ANNUAL REPORT 2015
Ladies and Gentleman
It is with pleasure that I present for your consideration the 67th Annual Report and Financial
Statements.
Twelve months ago when I was elected to the role of NZIB President following the retirement
of Martin Nordqvist I was in no doubt of the enormity of this role at the present time for
the game. This past year has been both exciting and rewarding from witnessing some great
games of bowls at both international level and at our national events and the challenges as
administrators of the game to maintain the link to our districts and members.
The challenges that the Executive face to sustain our game, maintain the interest of the very
wide range of people that participate in the game at the many levels and continue to provide
the opportunities for competition that the game provides is daunting.
We also face challenges from a financial aspect with a review of the way Sport NZ provides
funding to us through their new Community Sports process. The outcome of the pending
funding application will not be known until mid-December which creates uncertainty and
other gaming funders are supporting regional rather than national requests.
The discussion paper on the future direction has received many and varied responses. It will
be the subject of discussion at the Annual Meeting from which the members present will be
asked to set the direction for the future.
In my first year as President I have attended all of the National events. The initial event
was the International held in Tauranga and I was impressed with the way our Mat Blacks
performed to hold off a spirited challenge from Australia to take out the match 38-28. South
Canterbury IBA hosted a fantastic nationals in June. The introduction of the masters events
added a new dimension to the event and looks likely to grow in the future. Thanks to all
those districts that hosted national events. With the rising cost of travel the opportunity to
move these events around the country is becoming less viable. I also joined the South Island
Team in their tour of the North Island and would like to express my thanks to the team
for the welcome and involving me in the tour. I would like to thank all those officials and
players for their support and their organisation of events that they hosted during the year.
Obituaries
On behalf of all bowlers I extend our condolences to all members who have lost loved
one’s during the year. In particular I would like to mention David Milne from Buller who
attended our AGM’s from 2003 – 2014, Peter Bowden from Roskill and Districts who
attended the AGM’s in 2000, 2001, 2002, 2011 and 2012 and former NZIB Executive
Member Stewart Chilton from Southland who served on the executive from 2008 – 2012.

International - Tauranga
New Zealand and Australia met at the Mount Maunganui Sports Centre, Tauranga and New
Zealand defeated Australia 38-28 in a close and exciting encounter with Australia earning
the respect of everyone. The Mat Blacks won six Australasian Medals and Australia five.
Thank you to the Tauranga Association and a team ably led by Mike Phipps that organised
the venue and associated activities. Thanks also to the bowlers that turned up at the venue
and supported the teams.

66th National Championships – Timaru
This event was hosted by the South Canterbury Centre at the Southern Trust Events Centre.
This year the Executive introduced new Master events for those over 60 years of age as a
result of a survey conducted in Rotorua which indicated that this was something members
would like to play in.
In the Open Event 290 players competed in the singles, 170 teams competed in the pairs,
115 teams in the triples and 95 in the fours. In the Master Events 95 players competed in the
singles, 65 teams competed in the pairs, 30 teams in the triples and 25 in the fours.
The Tournament produced some memorable moments with firstly Grant l’Ami becoming the
first player to win a second Gold Star for ten national titles when he and Mike Phipps from
Tauranga won the pairs title back to back and then went on to win the fours as well. Grant
Rayner, Paul Psaila and Teri Anderson, Auckland won the triples back to back the first team
to do so.

Island Tour
This year the South Island toured the North Island and the districts that hosted the team
and supporters in such a welcoming way are thanked. The South Island team built up an
excellent team spirit on their tour and were great ambassadors for the game. Thanks to Nigel
Warnes as South Island team and tour manager and David Lynn manager for the North
Island team. Michael Lawson, Ashburton and Grant Harvey, North Taranaki were the team
captains. Smaller districts seemed to value the tour game more than some of the larger and
8.
it was disappointing that more districts did not take the opportunity to use the Touring
team in promotional type activities. Coach Driver and Executive Member David Edgar was
invaluable with his touring experience and Delwyn Hughes covered all the publicity issues
well.

New Zealand Secondary Schools Event – North Wellington
The New Zealand Secondary School event was played for the eighth year and was held
following the Junior Singles to take advantage of the Secondary Schools Tournament week.
There were 38 colleges from throughout NZ represented. The feedback from this event grows
each year. The importance of having the event scheduled on the NZ Secondary Schools
calendar and having the entries coming through the school system is very important if the
game is to survive in the future.
The Championships clearly demonstrated the worth of promoting the sport at school level.

65th Welch Trophy – Lower Hutt
North Taranaki won the Welch Trophy for the fourth time at Lower Hutt.
The team consisted of Grant l’Ami, Alister Wilson, Sean Ridley, Elizabeth Morrow, John
Zittersteijn, Mark Ridley, Grant Harvey, Lindsay Willis and Aidan Zittersteijn.
North Taranaki had won three times before in 1980, 2012 and 2013.
11.
A Gold Star was won by Grant Harvey who had won twice with Manawatu in 1998 and 2000
and three times with North Taranaki 2012, 2013 and 2015.
North Taranaki won a real cliff hanger and went into the final round of pairs just 1.5 points
ahead of Canterbury. However in the final round of pairs they won three and drew one game
of pairs to clinch the title while Canterbury scored one win.
Junior player Aidan Zittersteijn (15) played in the final session in place of Lindsay Willis
who was unwell. Grant l’Ami won his sixth title, Harvey his fifth, Alister Wilson and John
Zittersteijn their fourth, Sean Ridley, Mark Ridley and Lindsay Willis their third, Elizabeth
Morrow and Aidan Zittersteijn their first.
Final Standings were: North Taranaki 108, Canterbury 99, Waikato 89.5, Counties 88.5,
Upper Hutt Valley 82 and Otago 73.
Top scorers were: Grant l’Ami (NT) 13 wins, Teri Anderson (WK) 12 wins, Alister Wilson
(NT) 11.5 wins and Sean Ridley (NT) 11 wins.
Henselite Champion of Champions Singles - Christchurch
Ashley Diamond from the Upper Hutt School Club in Upper Hutt won the national final.
It was the second time an Upper Hutt Valley player had won this event. The runner-up was
Grant Rayner from the Tawanui Club, North Wellington.
This win added to Diamond’s magnificent record. He had previously won the 2014 National
Singles, pairs in 2011 and fours in 2007.
Third equal were Tim Veale, Manawatu and Rodney Morris, Roskill and Districts.
The plate was won by Paul Smith, Tauranga.
Conclusion
The support of my executive members throughout the year has been very much appreciated.
Nigel Warnes brings his valued experience to the table when discussing the issues that the
game faces. David Edgar and Trevor Rayner, with many years of experience on the executive
provide that in depth knowledge that keeps us focused on the issues that matter. David Lynn
and our two new members, Graham Low and Michael Lawson have provided some fresh
thoughts on what we could focus on for the future. I thank them all for their contributions
at executive meetings and to the successful running of our events.
I must also acknowledge the input that our Executive Officer, Ngaire Drake has to the
successful organisation of our sport. Her knowledge and understanding of the many and
varied processes that we must comply with to be successful in today’s environment, aligned
with her great organisational skills ensures that we continue to be as successful as we are.
I would also like to acknowledge the efforts of all those Presidents, Secretaries and
12.
Committee members who continue to administer the game in their respective areas and the
contributions of the many Umpires and Coaches who continue to provide the support to
the game in their districts.
Our development officers, Craig Whiteside and Michelle Watts continue to explore
opportunities to introduce the game to new people, mostly in the Intermediate and
Secondary Schools. While this may not always result in new members it does provide the
opportunity to get into the community and hopefully we will eventually see some positive
results. I thank both Craig and Michelle for their efforts.
It has been an interesting and rewarding twelve months. I look forward to continuing in this
role and with the support of you the members seek ways to continue to sustain the game
for the future.

President

UMPIRES REPORT
This is was my second year as National Examiner and there was initially uncertainty about
the process with the promised online, multi-choice theory exam being introduced. This
unfortunately did not happen but will definitely be introduced next year. Hopefully this
will result in a much easier process and more flexibility of when candidates are able to sit.
The key to passing will remain being well prepared to sit the exam which did not happen in
many cases this year.
2015 saw quite a drop in the number of candidates sitting in full or completing components
they missed in 2014. There were18 candidates from 9 districts with three of these combining
to form one location. At the time I thought this was a good idea but in hindsight, as the results
indicate, maybe not. There were two candidates completing a partial pass from 2014 and
two gaining a full pass at their first attempt. Three gained local status and three measurers.
Disappointing results with of the 18 only 7 passed the theory. 14 passed the measuring and
only 5 passed the mat faults.
I felt this year the problem was an obvious lack of preparation for the theory. I know the
exam is open book but the first objective is to decide exactly what the question is asking
so you can go to the relevant section in the law book, eg. burned in motion or burned by
something or someone independent of the game. Again the questions around measuring
were not answered as well as they could have been.
My thanks to supervisors and their helpers for their assistance in a role that is not an easy
one, in particular, the cheating for the mat faults. A DVD on mats faults will be produced
at this year’s National Championships. The purpose of this is to delivery of a clear and
consistent message of what is required.
The new Umpires should be applauded and encouraged as they gain experience and
confidence in their service to our game and its players.
Greg Veale
National Examiner

SPORT DEVELOPMENT REPORT
As the 2015 season starts to wind down and I look at the highlights of the year from a
developmental point of view, I find little to get excited about. The apathy and ineptitude of
the executives involved in the game causes the popularity of indoor bowls to swirl deeper into
the mire. Success at a developmental level is measured in KPIs, key performance indicators,
to determine outcomes and funding for the future.
The blueprint for success in development had largely been entrusted with me by NZIB to
come up with a suitable plan to take the game forward through expansion of the game
through schools, and of late the wider community. Like any successful building programme
it was going to rely on building a sound base.
This required Districts to understand what NZIB was wanting to achieve and have the
personnel to stand up and accept the challenge. The tools were strategic plans, the RSTs with
the pathways into the schools and appropriate funding and the acceptance from schools
that indoor bowls was a suitable alternate sport to offer to their pupils. From there Districts
needed to take ownership of the programme established.
This clearly has not happened.
The highlights of the year are the increased number of participants at the AIMS games which
grows in numbers each year. The handful of coaches, people like the Wilsons of Howick,
Montgomeries of Holy Cross who turn up each week at their adopted schools to coach
the pupils. The acceptance of colleges that previously did not want to participate in the
programme.
The success of Somerville to take 1st and 3rd in the AIMS Singles and placed in the pairs
to be third in the teams event, in only their third year in AIMS. Also the two fathers of the
Somerville students joining a club with their sons to support them.
Working with the Central club in Timaru, a club largely made up of first and second year
bowlers who embraced a few rigorous coaching sessions over a couple of weeks to improve
the skills of their bowlers.
A young lady just arrived from Australia with her league-playing husband who was employed
by Sport South Canterbury. She had never seen indoor bowls before, learnt the game in
3 sessions, made a set of ribbons for “Quickdraw” and was able to take over the role of
facilitator at 3 Timaru district schools.
The formation of a Junior club in Pukekohe with 2 participating schools showing that 2 or 3
dedicated volunteers can make a big difference.
Other avenues we went down was with Auckland Leisure Centres trialing a programme and
translating the New Bowlers brochure to Chinese and demonstrating the game at a MultiCultural day at the Buddhist temple in Flatbush.
The main highlight is seeing the enthusiasm and interest from the students who experience
the game for the first time.
15.
Finally I would like to acknowledge the tireless work that Robyn has put in as a volunteer.
We have visited over 150 schools and coached over 12,000 students. In that time she has
never missed a session and has been an inspiration to the students she has coached. Her
work has gone largely unacknowledged with the misunderstanding that her position was a
paid one.
The future of the game is in your hands. Development has to be a team effort if Indoor Bowls
is to last as a sport. When we first went to school we learnt to put our hand up if we wanted
to use the toilet. If you didn’t put your hand up you “busted”. What I have seen in my travels
around the country is the game busting and very very few bowlers/administrators/executives
putting their hands up….
Craig Whiteside
NZIB Development Manager
SPORT TARANAKI’S SPORT DEVELOPMENT ADVISOR
Primary/ Intermediate Schools
Numbers increased this year with schools taking up the offer of sessions and then cluster
tournaments for their students. We had thirty six schools involved and with 230 sessions
delivered and some did their own interschool challenge without my involvement. We now
have three cluster groups having mini tournaments after the sessions and then going on the
memberships within clubs.
Taranaki Year 7-8 tournament in 2014 increased to 45 teams (90 students) and this year
a larger venue was required to accommodate the 61 teams entered. Medals and a trophy
were presented to Coastal Area School, Oakura School and Highlands Intermediate. An even
larger entry is predicted next year. Who would have thought four years ago this region would
be doing so well in schools and juniors?
Secondary Schools
New Zealand Secondary School 2015 – Increased numbers attending to 16 from last year’s
9 and hopefully this will continue to grow for years to come due to plans and the structures
that have been put in place over the last three years.
The Taranaki secondary school event also saw an increase in entries and in 2016 it will be
even bigger due to using the TSB stadium with the financial assist of TSSSA. This will open
up the event as previously numbers have been restricted. It is hoped to get close to 150
students participating.
After the 2015 event I received this lovely comment and hope more of these will come in:
Good Morning, I am a parent of one of the kids that competed at the NZ indoor bowls
tournament in Wellington. I would like to say a big thankyou to Michelle Watt who came
down and supported all the Taranaki Kids. She is a wonderful person and it is great to see her
encourage all the kids when they play. We are very lucky to have someone like Michelle who
16.
is dedicated to the sport and encourages the kids when they play. The kids love her charming
and enthusiastic manner. It was my daughter’s first tournament and she loved it and can’t wait
till next year’s competition. Thanks Sport Taranaki!!! Meredith Bennett Hawera High school.
Whanganui Schools
I assisted delivery to Wanganui Schools for their first year of the programme with Wanganui
Indoor Bowls volunteer Brendon Kenny. It is hoped the success of the Taranaki programme
can flow on to Wanganui so they too can benefit.
Clubs
Memberships of the juniors in clubs have grown from twenty last two years to fifty this year
within the two centres of Taranaki region.

NATIONAL PUBLICITY OFFICER’S REPORT
It is with pleasure that I present my report for 2015. I have again enjoyed my role and hope
it has helped to carry Indoor bowls to a wider audience.
This year has been notable for the greater use made of computer programming to record
events, provide post-section draws, etc. This has made my job easier, and has also enabled
anyone interested to access the information quickly. I appreciate the efforts of everyone
involved in developing the programmes and fine-tuning them.
There have been a number of highlights to the year for me, principally the International
fixture at Tauranga. Not just the favourable outcome for New Zealand Indoor Bowls but in
the way the whole contest was conducted. It was clear all the players were keen to succeed
for their country and this enthusiasm at the highest level must have a spin-off elsewhere.
It was also a thrill to meet and interview the man behind the Henselite name, in Timaru.
Mark Hensell was clearly impressed with what he saw of our sport and I know several of
the news media were glad to have his story. I can see future benefits for Indoor Bowls in this
country from his visit.
The Nationals themselves produced a number of highlights, including Grant l’Ami winning
his second gold medal, and the Academy and Masters fixtures during the week. While these
two events may seem an irrelevance they were enjoyed and respected by the players involved,
who produced some exciting games and kept the tension going until the end. This sort of
attitude is like gold-dust to a publicity person.
The publicity year finished with the usual flurry of the Mixed Fours, Paterson, Henselite, and
Welch Trophy events, as well as the Junior Singles and Secondary Schools championships.
Once again I was kept busy processing and feeding out the progress results and finals for both
the districts and media. A number of media journalists contacted me for further information
on events and players – proof that they are still interested in our sport, especially when it
comes up with news-worthy moments.
I must also mention the AIMS Games, which are almost overwhelming in their scope. It is
very satisfying to be involved in promoting and publicising Indoor Bowls at the Games, even
though the numbers involved are a challenge to deal with. Fiona Wilson does a great job
organising the sport.
I wish to record my thanks to all the DPOs and district secretaries who helped with
information and results during the year. I hope all districts are happy with what was provided
back to them.
I should also record my appreciation to Delwyn Hughes for her coverage of the South Island
Tour and Inter-Island fixture in my absence overseas.
Finally my grateful thanks to Ngaire Drake and all members of the Executive for their help
and co-operation.
Chris Bullen

WEBSITE REPORT
This was my first year in the Webmaster’s role following on from Jock Jamieson.
The website has had one major addition to it this year, namely the addition of the live
Facebook Feed, which allows non-facebook members to instantly view any updates made to
the NZIB Facebook page. This was requested earlier in the year, when it was made apparent
that a number of our bowls members wanted to be kept up to date with results, but weren’t
on Facebook, so couldn’t join the closed group that exists.
This was taken a number of steps further, by NZIB introducing the Google spreadsheets
which allowed anybody to view results in real-time. This is a big technological advance,
and has been warmly welcomed by everyone who has used it. I know that I have received
numerous compliments about it, and it actually makes it a lot easier for Controllers to run
major tournaments, as it takes a lot of the manual work away.
The website needs to be kept current so please advise if you have difficulty finding
information. My challenge is to find a better way to present images and also I am working
on a new design.
Paul Voorend
Webmaster
NZIB VOLUNTEER OF THE YEAR AWARD
The 2014 winner of this award was David Bullock. David had shown great leadership
as Canterbury IBA President over a very difficult 4 year period which had allowed their
Association to continue to function in post- quake mode. The fact that they were able to
retain their membership numbers was extremely creditable. The CIBA hall’s major fire in
September has meant even more work for David finding halls around the province and he
has spent many hours with the necessary programming and controlling of events.
The 2015 winner will be announced at this year’s AGM.
