Summary
First of all, I want to thank all the national and international companies that one more year will participate at BMP
for their fidelity. Also, I want to thank those coming to BMP
for the first time for their trustfulness. I sincerely believe that the times that we are living are times that require
courage. Barcelona Meeting Point has been for the last eleven years the industry’s autumn meeting place, where lots
of networking and business deals have been made. Therefore, as the statistics have proven, it has been and it is a
profitable Event servicing the industry.

I have always said that the world is for the braves and that those who don’t risk it can’t win
and, thus, my congratulations to those who at difficult times are still here, still present and
investing for the future. For those, there is no crisis because they are still fully implied with
their trademark, their products and willing and ready to make new contacts that will fuel
new business deals.
I also understand those few ones that, for different circumstances, may not be this year with
us, although I do not share their decision. Let me encourage them to keep on going forward
with the professionalism and strength necessary so that next year they may be again with
us. At BMP, they will always have the doors open.
I am sure that this year will again be a profitable one, since we have doubled our efforts
to bring over potential buyers, very especially international pension funds. Also, in our
Symposium, which is an international point of reference, we will have three sessions together with Instituto de la Empresa Familiar as “family offices” are also potential buyers
in our industry.
Panama, as I already mentioned in previous letters, is our guest country, and Sâo Paulo
our guest city. This will bring over many Panamanian and Brazilian professionals that
will enrich our Show with their offers.

Enrique Lacalle has signed a collaboration agreement with Alfonso Caride, President of “In the World”
magazine, according to which this renowned magazine will be collaborating media of the Show.
In The World Magazine was released on January 2008, the only press and on-line media published
in Spain specialized in international real estate investment. In The World Magazine looks to become
the optimum vehicle of the information flow, upon qualitative and quantitative basis, among the
developers, investors, brokers and products and services suppliers related to the international real
estate frame hitting them with a format of monthly publication of which they distributed 35,000 units

capacity of approximately 100 people, will
be fully equipped so that the companies may
present the public their latest novelties or the
developments that they wish to promote. It is
important to highlight that it is not necessary
to be an exhibitor to rent these spaces, these
it is not essential to have a stand in order
to do a presentation with all the facilities at
BMP, although the renting price is not the
same for exhibitors (500 €/hour) and nonexhibitors (3,000 €/hour).

Given the success of the last three editions of Central Europe Meeting Point and the first Bucharest Meeting Point, BMP has adapted an area inside the Professional Hall where exhibitors coming exclusively from Central and Eastern Europe will be represented. This space will have companies from Hungary, Bulgaria,
Poland and Romania, among which Danubio Homes, Magyar Ingatlan Tanács (Association of Hungarian professionals), Chorus Land, Gestitram, Excel Group,

have been experiencing in

unlimited economic boom. Las year, real estate agents calculated that the investments
already implemented in Dubai were close to 150 billion dollars. There
is being constructed what will be the highest building in the world,
Burj Dubai, with approximately 850 meters. The banking industry is
booming and investors are making the best of the actual international
situation in order to invest abroad.

ENDESA awards edition to the Most Sustainable Real Estate Development BMP’08, is now open.
The awards aim to promote and encourage sustainable construction, as well
as the recognition of those developers that are currently working towards that
goal. The awards assess the development as a whole, taking into account technical and marketing aspects.

In this 12th Edition of Barcelona Meeting Point, the ULI will have more presenece than ever in the professional visitors area
as in the exhibition hall it will have a “Knowledge Center” which will be the meeting point for its members.
ISM and ESIC: Marketing techniques for real estate sales
Barcelona Meeting Point, conscious of the difficult moment that the real estate industry is experiencing, celebrated last July 9 a one-day seminar, in association with the Instituto Superior de Marketing (ISM) High Institute for
Marketing. The seminar focused on practical aspects, and on advice on how
to meet the difficult challenge of reactivating sales. In difficult market circumstances like these, expert professional advice on sales techniques and
marketing are very useful.
Through this seminar, BMP was able to give exhibitors, as well as those that
are still not exhibitors, practical methods to motivate and re-activate the commercial networks of real-estate companies.
During the workshop, the following issues were discussed:
• Adapting to the present situation: a saturated market and minimal
financing How to reactivate sales?
• Develop and practice selling skills during the buying process:
going from exhibiting to discovering
• Improve on commercial argumentative skills
• Refute clients objections
• Learn everything about economic and tax issues implied when purchasing a home, to be able to advice the clients and increase chances
of success
• Techniques on profiting from attending a real estate trade show.

The renowned Dutch magazine and web page Property EU will have a “Media Center” at the Professional Exhibition from where it will cover BMP daily,
as it already did in MIPIM and will do in EXPOREAL.

The Family Enterprise
Institute will collaborate
with the Symposium
for the first time
“What will the future be like
after the real estate
crisis”, according to the
Urban Land Institute
Given the importance of the great family fortunes, Barcelona Meeting
Point has signed an agreement with the Family Enterprise Institute according to which this institution will collaborate with the Symposium. On
November 4th, three sessions on “family offices” will be held.
The Urban Land Institute, an international association with central headquarters in Washington, has organized on November 5th a Seminar on “Beyond
the Bleak Horizon. Surviving the Real Estate Crisis”. Those who attend the
ULI program will come out of the room with a very good idea of what will the
future be like in the years to come. The first session: “That was then and this is
now” will analyze today’s critical situation, will look for similarities in the crisis’
of the 80’s and 90’s, will comment on lessons to be learned from the past, and on
the challenges that await us.
The following session, “A matter of perspective: Impacts of the Current Crisis in Different Sectors of The Industry” will introduce four real-estate experts to speak on the impact that the crisis has on the sector’s organizations.
The first guest speaker will comment on how both the public and private
sector can minimize the impact of any crisis by joining efforts in effective
and innovative partnerships. The next guest will analyze the crisis’ impact
on current trends and on future investment patterns. The third guest will

three great Spanish professionals that will explain what do they expect
or demand from the real estate industry. The following session, named
“European family offices and the real estate industry” will deal the same
issue from an international point of view. The day will finish with the session “What products and services may the Spanish and the international
real estate industry offer to the family offices in the current situation”.
Lacalle has highlighted the importance of the agreement and the FEI’s
participation, specially considering the important investment that family
enterprises are carrying out through their family offices.
The Family Enterprise Institute (IEF) is a non-profit making association
which operates in Spain and is formed by a group of family businesses. Its
members are all Presidents, Chief Executives or Board Members of the
companies they own.

with two major seminars on the morning of 5
November organised by the European Landowners’ Organization, the European Property
Federation, the Royal Institution of Chartered

Then, after the official opening of BMP by Spanish
housing minister Beatriz Corredor Sierra and PiiaNoora Kauppi, there will be a seminar on the coming EU energy and water performance of buildings

for investors and housing markets. Pirjo-Liisa Koskimäki, Head of Energy Efficiency, European Commission, will review ongoing work on the Directives
and a panel of top European real estate industry
experts will debate whether groundbreaking energy and water efficiency renovation and certification

In the first seminar, Piia-Noora Kauppi MEP,
Member of the European Parliament’s Economic and Monetary Affairs Committee, will
speak on “REITs and open ended real estate
funds: the new frontier for EU legislators?” and
the EU REIT Coalition will present for the first
time ever their blueprint for an EU legislative
framework for REITs and debate the plans for
REITs and OEREFs with the public. Moderator
and panellists will be Piet Eichholtz, Professor
Bill Kistler, President Europe, Urban Land Institute
John Carrafiell, who already participated at BMP in 2006 and 2007,
will be the opening speaker at the ULI Seminar on November 5th
speak on the possible consequence that the crisis may have on the buildings
currently projected, and the crisis’ impact on the sales market. The fourth
guest speaker will review the requisites for getting financing in a world where lending and credit possibilities have been drastically reduced and capital
is being rationed out.
The closing session “Keeping Green Out the Red – Sustainability in a Volatile Market” will also include four experts that will speak on the following
themes:
“Green capital: new financing resources for a sustainable development.”
How new financial resources such as pension funds, banks or equity investment funds define, asses, support, invest and finance “in green.”
“Creating wealth worth having” How significant amounts of capital could
become solutions to the climate change issue.
“The Mark of Sustainability.” The Leadership in Energy and Environmental
Design (LEED) Green Building Rating System and the BRE Environmental
Assessment Method (BREEAM) are the two main systems for assessing sustainability. A critical look into the effectiveness of these systems; do we need
to change it and how should the new system be?
“New markets, new challenges, old problems” will examine how the new
markets meet the demand for more investment and development with the
demand for sustainability.
Multilateral banks’ financing for private projects
The morning of Thursday, November 6 will be dedicated to how public funding- for example the European Investment Bank or Multilateral Banks,
can finance private projects, divided in three sessions.
The first session will be on “EU funds for urban regeneration: How private developers can benefit from public financing” The second session will
look at “Urban Development Funds: A new concept to foster public-private partnerships for the creation of sustainable cities.” The role of the
European Investment Bank in the recuperation of urban centres will be analyzed. Gianni Carbonaro, Financial Consultant, European Investment
Bank, will be present during both sessions.
The last session “The Multilateral Development Banks: A new alternative for the financing of RE companies all over the World.” Here, the focus
will be on the forgotten or unknown financial resource for the development of a wide variety of projects: from residential to commercial centres,
offices, commercial space, hotels and tourism. During this session issues such as the exact nature of these banks, who can approach them, their
investment criteria, and other practical matters will be thoroughly explained. The session will be Chaired by Joaquín Abos, Senior Consultant,
Raiffeisen International with guest speakers Vitalii Mygashko, Vice President of Operations, Black Sea Trade and Development Bank, and Sylvia
Gansser-Potts, Director of the Real-Estate Division, European Bank of Regional Development.

Ramón Sagarra, Director, Infrastructures, 22@Barcelona. They will debate why
projects such as the innovative city district project by 22@

that will earn a higher satisfactory experience for the end
user, the occupier of the space. The speakers will present
surveys on the benefits of investing in new infrastructures to
provide a higher added value to the end-user, as well as examples of existing innovative projects adapted to the Knowledge Economy (i.e. Euroland) and how innovative cities are
engaged in encouraging talent and global businesses.
During the last session “End Users in Knowledge City’s:
What Makes the difference?” speaker Josep Mª Vilà, Managing Director, Indra
will analyze what needs do businesses’ have and how to satisfy them, while withstanding the current market turbulences. For example, 22@Barcelona: close to the
city centre, good communication structures and top-level telecommunications,
excellent relationship with the city and well integrated, results in an ecosystem

learn about the past, IESE Business School, ranked among the
top in the world, has organized two Symposium sessions. The

we can learn from it today”, will be on how past experience can
help us handle the situation today; estimate the duration of the

This year’s Symposium will have a new collaborator: Investment Property Databank (IPD). The IPD will organize three
sessions to be held on the morning of November 4th on real estate investment in Europe.

in with the single markets have weathered the storm and why the impact has differed so much in scale and timing. Also, it

the “Guest Country” at Barcelona
Meeting Point’s 12th edition, together
with BMP’s Managing Director,
Josep Pons, a Member of BMP’s

Marjalizo, and BMP’s Area Manager
at Panama, Amy Hackett-Jones.
This is the second visit to Panama
in the last months.
During these trips, Lacalle has
carried out a very intense promotion
activity of Barcelona Meeting Point
in Panama and Central America, that
has resulted in a great institutional
support as well as from the media
and the real estate industry,
with more than 50 participating
companies at BMP, namely almost
all the developers and commercial
companies in the country. Once
again, Lacalle’s sentence has become
true: “Whoever is not at BMP does
not exist”.

Panama Canal Authority, Alberto Aleman, the organization
that leads the investments in the great engineering work of

During this luncheon, the Minister of Housing, Gabriel Diez, confirmed
his assisting BMP next November and his speaking at the Symposium.
Also, the Minister of Trade and Industry Gisela Vergara, although
has several commitments for that time of the year, expressed her
intention to change her agenda in order to be able to participate on
November 5th on the Panamanian day due to BMP’s importance and
interest for Panama.

The “Forum of Panamanian
Exhibitors at BMP” was the main
event of the visit and took place
at the Restaurant “La Follie”, at
the Multiplaza Shopping Center.
A great number of exhibitors that
have already booked a space at
BMP, the industry leaders and
the leaders of the Panamanian
executive were present.
Among the speeches may be highlighted
the one made by the President of ACOBIR,
José Boyd, who represents the Panamanian
Developers of Actives. The Managing
Director of BMP explained and offered his

and logistical matters with the aim of
achieving the best result for the BMP
participants. He also forwarded the special

The architect Ignacio Mallol, director of the
Panamanian Symposium, commented on the
industry’s boom as well as the country’s, and
was grateful to all the attendees as well as to
BMP for the initiative.
Enrique Lacalle thanked all the assistants for
their support of the initiative “Panama, guest
country at BMP 2008” and, in particular,
the architect Ignacio Mallol, José Boyd,
President of ACOBIR, Spain’s Ambassador
to Panama and the Minister of Housing. He
said that “coming to Panama is like being
at home”. These words reflect the feeling
of gratitude to the Panamanian support
to the initiative. The Minister of Housing

open borders and thanking in front of all

Architecture : designing the future

Architecture will continue to present a
challenge to the imagination, a daily creativity exercise for mankind. As a last resort, it is the beginning of an idea which is
processed once and again until the form is
found to create new livable spaces for the
enjoyment both of individuals and families.
Architecture has never ceased to be the
aesthetic reason within humanity’s ideas all
along its history, besides becoming the expression of functional spaces where single
people or social groups solve their lives and
coexist. Both an Art and a Science, Architecture seems not to have limits about the
expression of a technology that renovates
its potentials and possibilities, giving new
meaning to a volumetry which is not a hostage of the past but a debtor of the epoch’s
new desired targets.
The architect’s challenge grows together
with the extent of the necessities, where
cities break arithmetic rules and where
the demands for services, new infrastructures and equipments get mixed up with
everyday problems as a sample of the requirements for the huge changes being
experimented by the urban man, changes
that are not always considered into the government agendas.
At a glance, a common citizen, without any
commitment but wishing to reflect and

translate what may be seen at first sight,
can summarize all this with a disturbing
word: change. Changes convey a new reality with movement, something inherent to Architecture.
What is Architecture? How can it be expressed in a unique and non repeated
design, or what would an architect become without his most important tool, his
creativity? The magic is in this seducing action, in the immersion into space, in
the dialogue with the site, in its right adaptation and practical communion. In
our activity, the synchronization of common sense is a part of the creativity act.
It is the answer searched by our clients and also by the Architecture being born
to definitely solve, adequate, and create spaces which will enhance people’s living quality.
To accomplish a real and practical exercise about our city, which is rapidly expanding with a dynamics that surprises due to its quickly acquired density in the
last five years, it is necessary to search for solutions, propose answers toward
a better quality of the available public and private spaces at present being subject to renovation, development, cohesion, and compactness in our capital city.
This exercise is, in our opinion, a necessary step toward the concentration of a
larger population in places close to jobs and to offices where public services are
rendered.
The exploration of incentives for buildings with more diverse programs is a complementary idea toward the transformation of the new city, to make it more
functional and dynamic considering the necessities of its inhabitants. For example, the use of ground floors for commercial and residential purposes will reactivate the areas that are becoming more dense thus helping residents to save
time and energy, as well as to shorten distances. A lot has been said about our
imminent race toward promiscuity, but the truth is that these public spaces, supported by businesses and services, make possible a more collective use of them
through architectonic experiments granting beauty as well as multiple usage.
Neighborhood commerce presents a necessary alternative in order to fulfill the

new requirements that citizens must meet
in this 21st Century thus solving their necessities with greater speed and effectiveness. The complement of the new functional image that private architecture may
offer in an autonomous way is just public
initiative. The city is firmly stepping into
the construction of modern and sophisticated buildings which are modifying its
outline. It is significant that constructions
of great impact for tourism are being built
along our coasts which explains the large
numbers of visitors and foreign residents
possibly never before seen throughout the
history of our republic. These are the signs
which make new times evident, countries
without borders, globalization, opportunities, and transformations requiring planning, driven both by the State and the
Private Enterprise. The city is changing,
more than one third of the population lives in the Province of Panama. This gives
us a warning about the magnitude of the
challenge we are facing. It also points out
the necessity of the State’s commitment to
contribute by creating new laws and modernizing others in order to help citizens
to face the future more successfully.
Frequently, we Architects read in the international and national news items about
the necessity of saving power, of lowering expenses through more ecological
buildings, and about facilitating the users
more economic, affordable residences in
accordance with their incomes. The matter of energy is a universal law because
the oil price has sky rocketed, naturally dragging along food prices. We believe
that the right direction to follow is the reactivation of urban centers within the
city, frequently abandoned, and at the same time, to continue augmenting the
density of other sectors with the purpose of saving time, power and money.
Parallel to this, a greater centralization of Ministries and other public offices
should be planned. Those cities which already have faced these problems and
have laid out plans, executed projects for mixed use, residential and commercial buildings, have achieved lower costs in transportation. Furthermore, all
this has saved valuable time with the advantage of also bettering coexistence
due to the social net inevitably woven in public spaces.
In Panama we have to face up, in an organized planned way, to vital problems
like transportation without demagogy or political influences. Candidates running for public office should present clear, specific, scientific, and clearly proven
offers with the intention of letting people give their own opinions, and then, take
rapid decisions in favor of the city and its residents.
Sustenance is a word, a concept, linked to the future of mankind and its cities.
We don’t believe it should be an isolated word, nor magic that solves challenges
by itself. The future is tied to technology, knowledge, and planning. Some past
ideas must be erradicated in order to modify obsolete schemes: ideas without
sustenance. How to lower power costs? This is an everyday question for Panamanians. The new laws must allow taller buildings and skyscrapers to produce
their own power. To put out a light bulb won’t make the difference. Creating
photovoltaic cells in new buildings with the intention of controlling consumption
adequately, facilitating the use of double glass through a tax release, using air
turbines and sensors like the dehumidifying system, are all topics about which
all concerned parties should agree. Aesthetics and functioning must never be
disregarded in a design because the space wins, as its usage remains through
beauty and style, beyond time.

Every week, 144 maritime routes from more than 80 countries come through
Panama. The Tocumen International Airport connects more than 30 destinies in
20 countries in the continent. The financial center boasts more than fifty banks
with capital from all parts of the world.
These are the three statistics that confirm the opportunities in Panama and the
advantages offered by a country considered to have the best connectivity in
Latin America according to the United Nations.
Furthermore, a recent poll on Quality of Life 2008 prepared by Mercer Consulting placed Panama as the fifth best city to live in Latin America and the second
in terms of safety.
The Panama Canal Expansion advances according to plan and up to June 2008,
contracts have been awarded for approximately $300 millions, including the first
two dry excavations and a dredging contract.
Tenders for the different phases of expansion have attracted companies from
approximately 20 countries, including leading companies in their fields.
In 2009, we will award the project’s main contract that consists in the design
and construction of the new locks which will be 40% longer and 60% wider that
the current locks, complemented with a water reutilization system that will save
60% of the water.
This way, the Canal helps Panama maximize the strategic resource of our geographic position in order to consolidate into what we’ve always been: the route
of the world.

welcomed a BMP delegation
Last August 4th, during the celebration of a debate forum oganized by ADVB – Association of Sales
and Marketing Companies in Brazil, the Minister of National Integration, Geddel Vieira Lima, held
an audience for a BMP delegation. The meeting, where a dozen Presidents of the main Brazilian
companies participated, served to make the success of the “Live & Invest in Brazil” initiative known.
The Minister as well as different professionals were interested in the organization of the event and
asked about the possibility, in a coming future, that Brazil hosted a Meeting Point devoted to the
Brazilian market exclusively.
The Minister of National Integration develops a role of spokesman between the Federal Government
and the totality of the Brazilian states.

Another one of the important meetings held by the BMP delegation was the
celebration, at the SECOVI headquarters, of a presentation conference of
“Live & Invest in Brazil”. The president of SECOVI, Joao Crestana, was present at the meeting, together with several members of his executive team and
with a large group of professionals. Enrique Lacalle’s intervention was preceded by a conference on the situation of the foreign investment in Brazil, by
the economist at the Banco Bradesco, Octavio de Barros, who highlighted the
importance of international capital in the good times that the Brazilian real
estate industry is experiencing.
Secovi and BMP signed a collaboration agreement that withholds special conditions for the associate companies that wish to exhibit at BMP or assist to the
International Symposium. This association gathers more than 40,000 companies in the state real estate industry. It has joined BMP with the aim of emphasizing the Paulist market at “Live & Invest in Brazil in BMP 2008. According to

For third year in a row, the State of Bahia will be represented at Barcelona
Meeting Point. The success achieved in the last editions, where Governor Wagner participated very actively, has led the heads of the Bahia’s Secretary of

The secretary of Foreign Affairs acts together with the Secretary of Urban Planning, through the Urban Municipal or Urban Planning (Emurb), responsible of
Sâo Paulo’s Urban Planning, and will exhibit urban projects approved by specific
laws, supported in agreements between the City Hall, private companies and
the civil society.
As outstanding city at BMP 2008, Sâo Paulo has already selected the developments that it will exhibit in an exclusive area at “Live & Invest in Brazil”. As
decided by the Mayor Gilberto Kassab, the Secretary of Foreign Affairs has the
strategic mission of contacting international investors to attend urgently the
city infrastructure works. With this aim, he approved developments with mixed
capital and has idealized a mode so that private initiative may participate in the
metropolitan transport project, that is the main demand in the paulist capital.

According to the Foreign Affairs Municipal Secretary, Alfredo Cotait, the public
authority does not have enough resources to attend the huge need to improve

Urban Operations. Transforming
elements in cities
Urban operations are projects that have as their main objective the improvement in diversified ambits: economic, social and environmental, through
the transformation of the city landscape. In consequence, they are ambitious
projects that influence, directly and deeply, the quality of life of the local
population.
In order for the objectives to be achieved with a higher efficiency, the Urban
Operations have their own legislation and, in consequences, the projects are
more agile, avoiding bureaucratic processes that have a high economic cost
and mean a loss of time in the execution of the operations. These characteristic also enables that projects with a different nature may adapt better to the
region peculiarities. Urban operations are more effective if they are developed
through mixed societies where the public and private sector as well as the civil
society intervene.
There are important examples all around the world, like the urban planning
of the “Doca dos Olivais“ district in Lisbon to host the World Exhibition of
1998. All the project was created not only to work in the fair, but also to serve
as a space for culture, entertainment and living for all the population in the
following years with the installation of museums, shopping centers and pavilions for exhibitions. Also, the first Vasco de Gama bridge was constructed, the
longest one in Europe, a new underground line and a new transport terminal,
that provoked a deep transformation in the transport system of the Portuguese capital.

Agua Branca Operation
The Agua Branca Operation is located in
the West side of the city, where the Barra
Funda, Perdizes and Agua Branca districts are located.
The region, key in the city growth at the
beginning of the 20th Century, is characterized by the existence of a great amount
of industrial warehouses and for a low
demographic density. It has an excellent
transport network, since it is located in a
privileged area between the two main city
streets, Marginal Pinheiros and Marginal
Tietê, and close to the access streets to
the city, the Anhanguera, Bandeirantes and Castelo Branco highways. Also,
the region is located
in the undergroundtrain station of Barra
Funda.
The Agua Branca Urban Operation has
as its main objective
the elaboration of an
urban plan for the
totality of the region
that guarantees a rational occupation of
the area, mainly by
properties and public
spaces, and the integration of the train
system, close to the
Tietê river to the urban landscape of the
region with the reurban planning of the
train margin with the
carrying out of drainage works.
In London, the most renowned urban transformation project is the “Thames
Gateway Partnership”, that includes several activities surrounding an area
characterized by the “brownfields”, spaces previously occupied by dangerous
industrial installations, at the river Thames margin, that had been abandoned
for decades. The actions include initiatives in the transport system, with the
creation of a hub in the region, apart from several incentives for the implementation of new-technologies, e-commerce and environmental industries
that seek the economic development of the local community.
Urban Operations in the City of Sâo Paulo
In 2001, under the title of Federal Law, was created the city statute, that defined the obligation of writing a Directory Plan of Urban Policies for all the cities
surpassing 20 million inhabitants. This meant the opening in Brazil of a new
phase in the urban planning area.
However, the city of Sâo Paulo, as a pioneer in Brazil, developed the first Directory Plan in 1971, the year of the creation of the Urban Planning Municipal
Company (EMURB). One year later, in 1972, the first law of city areas was defined, in a moment when the city had high growth rates. With regard to the first
urban operations, they were gathered at the “Covas Plan”, presented in 1975.
Also, in 1990 the first initiative was specified in Sâo Paulo, the urban operation
Anhangabaú, that revitalized the Anhangabaú valley transforming it in a space
for interaction and solving a very serious traffic problem by diverting the flow
through a tunnel constructed under the valley.
Once the “city statute” was created, urban operations have been properly ruled, appearing the modality of urban operations developed through consortiums, with a specific model of societies with mixed capital between the public
and private sector. If, until then, the public authority was the only administrator of urban policy, in the consortiums participate groups of companies and
individuals in the definition as well as in the execution of the projects.

Being an urban operation to be developed through a consortium, an additional
stock has been foreseen of 1.2 million
sq. m. building capacity. Out of this space, 300,000 sq. m. are for residential use and the rest for
commercial use. The CEPACs may be obtained through payment in cash, the
carrying out of works or the buildings cession. These resources will be placed
in a fund and administered by a council made out of members of the City Hall
and the EMURB.
In this urban operation, one of the main members of the City is the construction company Ricci Engenhería that, as counterpart of the permit to construct
higher than allowed, is going to carry out several works that will be defined by
the EMURB.
There are several incentives offered for these urban operations. Apart from
the traditional fiscal incentives, where the public authorities exempts the participants from several impositions for a defined period of time, there are also
incentives through the negotiation of licenses that, as an exception, they alter
the building potential and the height foreseen in the land use law, thus, the
city deals with the permits and allows constructions with specifications out of
the limit allowed by the area laws. This is how the “Certificates of Additional
Potential in Construction” (CEPAC) were born, that are bought by companies
that wish to build in a specific place. The City limits all the additional areas
where these certificates may be bought and the resources obtained in these
negotiations are applied in the region limited by the urban operation.

the objective of restructuring the lane system of the avenue Jornalista Roberto
Marinho, previously known as Avenida Agua Espraida, so that the system would
reach the “Rodovia dos Imigrantes” and so that there existed an adequate connection between the Rodovia and Marginal Pinheiros.

obtained through CEPACs. Out the maximum reserve of additional construction area, around 2.55 million sq. m., half of them have already been used.
Through the negotiation of certificates, the municipality gathered, up to date,
RS 821,728,565.57, out of which RS 400 millions were already used in works
and services.
The Faria Lima Urban Operatin, created in 1995, was the first urban operation
done in a consortium in a city. Its main objective was to transform the region in a
services area, considering that it was becoming the most dynamic area in the city.
The resources administration is a responsibility of the Management Group of the
Consortium Urban Operation Faria Lima, made of representatives of the municipal public authority and nine representatives of the civil society.
The project includes a series of works key to solve the problem of traffic flows
and to facilitate the connection with other regions. Also, the project was also
searching the revitalization of the “Largo da Batata”, an area too deteriorated
where there is a bus terminal and an important nucleus of irregular trade. The
main lane works along the Avenida Faria Lime, like the intersection tunnes in
the “Avenidas Rebouças/Eusébio Matoso” and “Avenidad Cidade Jardim” were
already carried out, leading to a considerable improvement in the traffic and the
access to the city South area.

3.75 million sq. m. was generated for the project, divided
according to the needs of
each sector. With the negotiation of the 600,000 sq. m.
used up until now, the municipal government gathered RS 511,115,477.20, out
of which more than RS 300
