INTERNATIONAL HAP KI DO FEDERATION
REFEREE CODE OF CONDUCT
The following guidelines serve as the official Referee Code of Conduct for the International
Hap Ki Do Federation. This code must be adhered to by any and all duly appointed and
credentialed International Hap Ki Do Federation Referees, when officiating any IHF sanctioned
event, or when involved in any other official capacity in any IHF sanctioned event, to include
support or technical duties, or training events. Failure to follow these guidelines may result in
dismissal from an appointed position, including the revoking of official credentials and associated
titles.
1. As an IHF referee, I will perform my duties in a firm and impartial manner, showing no favoritism
to one competitor over any other competitor.
2. As an IHF referee, I will hold the safety of all competitors and spectators paramount over all other
concerns.
3. As an IHF referee, I understand that I am an ambassador of Hap Ki Do and the International
Hap Ki Do Federation to all with whom I come in contact. As such, I will utilize tact and diplomacy
to resolve all disputes.
4. While in uniform, I will not fraternize with competitors or coaches, lest I give the appearance of
conspiring to show favoritism.
5. I will accept and respect the authority of all Referee Directors and Senior Referees, and I in turn
understand that I will always have the full support of the Referee Director in my decisions, provided
that I adhere to the Referee Code of Conduct.
6. I understand that the referee ranking system operates differently than the Gup/Dan ranking system, and as such, a referee with a higher rating or title than myself will have authority, regardless of
any difference in Gup/Dan rank.
7. I will maintain the highest possible standards in physical conditioning and martial arts skill and
knowledge in order to legitimately perform my duties as a judge of others’ skills and abilities.
8. I will maintain a positive attitude in all conditions and perform all duties assigned to me to the
best of my ability.
9. I will strive to be on time for all official functions, and will to the best of my ability put aside
personal desires to fulfill my duties.
10. I will not accept favors of any kind in return for my actions or decisions, and I will immediately
report any attempts at bribery or coercion to the Referee Director.
11. I understand that any verbal or non-verbal displays of emotion in support of any competitor is
absolutely prohibited while on the competition floor. Referees must remove their uniform and move
to the spectator seating in order to “cheer” for a competitor. Negative statements, such as “booing”
made against any competitor are prohibited under all circumstances. Professionalism is paramount.
