real estate,
the Master Plan emphasizes the
need to maximize use of the Port
Authority’s existing real estate holdings. The Port Authority owns more
than 2,700 acres of property that
have been or can be developed for
commercial use. Of this land, 850
acres are not currently leased; some
must be reserved for expansion of
PHAfacilities.
The task of the Port
Authority in the years ahead will be
to attract tenants and develop alternative uses for the remainder of the
unleased property. Real estate and
transportation specialists interviewed
for the Master Plan suggested several
possibilities for development, including dockhigh, rail-served warehousing
for storing plastic pellets, storage for
tank cars and resin pellet rail cars,
and a bulk-to-non-bulk transfer facility.
All told, the Master Plan recommends expansion and improvement
projects at various Port Authority
facilities that would total $264
million through the year 2000. The
bulk of the funding -- $210 million -- would come from the Port
Authority’s traditional sources of
revenue, such as operating revenues
from PHAfacilities
and general
obligation bonds approved by
voters in 1987 and 1993. A portion
of the remaining S54 million could
be raised from increased leasing activity and federal ISTEAfunds, if
approved. []

Giant Reel Loaded Using WoodhouseTerminal ROIRORamp
A reel of cable 25 feet in breadth and 35 feet in diameter
was loaded aboard a barge recently using the RO/ROramp
at the Port of HoustonAuthority’s Woodhouse
Terminal. "This
proved to be a cost-effective way to get this mammoth
piece
aboard the barge," noted Mike Cicero of Davenport Mammoet,
coordinator of the shipment. "Ryan-Walsh Stevedoring
worked closely with us to keep this movementcompetitive
from both an economic and a service standpoint." The cable
is madein Houstonby Multiflex Corp. and will be laid in the
Gulf of Mexico.

Significant changes have been made
to Polish Ocean Lines’ (POL) Atlantic
and Gulf services, according to Barry
Indig, vice president of sales and
marketing for Gdynia America Line,
POL’s North American general agent.
"We’re announcing enhancements
to POL’s cargo services between the
United States and Europe," Indig
said. "These changes have been
made with the goal of improving
these services for our customers."
Vessel Added
With the sailing of the M/V MSC
RAFAELAin early October, a fifth
vessel was added to the South
Atlantic and Gulf Service, and calls
were added in Wilmington, N.C.;
Charleston, S.C.; and Miami. The
port rotation for the new fixed-day
weekly service is as follows: Antwerp, Bremerhaven, Felixstowe,
Wilmington (inbound), Charleston
(inbound), Miami, New Orleans,
Houston, Charleston (outbound) and
Wilmington (outbound).
"It is important to note that, even
though Wilmington will now be
served on our South Atlantic and Gulf
Service, the Port of Wilmington will
continue to be part of POL’s North
Atlantic tariff," explained Indig.

POLhas also enhanced its North
Atlantic Service, with four vessels
making fixed-day weekly calls in
Antwerp, Hamburg, Bremerhaven,
Felixstowe, Le Havre, Boston, New
York (inbound), Baltimore, Norfolk
and New York (outbound).
Another five vessels call in a
weekly fixed-day service in LeHavre, Rotterdam, Bremerhaven and
Antwerp, NewYork (inbound), Baltimore, Portsmouth, New York (outbound) and Halifax, Nova Scotia.

Export 011 Rig Loadedat Wharf 32 in
Turning Basin Terminal
Weeksof preparation precededthe export of a huge
oil rig at the Port of HoustonAuthority’s Turning
Basin Terminal. JamesJ. FlanaganStevedores,
Schroder Marine Services and Daher America worked
closely with Enfab, manufacturerof the rig, and with
PHApersonnel to prevent problemsin the complicated project. Piecesof the rig wereshippeddirectly to Wharf32 as it wastakenapart at Enfab’srig site
on Mills Roadand Highway249. No packing was required. The rig was loaded aboard the M/V CYGNE,
operatedby Unishippingof Paris, and then sailed for
Angola, whereit will be reassembledby Foramer,a
Frenchdrilling firm. Offshore from Angola, the
CYGNE
will be met by a self-propelled barge larger
than the vessel. Therig will be dischargedto the
barge, which is equippedwith a 100-ton crane. The
largest item in the shipmentwasa 97-foot-long mast
that weighed72 metric tons. Other major pieces were
32 feet wide, just two feet less than Gate1, the only
accessto this part of the terminal. Theentire shipmentweighed871 metric tons and totaled nearly
