OBITUARY
Daniel Jeffrey Ramirez
Daniel Jeffrey “Jeff” Ramirez, 50, passed away in peace
at his home in Kearny on Thursday, Dec. 10, 2015. He
was born on June 2, 1965 to Daniel C. and Maria Eliza
“Alice” Ramirez in Kearny AZ. He was the oldest of three
children.
Jeff was an employee for the town of Kearny for the
past 20 years in the public works department. He was an
avid Bearcat and Pittsburgh Steelers fan. Jeff not only

Sean Harmon; and niece, Felicity Ramirez. He is preceded
in death by his brother-in-law, Stephen Harmon, and
niece, Adrianna Ramirez.

Help brighten the day for members of our Armed Forces
It has been years since the local chapter of Phi Theta
Kappa has been a part of a Holiday Light Parade. This year
Phi Theta Kappa will not only be a part of the Mammoth
Holiday Light Parade, but we will be collecting unused
Christmas Cards to send to members of our Armed Forces.
The Mammoth Light Parade is a very festive holiday
tradition and Phi Theta Kappa is grateful to be able to take
part in it this year. One of the keys of Phi Theta Kappa is
service. This year after the light parade is over we hope
when the kiddos stop by to see Santa, you will stop by
and take some time to send a warm wish to injured and
deployed troops, who won’t be spending their holiday with
their family.
In addition to being able to decorate a card for injured
and deployed veterans, we will also be collecting any
unused Christmas Cards in preparation for next year. If you

Kearny Council to Consider Water Rates at Monday Meeting
his coming Monday, December
21, at 7:30 p.m. the Kearny Town
Council will meet in regular session.
This meeting will also include a special
public hearing on increasing our water
rates. This is a busy time of year, I know,
but I hope a good representation of the
town will be present to take part in this
important matter.
You may have read my previous columns
on the deterioration of our water and
sewer systems. We have been told that in
order to improve our system, we will have
to raise rates specifically to cover future
maintenance, which is a requirement in
order to receive state and federal grants.
Our present water and sewer rates are
among the lowest in Arizona. We have
not had enough money to cover current
repairs, much less improve the system.
Those are the facts as I see them. Water is
crucial to Kearny’s life and growth. Please
come to this important meeting.
I want to thank the ten people who
volunteered for the FIREWISE training.
We are sorry that the scheduled training
was canceled, but we hope to reschedule it
for a later date.
The Volunteers in Patrol (VIPS)
training for new members is this Sunday,
December 20, at 2 p.m. at Constitution
Hall. The VIPS are important. They work
in cooperation with our police department
to patrol our streets, help at special
events, provide assistance during natural
disasters, and many other things. Couples
are welcome to serve as VIPS, for VIPS
usually work in pairs. Monthly trainings
are held, and new members receive a
background check and are fingerprinted,
just like our officers are.
It’s a fulfilling position. If you are
interested, please contact Town Manager
Anna Flores at 363-5547 for more
information, or simply show up at the
meeting this Sunday.
It’s the time of year when cardboard
boxes proliferate. Pinal County offers
cardboard recycling in the bins behind the
Pinal County Building (as well as plastic,
glass bottles, and other paper goods).
Please make use of them, but please flatten
cardboard boxes before depositing them.
Unflattened boxes fill up the bins quickly
to overflowing. If all of us are considerate,
more cardboard can be recycled.
The third meeting of the Task Force to
propose an over-all police force for Kearny,
Hayden, Winkelman, and Mammoth met
yesterday (Tuesday) and considered radio
communications, among other things.
The Task Force meets about every other
week to gather information and process it,
developing the proposal to be presented to
all the towns.
The town is grieving the unexpected
death of Jeff Ramirez, a long-time, muchvalued employee of the Town of Kearny.
His funeral will be held this Friday, the

Voters to be asked to approve and fund 20-year Pinal
County transportation plan next November

A 20-year plan to develop a countywide transportation
system consisting a new and improved roads and transit
systems throughout Pinal County is currently being
drafted, with an eye on bringing it – along with a request
to fund the requested projects – before voters next
November.
The developmental effort was launched last August when
the Pinal County Board of Supervisors voted to create
the Pinal Regional Transportation Authority (PRTA) as a
special public improvements and taxing subdivision of the
state of Arizona under state statute 48-5302. The statute
applies only to Arizona counties with fewer than 400,000
residents, of which Pinal County qualifies.
Overseeing PRTA will be one representative each from
each municipality within the county, the county, and
Central Arizona Governments (CAG), one of six regional
districts in Arizona formed to support a number of
planning activities, while complying with federal planning
requirements. Each will have one vote when determining
which projects go forward and in which order.
Andy Smith, CAG transportation planning manager, is
overseeing PRTA.
To develop a balanced regional transportation plan,
PRTA with the Pinal Board of Supervisors contracted with
Dibble Engineering for transportation consulting services.
The purpose of the plan will be to boost economic activity
within the county by making it easier and quicker to get
around. Both the needs of business and citizens will be
taken into consideration, Smith said.
High on the planning list are roads bisecting the county
that will function as a North-South Corridor (determining
the route of the proposed I-11) and an East-West Corridor,
the latter providing faster travel between Kearny and
Maricopa. Other road projects will likely benefit Southern
Pinal County, Hidden Valley, as well making major
improvements to regionally significant roads.
The plan also could include transit systems,
including buses and light rail, to areas where no public
transportation currently exists. Park-and-ride lots would
funnel customers into light rail systems.
At present there are only three bus services in Pinal
County: Cotton Express in Coolidge, CART (Central
Arizona Regional Transportation) connecting Florence

with Casa Grande through Coolidge, and COMET (City
of Maricopa Express Transit). These services operate
primarily in morning and late afternoon rush hours.
But how much extra bus service the county needs is not
known. A bus service linking San Tan Valley and Queen
Creek with Gateway Mesa Airport folded years ago for lack
of riders.
Two of three light rail lines proposed by the Arizona
Department of Transportation would benefit Pinal County
with the Phoenix-Tucson route going through Queen
Creek, San Tan Valley and Florence; and the PhoenixGlobe line skirting the county’s northern towns.
Once a balanced fiscally-sound 20-year transportation
plan is developed, it will be presented to voters in
November 2016, Smith said. Details of the plan will be
released well before the voting date, Smith said.
To fund the 20 years of projects, voters will be asked to
approve a 0.5% hike in the county excise tax. That would
be in addition to the existing 0.5% excise tax county
residents already pay to fund county road maintenance
projects. The current 0.5% excise tax raises about $16
million annually.
PRTA was created to fill the gap left by a steady decline
in recent years of federal transportation project funding.
Currently the county only receives about $500,000 in
federal transportation revenues.

department and booked into jail, or the arresting
officer may write a citation and release the suspect
to appear in court later. All suspects are presumed

meetings throughout Pinal County to build support for the
transportation project.
The need for the program to be balanced and provide
improvements for all corners of the county was driven
home when in November a Casa Grande councilman said
he wouldn’t be inclined to support a North-South Corridor
highway if it ran through San Tan Valley, Coolidge and
Eloy but missed Casa Grande. That would take business
and economic development away from his town.

only on the last Wednesday of the month.

Hayden wrestler aiming for Championship
Hayden wrestler Mikee Mariscal has dominated his competition so far this season, not
allowing any opponent to reach the second
period against his while remaining undefeated
with a current record of 10 – 0.
Mariscal, a sophomore and the Lobos’ team
captain, recently took first at 106 lbs. at a Chandler Prep Academy match.
As a freshman, Mariscal earned team MVP
honors and has hopes of even more this season.
“My goal is to be on top of the stands in the
State Championship,” he said.
At his current pace, Mariscal is well on his way
to achieving his goal.
