Governing a historic and dynamic city that lays claim to
being the oldest community in Kane County, the Batavia
City Council readily accepts the challenges associated with
providing service and governmental direction to our town.
On behalf of the City of Batavia, I wish to take this
opportunity to welcome new residents as well as long-time
citizens who will take the time to review the wealth of
information offered in this publication sponsored by the
Batavia Chamber of Commerce. Sharing the leadership of
the community with all the local governments, the Batavia
Chamber has earned a high degree of respect from its wide
business membership for promoting the business viewpoints
in matters of local interest.
The Batavia City Council is comprised of an elected Mayor
and 14 alderpeople from seven different wards. The City
Council meets the first and third Monday of every month at
7:30 pm in the City Council Chambers (located within the
municipal Government Center at 100 North Island Avenue).
All of the meetings of the City Council and its various
committees are public sessions, and interested citizens are
welcome and strongly encouraged to attend and participate.

and the role of the Mayor and
City Council is to use the public’s
resources efficiently and wisely in
order to maintain the high quality of
life we enjoy.
Of course for emergencies, call 911, but for non-emergency
calls for service, call us at 630-454-2000. The city
government maintains around-the-clock personnel in the
event of a serious public works problem, and citizens in need
of assistance should feel free to call at any time.
You are always welcome to visit City Hall to find out
more about your government, but there is also a wealth of
information to be found at the City’s website, cityofbatavia.net,
including the latest activities, the City’s Comprehensive Plan,
the Municipal Code and additional ways to contact elected
officials and City Staff.

new Community Guide and Business Directory. This 2008
edition is unique because it honors the 175th anniversary of
Batavia’s founding and the 55th year for the Chamber.
We take pride in this community and are happy to open
our doors to you. Batavia has a rich tradition of creating an
inviting atmosphere for residents, businesses, and visitors.
Our residential neighborhoods feature lovingly maintained
homes and friendly people who work together to keep the
community vital. At the same time, business people work
diligently to develop a strong economic climate. We have
wonderful retail establishments, delightful restaurants and
effective service providers. Centrally located 35 miles west
of Chicago, Batavia provides our industrial businesses a wellbalanced network of ground and rail transportation.

Batavia’s industrial base varies from small to large
manufacturers, distributors and wholesalers.
This directory will also introduce you to the area’s other
amenities. Recreational opportunities abound with hiking
and biking trails that line the Fox River. Plus, Batavia
flourishes with exciting cultural and unique tourist
attractions. In addition, the area is blessed with excellent
healthcare, educational opportunities and the beautiful
Batavia Public Library. I am sure you will see why we so

Batavia celebrates
175 years
Where we’ve been…
As Batavia celebrates its 175th Anniversary, it’s a perfect time to reflect
on how the city has grown with the times, while preserving much of its
rich and valued history. Just a walk through downtown leaves one with
a sense of then and now. And for a deeper appreciation of its colorful
past, there is “John Gustafson’s Historic Batavia,” co-authored by Mayor
Jeffrey Scheilke and Marilyn Robinson.
Batavia has not forgotten its humble past as the
Windmill Capital. Today, sixteen restored historic
windmills are on display throughout Batavia.
In 1961 Batavia had a population of 7,496. In 2000 the
census count rose to 23,866 and today there are over
25,000 residents. These 25,000 residents have carried
on with the same pride as the early settlers in The Big
Woods.
HISTORICAL FACT: Founding father, Christopher
Columbus Payne, was born in Pennsylvania in 1786,
moved to Ohio when he was 14 and served as a scout in
Indiana during the Indian Wars of 1812. He moved to
Naperville in 1831 with his wife and six children. In 1833,
Payne and his family settled in the Big Woods area. Two
years later they moved to Belvidere, Illinois and later on to
Wisconsin. Payne died in 1871 at the age of 85.
In 1835 Judge Isaac Wilson arrived and bought Christopher Payne’s
land. He changed the name of Big Woods to Batavia, after his
hometown of Batavia, New York. Isaac became the postmaster of the
first post office to the relief of the residents because they had to travel
as far as Chicago to get their mail.
Batavia was expanding with the first hotel and tavern started by
Charles Ballard. In 1839 Dr. Dennison Town arrived to help the
sick. People of many races and nationalities followed throughout the
decades. In the 1860s, Mary Todd Lincoln, widow of the assassinated
President Abraham Lincoln, spent three months in Batavia’s
Bellevue Place, a sanitarium and rest home for the mentally ill. The
circumstances surrounding her commitment are still debated today
among Lincoln historians.
Known as “The Windmill City,” Batavia got this name when the U.S.
Wind Engine and Pump Company moved from Connecticut to

HISTORICAL FACT: Dr. Bernard Cigrand, the “Father
of Flag Day” was a Batavia dentist. He spent 60 years trying
to have June 14 designated a national observance. In 1948, 17
years after Cigrand’s death, President Harry S. Truman signed
a Congressional Act, making “Flag Day” official.
In 1833, founding father Christopher Columbus Payne, with his family,
settled in a large forest, then known as “Big Woods,” on the east side of
Fox River. The area that would comprise Batavia was originally named
Head of Big Woods. As word of the wonderful natural resources and
“free land” spread, other families began settling in the area. They brought
with them new industries and occupations– a blacksmith, lawyer and
doctor to name a few. Joel McKee built a home and the first store in
Batavia. James Rockwell arrived to build a large house just south of
where the Congregational Church remains today. Later, he owned a
candy store and was the first to sell ice cream in Batavia.
Batavia in 1856. Batavia already had a reputation as a
growing community that was vibrant and established
with plenty of natural resources and a ready-made labor
market. Other manufacturers followed and Batavia
soon became the “Windmill Capital of the World.”
Business flourished until World War II when severe
economic conditions contributed to the demise of the
windmill industry.

John Gustafson, Mayor Jeffery Schielke and Marilyn Robinson.

A city of traditions
T
he well-deserved nickname “City of Energy” is appropriate
for Batavia on several levels. For sure, it can be said that
Batavia earned this nickname because of the windmill industry.
And it is also the home of Fermilab. But more than that, the
residents, municipal groups, city leaders and businesses unite
in a kind of cooperative “energy” that makes Batavia glow with
community pride.
With over 25,000 residents, Batavia is home to an excellent
school district, distinctive library, award-winning park district,
proactive city government, respected Chamber of Commerce
and a dedicated MainStreet program. These municipal
groups work together with mutual cooperation rarely found in
communities today.
Despite the challenging economic times, Batavia continues
to thrive. Today, the town is home to Fermilab, which attracts
scientists from around the world looking to improve standards of
living for all.
Batavia is also a city of traditions. Throughout the year, residents
and visitors have the opportunity to participate in several
festivals and events. Some examples are the Windmill City
Festival in mid-July, Art in Your Eye arts festival in August, the
annual 4th of July Fireworks show and the Celebration of Lights
Festival in November. On any given day, the library is full of kids
participating in reading programs, adults discussing their favorite
books or a community group gathering for a meeting. Downtown
Batavia celebrated the completion of the Wilson Street bridge
construction in 2008, making it even easier for residents and
visitors to travel through Batavia.

Batavia MainStreet began in 1998 through the efforts of dedicated volunteers, property owners
and businesses who came together to focus on efforts to revitalize downtown Batavia. The
nonprofit organization continues to focus on the four points of Main Street — design, economic
restructuring, organization and promotion — through the cooperative efforts of the city, state,
and National Trust for Historic Preservation to plan, preserve and promote downtown.

Batavians use planes, trains, automobiles…
and bikes to get around
A streetcar line started in 1896 and ran 20 times a day from Geneva to Aurora. Later,
passenger trains and streetcars stopped running through Batavia and busses replaced
the streetcars.
Twentieth century travel brought Interstate 88, which provides convenient access to
Chicago and the surrounding areas. In addition, Routes 38 and 64 also provide easy
travel options.
The first significant 21st Century transportation project is the totally reconstructed
Wilson Street Bridge completed this year, 2008. This important crossing in
Downtown Batavia was facilitated with unique cooperation between the City of
Batavia, State of Illinois, MainStreet, Chamber of Commerce and the patience of
downtown businesses and residents. The future of the downtown bridge includes
public art and more.
People traveling to Batavia for work are able to take advantage of the modern
transportation offerings. Others — like several employees of Fermilab — choose to
commute to work using bicycles, even in the harshest of winter conditions.
For residents heading to downtown Chicago for work or for weekend events,
commuter trains are an easy option. Geneva and Aurora provide full schedules
of Metra commuter trains. PACE bus service offers convenient transportation to
neighboring cities. Chicago’s two international airports — O’Hare
and Midway — are an easy drive and the DuPage County Airport in West
Chicago as well as the Aurora Municipal Airport provide services for corporate and
private aircrafts.
HISTORICAL FACT: The first car came to Batavia directly from Detroit in
1900. If Batavians think bridge construction was difficult in 2007 and 2008 –
imagine the fact that the only way to cross the river was by boat until
the first wooden bridge was built in 1843.

arly Batavia settlers got around by horse or by walking — without the benefit of
roads. Worn prairie grass paths gave way to today’s familiar roads named after
Indians, presidents and historic events. The 35 mile trip to Chicago and back by horse
and wagon took three days.

he City of Batavia government isn’t that much different from when it was first established in 1850. At that time, town
meetings were held so that residents could have their say about how Batavia should be run. In 1891 there were 1,800
residents who elected John H. Miller as the first mayor. Today the City of Batavia still has this form of government. A mayor, city
clerk, city treasurer and 14 alderpersons are elected to serve staggered four-year terms. The City of Batavia is known for the

foreclosure prevention counseling. The
County will offer free “Homeowner
Clinics” throughout the year to provide

However, there is positive activity in
vibrant markets like Batavia. In 2008
the average price of a home is just over
$300,000 and the average residential
rent is $1,600. Barkei adds that she sees
a trend with home sales being up but the
prices remaining the same. “Batavia is
still a healthy real estate market,”
she says.

City of Batavia is using this time to focus on efficiency. He says that they are looking at all
projects, and that they are evaluating the projects to see how they can be more efficient
with time and resources without sacrificing quality.

economic environment, great schools, a beautiful library,
friendly people and a strong network of community groups —
to name a few. There’s also the magnificent Fox River, acres of
parks, downtown Batavia’s MainStreet program and the new
Wilson Street Bridge — all adding to the healthy business
environment in Batavia. These resources, and more, make

active Chamber of Commerce organizations in the state. The
Batavia Chamber of Commerce continues to grow, and now

Ten years from now, McGrath hopes that Batavia will continue to have a wide range of
housing options. He especially hopes that the economical and diverse options will be
available for the senior citizen population, younger professionals and families choosing to
make Batavia home.
Batavia is also fortunate to be a community that is supportive of the arts. “It’s my hope
that Batavia’s reputation as a place for self-expression continues with the thriving art
community and support for public art,” said McGrath.
HISTORICAL FACT: Manufacturing is an important element in Batavia’s business
history. There were several cigar factories, green houses and a sugar factory. While
Batavia had companies that manufactured a variety of products, it was paper, windmills,
ice and quarry companies who were the industry leaders. The men of the community all
needed a place to get a cut and shave and many went to the Chamberlain Barber Shop .
Batavia built up a reputation early in its history. Nicknamed
“The Windmill City,” it soon became known as the windmill
manufacturing capital of the world. Now, with over 175
years of history, Batavia is the home to over 200 varied
manufacturing, research and warehousing firms, as well
as proudly serving as hometown for the Fermi National
Accelerator Laboratory, a world-renowned high energy
physics research lab and Mooseheart, the international “child
city” of the Moose Lodge. Talented and friendly people
continue to come to Batavia to live and work. Batavia has
much to offer companies of all sizes. From electric utility
rates 20% below those of the surrounding area, to easy access
to county, state and interstate transportation corridors, and
access to a rapidly growing and stable workforce, Batavia offers
a premium place for retail, industrial or service ventures.

As Batavia has grown, so have the shopping options. The Randall
Road corridor on the west side is a rapidly expanding commercial
area, featuring several large shopping centers and a host of national
retail shops. Shoppers can find everything from appliances,
electronics and building materials for their homes, furniture
and more along Randall road and the surrounding retail centers
in Batavia.
Retail sales is big business in Batavia and represents a large
portion of the city’s income. It is estimated that the city will collect
approximately $7.6 million in sales tax revenue in 2008. This figure
represents about 31% of the estimated total General Fund Revenue.
As a sense of comparison, property taxes conversely represented only
about 22% of the General Fund Revenue. In 2007 the city estimates
there was $555,732,700 of taxable retail sales.

HISTORICAL FACT:
Today, downtown Batavia continues to be a delight for shoppers
looking for a specific item or spending a relaxing afternoon or
evening. The creation of MainStreet, a not-for-profit community
based program devoted to enhancing downtown Batavia’s identity
as the heart of the community, has helped promote the downtown
area. Whether it’s an arts walk, outdoor concert or sidewalk sale,
downtown maintains the unique charm it has had for over 175 years.
The historical buildings, along with the unique stores and pedestrianfriendly atmosphere, work together to make for an enjoyable visit. On
any given weekend day, it’s not uncommon for the streets to be filled
with bicycle riders taking a break from the renowned Fox Valley bike
trails and stopping for ice cream at the Batavia Creamery or a quick
bite to eat at one of the 26 restaurants.
Local realtor Kathy Barkei’s family owned Perna’s shoe store in
downtown Batavia when she was a young child. She remembers
walking to the Ben Franklin to shop and her parents did most of
their Christmas shopping at Swanson’s Hardware Store.
n the early days, residents of Batavia did the majority of their
shopping downtown. While residents today still shop downtown,
they have more options. Native Batavians have many stories to
tell about having everything accessible just blocks away. From
food shopping at Walts (now Amstadt’s) to finding everything at
Swanson’s Hardware – it was all there.

Central DuPage Hospital
Central DuPage Hospital is a nationally
recognized 361-bed facility located east of
Batavia in Winfield. It is a leading center for
surgical innovations and was one of the first
institutions in the nation to offer minimally

surgery, minimally invasive spine surgery

Fox Valley Volunteer Hospice — located minutes away
in Geneva — is a non-profit, volunteer based, community

Batavia schools receive high marks
Q
uality education has always been important to
Batavia. From the very beginning, the city has put
a high value on education when the first settlers started a
school within the first seven months of being in the area.
The City’s school district — Batavia Public School
District No. 101 — is a K-12 Community Unit District
with six elementary schools as well as a middle and high
school. The current enrollment is roughly 6,200 students.
BPS 101 was founded in 1911, when the westside and
eastside school districts of Batavia combined to form
a single district.
District 101 serves an area of close to 20 square miles.
Students consistently score higher than the national
average on basic skills exams with many students scoring
above the national average in all areas including reading,
language, math and science. High achievement scores are
one of the many reasons the district is ranked as one of the
best in Illinois. In addition, more than 80% of high school
graduates continue their education at the college and
university level.
In 2008, Batavia High School began construction on
an expansion to the building and to meet the needs of
the growing younger population, the district also began
construction of a new home for the Early Childhood
Program as a continuation of the Alice Gustafson School.
This new building will enable the district to enhance
its already reputable services for preschool students
identified with special needs.
Batavians also have several private facilities to choose
from to match their education preferences. There’s a
highly regarded Montessori School in Batavia and several
churches in the area offering a faith-based preschool and
elementary education. In 2008, Holy Cross Catholic
Church opened a new school providing a Catholic
education option for the area. There are also several
private high school options a short distance from Batavia.
Since 1913, Batavia has been home to Mooseheart Child
City and School, a residential childcare facility with a
1,000 acre campus. The Child City is a home for children
and teens in need, from infancy through high school.
Run by the Moose fraternal organization, Mooseheart
cares for youth whose families are unable, for a wide
variety of reasons, to care for them. Whatever the reason,
Mooseheart furnishes the resources necessary to care for
children in need.
Highly regarded higher education campuses are also
a short distance from Batavia. Aurora University is an
accredited university offering degrees at the bachelor’s,
master’s and doctoral levels. With approximately 4,000
students enrolled part and full time, Aurora University
also offers a number of programs and services for area
community members.
Waubonsee Community College is a two-year institution
of higher learning, which has provided educational
programs and services to thousands of students since
its founding in 1966. There are two campuses in Aurora
and one in Sugar Grove. Transfer programs are available
for students looking to attend a four-year college or
university and career education programs allow students
to enter the workforce quickly. Residents can also enroll
in developmental education programs or take classes for
professional development or personal enrichment.
The location of Batavia is also convenient to Northern
Illinois University and the many renowned colleges and
universities throughout the Chicagoland area.

Beach received numerous awards as a Park

The Arts
United Methodist Church Landmark,
8 N. Batavia Ave. – Built in 1887, the Methodist
Church is a beautiful example of French-inspired
Romanesque architecture.
Wilson Street Bridge – The renovation of the
Donovan Bridge on Wilson street originally built in 1911
was recently renovated in 2008.
Windmill Court – Dedicated on June 13, 1996 at the
international Windmiller’s Trade Fair, this court features
three types of Windmills — Appleton, Goodhue and
Challenge Vaneless.
Sports
Fundraising walks and runs are featured regularly throughout
downtown Batavia. Whether it’s the Batavia Mother’s Club or
LivingWell Cancer Center, visitors come from all over the area to
raise money for a cause, run or walk a race and enjoy the fellowship
of Batavians. Each June, Batavia plays host to more than 700
athletes who swim, bike and run in the Batavia Sprint Distance
Triathlon and Duathlon. Hundreds of spectators line the Quarry
Beach, the city’s neighborhood streets and the Fox River bike path
to view the race. And if golf is a passion, there are as many as 14
courses in the Fox Valley area with Kane County’s 18-hole Settler’s
Hill being the most convenient.
Just down Kirk Road is Fox Valley Ice Arena, home to local hockey
teams. Featuring three ice surfaces and more, this arena brings in
visitors each year for hockey tournaments. Also down Kirk Road
is the Kane County Cougars, the Class A affiliate of the Oakland
Athletics. The Cougars games feature great baseball, delicious
food, family fun and amazing fireworks.

HISTORICAL FACT: State Street is one of
Batavia’s oldest streets, made famous by Buttermilk
Alley. Farmers would line up their wagons to unload
their milk at the McKee-Chapple Creamery en route
to market in Chicago.

Parks and Recreation
Activities for the whole family
T
he landscape of Batavia and its proximity to the Fox River provide the
foundation for an array of parks and recreation activities for residents
and visitors alike.
With a full range of recreation equipment, including playgrounds and tot
lots, basketball and tennis courts, picnic tables and pavilions, softball and
soccer fields, jogging and bike trails, ice rink and cross-country ski trails and
swimming and fishing – there’s no shortage of activities!
Hall Quarry Beach is an award-winning swimming facility. Formerly a stone
quarry, the beach was renovated and features a sand bottom swimming area
with concrete “islands,” slides and a diving area.
Clark Island Park is located in the center of the city. Connected by a
pedestrian suspension bridge, the islands are the site for Batavia MainStreet’s
popular Shakespeare on Clark.
In addition to the scenic parks around Batavia, residents and their
children can participate in a variety of programs and activities for all
ages and interests. From arts and crafts to soccer, there’s something for
everyone.

HISTORICAL FACT:
Stone from Quarry Park Swimming Pool was mined and used in large
part to rebuild Chicago after the famous fire of 1871. In 1992, the pool
was closed for renovation and in 1993 it reopened to record crowds.
More than 65,000 people visit each summer.
When the Batavia Park District was created in 1969, it operated for 18
months without tax funding, owned no park land, and offered just a handful
of recreational programs. Today, the Park District has a budget of $3.5
million, manages over 350 acres of park land and serves about 100,000
patrons annually. It is an important contributor to the community’s social,
recreational and economic life.
The Park District—along with the Batavia Chamber of Commerce,
MainStreet and the City of Batavia—sponsors events and festivals
that draw crowds throughout the Tri-City area. Included among these
festivals are the Windmill City Festival, Celebration of Lights Festival,
Batavia Street Musicians and more. For thousands of people, the
Windmill City Festival has become a reunion for family and friends.
This year, several municipal groups will collaborate for a festive 175th
Anniversary Celebration.
The Eastside Community Center provides programs for active teens as well as
older adults.
The Riverwalk is the “jewel” within the Batavia Park District. Located on a
12-acre peninsula adjacent to the Depot Museum complex, the Riverwalk
is surrounded by water. It was created over a 10-year period through the
cooperative efforts of the Park District, the City of Batavia and a dedicated
group of community volunteers.
For residents with disabilities, there are plenty of opportunities to participate
in parks and recreation programs through the Fox Valley Special Recreation
Association (F.V.S.R.A.).

A gathering place for all ages

atavia Public Library, 10 South Batavia Avenue, is the
place to go — for information, cultural events, and
relaxation. Whether looking for homework help, storytimes, or
the latest Grisham novel, many of life’s pleasures are found at
the Library.
The origins of the Library can be traced to October 1866,
when the Batavia Lyceum Association—an organization
of young men—acquired a collection of books from the
Sigournean Society—an organization of young women—
which directly led to the creation of the Batavia Library
Association—a membership library — in June 1867.
The Batavia Library Association was the second library
established in Kane County; a similar membership library was
founded in Elgin in 1846. The Batavia Library Association was
incorporated in 1869 and later became the first “free library”
The Library moved several times during its early years
and operated in six locations from 1882 through 2002,
when its current building opened for business. Today, the
54,000-square-foot library has a collection of more than
184,000 items—books, DVDs, CDs, audiobooks, and
more—all available for checking out. Library services include
Wi-Fi, computer use and instruction, entertainment programs
year-round for children and adults, contemporary lectures,
reference databases, book discussions, Notary Public, public
fax, and voter registration. The professional staff is eager to
assist in any search for materials or information. The Library is
also a popular meeting location for community groups.
Visitors are encouraged to check out the café, quiet reading
room with fireplace, toddler play area, study rooms, local
history room and community meeting rooms. The lovely
outdoor Reading Garden on the lower level is a favorite spot
for quiet reading and summertime activities and programs.

in the Tri-City area when it adopted a “free library plan” in
1873 and opened its doors to all residents of Batavia Township,
regardless of whether they were members.
By 1882, the Library had increased to 1,040 volumes. At
the annual township meeting, the new public library was
established on April 4, 1882, and was supported by a tax of
one mill (equal to one-thousandth of $1.00). The first Library
Trustees were John Van Nortwick, president; O. T. Snow; D.
C. Newton; N. S. Young; W. H. Burnham; and F. P. Conde.
Francis H. Buck, the last Librarian of the Batavia Library
Association, was appointed the first Librarian of the Batavia
Public Library. The Batavia Library Association held its last
meeting on April 12 of that year, at which it voted to transfer
the books and other personal property to the “Batavia Public
Library,” a township organization.

Batavia has deep roots in religion
atavia has come a long way since the early years when
members of different religious sects met in small group
gatherings in homes to share a common faith. Today, over
a dozen churches of different denominations offer faith,
support, education and more to the residents of Batavia.
Many of these churches are included in the town’s historic
tours, reflecting the deep history of religion in Batavia and the
variety of architectural styles.

the church was constructed of field boulders from area farms
and interior woodwork from Georgia Pine. The building was a
gift to the congregation from Captain Don Carlos Newton—
Civil War Veteran and a wealthy Batavia Industrialist—and
the Reverend E.H. Gammon. The church was added to the
National Register of Historic Places in 1984 and the building
is still used for the sanctuary and nursery today.
The very first church was constructed in 1841 shortly after
the arrival of the area’s first settlers. In 1852, First United
Methodist Church constructed a building on the corner of
First and Lincoln Streets, after years of congregating in the
home of William Van Nortwick on the corner of First and
Water Streets. A new building was later constructed in 1887 at

1800s, built a congregation and then relocated to more
modern sites. These strong churches continue to offer faith,
fellowship and education in more modern facilities with the
same strong principles that helped start the church.
