LETTER FROM THE EDITOR
BUSINESS CONEXIÓN has the pleasure of presenting its second
special edition focused on the aerospace sector, one of the most
thriving in the Baja California – San Diego Mega-Region.
We are also celebrating our 7th anniversary with this special
edition 2014, the first in a long sought-out project that hopes
to support the productive talents of our region. We’ve reached
several of our goals, like becoming the only bilingual (English –
Spanish) and bimonthly publication focused on the economic
development of the region, but there is still work to be done
when it comes to other objectives that, in the end, will help us
make the Megaregion’s qualities and opportunities known.
I invite you to share your thoughts about this second edition and
how we can improve it, since our intent is to publish it annually.
Best regards and hope to read your comments,
Jose Luis Garcia Rebollo.

Vega de Lamadrid
Gobernador del Estado de Baja California
Governor of the State of Baja California
With an annual growth of almost 19% during the past
seven years, Mexico has succeeded in positioning itself as one of the world’s most important actors in
the aerospace industry. Without a doubt, the state
that best represents the qualities of our country for
the industry, is Baja California; which is home to the
greatest number of the industry’s companies nationally, has over 40 years of experience in the sector, a
strategic location which permits sharing a border
with the most important market in terms of aerospace
and defense production and consumption, an ecosystem of certified companies close to the California and
Arizona value chain, and young and highly qualified
human capital.
We invite you to discover Baja California, the state
which visualizes itself in 2015 as an internationally
competitive destination due to a high value productive ecosystem as a result of export volume, level of
export sophistication, FDI, substitution of imports,
and local suppliers. For 2020, as the principal export Hub of services based on knowledge process
outsourcing (KPO) for the country’s aerospace and
defense industry. And for 2025, a detonator so that
Mexico will convert itself in a leader for Latin America
in fuselage systems and high power potency systems.

carta de bienvenida
Cluster de Baja California, A.C.
John Riley
Honorary Chairman Aerospace
Cluster of Baja California, a.c.

The Aerospace Cluster of Baja California continues its’ efforts
to provide trained personnel for the Aerospace industry.
This industry is one in which a career can be established that
often times offers lifetime opportunities. Annually, Mexico
graduates more engineers than the United States. Coupling
this with a population with an average age of less than 30
years old, provides long term opportunities.
Local schools and aerospace companies have joined together
where the companies provide equipment such as machining
equipment and the trade schools provide the training. Graduates of these programs are quickly absorbed by the industry.
Other examples of training efforts are demonstrated in certified CATIA software courses provided by CANIETI, the National Chamber of information technology, electronics, telecommunications and electronics. In the first half of this year,
the Tijuana chapter of CANIETI has graduated approximately
45 certified students through this effort.
Baja California also has an active presence in the manufacturing of Drones, otherwise known as UAV’s. 3D Robotics is
a company that that has had good results with their manufacturing of their product in Baja California. They are not the
only company to find great success in manufacturing some
of their product in the state.
An often overlooked segment that has a strong presence in
the state, is the defense industry. This industry has been utilizing the advantages of working in the state for many years.
With the Wassenaar Agreement, ITAR and BASA (Bilateral
Aviation Safety Agreement) this industry is expected to continue its’ growth.
I have had the good fortune to spend many years in this industry and I encourage those with the expertise, to join in
our efforts to educate and train today’s aerospace workforce.
This industry, by its’ nature, can provide careers, not just jobs.
The opportunities are great and the time invested in the industry will be something that will make you proud.
I can BEST express this PRIDE, as an acronym:
PERSONAL RESPONSIBILITY IN DAILY EFFORT

industria, ISO – 9001, AS 9100, y NADCAP.
OVERVIEW OF MEXICO’S
AEROSPACE AND DEFENSE INDUSTRY
Mexico has consolidated itself as a global leader in the
aerospace industry. During the period from 2006 to 2012,
exports registered an average annual growth of over 16%,
and in 2013, reached $5.463 billion dollars. On the other
hand, imports totaled $4.412 billion dollars, maintaining a
positive commercial balance for 2013.
In Mexico, there are 267 companies and supporting organizations, most of them have NADCAP and AS9100 certifications. These companies and supporting organizations
are located in 18 states and, according to estimates by the
Mexican Federation of the Aerospace Industry, employed
over 34,000 employees in 2013.
Reliability
The Mexican export control system was evaluated by countries belonging to the Wassenaar Accord. Mexico was an
outstanding participant as it was admitted in record time;
which should be recognized because over the previous five
years, no new members was approved. Mexico’s admission
shows international interest in the country as a trustworthy destination for the integration of sensitive technology.
As a result of being accepted into this prestigious group,
Mexico has committed itself to remaining a sure destination for the production of goods and services that include
restricted technologies as well as goods and services that
are used daily.
Mexico’s Aerospace Industry’s Strengths
Competitive Costs
Logistics
According to a study by KPMG, Mexico is 15.7% more cost
competitive than the United States.
One of the main reasons that explain Mexico’s aeronautic
industry growth is its geographic location, by being next to
the United States and Canada, two of the main aerospace
developers; this opens technological and industrial integration opportunities with the main hubs, Quebec and Seattle.
Additionally, the market’s access to the Asian and European
markets positions Mexico as America’s aerospace logistic
and manufacturing center.
Experience
Mexico’s experience and success in developing the automobile and electro-electronic sectors bring an advanced
manufacture and infrastructure platform; favoring the development of the country’s aerospace industry and permitting the optimization of the supply chain, common support
systems, and synergetic advantages.
Innovation
A large number of universities and investigation centers focusing on advanced manufacturing and materials favor the
development of innovation projects in the sector.
Talent
According to CONACYT estimations, in 2012, 111,400 students graduated in engineering and technology. 2010
UNESCO data shows that in Mexico there are 18% more
manufacture engineering and construction graduates per
capita than in the United States.
Certified Quality
Mexico is one of the few countries holding a mutual bilateral recognition of aeronautic-BASA (Bilateral Aviation Safety
Agreement) system certification with the Federal Aviation
Administration (FAA). On their behalf, companies have certified their processes according to the industry’s standards;
these being, ISO 9001, AS 9100 and NADCAP.

carta de bienvenida
Cluster de Baja California, A.C.
TOMAS SIBAJA
Executive president
Aerospace Cluster of
Baja California, a.c.
de fusiones y adquisiciones (Mergers and Acquisitions, M&A
The aerospace industry of Baja California has become an
important representation of the Mexican virtues we offer to
competitive global markets.
Our people, our expertise, our long history in this important
industry have proven successful for many decades. The time
has come to show our strengths as a unique regional ecosystem that combines specialized knowledge, business opportunities and a value chain that global players have defined as
the unique ‘Baja Aerospace Concept’ – a prism of mature and
diversified companies that coexists in an unparalleled crossborder region considered as the most dynamic platform of
Mexico with long-term plans and genuine aspirations.
An attitude we have coined as our Megaregion (San Diego,
Imperial Valley and Baja California). An exceptional location
to serve the world
Furthermore, the State of Baja California is a leading authority in this sector. With an average yearly growth of above
20% in the last ten years, all economic indicators – whether
measured in export and import values, employment generation, number of companies and, most important, maturity
and diversification data – confirm these facts. +28,000 direct
aerospace employees, 80 global aerospace names and the
largest concentration of M&A deals in Mexico in the aerospace industry reaffirm this effort.
As the executive president of the Aerospace Cluster of Baja
California A.C., I invite you to learn about our region’s values
by visiting us, and get to know the spaces in which our industry’s players come together and interact.
The Aerospace Cluster of Baja California, A.C.
is at your service.
¡Bienvenidos a Baja California!
Welcome to Baja!
