According to Vietnamese (and Chinese) culture the
Rat was welcomed in ancient times as a protector and
bringer of material prosperity.
By understanding the Art and Culture of a country where
you are doing business in, it is one of the preconditions
to achieve this prosperity! This year should bring in
more success for all of us!
There have been some changes in the DBAV board:
after Derk Schep left us last September and with Marjo
Vaessen joining us as NLV board member recently, I
am pleased to announce that Edwin Ebrahimi was willing to replace Marieke
Nieuwaal. Mireille van Maaren returned from her maternity leave and
extended stay in the Netherlands. With all these changes the Board is now
complete and ready for the coming year.
The Consul General, Ton van Zeeland has left Ho Chi Minh City for a new
opportunity in China. Since Art and Culture had his keen interest he will
especially be missed for this issue of Double Dutch. His successor will arrive
half way the year. Read Ton’s last interview about his experiences in Saigon
on page 17.
The year 2008 will be once more a year with many activities. One of the
first events in the near future will be the visit of the Dutch Ministers, Bert
Koenders and (Staatssecretaris in NL) Frans Heemkerk. The DBAV hopes
that this trade mission can support the Dutch Business community in
Vietnam and increase trade between Holland and Vietnam. On page 22 you
can find the dates of other activities coming up.
Remember, before you can do a prosperous business in Asia and particularly
in Vietnam, you have to understand the “Art and Culture of doing business”.

During a recent visit of
the CEO of Vopak from
The Netherlands, Dutch
business people and Embassy
representatives gathered for
an informal dinner, organised
by Jason Tan, manager of
Vopak Vietnam.
Vopak is a Dutch company that is
specialized in liquid bulk storage,
especially for the chemical and oil
& gas industry. It operates tank
terminals in 30 countries world
wide and employs over 3,000
people. CEO John Paul Broeders

Govaart came to Vietnam on
November 27th to inspect the
multimillion expansion project of
their current facility in Dong Nai
province.
In order to get a better idea
of doing business in Vietnam a
dinner was held and several DBAV
members (Mark van den Assem –
TNT; Robert Hoeve – One; Edwin
Ebrahimi – Caldic) and Dutch
government officials (Marc Sprik
– Consul; Monique Bennema
– Head of Economic Affairs, Dutch
Embassy in Hanoi) were asked
to share their experiences in
Vietnam and to give their views
on the rapidly changing business
climate.
The result was an interesting
discussion about usual items like
infrastructure and corruption, but
also about the cultural differences
between Vietnamese and other
Asian countries, as well as the
different views that businessmen
and government officials have
on the economic development
and the regulatory issues in the
post-WTO era. Despite the many
challenges that were discussed
throughout the evening, optimism
and enthusiasm remained the
keywords when talking about the
opportunities in Vietnam.
Listening to the stories from
different sides, the directors
gained new insights in the
business culture in Vietnam. The
DBAV believes that these kind of
informal meetings can be a tool
for Vietnam-based managers
to provide confirmation of their
own experiences when reporting
to their (regional) HQ and
encourages members to organise
more of these events.
About Vopak in Vietnam;
questions to Jason Tan
When and why did Vopak
decide to buy a terminal in
Vietnam?
Vopak acquired the facility in
South Vietnam in 2006. As
Vietnam is one of the fastest
growing economies in Asia after
China, growth in the past 5
years has been steady at around
7-8%. With such sustainable
growth and a population base of
more than 80 million, Vietnam is
emerging as a competitive newly
industrialized country. Vopak’s
decision to invest in Vietnam is
to tap on this
growing market
Jason Tan, a Singaporean, manager of Vopak Vietnam
started his role in Vietnam in April 2007. Before Jason
was based in Shanghai for 5 years where he was
responsible for the Joint Venture Company with Cosco
Logistics. Jason and his wife, Janet, live in Ho Chi Minh
City and enjoy the local food, interacting with the friendly
locals and the many interesting places to visit. They have
visited Hanoi, Dalat and Vung Tau for a few weekend
getaways.

What do your facilities
include? Do you have plans for
improvement
and extension?
Existing facilities consist of
7 tanks, totaled 8,200 cubic
meters; a private 15,000DWT
jetty, drumming and truck loading
bay. Constructions are currently
underway to add 28 tanks,
totaled 40,000 cubic meters; new
drumming lines and truck loading
bays. These new facilities will be
ready in June 2008.
What are your experiences in
Vietnam so far?
In terms of infrastructure and
hardware, Vietnam is still in its
infant stage of development
with rooms for improvement.
Its people are generally helpful,
friendly and pleasant.
The business climate in Vietnam
is booming, especially Ho Chi
Minh City as evidence by the
shortage of office space despite
many new office buildings
being constructed. While the
government encourages Foreign
Investment, the process to
getting regulatory approval would
demand some patience and in
areas where laws are subject
to interpretation, having a local
agent to assist in the process will
be helpful.

is set up by two Dutchmen,
Tau Van Ngo (Accenture)
and me (Delloite). We have
a background in marketing
and sales, management
consulting and the finance
sector. This expertise helps
us to understand clients’
businesses and serving them
in a professional and effective
manner.
Premium Service
We see service as a series of
activities designed to enhance
the level of customer satisfaction
- that is, the feeling that a
product or service has met
the expectation of the client.
Premium service, in our view,
should lead in exceeding
customer expectation.
We believe premium service is
a unique selling point to your
company, whether in finance,
hospitality, or any other sector.
Training in Vietnam
The need for training in Vietnam
is actually quite obvious.
Everyday you can read in the
newspapers about the lack of
skilled labor, for example in the
Vietnamese hospitality industry.
The service in general is very
low compared to neighboring
countries like Thailand or
Malaysia. Another driver for
training needs is the educational
system. It is still very old
fashioned, bureaucratic and the
level is low compared to other
Asian countries. The third and
last problem we see is that a
lot of companies face retention
problems. Young people often
have already worked for 3 or
4 employers in a period of 2
to 3 years. Salary and status,
for example by working for big
names like Unilever, Dutch Lady

and Coca Cola are still the main
drivers for the employees. In
Vietnam most employees do
not think about a career path
which could mean personal skillsdevelopment and knowledgeenhancement about a product or
industry when taking a job. We,
as ONE, try to focus on people
development elements and try
to incorporate this with the
companies we work with.
Current projects
Following a quick and successful
launch in Vietnam, we signed
our first contract with EuroAuto
(BMW) Corporation Vietnam, the
official distributor and importer
of BMW cars. ONE manages
all their pre-opening service
training and will also commence
supervisory training in the first
quarter of 2008. EuroAuto
seeks to distinguish its sales by
providing the best in service and
recognition to its customers,
as compared to its major
competitors and ONE is proud to
be associated with them.
Further projects include the
establishment of an in-house
training school for one of the
largest investment companies
in Vietnam as well as assisting
a large tobacco-producer and
supplier in developing a working
platform for a new Restaurant /
Bar / Café concept in District 1.
ONE is unique in its approach
because we truly incorporate
our client company’s vision and
strategy. We also develop and
design our training with the
client’s needs in mind; this is why
we are able to provide Custom-
Made Learning.
Why Vietnam?
During the summer of 2006 we
made a trip to Vietnam to see
what kind of opportunities the
country had to offer. We were
thinking of moving to Asia, and
with Tau being a Viet-Kieu the
option of moving to Vietnam was
very easy.
Business-wise we truly believed
in Asia and Vietnam, as the
countries in the region are still
changing so rapidly, compared to
Western economies. An important
aspect of the trip was also to see
whether Vietnam was a country
where we would be able to start
living our lives. After a trip of
around 5 weeks, as it was my
first time in Vietnam, off course
I was really amazed by all the
traffic in the cities of HCMC and
Hanoi, we both saw the big
opportunities in this country,
especially the service industry
and the consumption market of
Vietnam itself.
We believe that the 84 million
people together with the current
GDP growth rate will enhance
consumer spending in the nearby
future. Other big opportunities
we saw in other traditional, more
western-kind of services like
training and consulting, but also
IT-services were in our scope.
After a few months of preparation
we packed our bags and arrived
in Vietnam in January 2007.

the EVD Deputy MD who we are
meeting tonight. Regretfully
he did not attend most of the
conference, and was also not
present during the 2nd day
evaluation).
Dutch Business Organisations
(DBO’s): MDBC, INA (Jakarta),
NTCC (Thailand), DBAV
(Vietnam) and ADB Singapore.
Day 1
First day of the conference was
interesting but not fully applicable
to the DBO’s, because part of
the day had to do with internal
processes within the (Economic
Section) of the Embassies and the
cooperation/objectives/directives
between the Embassies and The
Hague - Ministry of Economic
Affairs. Important/interesting
for the DBO’s to know that the
promotion of Dutch economic
relations is re-evaluated, and that
impending budget cuts might
also affect the operations of some
embassies, but as said, not fully
applicable to the DBO’s. Therefore,
the DBO’s did not evaluate the first
day fully favourably, and expressed
the hope that there could be more
involvement/interaction for them
during the second day.
The evening program of the
first day was a dinner at the
ambassador’s residence, with
an opportunity to meet with the
current Board of the Association
of Dutch Businessmen Singapore.
Also present were some ADB
members who are initiating to
turn the ADB into a corporate
organisation, because currently
there is no Dutch Business
Chamber in Singapore. Interesting
to note is that this process has
been initiated and is actively being
pursued by the Singapore Deputy
Ambassador/Head of the Economic
Section because in Singapore, the
Embassy sees a clear benefit of
having a Dutch Chamber to work
with. The dinner was followed by a
networking reception with the ADB
membership.
Day 2
It became clear that the first
part of the program was not
particularly relevant for the DBO’s,
so we decided to excuse ourselves
and have a separate meeting
to (a) evaluate this conference,
(b) provide more input for any
continuation of such a conference,
(c) propose measures to establish
better working relationships with
the Embassies and The Hague, and
(d) to share some best practices
among ourselves.
Evaluation (moderated by
Ambassador Chris Sanders):
On behalf of the Embassies, it was
announced:
(a) they want to continue with this
type of meetings, but only on a
bi-annual basis with the inclusion
of the DBO’s (next conference
in 2009 in Jakarta, with 1 of the
working sessions to be suggested
by the DBO’s). (b) alternate years (commencing
in 2008), the Economic Counselors
will meet alone in The Hague (on
the sidelines of the annual Asia
Meeting)
(c) maintain quarterly
communication to distribute a
list of missions, trade shows with
Dutch involvement, activities, etc.
On behalf of the DBO’s, it was
announced:
(a) we will give more exposure to
this regional network of DBO’s,
for the benefit of our respective
members (especially those that
have a regional role);
(b) we intend to do capacity
building and to establish a regional
level of “minimum service level”, so
companies and other organisations

know what to expect with the
(regional) DBO’s. (Indonesia,
Thailand and Malaysia most
probably have already reached this
level, but Singapore, Vietnam and
Philippines not yet);
(c) in line with the key sectors
identified by the Dutch Ministry
of Economic Affairs and by our
respective Embassies, the DBO’s
intend to increase their capacity
within these key sectors (know
how, contacts, membership)
(b and c are also identified
to improve and increase any
opportunity to be of added value to
the Embassies and to be involved/
assisting in their activities)
(d) our interest to continue with
these annual conferences, but
possibly with a different itinerary
with separate sessions (for DBO’s:
1 session by ourselves, 1 session
with representatives of The Hague,
and 1 session with the whole
group).
After announcing the DBO
evaluation and action points,
it was requested if The Hague/
Embassies have a specific
strategy or objectives how/
when to work with the Business
organisation. Ambassador Sanders
explained that there was no such
strategy, neither are there any
instructions or directives from
The Hague. It all depends on
individual (country) circumstances/
opportunities and personal
initiatives.
It was announced that in view
of what (globally) organised
chambers such as Amcham,
Germans and French often seem to
achieve, it might be useful to keep
this discussion on the agenda. DOUBLE DUTCH

Most of us know about the
main consular activities of an
Embassy or Consulate, like
issuing passports, visas and
diplomatic relations, but the
Consulate General of Ho Chi
Minh City set up a Culture &
Development Program for
Vietnam which is less known
by the public.
This program started in 2005
and is financed by the Ministry of
Foreign Affairs. Its main goal is
to preserve the cultural heritage
of Vietnam, to strengthen the
cultural identity of the country
and to transfer cultural expertise
by substantial cultural exchange
programs.
This program allows a better
comprehension/understanding
of both the Dutch and the
Vietnamese culture. Since 2005
the Consulate focuses on three
different cultural sectors:
- Common cultural heritage;
- Performance arts, like dance
and music;
-Cultural heritage and
preservation.
Common Cultural Heritage
Following the publication of
the Vietnamese version of the
book “Leeuw en Draak’’ (Double
Dutch 3), a scientific symposium,
gathering Dutch and Vietnamese
historians, archaeologists,
artists and politicians, will be
organised in Hanoi in cooperation
with the University of Social
Sciences and Humanities. This
year the Consulate will start the
survey for an archaeological
excavation in Northern Vietnam
Culture and
Development Program
under the supervision of Dutch
archaeologists and historians.
In the 17th century Do Mea and
Pho Hien were settlements of the
Dutch VOC.
Prior to this project, the
Consulate supported the
publication of VOC-sources from
the National Archives discovered
by a Vietnamese scientist.
Those sources will certainly
reveal new information about
the common history and also
emphasise that there is possibly
still a part of common cultural
heritage to discover and to
investigate.
Dance exchange project
Vietnam has a lot of very talented
dancers. The dance exchange
program of the Consulate General
of the Netherlands promotes
Vietnamese dance in Holland
as well as teaching and training
Vietnamese dancers in western
dance techniques.
Since 2005 several dancers and
choreographers of the Ho Chi
Minh City Ballet and the Ho Chi
Minh City Dance School were
sent to the Netherlands in order
to assist workshops and training
programmes. Representatives
of Fontys Dance academy and
of Festival Mundial Tilburg came
to Ho Chi Minh City over the last
two years in order to establish
long term contacts and exchange
programmes for dancers,
teachers and choreographers
in cooperation with the
Consulate General. Following
this visit Fontys sent several
dance teachers to Vietnam to
organise workshops and master
classes at the Ho Chi Minh City
Dance School in modern and
contemporary dance.
Heritage
In November 2005 a preservation
specialist of the Royal Library
of Holland was invited by the
Consulate General to investigate
on the quality of the preservation
techniques of the General
Sciences Library of Ho Chi Minh
City. Following the results of
this survey the Consulate is
supporting several projects for
the preservation of the very
vulnerable collections of the
Library. Especially the periodicals
of the Southern Vietnamese
period (1955-1975) are seriously
endangered. Of course these
collections are very important for
Vietnam’s history. The Consulate
General is financing several
projects in order to improve
the preservation conditions of
the collections from the humid
climate, temperature and
sunlight.
The other cultural development
projects are the publication
in March of the Vietnamese
translation of Dutch children
literature, training of music
technicians by students of
Hogeschool of Kunsten in Utrecht
at the HCMC Conservatory.
It is the sincere hope of the
previous Consul General that
this program will continue in the
future.

The Vietnam Business Forum
(VBF) was held in Hanoi on
December 4th. I would like
to emphasize the importance
of this meeting and the rare
opportunity for the concerns
of the private sector that were
brought to the attention of
the Vietnamese Government
in a public forum, and as such
it was an event that should
be exploited to its fullest
potential.
The Forum was attended by
leading members of the local
and international business
community, as well as donors
such as the World Bank and
IMF, representatives of the
diplomatic corps and Vietnamese
Government officials including
senior representatives of the
Ministry of Finance, Ministry of
Planning and Investment, Ministry
of Industry and Trade, Ministry
of Transportation, Ministry of
Natural Resources, Ministry of
Construction, Ministry of Post and
Telecommunications, Ministry of
Education and Training, and the
State Bank of Vietnam.
Alain Cany addressed the Forum
on behalf of the EuroChamb,
providing an overview of the key
concerns of members as identified
in our Position Paper.
Major concerns of other Chambs
include Education, Training and
Human Resources, Infrastructure,
Property Rights, WTO,
Governance, corruption, trading
and distribution
Some practical and more concrete
issues were also directed to the
Vietnamese Government, e.g.:
-Singapore Business Group
addressed its concerns about
the confusion around the bidding
process for the 20 “Golden Sites”
in HCMC.
-Paul Hoogwaerts of Maersk
addressed the need for immediate
upgrade of the roads to Cat Lai
and VICT ports.
Once again I emphasize the
importance of the input from
the business community in the
VBF. The VBF is held twice a year
and is sponsored by the Dutch
and Canadian governments. The
next VBF will be held around
May 2008. Please provide your
concerns when asked for your
input. A copy of the summary of
the VBF can be picked up upon

In haar studio in Hanoi werkt een Nederlandse
kunstenares met Vietnamese en Nederlandse
modellen. Hanoi is volgens Noëlla Roos een
ideale omgeving voor kunstenaars: er gebeurt
veel op cultureel gebied, zoals lezingen bij
het Goethe instituut, muziekvoorstellingen en
vooral veel exposities. Kunst is ‘hot’ in Hanoi
en er wonen en werken dan ook erg veel
kunstenaars en alle benodigde materialen zijn
er volop te verkrijgen. Dit alles, in combinatie
met een prachtige en inspirerende stad,
maakt Hanoi tot een kunstenaarsparadijsje in
Azië.
Noëlla Roos (1969) studeerde aan verschillende
academies (Academie Minerva in Groningen,
Academie voor Schone Kunsten in Antwerpen,
Academy of Fine Arts in Athene) en studeerde af
aan de Koninklijke Academie in Den Haag.
Noëlla komt uit een kunstenaarsgezin waar zij
al heel vroeg leerde tekenen naar bewegende
modellen. Deze tekeningen zijn ook de basis
voor Noëlla’s schilderijen. Al tekenend is Noëlla
op zoek naar de expressie van haar model, en al
schilderend zoekt ze intensief naar de impressie van
het gehele schilderij. Door de sterke invloed van
haar tekeningen werkt zij steeds meer naar lichtdonker en plasticiteit in het schilderij. Dit mede
door de invloed van een beeldhouwende vader en
haar schilderleraar Bart Holt. Door Matthijs Röling
kwam zij in aanraking met de stillevens van Ensor
en raakte zij geïnteresseerd in “de huid” van de verf
. Doordat Noëlla de kans heeft om in verschillende
landen te wonen, te werken en te studeren (o.a.
Sri Lanka en Vietnam) zie je dit terug in haar
schilderwerk. Noëlla vindt het een verrijking om
de cultuur van het land waarin zij woont in de
schilderijen te verwerken en toch met het thema “de
mens” bezig te blijven. Daarnaast gaat zij elk jaar
gedurende twee maanden terug naar Nederland om
er te studeren op het schilderwerk van o.a. Ensor,

Is de tekening van mijn kind
ook kunst?
Een definitie van kunst: ‘Kunst
is dat wat gemaakt is met de
vooropstaande bedoeling de
menselijke zintuigen en de
menselijke geest te prikkelen.
De kwaliteit van een kunstwerk
wordt beoordeeld aan de hand
van de aard en mate van de
prikkeling die het teweeg brengt.
De sterkte van de prikkeling,
de hoeveelheid mensen die er
wordt geprikkeld, hoe goed die
prikkeling wordt gewaardeerd,
en hoeveel effect en invloed deze
prikkeling heeft of achteraf blijkt
te hebben gehad draagt allemaal
bij aan ‘de mate van kunst’.’
Met de opkomst van de digitale
cultuur is er een nieuwe wereld
open gegaan in de kunstwereld.
Waar je vroeger nog uren voor
moest poseren kan nu iets in een
handomdraai gemaakt worden.
Zelfs een leek kan als snel iets
leuks fabriceren met behulp
van een foto en een simpel
software programma. Kortom,
het digitale tijdperk brengt veel
mogelijkheden met zich mee, wat
er toe leidt dat men meer keuzes
heeft te maken. De een wil nog
steeds een kant en klaar schilderij
of beeld kopen, de ander maakt
graag gebruik van de tailormade
mogelijkheden, en past een
kunstwerk graag aan, aan de
bank en het nieuwe kleed.
Irene Hoff was op zoek naar
schilderijen voor aan de grote
lege muren in haar nieuwe
huis, een uitdaging wat voor
veel nieuwkomers in HCMC
herkenbaar is. Ze kwam een
aantal mooie werken tegen met
daarin verschillende onderwerpen
verwerkt, een soort collage idee
van verschillende technieken
en beelden. Alleen spraken
die onderwerpen haar niet
echt aan. Een nieuwe idee was
geboren: waarom niet zelf een
collage maken van persoonlijke
elementen?
In alle werken die Irene maakt
staat een thema centraal; een
kind, iemand die met pensioen
gaat, iemand die 40 wordt,
iemand die een marathon
heeft gelopen, een land waar
je helemaal gek van bent, een
afscheid, etc.
Bij dit thema worden allerlei
elementen verzameld, fotos,
krantenknipsels, tekeningen,
gedichten, uitspraken ed.
Na een orienterend gesprek met
de klant over maten, kleuren en
accenten creeert Irene een eerste
draft, welke als JPEG aangeleverd
wordt. De klant kan vervolgens
zijn commentaar leveren.
Wijzigingen kunnen makkelijk
worden aangebracht omdat het
een digitaal ontwerp is, 1 klik
op de knop en de achtergrond is
rood.

Na goedkeuring kan de klant
zelf bepalen hoe ze de output
willen. Dit kan een digitale print
zijn, maar in de meeste gevallen
wordt het nagschilderd op doek
als een echt schilderij, een unieke
mogelijkheid in Vietnam.
Kunst of niet, de werken van
Irene worden in elk geval
enthousiast ontvangen door diens
opdrachtgevers. Deels omdat ze
het zelf mee ontwikkelen, deels
doordat ze iets unieks in huis
hebben, waarvan elk element een
persoonlijke betekenis heeft.

The role of the Dutch
diplomatic posts in Vietnam
in a changing business
environment. A question that
many of us probably secretly
asked themselves: what are
they doing at the embassies
and consulates, apart from
issuing passports and visas?
Well, much more than that
obviously, although it is not
always visible to the public.
As a businessman, one could
argue that since our political
role in the world of today
is no longer what it used to
be, the Dutch embassies and
consulates abroad should
focus more on exploring
business opportunities for
Dutch companies. Is this
happening in Vietnam?
With the Vietnamese economy
booming, in The Hague inevitably
the question arises for how long
they still need development
aid. For those living in Vietnam
it is clear that despite all the
beautiful growth figures and
stories there is still a lot to be
done before reaching that second
world country status. But it is
clear that in the near future
the opportunities for Dutch
businesses will be huge and the
Dutch government could play a
key role in developing business
relations, especially with local
authorities, something that we
know takes time in Vietnam.
Former Consul General of Ho Chi
Minh City Ton van Zeeland says
it mainly depends on the type of
government in The Hague. A left
government pays more attention
to development aid, where
as a more right one will look
into business opportunities for
Dutch companies in developing
countries. “We could learn from
the Japanese. They provide
substantial development aid,
but they demand that Japanese
companies are involved in the

projects. We do not have such
restrictions. Probably because
of our Calvinistic roots”. Van
Zeeland’s trade development
focused on Vietnamese
companies that want to do
business in Holland. With only
one commercial officer in HCMC
it simply was not possible to be
there for the Dutch companies as
well. Inquiries from companies
in Holland who are considering
investing in Vietnam are
forwarded to the DBAV, a not for
profit organization of volunteers
that represent the Dutch
companies that are already in
Vietnam.
Hopefully this will change with the
arrival of a second commercial
officer later this year. Being a
top ten investor in Vietnam with
big guns like Unilever, Heineken,
Shell and Dutch Lady, some say
we deserve a bit more support
from our government. Especially
in the time where many laws and
decrees are drafted and issued,
leading to significant chances and
challenges for Dutch businesses
in Vietnam, a government
lobby could be a useful tool,
also for the smaller parties. But
according to the former CG, the
current restructuring and budget
reductions at foreign posts make
such efforts increasingly difficult.
In March a delegation of the
Departments of Economic Affairs
and Development Aid is visiting
Vietnam. Monique Bennema,
Head of Economic Affairs at the
Dutch embassy in Hanoi, who is
organizing this mission, hopes
to attract Dutch companies
active in water management and
agriculture to come to Vietnam to
establish business relationships.
“These are sectors in which
the Dutch can provide state of
the art solutions and we (the
government) want to support
companies in those segments. It
is part of the ‘back the winners’
policy the government adopted
for rising economies.”
But what about the other sectors?
Vietnam is keen to become an
industrialized country and want
to become less dependent on
the agricultural sector that the
Dutch government wants to back.
Vietnam is facilitating investments
in the high-tech industry and
at last is building their first oil
refinery, from which a chemical
industry can arise, decreasing the
country’s dependence on imports
of raw materials and chemicals.
Imagine the opportunities there!
Dutch companies present in
Vietnam already are very eager
to participate in the planned visit.
Not only can they answer specific
questions of potential investors
because of our experience on the
ground, they also have interesting
common issues that we would
like to see addressed on political
level. They know like no other
what the specific problems and
issues are when dealing with
Vietnamese government and
companies.
The Dutch Ambassador to
Vietnam, Andre Haspels, told
us during the Holland Days last
autumn that both the Embassy
and the Consulate General want
to interact more with the Dutch
businesses in Vietnam. This is
hopeful news and in our next
issue we hope to publish an
interview with Andre Haspels and
Monique Bennema explaining
what role the embassy will
play in the slow change from
development aid to ecomonic
collaboration. We invite you
to send in any questions you
may have for them and we will
forward them. We hope to start a
fruitful discussion that eventually
benefits all Dutch businesses in
Vietnam.

Culturele aangelegenheden
Beste lezers,
Het jaar van de Rat wordt veelbelovend: ratten hebben een zeer actief
sociaal leven en hun aanwezigheid wordt als prettig ervaren; ze zijn graag
geziene gasten. Ze hebben een natuurlijk charme en zijn populair, zowel bij
hun eigen als de andere sekse. De Rat is onderhoudend, goed op de hoogte
van verschillende zaken en is verfijnd. Ratten zijn zeer goede gastvrouwen
en gastheren! Wij zijn erg benieuwd wie er in het jaar 1924, 1936, 1948,
1960, 1972, 1984 of 1996 is geboren dan komen we graag even op de
koffie!
Edwin Ebrahimi is ons sinds kort komen versterken en zijn naam zal vaak
voorkomen in het zakelijke gedeelte van Double Dutch.
In deze editie van Double Dutch over Kunst & Cultuur valt vooral in het
Engelstalige gedeelte veel te lezen over de kunstzinnige bijdrage van
Nederlanders in Vietnam, namelijk blz. 8 en 9! Verder op blz. 15 een interview
met Ton van Zeeland en zijn invloed op de uitwisselingen tussen Nederland en
Vietnam op kunstgebied die er de afgelopen jaren zijn geweest. Janneke duikt
op bldz. 7 wat dieper hier op in.

verslag over hun artistieke talenten.
De afgelopen maanden zijn de Nederlanders weer druk bezig geweest met

Wie of wat brengt jullie naar Vietnam?
Johan kreeg een baan aangeboden bij Dragon
Capital, via een oude vriend van hem, die hier al 12
jaar woont.
Hoe lang zijn jullie hier inmiddels al en hoe
lang verwachten jullie te blijven?
Wij zijn hier inmiddels 7 maanden, en het is
onduidelijk voor hoe lang we hier blijven. Maar we
rekenen wel op een jaar of 5.
Is dit de eerste keer dat jullie in Vietnam zijn?
Ja, nadat we in mei, hals over kop, voor een
weekend zijn geweest om te kijken naar huizen en
scholen.
Wat zijn jullie verwachtingen van jullie verblijf
in Vientam?
We hopen met zijn zessen te profiteren van het feit
dat we in Azië zitten: veel reizen in de omgeving,
andere culturen en landen ontdekken.
En dat Johan een fantastische tijd heeft bij een snel
groeiende stockbroker, dat de kinderen een goede,
engelstalige opleiding krijgen, vrienden maken en
gelukkig zijn...
Hoe zijn de eerste ervaringen?
Gemixed, maar met name positief; we zijn heel
hartelijk opgevangen door verschillende mensen,
hebben hele goede ervaringen met de school.
Het is alleen even wennen als je brommer gestolen
wordt, hij was pas 3 dagen oud, en dan blijkt, na
6 uur onderhandelen op het politiekantoor in het
Vietnamees, dat hij daar in de keuken geparkeerd
staat ‘omdat ik zo onverantwoordelijk was om hem
op de stoep neer te zetten’?!
Wat mis je het meest uit Nederland?
We hebben de afgelopen 10 jaar in Frankrijk
gewoond, maar ik zou dan zeggen familie en
vrienden.

Wat mis je het minst uit Nederland?
Het weer en de beperkte bewegingsruimte.
Wat heb je nog extra ingekocht voor jullie
verblijf in Vietnam?
Niets!
Wat is het item in je container dat je zeker niet

Mijn superfancy, fantastische, onmisbare
espressomachine; helaas gesneuveld bij de 2e
stroomonderbreking, hij is van binnen verbrand...
Willen jullie Vietnamees gaan leren?
Ja, ik ben moed aan het verzamelen om een 1e
afspraak te gaan maken...

Hoe lang ben je Consul Generaal in Ho Chi
Minh City geweest?
Vanaf 1 januari 2004, dus ruim drie jaar.
En wat heb je hiervoor gedaan?
Hiervoor was ik cultureel attache op de ambassade
in Berlijn, en daarvoor had ik diverse posten in Den
Haag.
Wat was je eerste indruk van Vietnam en de
positie als CG?
Na een paar maanden dacht ik: ik wil weg hier. Ik
had veel te weinig te doen. Het handelswerk, mijn
primaire functie, nam ongeveer een halve dag in
beslag en ik wilde meer betekenen.
Ik heb derhalve een 4-jarig stappen plan opgesteld
waarin zowel de commercie als cultuur een
belangrijk deel vanuit maakten. Het kwam erop neer
dat de post in HCMC pro-actiever moest worden,
met meer mensen voor het handelswerk, ik wilde
stagiaires inzetten om uit te zoeken wat de kansen
voor Nederland in Vietnam waren, meer Holland
gerelateerde events.
Wat hield dat concreet in?
Op handelsgebied heb ik mij met name bezig
gehouden met Vietnamese bedrijven die zaken
willen doen in Nederland. Nederlandse bedrijven
in Vietnam hebben immers de DBAV. Ik was dus
niet altijd bij de evenmenten die de vereniging
organiseerde. Wel was ik toehoorder bij de
bestuursvergaderingen van de DBAV. We willen
meer in HCMC meer commercieel werk gaan doen.
Middels stagiares hebben we al veel uitzoekwerk
laten. Daaruit is naar voren gekomen dat water
en logistiek aandachtspunten zijn waar wij als
Nederland een bijdrage kunnen leveren.
Op ontwikkelingsgebied heb ik me op drie vlakken
ingezet: cultureel erfgoed, gemeenschappelijk
erfgoed en podiumkunsten.
Hogeschool

voorstellingen
georganiseerd en
op dit moment
volgen twee
Vietnamese
dansers een
opleiding in
Nederland. Een daarvan wordt door de People’s
Committee betaald, een teken dat men het serieus
neemt.
Daarnaast is een orkest uit HCMC in Nederland op
tournee geweest, zijn er instrumenten geschonken
en leren we ze orkestmanagement.
Cultureel erfgoed
De Science Library in Zuid Vietnam hebben we een
micro film machine geschonken. Ook hebben we
gezorgd dat met speciale gordijnen de collectie
beter beschermd wordt tegen zon en warmte.
Gemeenschappelijk erfgoed
Ik heb me ingezet voor het het boek “Leeuw en
Draak; 400 jaar Nederland-Vietnam”, dat in 2008
ook in het Vietnamees vertaald worden. Daarnaast
steunen we archeologisch onderzoek in Halong Bay
en Hoi An, waar de VOC actief is geweest.
Waar ga je heen?
Ik ga naar het Nederlands Consulaat in Ghangzhou
(China). Ik hoop daar ook een combinatie van
cultureel en commercieel te hebben.
Tips voor de achterblijvers?
Probeer een beetje familie te worden met je
Vietnamese kennissen of klanten. Emoties worden
nu eenmaal anders geuit hier en relaties hebben
langer tijd nodigen om zich te ontwikkelen. Veel
Nederlanders zijn nog steeds minachtend, en dat
helpt niet. Vietnamezen moeten op hun beurt beter
gaan plannen en meer straight zijn.
Podiumkunsten
Allicht het meest zichtbare project. Ik heb dans
gekozen omdat daarbij weinig gepraat wordt en we
dus weinig problemen met censuur hebben. Samen
met Dance Works uit Rotterdam en de Fontys

Mijn naam is Henriëtte Kerckhaert en ik ben 8 jaar.
Toen Monique Copper bij ons logeerde heb ik van
haar eigenlijk mijn
eerste piano les
gehad. Ik vond het
zo leuk dat ik wel
elke week op les
wilde.

Sommige mensen
weten dat ik op
pianoles zit. Mijn
leraar heet juf
Becky. Ze geeft mij
en mijn zus Eveline
les. Ik zal uitleggen hoe het zit. De eerste keer dat
ik naar piano les ging, gooide ik en Eveline kop of
munt en ik had gewonnen. Ik ging dus het eerste
half uur en daarna Eveline. De week erna begint
Eveline en daarna ben ik aan de beurt.
Mijn juf heeft een soort van grote piano die vleugel
heet. Ik krijg elke dag huiswerk van piano. In
een schrift schijf ik dan hoe lang ik heb geoefend.
Ook maak ik elke week een blad met noten en
muzieksleutels en zo leer ik veel van muziek.
Ik heb natuurlijk ook Nederlandse les, op woensdag.
En dat duurt best wel lang, dus heb ik op woensdag
maar even om piano te oefenen.
Op school heb ik ook muziek, dus daar leer ik ook
een beetje piano.
Het leukste aan piano vind ik dat later als je groot
bent, je gewoon liedjes uit je hoofd kunt spelen.
Ik heb nog een zus die Charlotte heet, maar zij kan
geen piano. Charlotte is nog klein maar weet veel
over muziek, ze kan heel goed dansen. Charlotte
kan een beetje blokfluit spelen, zelf speel ik ook
blokfluit en Eveline ook.
Mijn beste vriendinnen zijn Saskia en Anouk. Anouk
kan al een beetje keyboard en Saskia ook.
Soms als vriendinnen van mijn zussen komen,
oefen ik en dan luisteren ze naar mij. Myrthe is
de vriendin van Eveline en die is ook heel goed in
muziek, die voelt het ritme.
Piano is een van mijn leukste hobbies, ik hoop
dat jullie mijn stuk leuk
vonden.

Hallo, ik ben Saskia Dufourquet. Ik ben 9 jaar en ik
ben geboren in Parijs. Ik ben Nederlands en Frans.
Ik woon al 3 jaar in Vietnam maar deze zomer ga
ik verhuizen naar Bordeaux. Ik zit op de Franse
school die Ecole d’Antonia heet. Ik ga ook naar
de Nederlandse school en mijn beste Nederlandse
vriendin is Henriëtte. Mijn beste Franse vriendin
heet Léonore, maar iedereen noemt haar Léo.
Ik ga elke donderdagmiddag naar de schilderles
van Hélène Kling. Daar leer ik heel veel over
schilderen. Mijn eerste schilderij was een stilleven.
Thuis schilder ik ook veel want ik wil later zo graag
schilderes worden.
Mijn lievelingsdieren zijn poney’s en paarden. Op
schilderles heb ik ook al een schilderij van een paard
gemaakt. Dat was heel leuk en die ga ik op mijn
kamer ophangen. In mijn kamer maak ik een soort
museum ; iedereen kan dan zien wat ik allemaal
heb gemaakt. Kom maar eens kijken!

GRATIS VERBLIJF IN NEDERLAND Vakanties met gesloten beurs, zo noemde Renger
de Ruiter zijn idee en initiatief wat resulteerde in
de oprichting van Holiday Link. In de zeventiger
jaren werd hij geconfronteerd met een verhuizing
van Drachten naar Den Haag en stuitte op het
huizenprobleem in de Randstad. Dat bracht hem op
de idee om een huisruil aan te bieden. De Ruiter
adverteerde in landelijke dagbladen in 1979-1980
en in juni 1980 telde hij 465 inschrijvingen.
Holiday Link in Groningen is, samen met zoon Ton
en dochter Inga, uitgegroeid tot een familiebedrijf.
De opzet was aanvankelijk woningruil voor
vakanties, met gesloten beurs naar een andere
regio. Dat bood over en weer veiligheid voor het
huis aan tijdens vakanties en verzorging voor de
dieren. In de meeste huizen zijn huisdieren en
in sommige, landelijke regio, kleinvee.

Deze website biedt expats, gepensioneerden en
mensen met een kleine beurs, een grote variatie
aan mogelijkheden aan. Het advies is om voor de

enkele dagen tot enkele weken tot soms een jaar.
