Docler Holding is a multinational enterprise which counts more than 1000
employees worldwide.
Created in 2001 and powered by the ideas and visions of young and
enthusiastic Hungarian entrepreneurs, today Docler Holding boasts worldwide
reach and a global presence. The Group develops and operates world leading
websites in the live streaming industry and has also created a large number
of highly diversified companies which experience ongoing growth in the fields
of ICT, media and entertainment.
The group was built on the idea of creating unique, exciting and fun services,
but it became more - a vision about a brand new way of thinking ready to
meet the challenges of the future.
“The driving force behind all our actions is creativity and innovation;
regardless of what we are creating - be that a website, a movie, a luxury
shopping mall or any other investment - this is what has helped us the most
to leave behind the label of being just another «dotcom» (despite of being
the main operator of one of the most visited websites in the world), and to
extend our horizons to the mainstream media and other current business
fields”. Gyorgy Gattyan, founder & owner
At ICTSpring, on booths J1 and CCC, you will discover our different brands and
projects: Elvoline, our online hotel booking platform; Teqball, an alternative
and new way of playing sports; Oranum, our livestreaming platform with
psychics and fortune tellers, and Escalion, our e-payment gateway.

EARTHLAB - INNOVATION FOR BETTER RISK AND INSURANCE MANAGEMENT
Sparking a revolution in data centres, EarthLab and EBRC have started their
conquest of the world of risk analysis and management.
At the intersection of Big Data, ICT and the exploitation of Earth observation data,
EarthLab Luxembourg develops solutions and services for the prevention and
management of industrial and natural risks, with the support of EBRC and InTech.
In the geo-information sector, the technological capabilities developed by industrial companies
are mostly being marketed to institutional clients. Based on this observation, Telespazio,
a major player in the field of Earth observation and the operation of satellite systems, chose
to take a different approach to approach other economic players. This new approach, which
is built around customer requirements, is the origin of the creation of the EarthLab Galaxy
by Telespazio France, a geo-information cluster with global ambitions, involving research
centres and operational service units.
EarthLab Aquitaine was born in 2013 in Bordeaux with the aim of monitoring the Landes forest,
the Aquitaine coast and, of course, the Bordeaux vineyards. A year later, Telespazio created
EarthLab Gabon.
Luxembourg, an ideal socio-economic fabric
While looking for a new governmental partner to develop the activities of EarthLab
at the European level, Telespazio was seduced by the strong interest shown by Luxembourg
for companies operating in the Earth observation sector: in June 2015, EarthLab Luxembourg
was created with the support of the government. POST Luxembourg has a stake in the start-up
and the young company is setting up partnerships with various companies of the POST Group,
including EBRC and InTech.
«We immediately benefitted from the confidence of all Luxembourg players,» recalls Florian
Karner. «In Luxembourg, we found an ideal socio-economic fabric: ICT specialists of the highest
level, a historic leader of the European space industry, strong government support and research
centres at the forefront of technology.»
«EarthLab Luxembourg has chosen to focus its efforts on two objectives,» says the director
of the startup. The first is about environmental hazards and the second is industrial risk, risk
that threatens or emanates from an industrial site.
24
A new paradigm
«EarthLab does not sell images,» explains Florian Karner: the start-up creates value
by integrating structured data and unstructured data. «We start with the needs of our partners
and then develop a solution which involves Earth observation, but that is not always necessary:
it can also be information from temperature sensors, air and water quality measurements,
weather forecasts, and all of that is integrated to create tailormade products for the customers
of EarthLab Luxembourg,» explains the General Manager of the company.
«Our approach is to create the service that the client needs, regardless of the source
that was used to create this service,» adds Benjamin Hourte, Chief Technology Officer
of EarthLab Luxembourg. «Our goal is to integrate as much data as possible to increase
relevance. That’s why we had to adopt a new paradigm: the data we are talking about
is characterised by very high velocity and extremely large volume. It has a spatial dimension
but also a temporal one”.
To solve the challenges posed by the large volume and velocity of the data, EarthLab
Luxembourg had to acquire new technological foundations that allow it to remain flexible while
still being able to integrate new services. «We use technologies that have been developed
by Twitter, LinkedIn, or Airbnb,» says the CTO.
«We have invested in technology infrastructure hosted at EBRC,» adds Florian Karner,
«a company that we have chosen for the quality of its services, and a resilience and security
profile that is unique in Europe: our clients are industrial and insurance groups whose data
represents a very sensitive asset.»

CYBER SECURITY AND THE INTERNET OF THINGS AT THE HEART OF POST’S
DEVELOPMENT STRATEGY IN 2016
In 2016, POST Luxembourg is highlighting two themes at ICT Spring: cyber security and the
Internet of Things (IoT). Both areas are part of POST Luxembourg’s development strategy.
Since 2015, POST has been developing its service provider operations both «on premises» and
in «Managed» and «Unmanaged» mode - that is, operated by POST as opposed to «customer
operated» on completion of the rollout.
«We have improved our expertise and our production capacity in these areas, particularly
through the recruitment of new staff, both in terms of engineers to ensure the rollout of the
solutions and in terms of support to operate the systems once installed.»
explains Cliff Konsbruck, Director of POST Telecom S.A.
In parallel, the development of Cloud services and solutions is still relevant. POST is currently
the only provider to offer a comprehensive portfolio of solutions allowing customers to
outsource all or part of their IT environment, regardless of their size or their needs.
«Our positioning as a local partner is very important in the field of Cloud solutions. A customer
who decides to outsource all or part of its IT is in some way handing over the keys to its house
to its service provider; it is crucial to establish a relationship of trust. This is why our experts
support our customers in every step they take towards outsourcing their infrastructure to the
Cloud.»
observes Cliff Konsbruck.
The proposed solutions can meet all the telecom and ICT needs of business customers such as
SMEs/SMIs, which often lack the internal resources and skills for them to effectively address
these issues themselves.
POST is working on standardising the rollout of its virtualisation solutions in order to make the
transformation of the customer’s environment as fast as possible.
In 2016, we are also keen to continue strengthening synergies with the subsidiaries of POST
Group.
With regard to Cloud and security offerings, for example, POST works with EBRC. The Cloud
solutions that this company offers are based on Tier 4 data centres belonging to its subsidiary
and provide a guarantee of quality. POST works with this subsidiary for projects related to the
field of information security. More specifically, EBRC provides the compliance and consulting
part of these projects alongside the security services, systems and solutions deployed and
operated by POST. The proposed solutions are as much security offerings for our Cloud
products as they are security products to make our customers’ environments safe.
POST Telecom also makes use of the skills of its subsidiary InTech in the area of the Internet of
Things and Machine to Machine (M2M). The operator also has two strategic partners: Jasper and
SigFox, via national partner RMS.lu. This ecosystem provides POST with all the expertise needed
to conquer the Luxembourg market in areas such as: Smartcities (car parks, street lighting),
SmartDriving or even insurance telematics.
It is along this axis that POST is positioned internationally and on which it develops its
activities outside Luxembourg, under the brand name TERALINK Solutions.

Our solution, the «Timi Suite», is a game changer for organizations that are
ready to use their data as a competitive advantage and capture value from
their information universe. Timi revolutionizes data science and advanced
analytics by tackling four of the key barriers to entry:
1. SPEED: Timi is simply unbeatable: in seconds, it builds thousands of models
and automatically selects the most robust and accurate ones.
2. LEARNING CURVE: Savvy business users are able to build robust and
accurate models with a very short learning curve, and without needing an
advanced degree in data science.
3. INFRASTRUCTURE: Timi lowers the operating cost by allowing modeling on
billions of records and thousands of variables on one simple commodity PC.
Using in-chip analytics, Timi is also the most scalable solution available.
4. STORAGE: using a proprietary compression technology, Timi can store vast
amount of data. The data size is typically divided by 10 compared to a simple
flat file storage or by 50 compared to a traditional database. This means that
we can manipulate a 5 TB data base using only 100GB space on the laptop’s
HD.
Altough our tools offer a general purpose solution for every «advanced
analytics» needs, we also have a set of dedicated solutions for Telecoms,
Banks, Large Retailers and insurance.
The key differentiator is that you can operate on very large quantities of data
using a very small infrastructure. A lot of other Big Data solutions require you
to invest in hundreds of PCs, which is a big investment in hardware. Our
solution, on the other hand, can be installed in just one laptop (for the same
processing power). This is a huge financial benefit for our customers, and is
one reason our products are so successful in Africa.and Latin America: We
are processing daily more than 300 millions people with our tools on these

JEELIS provides a white-labelled digital payment authorisation stack, fitting
neatly into banks’, PSPs’ and merchants’ infrastructures, using existing
underlying payment channels (transfers, cards …) and smartly connected to
retailers’ POS and e-commerce systems. It is fully user experience focused,
effectively integrating value-added services, for both proximity and remote
payments. A customisable multi-technology device (the Beacon) for payment
acceptance at the POS can be provided on top, as well as a nifty payment
terminal integration and a full set of APIs/SDK for banks and merchants.
Since 2012, the JEELIS team built the Luxembourg retail banks’ digital
payment product and hub under the DIGICASH brand that is operated by
Digicash Payments SA. The DIGICASH ecosystem is today one of the most
advanced and successful fully digital consumer payment infrastructures in
the world.
Based on this know-how, JEELIS delivers premium technology to bring
payment businesses to the next level and enhance existing infrastructures, to
create new ecosystems and seamlessly integrate custom banking, marketing
or retail-centric features and products. Its platform has already been
implemented by 4 banks and is live since 2012. It serves as the backbone of
the Luxembourg banks’ mobile payment ecosystem
Its latest project is the design and implementation of the «Luxembourg Open
Scheme for FinTech». The project’s goal is to create an open digital scheme
for financial services in Luxembourg as a framework for interoperability
of different stakeholders in the financial sector and outside: establish a
distributed network that enables participants to exchange information in
a standardised way to allow them to aggregate specific data from different
sources and hence be able to provide new, personalised services based on
that data. It aims at establishing a framework for mutual authentication,
generic communication protocol specifications and a distributed framework
for digital ID aggregation (distributed Meta-ID), including APIs, protocol and
connector normalisation based on existing standards, self-certification tools
and a full sandboxing environment.
JEELIS is based in Luxembourg, a Top 10 global financial centre and payments
innovation hotspot. The company is fully owned by its founders. Its sister
company Digicash Payments holds a full EU Payment Institution license.

Telecom Luxembourg Private Operator S.A. is a private operator based in
Luxembourg, offering Data centre and connectivity services, with underlying
networks operating on an optical fibre infrastructure. Telecom Luxembourg
Private Operator also offers a full range of managed services aimed at
professional customers and international telecom operators.
In December
2014, Telecom Luxembourg Private Operator has launched Luxembourg Web
Services (LWS).
Luxembourg Web Services is a powerful, secure and the first
“Public Cloud” 100% hosted in Luxembourg. LWS is a platform that allows you
to greatly simplify complex engineering problems while deploying applications,
written in different programming languages (Java, PHP, Ruby, Python, Node.
js, and others), into the cloud. More specifically, to build a scalable complex
environment, with just a few clicks. At present, the engineer needs to know
how to build a highly scalable environment, but not necessarily do it manually.
Our platform lets developers focus on creating an application and not worry
about buying servers, setting the environment, configuring OS, application
servers and databases, about downloading code or other administrative
tasks.
LWS provides greater flexibility for developers and thus leaves open
the possibility for the administrator to control the application lifecycle and
infrastructure changes. In other words, LWS today is a hybrid solution that
provides the capabilities of platform and infrastructure simultaneously.
In addition, we have advantages that other Platform-as-a-Services do not
have – automatic vertical scaling, complete isolation of resources due to
very efficient container virtualization, almost no restrictions while working
with the file system, ability to migrate applications between servers without
stopping containers and much more. Why did we make such a hybrid solution?
Because people want both of them (platform and infrastructure) to solve their
problems.

THE GREAT HR MUTATION
PASSIVE JOB SEEKERS AREN’T SO PASSIVE … BY GILLES CAVALLARI
Passive job seekers are abundant on the market, even if they remain hard to identify. Every day
they use their knowledge and skills but don’t spend time promoting their talents. Passive job
seekers are less concerned about keeping their CV updated and having it online and when they
do choose a new professional challenge it’s commonly by association.
They are skilled, have a job they are satisfied with, and have unlikely considered a possible
change. But, an unexpected opportunity corresponding to their ambition or desire for a promotion
may very well convince them to make a move. Passive job-seekers are in demand, but are rarely
engaged in an efficient way
This is also on this premise: having accessibility to an un-used candidate pool, that Monster has
successfully leveraged social media as an HR recruitment resource. If passive job seekers are not
actively searching on jobsites, they may also be less inclined to update their social media profiles.
Yet this quantity of information, on the age of the Big Data, is the real fuel of the analysis tools
demanded by recruiting professionals.
This critical mass of information, passive seekers will share it on global social media, or in some
specialized blogs and forums. It’s where they will spend most of their time online. So it’s where
we should seek and exchange with them. Most of them use online activity as a way to monitor
the market they are actually working in; they can also use it to debate around ongoing projects.
It’s a true gold mine for recruiting professionals; unfortunately it’s infeasible for the vast majority
who are lacking time. Only an automated process of those terabytes of information will allow a
useful synthesis.
Whether it’s Semantics, Big Data… The technology is the answer to the recruiter’s needs, Monster
always does it. Today, Monster takes another step forward by providing the most successful
solutions available on the market, to help profile seekers, contact and recruit them where they
really are.
Therefore Monster Social Job Ads allows recruiters to automate their jobs offers by targeting
specific people on Twitter whose profile correspond to the offer.
For those who prefer a more direct approach, Talent Bin by Monster analyses information
published by IT professionals on the Open Web and allows recruiters to easily engage with these
professionals who may be a good potential match for the company’s needs.
Every and each of our solutions has one goal: to reduce time passed by the HR team in their
approach towards finding professionals talent, and to maximize their ROI...
Gilles Cavallari
General Director Monster France, Espagne, Belgium and Luxembourg.

THE FREEDOM TO CHOOSE
“Organizations everywhere are realizing the potential that Mac brings to their
employees, by giving them the freedom to use the tools they already know and love”
IBM is transforming the workplace by integrating existing Apple devices of employees into the
business, and rolling out new Apple devices as a standard refresh option for employees who
wanted them. What became known as the Mac@IBM initiative, allowed staff to quickly, easily
and securely gain network access, connect to email and download business applications. We
observe that at IBM more than 60% of employees choose an Apple device.
The business benefits of doing so were not only immediate, they were significant. IBM now has
150,000 MacOS and iOS devices connected to the business (IBM is deploying 1,900 Macs per
week), and the ease of use means just 5% of Mac users are calling IT support, compared to the
40% of PC users which do.
With the business transformation taking place, Mac@Work is the catalyst driving engagement
and user experience where Apple provides the best end-user experience, and IBM provides the
best deployment and enablement solutions.
“A breath of fresh air for IT”
End users want device choices at work and they expect seamless access to information and
personalized support. At IBM, we describe this as the Superior End User experience. For clients
to be able to provide this experience and meet the growing demands of the work force, they
must start to offer choices in devices. This could be provided by a bring-your-own-device (or
BYOD) program, or by a corporate program which expands past Windows devices and also offers
Macs. Today’s digital workforce wants to use Mac devices to be productive at the office and
on the go. Companies want to attract the right talent and boost employee satisfaction and are
rethinking their approach to the the workplace.
IBM’s journey has demonstrated significant opportunities to transform the end user experience.
From how to order the device, configure, manage, support and disposition – translating into
an entirely new life-cycle approach. The approach also liberated IT as there’s no need for IT
to install additional tools or lock down functionality for employees. And with an automated
zero-touch deployment process, they don’t even have to open the box before roll out, allowing
employee to retain the full intended Apple experience.
55
The insights and expertise IBM gained has led to the launch of IBM Managed Mobility Services
for Mac, integrating OS X devices into your digital workplace smoothly and securely while
offering a personalized experience for your users.
This complete end-to-end solution helps establish and maintain governance for OS X devices,
enabling over-the-air and zero-touch configuration, as well as full enterprise integration for
BYOD programs and corporate-owned devices
“Between lower support costs and higher residual values, every Mac we deploy
makes and saves money for IBM”
Fletcher Previn, VP of Workplace as a Service, IBM

you might also embark on this journey. For more information, please contact Tom de Vries:

The best way to learn anything is the one that suits you best.
For me, it is all about taking pleasure in learning something new.
One must be able learn with the least hindrance possible, because hindrance
is the baggage that drives you away from knowledge.
Gamification offers this kind of flexibility. The learning approach merges with
a game scenario and the content becomes a game itself.
Gamification is very effective for promoting corporate culture and backing
more sensitive processes such as HR evaluation feed-back and change
management.
The first gamification that LaSauce developed was an application to promote
learning Luxembourgish.
Having to learn pages and pages of vocabulary can indeed be really boring
and off-putting. On top of that, if you don’t use a language daily, you can
forget words and are forced to relearn certain things.
Learning a new language by gamification consists of creating a visual link
between an object and what it is called in a foreign language, without having
to translate. The object itself acquires a new synonym, a new identity…
So far, LaSauce has already published 2 gamification apps on AppStore and
Google Play: BattaKlang to learn 1.000 Luxembourgish words and BattaKing
to learn 1.000 English words.
French is used in both apps for support and if needed, to translate.
The apps are available for private use and are also ready for corporate use.
Is your staff hesitant in English ? The voice version of BattaKing can help
them expand their vocabulary day by day whilst keeping you informed about
their progress.

The Deutscher Outsourcing Verband (German Outsourcing Association) is
one of the biggest independent and non-commercial networks for ITO and
BPO professionals and organizations in Europe. With more than 600 members,
nearly 10.000 subscribers and contacts, several web services, extensive
social media presence and communication capabilities the association has a
communication output of more than 260.000 contacts. Via our publications,
such as the Outsourcing Journal, the Destination Guides, with our education
program and events our members and partners gain access to market
information, best practices, expert knowledge and skills that help to better
evaluate and implement ITO/BPO projects.
As a non-profit organization we create numerous opportunities that give
impulses for the development of the market for ITO and BPO services
in Germany, Austria and Switzerland. With our initiatives we increase
transparency and trust in co-operations with external ITO and BPO services
providers and foster cross-boarder co-operations and investments. More
