A DOCTOR who slammed Kawerau
for its negative statistics five years
ago has commended the community
for its efforts in suicide prevention.
After taking the town to task
in 2012, Dr Candy Cookson-Cox
returned to the Eastern Bay last
week full of praise for a turnaround
that has seen no-one take their own
life in Kawerau in the past two
years.
Back in 2012 Dr Cookson-Cox, a
professional involved in the health
and education sector for more
than 30 years, gave evidence at an
inquest into five deaths that had
occurred in the mill-town over a
period of six months.
“It is the whanau who rescue
our whanau, who support
them and defend them.”
– Dr Candy Cookson-Cox
The deaths would be the first of,
eventually, 13 young people from
Kawerau that would take their
own lives during an 18-month timeframe.
At the time she said the inquest
should focus more on the quality of
the environment in which children
were raised.
“Healthy towns reflect healthy
people and cohorts while unhealthy
towns can be reflected in the
untimely and premature death of its
young and most vulnerable population,” she said, squarely laying the
challenge at feet of the Kawerau
community.
Five years later, Dr Cookson-Cox
was in Whakatane as a keynote
speaker at the Whanau Champion
grassroots conference, hosted by
Tuwharetoa Ki Kawerau hauora at
Mataatua Wharenui.
And this time, Kawerau marked
two years without a completed suicide, earning the praise of Dr Candy
Cookson-Cox who in her speech
commended the town for turning
things around.
“Rather than accept the situation
and deny the problem you fight
back. The results to date are startling and show that suicide on your
watch has been almost wiped out.”
Dr Cookson-Cox said since the
1970s, on the back of economic
decline in the area, the community
had been struggling with the fallout
“For a time there the town was
perceived as one of the worst places
to live in – it was known as the teen
pregnancy capital, there was the
gang culture, substance abuse, poverty and the suicide rate confirming
every negative indication.
“But you know it is more complex
than that and the community recognised a need to expose the rot.”
Dr Cookson-Cox said the community had worked hard to turn their
plight around, firstly through the
Kawerau Suicide Prevention Plan.
She was excited to see the town
implement the next stage through
the Whanau Champion model,
which involved enabling family
members to reach others when they
were at their most vulnerable.
“It is the whanau who rescue our
whanau, who support them and
defend them,” she said.
And while she is proud of all of
the accolades being won by her
hometown, Peta Ruha – who as the
clinical manager at Tuwharetoa Ki

WINNING PAIR: Senior Constable Dave Robison and police dog Isaac are the top police patrol dog team for 2015.

Top patrollers – Isaac and Dave
Megan Hunt
Police reporter
WHAKATANE Senior Constable Dave
Robison and his four-legged partner
Isaac are this year’s top police dog
patrol pairing.
At the National Police Dog and
Detector Dog Championships last
week, the pair beat 11 other teams
from around New Zealand to win the
coveted Frank Riley Cup.
At the three-day competition, held
in Wellington, Mr Robison and Isaac
finished with 1103 points out of a
maximum 1350. A score of 1000 or
more is considered outstanding.
The competition began with regional
trials and 12 teams were selected for
the final from the 130 to140 handlers
and police dogs active around the
country.
Finalists arrived in Wellington on
Monday morning and the competition
began that afternoon and ran until
Wednesday afternoon.
This was the Whakatane pair’s third
national final experience and followed
a sixth placing last year.
During the competition they demonstrated tracking, criminal bite work,
obedience and scent work skills.
Mr Robison said the dogs were not
competing directly with each other
and once an activity was completed
each one was returned to its kennel.
He said one exercise, which involved
all the dogs out together, required
them to sit and stay in a down position, while their handler walked away
for 10 minutes.
Mr Robison and Isaac also won trophies for top scores in obedience and
criminal work, and close to the highest
score for tracking.
“That’s what makes a good police
dog, we need them to do a bit of everything,” he said.
Mr Robison described himself as the
guy at the end of the rope, and the
win was down to Isaac.
“I gave him an extra bit of food on
Wednesday night, but his reward is
a throw toy. A game of fetch is his
favourite thing to do,” Mr Robison
said.
“He’s happy with any kind of toy.
He’s not too fussy – anything that
moves he’ll chase it.”
The trophies will remain in
Wellington but the pair’s names are
engraved on the sought-after silverware.
Isaac’s performance was so impressive Mr Robison said police dog breeders were considering using his pal as
part of the breeding programme for
the next generation of police dogs.
He said the pair spent a lot of their
down time together, including walking

Measles scare at Sky Tower
A MEASLES scare has prompted
health officials to contact participants
in last week’s Firefighter Sky Tower
Stair Challenge in Auckland.
An email to firefighters from
Waikato District Health Board medical health officer Anita Bell advises
they may unwittingly have been in
contact with a person infected with
measles while attending the event.
Dr Bell said the risk of contracting
the disease was low.
Eighteen of the 750 firefighters taking part were from the Eastern Bay.
Dr Bell said measles’ first symptoms
were a fever and one or more of a
runny nose, cough and sore red eyes.
After a few days a red, blotchy rash
appeared that lasted up to a week.
People most at risk of contracting
the disease were those who had not
had the measles, mumps and rubella
vaccine, or who had just had one dose
of it.
Anyone born before 1969 was likely
to be immune to measles without having had the vaccine.
WHAKATANE District Council
will not appeal the Environment
Court’s decision to decline the
land designations and resource
consents for a proposed wastewater treatment plant at Matata.
Councillors
resolved
on
Thursday not to lodge a High
Court appeal against the decision
relating to the Matata wastewater treatment plant site; and to
explore other options and solutions for Matata wastewater.
Mayor Tony Bonne said that
although legal advisers believed
there were grounds for an appeal,
the cost and delay associated with
pursuing an action in the High
Court, and the uncertainty around
the final outcome meant that
course was “unlikely to deliver a
good result for the Matata community”.
“The High Court very rarely
substitutes its own decision for
that of the Environment Court, so
even if an appeal was successful,
the matter would probably have to
go back to the Environment Court
for a rehearing,” he said.
“That could add up to $700,000
to the $2.3 million already expended to get the project to this point
and it’s unlikely that we would
have a confirmed decision until
well into 2016.
“Even then, there is no certainty that we would end up with
resource consents that would
allow a wastewater scheme to be
constructed and operated at an
affordable cost to district ratepayers.
“Under the circumstances, we
have agreed not to appeal the
decision relating to the treatment
plant site and to investigate other
options,” Mr Bonne said.
Once the cost implications of
any viable alternatives have
been established, the council also
intends to investigate other partnership funding possibilities for a
wastewater scheme.
In the meantime, the resource
consent for the land application field (disposal site) will be
explored, so the council can assess
whether the conditions applied
by the Environment Court are
achievable.
Alternative sites for the wastewater treatment plant, and potentially the land application field,
will be considered, as will all other
possible solutions.
Mr Bonne said the council
would also raise several matters of concern arising from the
Environment Court’s decision
with the Government.

money to fly
SVEN CARLSSON
THE vision of a trip to Washington
for a group of students may turn into
a mirage unless a cash shortfall can be
overcome.
McIntosh Travel Whakatane travel agent Izzy Murray has come out
sounding the alarm that the money
required for Kutarere Primary School
to travel to the World Children’s
Festival is not raised yet.
“There’s a $8250 shortfall,” she said.
“The school has been fundraising
since last year for the event.”
Mrs Murray said most of the travellers scheduled to depart on June 29
had never been out of New Zealand.
“This includes the parents who are
going. It’s going to be a huge event for
them.”
Kutarere School principal Susan
Lee said the recent premiere of the
movie Oku Moe Moea – the Dream which
is bigger than I am – held at Kutarere
Marae, failed to generate any funds
for the trip.
“A music fundraiser held last week
also did not generate any income,” Ms
Lee said.
“But it was lovely and I slept well
afterwards.”
The movie is based on the book
written by Opotiki woman Shona
Hammond Boys, which was launched
