PURPOSE OF REPORT
To provide monthly feedback on the activities of the Department
Community Development.

The Department Community Development consists of 4 staff
members and serves the following vulnerable groups: Youth, women,
children, disabled, people living on the street and the elderly.

Monthly Report
NOVEMBER 2015
Community Development Department
Implementing the model of partnerships between the municipality and local organizations to
collectively further development in the community. This is done by focussing on existing resources
and needs as identified by the particular community. The model is based on EPWP appointments
under supervision and mentorship of the Community Development Co-ordinator of the
municipality to address capacity shortfalls in the department and to capacitate, strengthen and
develop existing local resources.
Cloetesville EPWP Contract Worker: Wynanda Jacobs
Training:
The Early Years services Foetal Alcohol Syndrome (FAS) training was held at the ward office for the week of 913 November. The EPWP worker was asked to assist and to mobilise people from the community to attend.
This program is focussed on the teachers of ECD centres as well as parents. 12 Community members attended
in total. The content of the training was focussed on substance abuse (alcohol in particular), the effects
thereof on the development of the foetus and the role of educators and parents when dealing with a child with
FAS. The participants received certificates at the end of the course.
Red Cross Training for volunteers to assist with reintegration of offenders into the community as part of a
rehabilitation period was held at the Cloetesville Ward Offices. 10 People attended the three day workshop.
The volunteers that have been trained will facilitate the program once it is implemented. Further training will
be provided before the end of the year and during next year. The first program will be on World Aids Day the
1st of December 2015.
Activities
The after school program is still on going from 3h00-17h00. An average of 30 learners and children attend the
afternoon sessions.
Kids still do handmade products like paper flowers etc.
Baking rice cakes.
Doing homework.
Playing games
Assistance is still provided with the writing of CV’s. One of the youngsters that were assisted with a CV, is
currently volunteering to clean up the streets.
Elderly group
The EPWP worker had a meeting to guide them with programmes for 2016 and get more elderly people
involved in their project. During the needs assessment of the IDP of both wards of Cloetesville more activities
and programmes for Cloetesville was identified and the elderly club is willing to help in these activities. They
will focus on more outreaches and access to information on issues concerning them. They have also been
tasked to invite more elderly to the group. The long-term plan is to get them to be registered as a service
centre which could lead to the Department of Social Development assisting the club through a subsidy.
Stakeholder engagements and meetings:
Staff meeting
SAAYC Meeting - The SAAYC AGM was held in Johannesburg on the 28 November. Feedback received from
SAAYC national relating to the grant and the Dreamers Awards provided by them informed attendees that

these support programmes will be suspended until further notice due to fraud that was picked up at some
of the clubs.
Meeting with the Dept. Community Services to assist in the revitalisation program for Cloetesville area.
Assistance was also provided with the delivery of social relief of distress during the recent Klapmuts and
Nkanini fire incidents.
Idas Valley EPWP Contract Worker: Yolanda Marthinus
Recycling
The group started with a recycling project where they were taught to make a new product out of used
products. They took 2 litter bottles and transformed it into pot plant holders. Plants were then planted in these
holders and each child is now responsible for the caring of the plant. With the water restrictions that are
currently implemented, the EPWP worker also educated the children on water saving and to use their grey
water from their dishes and washing machine to water their plants as well as their gardens at home.
In light of recent loadshedding recycling was also applied to providing light in the absence of candles. The
group collected old glass jars (mayonnaise; coffee; etc) and was taught to make lights with water, paraffin and
string. This was done through adding paraffin on top of water in the jar and lowering the string into the jar.
Due to the danger of spreading fire should the jar fall over emphasis was placed on the safe handling of
paraffin. Education dealt with normal safety information, having an adult present when working with paraffin
and safe keeping of materials that came into contact with the toxin. As we are currently in fire season, time
was also spend on securing the “light” in terms of keeping it away from curtains, areas that are subseptable to
drafts and people walking past it.
Luckhoff School needed a stage to perform the end of year play. This was
achieved by involving 18 boys under the guidance of Mr Abrahams in a wood
working project. Old wooden fruit bins were collected and Mr A tought the boys
how to measure, saw and nail the planks together to make a stage.
The group were asked to collect old jeans from family and community members.
The jeans were then cut up in pieces to be sewn together and in order to create
a new piece of clothing. The group were shown how to cut the different
patterns and one of the mothers volunteered to sew it together to create
waistcoats.
Indigenous games:
The youngsters are currently enjoying the street soccer. As the
games continue in the streets the number of participants grow each
time. The EPWP worker facilitates some life-skills sessions whie they
are playing in the streets, focussing on respect for others as well as
being a good sportsman. Heinrich Fortuin has been selected as the
coach for DCAS within the Stellenbosch area to assist with training for
3-stokkies. He will select 2 groups that is currently performing well to
be part of further individual training. The kids currenty plays skalulu
and 3-stokkies frequently.

Culture: The EPWP worker is assisting with the training of the Gr R learners for their culture evening. She
taught them different dances. The focus of the dances was on expression of feelings without having to use
words. In a society where the children are not used to voicing their emotions in a constructive manner, the
aim was for them to first experience their own emotions and then to try and illustrate the emotion through
dance.
Health: On the 14th of November it was World Diabetes Day. Together with Stellenbosch Hospice an
information session was held with the Gr 7 learners at Bruckner primary. This illness is becoming more and
more prominent with the youth and not many understand the illness completely. They were informed to live a
healthy lifestyle whether you are diabetic or not. Testing was available and 30 kids and educators tested as
part of the programme.
After school program: The EPWP worker started with reading sessions after school. There is a need for the
learners to know the basics. They are currently struggling to identify words while they are reading and
therefore lose interest. By assisting them with reading, we want to build their confidence within their
classrooms.
Disaster management: The EPWP worker assisted with the handing out of food during the Klapmuts and
Kayamandi (Nkanini) fire incident .
Stakeholder engagements: The EPWP worker had 2 separate meetings with Dirk form Franschoek who came
to take some photos of young entrepreneurs and top achievers of Idas Valley to complete his brochure.
Drama Festival
The Department of Cultural Affairs, Sport and Recreation’s biggest initiative in the Cape Winelands “The Cape
Winelands Drama Festival Finale” was held at the Stellenbosch Town Hall on Saturday the 21st November
2015. Since its inception in 2013 Langeberg Municipality has hosted the Finale showcase but this year
Stellenbosch Municipality in partnership with Cape Winelands District Municipality proudly hosted this event.
The Finale is the conclusion of the annual drama programme where youth were not only given an opportunity
to showcase their talents but received development from sector professionals in the field of dramatic theatre
(script writing, acting and production). We have been supporting this initiative since its inception providing
necessary input to make the festival successful. Since our involvement in this programme this has been the first
year that one of our local groups (Combined Theatre Group of Kayamandi) made it to the final. Awards to the
winners were made by Minister Anroux Marais (DCAS) and Clr Frazenburg (Stellenbosch Municipality). The
prize includes a spot at the Suidoosterfees held at the Artscape Theatre as well as the Zabalaza Festival at the
Baxter Theatre. Although our local group did not win, we are still proud of them for reaching the final.

16 Days of Activism
Caleb Development organisation in collaboration with the Stellenbosch Municipality, hosted a celebration for
Women on the 21st of November 2015 at Weber Primary School. 100 women were invited to be part of this
event to celebrate and to start with the 16 days of activism campaign. Tjommies, a local drama group were also
part of the program demonstrating the issues of women in our communities. Caleb will be doing follow-up
workshops on farms on the rights of women and the processes to follow reporting abuse.
The objectives of the 16 Days Campaign are to:
• Motivate everyone to be active participants in the fight to eradicate violence against women and
children, hence the theme: Count me in.
• Ensure mass mobilisation of all communities to promote collective responsibility in the fight to
eradicate violence against women and children.
• Encourage society to acknowledge that violence against women and children is NOT a government or
criminal justice system problem, but a societal problem, and that failure to view it as such results in all
efforts failing to eradicate this scourge in our communities.
• Emphasize the fact that the solution lies with all of us.

DISASTER MANAGEMENT
The Department was involved with Social Relief of Distress during fires in our municipal area informal
settlements. The following incidence were reported to us:
• 21 November – Mandela City, Klapmuts (22 shacks)
• 22 November – Langrug, Franschhoek (1 shack)
• 28 November – Nkanini, Kayamandi (45 shacks) and the Siyavuya Creche partialy affected
DSD Minister visit Klapmuts
On 25 November Minister Dlamini visited Klapmuts and engaged with the community on social issues
experienced by them.
Meetings / Engagements
Institutionalization of gender mainstreaming at Stellenbosch municipality: Cllr Frazenburg and the Community
Development coordinator met with Wendy Bingham from Provincial government’s special; project unit. She
will be assisting with various aspects with regards to gender mainstreaming. She will be providing us with a
template to be able to have a baseline of all current activities within the municipality taking place. Not only
internally but externally as well.
SDN – Talk about Disability Committee had a briefing session
on the 13th of November 2015 regarding the exhibition. We
also concluded the activities of the Stellenbosch Disability
Network for the year where we discussed the upcoming Grant
in Aid application process along with the Stellenbosch
Municipality Draft Disability Policy. The network also has a

Chrysallis academy – EPWP: Attended the Chrysillis meeting in Tokai on the 13th of November 2015. The
department has utilized this connection with the institution and will be hosting 1 youth from the academy
focusing on administrative training from 1 December for a period of 9 months as part of her practical training.
We will welcome Buwiswa Mhala who will be supporting us in the office.

Each organisation sent two delegates per
organisation. The purpose of training was to
equip leaders in the 21st Century, things that

Sport
Youth House / Score
Coaching and training in netball, soccer, and
hockey are currently being conducted at the
centre by the SCORE appointed coaches and
interns.
• Handball: 12 sessions with under 14, 8
sessions with under 12.
We had a handball tournament with 3 teams of
9 players per team. We still continue with
handball practices every Wednesday.
• For the month of November we had eight

evening sessions for aerobics. The number of
our participants has improved greatly.
A
training programme of two weeks for aerobics
was initiated to groom new aerobics
instructors to assist in keeping the
Franschhoek community active. On the 28
November 2015 we also had an aerobics
marathon at Landsdown where different
aerobics teams from different communities
were invited to.
• Score for All is still continuing every Friday
afternoon.
This month we reached 206
children and introduced them to different
games.
• We hosted two soccer tournaments this month
one was for under 11 soccer boys and 6
teams participated. Using the point system
allowed all teams to play more games. In
under 13 category we had 8 teams also
playing according to the point system in two
groups. Both tournaments were very
competitive in terms of how serious the
participants took the matches.
• At the centre we also have yoga classes that
are facilitated by D Rittel. Sessions are taking
place on Monday’s and Thursdays with a total
of 8 sessions per month. On average 24-28
people take part in the yoga classes.
• We celebrated Universal Children’s Day at
the centre and invited 5 Primary Schools
and 8 pre-schools. A total of 447 children
between the ages of 5 and 8 attended
from 10 institutions. Participation was as
follow:

DECEMBER 2015
Community Development Department
Implementing the model of partnerships between the municipality and local organizations to
collectively further development in the community. This is done by focussing on existing resources
and needs as identified by the particular community. The model is based on EPWP appointments
under supervision and mentorship of the Community Development Co-ordinator of the
municipality to address capacity shortfalls in the department and to capacitate, strengthen and
develop existing local resources.
Cloetesville EPWP Contract Worker: Wynanda Jacobs
Revitalisation program: The EPWP worker and the Department Community Services implemented a
revitalisation program within the Cloetesville community. The project started off in Weltevrede where
activities were held and awareness was raised on safety and environment issues. Members of the community
were made aware of how important it is to keep our community safe and how to be safe. Approximately 50
youngsters came out to play games and interact throughout the activities. The people of the community were
able to receive free plants and vegetables as part of the one million tree project.
The second programme was held during the same week and focused on the two schools in ward 16. The
activities were similar but also included:
• six aside soccer
• awareness and educational talks on personal safety: “My body is my own”
• speakers addressing children and parents on safety and taking ownership of their community.
The programme was related to the 16 days of activism program and keeping the children safe.
Red Cross Oak City had its first outreach on World Aids day. With the theme of “Getting to Zero”, awareness on
HIV was shared with the community.
Ministerial visit: Social Development and SASSA gave a surprise visit to Cloetesville and the EPWP worker was
asked to mobilise people from the community on the following issues: Early childhood development, youth,
elderly care and registration of non-profit organizations. The people that
attended the meeting in the Eikestad Hall were invited to Kayamandi on
the 8th of December. She was able to invite some of the members of the
Young Ideas Cloetesville Community Club to represent the elderly. On the
same day she was able to assist with getting four Clubs in Cloetesville to
register :
Blakes RFC Rugby Club
Keep Them Active Youth Club
Cloetesville Women Empowerment
Cloetesville Football Club
The registrations were done with the help of Department Social
Development, Mr Chris Van Rooyen. They also approached the EPWP
worker to assist with more organisations that indicated they wanted to
become registered and through their support to organisations programme.

We visited the Jan Marias Park as part of their 100 years celebrations.
The Young Ideas Clubs and children from the community were
accompanied by the EPWP worker and volunteers. There were activities
for all to enjoy and a tour through the park and eco centre. Bicycle rides
and massages were available for participants and those present could
enjoy the free apples and veggies being handed out by the Department
Community Services.
The EPWP worker assisted with the ward project of ward 16 for 16 Days
of Activism. The awareness

Cloetesville. There were
mostly children and the day
ended in front of the
swimming
pool.

different departments within
the municipality assisted
with the logistics of the day.
Daily Activities with the children are still on-going which includes playing
outdoor games; hand crafts and cleaning outdoors.
Meetings with stakeholders:
SAAYC AGM to support youth clubs.
Young Ideas Community Club to support them with their application
for the Grant in Aid funding.
IEC- Marius Swartland wants to assist with information and
empowering young people in the community with leadership skills.
Planning the launch of the Youth Forum for February 2016.
Personal Development: The EPWP worker will be writing her learners licence next year on 27 January 2016.
Idas Valley EPWP Contract Worker: Yolanda Marthinus
Revitalisation program: The Idas Valley EPWP worker assisted with the Cloetesville programme. See
content of programme in the above section of the report. Her focus was on the sport component of
the programme.
Holiday program: The last week of school the learners were busy with crafting their own nativity scene for the
festive period. These scenes were made from recycled material which they had to collect. They were also
taught that you do not need expensive decorations, but make your own out of recycled material.
A Christmas play was held and these items were then used as part of the event. All the décor for the event
were made by the learners.

The kids are currently making Christmas cards which they will give to patients and staff in the Stellenbosch
Provincial hospital over the festive period. Daily Activities with the children are still on-going and include
playing outdoor games; hand crafts and cleaning outdoors.
Disaster management: The EPWP worker assisted with the handing out of food in the Kayamandi area.
Youth
A training session for the new learners of Luckhoff Primary School that were elected for the 2016 school patrol
were held focussing on their duties at the pedestrian crossing. This took place at the Cloetesville swimming
pool on the 8th of December 2015 and was done by Lizelle Moses from the Community and Protection Services
directorate. The training also included some basic leadership skills.
Grant in Aid
The Grant in Aid workshop was held on the 7th of December 2015. A total number of 157 organisations were
present at the session.
Information was given with regards to the criteria needed for applying and documentation that needs to be
included with the application form. The emphasis of the information session was on the link with the IDP and
identified ward needs.
DISASTER MANAGEMENT
Concluded the Social Relief of Distress for the fire victims of Nkanini.

The holiday programme was done in
partnership with YEA and Lords Acre and the
agreement was for the two partners to take
responsibility for the morning sessions and the Sport
Centre with their volunteers to take responsibility for
the afternoon sessions. At the time of writing the
report the programme was up and running. Detailed
report will be available in 2016.

Youth House / Score
We arranged a two week aerobics training
programme as part of our initiative to groom more
local aerobics instructors in Franschhoek. Seven
people attend this course. Our programme
included both theory and practical components.
After the training participants were given the
opportunity to lead the evening aerobics sessions.

@Heart
The Youth Clinic is up and running every Thursday at the Mooiwater Building. In partnership with the Dept.
of Health, @heart appointed nurses provide services to the community on a weekly basis.

PURPOSE OF REPORT
To provide feedback on the activities of the Department Local
Economic Development Department.

BACKGROUND
The Department Local Economic Development consists of 3 staff
members which are responsible for the implementation of all the
activities related to Local Economic Development in the Stellenbosch
Municipal area.
The post of the Senior Officer: Rural Development is currently vacant
due to the fact that incumbent accepted a position externally.
