COMPANY PROFILE
INTRODUCTION
The purpose of this document is to provide our client a complete package of our capabilities for Texas
Department of Transportation (TxDOT), City of Houston, Harris County, Montgomery County, Fort
Bend County, Galveston County, Harris County Toll Road, Metro, and Harris County Flood Control,
Port of Houston, water authorities, etc. projects. The information in this document can be used to put
Geotech Engineering and Testing on your team. We provide our services statewide.
Geotech Engineering and Testing (GET) is a Texas owned,
multi-disciplined organization of licensed engineers,
geologists, field and laboratory technicians, and clerical
personnel who combine their technical capabilities, past
experience, dedication, and enthusiasm to offer the finest
service through a combined team effort.
GET has a staff of about fifty-five (55) engineers, technicians,
and support staff. All of our employees are located in our
Houston office. The firm, which was established in 1985,
provides the following services:
o Geotechnical Engineering, including soil exploration, and laboratory geotechnical testing.
o Engineering analyses and transportation foundation studies regarding foundations, pavings,
slope-stability, retaining walls, construction, etc.
o Building foundation studies, including recommendations for foundation alternatives, such as
drilled footings, spread footings, settlement, piling, bearing capacity, etc.
o Construction materials engineering, including earthwork, asphaltic concrete, portland cement
concrete, plant inspection and testing, and steel.
o Roadway and bridge construction inspection.
o Environmental engineering, including hazardous materials initial site assessments.
o Forensic engineering, including roads, retaining walls and foundation distress studies.
Geotech Engineering and Testing is certified as a Historically Underutilized Business (HUB) by the
State of Texas. GET is also certified as Disadvantaged Business Enterprise (DBE) with Texas

PERSONAL ORGANIZATION
GET is committed to providing the client with high quality engineering and testing services in a cost
effective and efficient manner. Our staff members are very experienced and are prequalified to perform
these services.
The GET project team is headed by David Eastwood, P.E., C.A.P.M., who is a licensed professional
engineer in Texas, with over 33 years of experience in geotechnical, environmental, construction
materials and forensic engineering services. Mr. Eastwood’s TxDOT employee sequence No. is 2691.
He is responsible for the overall functions of the company. David Eastwood is the past president of
Houston Chapter of Texas Council for Engineering Laboratories. He helped with development of the
geotechnical guidelines for design and construction for City of Houston, Harris County, Harris County
Flood Control District, etc. facilities. Mr. Eastwood conducts training in geotechnical, environmental,
materials, and forensic engineering for the City of Houston, Harris County, City of Sugarland, American
Institute of Architects, and Greater Houston Builders Association. Mr. Eastwood is on the PostTensioning Institute’s Slab-at-Grade Geotechnical Committee. Furthermore, he is the past president of
Foundation Performance Association, an organization specializing in foundation failure evaluation. In
addition, Mr. Eastwood has been certified as a Corrective Action Project Manager with the Texas
Commission on Environmental Quality (TCEQ).
Mr. Fred Ehteshami, P.E., (TxDOT employee sequence No. 7404),
who is a licensed professional engineer in Texas, with over 36 years of
experience in geotechnical, environmental, construction materials and
forensic engineering will be the project manager for the geotechnical,
materials environmental and forensic engineering team.

Dr. Dave Sikdar, Ph.D., P.E., who has a Ph.D. in civil engineering and about three years of experience in
geotechnical, environmental and materials engineering will be a project manager for the geotechnical,
materials, environmental and forensic engineering team.
Dr. Al Dutta, Ph.D. who has a Ph.D. in civil engineering with about five
years of experience in geotechnical, environmental and materials
engineering will be a project manager for the geotechnical, materials,
environmental and forensic engineering team.
Dr. Bernard Jung, Ph.D., who has a Ph.D. civil engineering and about
three years of experience in geotechnical, environmental and materials
engineering will be a project manager for the geotechnical, materials, environmental and forensic
engineering team.
The laboratory service will be managed by Mr. Abbas Shadab (TxDOT employee sequence No. 7405),
BSCE, CET. Mr. Shadab has about 35 years of experience with geotechnical and materials testing. He
is also certified as a NICET Level IV technician.
Our field exploration will be headed by Mr. Abraham Guerra. Mr. Guerra has been the manager of
drilling services with GET for the past several years. He will handle all of the borings up to a depth of
50-ft. All of our borings projects greater than 50-ft in depth will be drilled by our subcontractors.
Our construction materials testing engineering (CME) services are headed by Mr. Bart Wootan, CET,
NICET Level III. Mr. Wootan has more than 17 years of experience in conducting materials
engineering services. Resumes of some of our staff members are presented in Appendix A of this
document.

PROJECT EXPERIENCE
Geotech Engineering and Testing’s staff have worked on many
transportation and infrastructure projects, including roads, bridges,
water, waste water, port and harbor facilities, rail, aviation projects,
and public infrastructure projects for TxDOT, Harris County Toll
Road Authority, Harris County Flood Control, City of Houston,
Harris County Infrastructure Department, Metro, Fort Bend County,
Montgomery County, Galveston County, etc. A partial list of
project references is presented in Appendix B of this document.

GEOTECHNICAL ENGINEERING SERVICES
General
Geotech Engineering and Testing and its staff members have many
years of experience in conducting engineering services for more
than 15,000 projects. Our firm conducts over 1,200 projects a
year. We conduct our services all over Texas.
Field Equipment
GET is equipped with five drilling rigs, including a Diedrich Drilling Rig, to perform dry or hollow
stem borings. We also have two Beaver and two portable rigs. We can conduct drilling and sampling
with our rigs up to 50-feet. In addition, together with our subcontractor drillers, we can drill to much
deeper depths, install monitor wells, piezometers, and inclinometers. Our field crews have many
years of experience in various subsoil and groundwater conditions. Our commitment to the client is to
provide dependable service, the best and most up-to-date equipment, and
reliable drilling personnel. GET has the capability and experience in
surveying and staking the boring locations, and providing clearance from
underground utilities. In areas that are heavily wooded, we can arrange for
clearing of the project site.
GET is one of the few firms in Texas which is equipped with miniature rigs.
These rigs are small enough that they can access hard to reach places and
sites that are wooded, without significant clearing. Furthermore, since
these rigs are portable, they can easily be placed on sites with wet subgrade
soil conditions which create access problems.
Geotechnical Laboratory
Geotech Engineering and Testing’s laboratory testing has the capabilities
to perform geotechnical testing under controlled conditions in order to
evaluate not only standardized test of materials, but also tests of new
materials used in research and development.
Our tests will be conducted in general accordance with ASTM, TxDOT

Engineering Analysis and Report
The field and laboratory data together with our engineering
recommendations will be presented in an engineering report. The
report will address the specific project design, construction, and
quality control requirements.
ENVIRONMENTAL ENGINEERING SERVICES
The environmental laws require that prospective owners of properties conduct a reasonable and
appropriate inquiry into the property, its past user, and the associated
environmental liabilities. Failure to recognize environmental problems at
a site can result in significant financial liabilities to the purchaser or the
seller. Geotech Engineering and Testing can provide Phase I, Phase II,
and Phase III Environmental Studies. These studies include Hazardous
Materials Initial Site Assessments, ASTM E 1527 Standard Practice for
Environmental Site Assessment: Phase I Environmental Site Assessment
Process, and ASTM E 1528, Standard Practice for Environmental Site
Assessments: Transaction Screen Process. GET has a Corrective Action
Project Manager (CAPM) on the staff to conduct Environmental
Engineering Services.
GET can provide Environmental Site Assessment (ESA) studies anywhere in Texas. Our services

the latest in Environmental, Geotechnical, Construction Materials
Engineering and computer techniques to provide information necessary
for the project under consideration. Our professional staffs of engineers
have intimate knowledge of the expanding technology, its uses, and its
limitations.
CONSTRUCTION MATERIALS ENGINEERING SERVICES
Public Agencies, Architects, Developers, and Contractors have always
been concerned with the performance and quality of materials. The
knowledge of how the great variety of materials used will perform is
the key to the success of any project. Thus, quality assurance during
construction has become increasingly important as a result of the rapid
technological expansion of construction methods and materials.
Quality assurance and material testing provides the evidence needed to
establish confidence to all concerned that the materials and techniques
used are accomplished under the standards required by the design
team.
The technical staff of Geotech Engineering and Testing always strives to keep abreast of new
developments and procedures utilized in quality control programs. Our engineers and field technicians
provide a vital link between the owner, professional design team and the contractor.
GET's abilities in construction materials testing include testing and monitoring of the following:

Concrete testing, including but not limited to; slump, air, cylinders, beams, yield, coring,
cement content, mix design verification, batch plant inspection and rebar inspection.
o
Soil testing, including but not limited to; densities, proctors, plasticity indices, gradations, 200's, cement and lime stabilization, and geotechnical testing.
o
Asphalt testing, including but not limited to; densities, cutback sampling, cores, theoretical
specific and gravity, bulk density, gradation and extraction, mix design and stability.
o
Structural steel, including but not limited to; weld inspection, A325 Bolt torque, welder
qualifications, magnetic particle inspections, ultrasonic, liquid penetrant, paint thickness,
holiday testing and sandblasting inspection.
GET's laboratories have been approved by Harris County, City of
Houston Quality Control, City of Houston Special Testing Department,
Texas Department of Transportation, Metropolitan Transit Authority
and Texas Department of Criminal Justice.

FORENSIC ENGINEERING SERVICES
Geotech Engineering and Testing's staff specializes in roads, bridges,
foundations, retaining walls and slope distress studies. The firm has
specialized equipment and sampling devices that can obtain soil
samples in areas with limited access. Furthermore, the firm has strong
instrumentation and non-destructive testing capabilities. GET's testing
facilities can test distressed structural materials and evaluate the causes
of distress and determine proper remedial measures. During the past 25 years, GET's staff has
conducted many forensic engineering projects. Furthermore, our staff members have served as expert
witnesses and have testified in court.
ACCREDITATIONS
Geotech Engineering and Testing has qualifications equal to an ISO 9000 company. The firm has
been accredited by the American Association for Laboratory
Accreditation (A2LA). The scope of our accreditation includes
geotechnical, construction materials engineering ASTM E329,
C1077 for concrete, D-3740 for soils and D-3666 Bituminous. A
copy of our accreditation is presented in Appendix B. The firm
has also been inspected by Cement and Concrete Reference
Laboratory (CCRL), for concrete and aggregate testing. All of
our equipment has been calibrated within the past 12 months.
Geotech Engineering and Testing is also involved in the American Association of State Highway and
Transportation Officials (AASHTO) materials reference laboratory program.

SCHEDULING
GET can generally mobilize on public infrastructure anywhere in Texas immediately after project
authorization. This is because we have our own drilling rigs and full service laboratories. This
condition will expedite project execution time. All of the laboratory testing will be conducted inhouse. We have a relatively large staff of engineers and support staff which will result in timely
execution of the project tasks.

Mr. Eastwood is the President of Geotech Engineering and Testing
(GET). He has practiced consulting engineering for about 33 years,
serving in key technical project management and administrative roles. His
experience in these functions includes a wide range of project types,
ranging from public infrastructure, public works, municipal work,
industrial facilities, commercial developments to waste disposal facilities,
power plants, dams, marine terminals and underground storage tank contamination studies. Mr.

Mr. Eastwood has about 33 years of experience on various aspects of geotechnical, environmental,

OVERALL EXPERIENCE
1.
Design and construction of public infrastructure for the past 33 years. Some of the major
projects consist of Houston Ship Channel Toll Bridge and Harris County Toll Road. Mr.
Eastwood has been involved in design and construction of roads, bridges, tunnels, bulkheads,
embankments, retaining walls, pavements, rail, water and wastewater facilities.

of proposals and reports, technical analysis of geotechnical and
foundation problems, instrumentation of soils and construction

many years of experience in design and construction of roads, bridges, freeways, rail structures,
