Capabilities and Advanced Technology
yy Offers law enforcement agencies and officers a full range of support services, from the
beginning of an investigation to the ultimate prosecution and conviction of criminals.
yy Facilitates and fosters communication and information sharing among thousands of local,
state, federal, and tribal law enforcement and public safety agencies.
yy Helps solve crimes, prosecute offenders, and safeguard officers and citizens.
yy Strengthens hometown security and the nation’s information sharing environment.
yy Consists of six regional centers that tailor their services to meet the unique needs of their
regions while working together on nationwide initiatives. RISS is governed locally by criminal
justice professionals in each RISS Center’s multistate region.
yy Operates the RISS Secure Cloud (RISSNET)—the only sensitive but unclassified (SBU)
system built and governed by law enforcement for law enforcement. Serves as the secure

Safety
yy Operates the RISS Officer Safety Event Deconfliction System (RISSafe)—a comprehensive and
nationwide deconfliction system that is accessible and monitored on a 24/7/365 basis and
available at no cost to all law enforcement agencies.
yy Utilizes RISSafe Watch Centers to monitor events and notify officers of potential conflicts.
Enables officers to access RISSafe from their mobile devices via RISSafe Mobile.
yy Provides target and investigative deconfliction through RISSIntel.
yy Integrated with other event deconfliction systems and works in unison with partners to
promote the use of and educate users on the critical importance of using event deconfliction.

RISS Funding
RISS has identified the need for $48.5
million for FY2017. At this level, RISS
will be positioned to maintain and
build on its successes. Specifically,
the $48.5 million will enable RISS to:
Expand and enhance existing
RISS services and RISSNET
resources.
Move forward with important
technology initiatives in the
areas of officer safety event
deconfliction, federation,
and bidirectional system
connections.
Purchase essential equipment
to maintain and safeguard its
secure infrastructure.
Support the demand for RISS’s
resources, such as expanding
RISSProp to other RISS regions.
Support RISSafe’s 24/7/365
component, essential for
nationwide officer safety and
event deconfliction integration
efforts.
Support federal efforts and
nationwide partnerships, such as
those with the National Network
of Fusion Centers, N-DEx, HSIN,

Replace and obtain new
specialized equipment.
Continuing to invest in RISS builds
on successes, leverages proven
technology, maximizes trusted
relationships, and helps create a
more secure information sharing

Partners have also discussed
opportunities for RISS to help
support a number of emerging
initiatives, such as human trafficking,
cybersecurity, and school violence
programs. This will be possible only
with additional funding. RISS has
experienced successes in these areas,
but additional support would enable
RISS to expand its efforts.

FY2015 Highlights
In May 2015, the three nationally recognized event deconfliction systems—Case Explorer,
SAFETNet, and RISSafe—were integrated. This represents a significant milestone in further
strengthening officer and citizen safety across the country.
Through the N-DEx and RISS partnership effort, access to N-DEx is becoming available to
authorized RISSNET users via LEEP without an additional username or password. This capability
enables officers to obtain information quickly, saves officers’ time, streamlines operations, and
enhances law enforcement’s ability to respond to crime effectively and efficiently.
RISSProp was expanded to provide access to loss prevention (LP) personnel. Partnering with LP
personnel has provided information and connections regarding property crimes that may have
otherwise gone undetected.
The Washington Association of Sheriffs and Police Chiefs approached the WSIN RISS Center
to create a secure intelligence database for Washington’s needs. The WAGang Database was
developed based on the foundation of RISSIntel. This is an excellent example of leveraging
proven technology to solve a field-based need.
As part of the Northeast Fusion Center Intelligence Project, RISS is connecting fusion centers’
intelligence systems to RISSIntel. Multiple fusion center systems have been connected to
RISSIntel under this project.
As foundational members of the SBU Working Group and the National Identity Exchange
Federation, HSIN and RISS have made significant progress in implementing bidirectional secure
single sign-on between the two systems. This integration provides a streamlined approach,
enabling users to quickly and easily access critical information.
