Stonehaven’s concept started long ago.
On June 3rd, 2008 the City of Eagan and Wensmann Realty, LLC entered into
a Preliminary Planned Development Agreement laying the framework for
development of the former Carriage Hills Golf Course. Among other conditions,
the agreement allowed a mixed use residential development for up to 480 units
and included 30 acres of open space. Lennar’s Stonehaven proposal follows
the same Planned Development framework and zoning established within that
approval. Lennar’s lifecycle housing proposal is designated on the site plan by
a shift from predominately attached housing to an emphasis on single family
detached housing that fits into the existing neighborhoods and meets the
demands of an evolving market. The site allows allows for the ability to mix
several housing types within the site in a manner that is sensitive to the
preservation of open space. Per the Preliminary Planned Development
Agreement, Lennar’s Stonehaven proposal recommends 119 less homes and
over 5 acres of additional green space open area.
We’ve listened to neighbor’s concerns.
Existing residents surrounding the Carriage Hills property are very important to the success of the
Stonehaven. While not required, representatives from the various neighborhoods surrounding
Stonehaven have been contacted and requested to review Stonehaven’s plans. Feedback from
those conversations have been incorporated to include; the elimination of a road connection that
aligned with Wild Rose Court, enhancing perimeter buffering and adding a barrier along the trail
connection to Yankee Doodle that runs along a portion of the Carriage Hills Condominium
property. Additional neighborhood meeting’s have been planned.

No. 28) just East of Lexington Avenue. Surrounding land uses and zoning within 660 feet include
residential developments of varying densities surround the site to the West, South, and East. To the
West and East just South of Yankee Doodle Road are multiple family developments zoned R-4 and
designated HD, High Density and MD, Medium Density. To the Southwest, South and East are single
family developments with zonings of PD, Planned Development, and R-1, single family residential ,
and a land use designation of LD, Low Density. To the North across Yankee Doodle Road is Faithful

*Homesites within the twinhome area are slightly smaller then the 8,000 sq ft minimum for two reasons.
The first reason is to allow the opportunity to include the central trail that runs through Outlot D. The trail
serves an important North/South pedestrian connection and also provides a natural transition from the
two distinct product types of twinhomes and single-family homes. The second reason is to maintain the
preservation of open space. There is an important cluster of trees along Wescott Woodlands that will be
covered by a conservation area. If the lot sizes are expanded to 8,000 sq ft several large trees will fall
into private ownership and Outlot D with its centralized trail connection will be eliminated.
Many of the town homes were designed have direct access onto the public road system. In those
instances a minimum 30’ setback is maintained. Based on staff comments, specifically those made by the
fire chief, the townhome area has been revised to eliminate dead ends longer then 150’. The result is
that more homes will back directly to Yankee Doodle Road. The visual impact of Yankee Doodle Road
will be reduced by incorporating a series of natural berms with upgraded landscape.

Stonehaven’s homeowners association – clean, green and pristine.
A master homeowners association for Stonehaven will be established to maintain the open space and community monuments.
Two sub-associations will be created to manage the maintenance of the common elements within each type of townhome
housing product. Both full maintenance townhome associations will include professional management, grass mowing, snow
plowing, and exterior upkeep of the buildings. Homeowners association documents will be submitted with Final Planned
Development Application materials. Owners of detached single-family homes will be responsible for their own upkeep and
maintenance subject to city ordinance and architectural controls established within the master association. It is anticipated that
the Senior Center will be governed by its own set of rules and regulations as required by the City of Eagan and any other
agencies involved with that type of facility.
Continuing a tradition of fine education.
Stonehaven is located within Independent School District 196 that serves the Eagan, Rosemount, and Apple Valley Public
Schools. Children in the public school system from Stonehaven will attend Glacier Hills Elementary, Woodland Elementary,
Dakota Hills Middle School and Eagan High School.
Environmental impacts.
In conjunction with the City of Eagan’s purchase of land for a fire station an Environmental Assessment Worksheet (EAW) was
prepared. The EAW report addresses a variety of topics including traffic, noise, and wetlands. No significant items were
highlighted in the report. Among other changes, this site plan eliminates the direct connection to Yankee Doodle Road.
Wetlands impact.
In 2004 a letter was issued by the City of Eagan concurring with delineations conducted by Graham Environmental Services
(GES). According to City of Eagan's policy delineations are only good for 3 years and will require additional review as
weather permits. It is Lennar’s belief that the discontinued use of regular irrigation when the golf course closed combined with
recent dry summers will prove little has changed since 2004. Lennar is withdrawing their wetland application at this time. The
wetland application will be re-submitted in the spring when a proper review of delineations can occur (around April 15th).
The site plan is designed to have minimal impacts to wetlands.
Tree preservation impact.
Site planning with consideration of the existing features has allowed the Stonehaven to have as little impact on trees as
feasible. The total impact to 1,175 significant trees requires the removal of 416 (35.4%) trees. City of Eagan’s ordinance
allows for the removal of trees of up to 40% before mitigation is required. Because of the sites previous use as a golf course,
many of the significant trees are located sporadically in a way that once defined fairways, greens, and tee boxes. Lennar will
be planting trees in a manner typical for residential development highlighted by upgraded buffering along Yankee Doodle
Road, and areas along Wescott Woodlands where trees have recently been removed by the realignment of overhead power
lines. Approximately 75 trees will be removed for the construction of the trail system as shown on the plans. Field adjustments
will be considered to help minimize the unnecessary removal of trees.
Water quality impact.
Water quality will be managed through the incorporation of on- site ponding and other appropriate erosion control measures.
Lennar is committed to following stormwater policies enacted by the City of Eagan and the Minnesota Pollution Control
Association (MPCA).

A grand entrance.
Monuments identifying Stonehaven will be located at the neighborhood entrances along Yankee Doodle Road, Duckwood Drive
and Wescott Woodlands. Each monument and the surrounding area will be enhanced with shrubs, perennial plantings and tree
plantings to compliment the natural amenities that Stonehaven offers. All streets will feature coordinated decorative street lights,
mailboxes and street signs unique to the Stonehaven neighborhood.
Construction process, phasing and timing.
Like all new communities of this size, Stonehaven will take multiple years before all of the homes are sold and built. Tentatively,
construction phase one will consist of 49 single-family homes starting on West edge of Stonehaven from Duckwood Drive.
Estimated construction schedule:
2010 (Spring) – Phase One: Landmark Series and American Heartland Series single-family homes.
2011 – Phase Two: Additional single-family homesites and Parkway Twinhomes introduction.
2012 – Phase Three: Additional single-family homesites and Colonial Patriot Townhomes introduction.
2013 – Phase Four: Additional single-family homesites.
Senior Center construction to be determined.
Due to the volatility of today’s economy and housing market it is very difficult to predict accurate construction phasing for
Stonehaven. Critical timing and phase sizes will ultimately be dictated by market conditions and Lennar’s ability to sell through
finished homesites.
