period. Based upon the information received from The College Board, a total of 5,866 Seminole County
Public School students took at least one Advanced Placement Examination in May of 2011. A total of
11,254 scores were reported. District wide the average number of Advanced Placement Examinations
taken per student tested is 1.9. Of the total scores reported, 6,280 (56%) are in the 3-5 range.

NOVEMBER IS FLORIDA PARENTAL INVOLVEMENT
IN EDUCATION MONTH

Item Number
Maintaining a tradition established by previous governors, Governor Rick Scott has declared the month of
November, 2011, as Florida Parental Involvement in Education Month. Research shows that family and
parental involvement in a child’s learning is vital for student academic success. The love, caring,
inspiration and guidance children receive from their parents and family on a daily basis is a powerful force
in a child’s education. When that support is in place, endless possibilities open up for children and no
dream becomes too big for them to accomplish.
Students are successful when schools and parents work together. Seminole County Public Schools
appreciates and celebrates all of the parents who support their children’s education and who work
together with the schools to promote student achievement. Representatives of the various Parental
Involvement groups will be recognized during the November 22, 2011, Board Meeting.

October 18, 2011
The Seminole County Public Schools Discipline Hearing Officer(s) convened on Tuesday October
18, 2011 for the purpose of reviewing Administrative Assignment(s) and Expulsion
recommendations to be confirmed by Board action.
Ms. Sylvia Pond, Seminole County Public Schools Board Member, was present to hear the
Superintendent’s recommendations as Hearing Officer, for the full Board. Mr. Gene Grace was in
attendance to present the Superintendent’s recommendations. Ms. Cheryl Long was present, as
clerk, to record recommendations.
ALTERNATIVE ASSIGNMENTS
Student(s), numbered 1 – 6 did not request an Alternative Assignment Review were provided to

assigned to Journeys Academy through January 2012. Student numbered 3 must have a 2.5
GPA, no referrals and no unexcused absences while at Journeys Academy. Student numbered
3 also must be successful and not be in violation of any Seminole County Public Schools or
Journeys Academy policies and procedures in order to transition back to zone school. Upon

STRATEGIC PLAN UPDATE WORK SESSION SUMMARY

That the School Board of Seminole County accept the summary of the October 25, 2011 Strategic
Plan Update Work Session.
Chairman Dede Schaffner called the meeting to order at 2:30 pm. She introduced Walt Griffin,
Executive Director of Secondary Education, who announced that Crooms Academy of Instructional
Technology had just been named the NUMBER 1 School in the USA for Connected Classrooms. The
US News and World Report based this selection on internet speed and accuracy, home and school
access and connectivity, and additional digital resources available to students. Dr. Vogel and the
Board applauded the incredible team effort for this accomplishment and honor.
Deputy Superintendent Anna-Marie Cote thanked the Board and Superintendent for their vision and
commitment to excellence and equity. The Strategic Plan is reviewed and revised through the use of
the Continual Improvement Model (CIM). She added that there are minimal recommendations for
revisions to System Initiatives A – D. Dr. Beth Sharpe, Principal, Heathrow Elementary, gave an
update of the pilot gifted program at Heathrow. Dr. Wright, Executive Director, Elementary Education
and Dr. Marian Cummings, Principal, Carillon Elementary, also gave additional information on gifted
education and the Carillon program. Dr. Mary Ann Kaesberg gave a district- wide update on gifted
education. Dr. Cote explained the major changes in System Initiative B and clarified that the revisions
are based on the most current information from the Florida Department of Education regarding FCAT
2012 Standard Setting. System Initiative C had no changes. System Initiative D had minor changes,
including the implementation of ePathways, the completion of the Acceptable Use Policy (AUP), and
the striking of the Visioning Committee Report. Diane Lewis, Director of Instructional Technology and
Principal of Seminole County Virtual School, presented a short presentation on e-pathways.
Deputy Superintendent George Kosmac discussed the annual review and update of the operational
division’s system initiatives. Department leaders reviewed the recommended revisions to the plan.
Also, each department reviewed various key performance indicators. Patrick Fletcher, Director of
Informational Services, discussed the district wide wireless networking plan, outages, Skyward, and
our student to computer ratio. His team is responding to work orders and requests in a timely manner.
Dr. Ron Pinnell, Executive Director, Human Resources, on the primary strategies of System Initiative
F. SCPS has a 98.77 % of Highly Qualified Teachers. At this point, there is very little activity in
recruitment and job fairs. Monitoring diversity is constant. We will be hiring new interns from
Workforce for all departments in the near future.

System Initiative G reiterates the decline in the Capital Budget and in the Capital Outlay Construction.
More details are listed in the Capital Plan Budget Book. Many areas were discussed in System
Initiative H including Medicaid revenues, 6% fund balance, D & B Credit rating, and a vacant
properties listing and brochures. In System Initiatives I – K, some of the strategies that were
discussed included: Press release training for school personnel, the new Executive Director for the
Foundation, community involvement, BAB, PBAS, CALNO, Leadership Seminole, FSBA, Risk
Management and Wellness Programs. The meeting adjourned at 5:21 p.m.

Item Number
That the School Board of Seminole County adopt the revised Strategic Plan as presented.
The proposed revisions to the district’s Strategic Plan were discussed with Board Members in the Work
Session on October 25, 2011. Board recommended revisions to be included in the Plan are listed
below. It is appropriate to proceed with adoption of the revised Strategic Plan.
History Making Goal C:
Community Partnerships: All Seminole County Public School cost centers will engage students,
parents, educational staff, business partners, dividend volunteers and community members in activities
to support the shared responsibility for student achievement and the attainment of the system
initiatives.
System Initiative A-Primary Strategy 5:
Implement an elementary acceleration program for gifted and talented students to align with middle
school Pre-International Baccalaureate Preparation Programs and the International Baccalaureate
Program.
System Initiative A-Key Performance Indicator:
Report to the Board on the implementation of an elementary acceleration program for gifted and
talented students.
System Initiative B-Primary Strategy 6:
Design and implement a communication plan to inform parents, students, and community members of
the changes to the A+ Accountability System.
System Initiative B-Key Performance Indicator 11:
Report to the Board the communication strategies used to inform parents, students, and the community
of the changes to the A+ Accountability System.
System Initiative I – Primary Strategy 12:
Continue participating in and supporting the coordination efforts with such entities as CALNO (Council
of Local Governments), Mayors and Managers, PBAS (Private Business Association of Seminole
County), local chambers, Central Florida Public School Board Coalition, Florida School Board
Association, and others.

That the School Board of Seminole County approve the Personnel Recommendations as presented.
Pursuant to Florida Statutes 1012.22 (1) (a) (e) (f), all Personnel Recommendations must be approved
by the School Board. Additionally, to ensure compliance with Florida Statutes 1011.60, Board adoption
of the personnel recommendations relating to the contracts for appointment, promotion, transfer, etc.,
of all principals is hereby designated as 12 month contracts. Board adoption of the personnel
recommendations relating to the contracts for appointment, promotion, transfer, etc., of all elementary
assistant principals are hereby designated as 11 month contracts unless otherwise noted.

as presented.
With the upcoming, January 1, 2012, retirement of the Manager, Mail Services incumbent, the
organizational structure of Distribution Services has been re-evaluated. The proposed new job
description, titled Courier / Mail Room Lead, would replace the vacated administrative position of
Manager, Mail Services and better reflect and support the actual performance responsibilities aligned
with the position.
3. Fiscal Impact:
There will be a reduction in total salary and benefits paid and a reduction of administrative positions
within the District.

COURIER / MAIL ROOM LEAD
QUALIFICATIONS
High School Diploma or equivalence or Florida Special Diploma.
Four (4) years experience in courier / mail room operations.
Appropriate valid Florida driver’s license for vehicle(s) driven and demonstrated record of safe driving.
KNOWLEDGE, SKILLS, ABILITIES
Knowledge of Seminole County geographic area.
Basic computer keyboard skills including knowledge of basic office software applications, i.e. Microsoft Word and
Excel.
Knowledge of mail processing equipment and mail / parcel pricing schedules.

POSITION GOAL
Coordinate the daily operations of District mail room and the pick-up and delivery of mail and small
parcels utilizing District couriers and external carriers throughout the District.
PERFORMANCE RESPONSIBILITIES
1. *Collaborate in the development of all routes and schedules for maximum efficiency.
2. *Organize and coordinate the sorting of all internal mail, USPS mail, and parcel shipments.
3. *Prepare and process all outbound mail and package shipments utilizing external carriers (USPS, UPS,
FedEx, etc.) as needed. Divert bulk mail to designated mail processor where applicable.
4. *Pick-up and deliver mail / parcels to designated cost centers and post office as assigned.
5. *Maintain cost records of services performed for each cost center. Monitor and request replenishment of
Postal accounts as needed.
6. *Monitor and adjust scheduled routing and tasks of the courier staff as needed; confirm that all sign sheets
have signatures and forward to correct department.
7. *Handle confidential information and/or high value documents/items, including cash.
8. *Clean and are for his/her assigned vehicle.
9. *Serve as designated building maintenance and alarm system contact.
10. *Coordinate special delivery of Board packages, making deliveries as needed.

That the School Board of Seminole County authorize the Finance Department to use the current
signature chips until new signatures chips are received.
When the Board Chairman is elected at the Board’s November 22, 2011 reorganization meeting, new
signature chips for check signing purposes containing the Superintendent and Board Chairman
signatures will be needed.
The process of ordering and receiving new chips takes approximately two weeks. The current
signature chips will be needed for November payroll and accounts payable transactions. It is thus
requested that the School Board authorize the use of the current signature chips until the new
signature chips are received.
3. Fiscal Impact:
The new signature chips will cost approximatley $1,000 and are funded through the Finance
Department budget.

presented.
State Board of Education Rule 6A-1.006, requires that the School Board approve budget amendments
whenever the amounts in the budgetary accounts are changed from the original budget.
The budget amendments for each fund reflect the following types of activity:
New Revenues: These are included in order to budget revenues, which were not anticipated at the
time of the original budget. This category normally includes state and federal grants, insurance
recoveries, and other miscellaneous revenues.
Routine transfer of funds between budgeted accounts: These are transfers between accounts
made by the various cost centers. These are included in the budget amendments in order to comply
with the State Board of Education Rule requiring budget amendments for any changes in the function
and object amounts. This necessitates that budget amendments be made at the lowest line item level
of the budget. As a result, any change in the use of budgeted monies such as buying supplies, instead
of equipment requires a budget amendment.
Funds Appropriated from Fund Balance or Transfers to Fund Balance: These are transfers from
fund balance for specific program needs.

On Monday, October 31, 2011 the selection committee interviewed five (5) firms to provide Civil and
Structural Professional Engineering Services on a district wide, continuing contract services basis. The

The Lake Brantley High School pool is in its 17 year of operation. Due to exceptional maintenance of
the pool chemicals, and the quality of materials used in the original construction, the original finish on
the pool has lasted well beyond its expectancy.
To continue to meet State Health Department criteria, it is time to refinish the pool surface. The
current estimate for the work is $120,000. As a long-time partner with the school, the City of
Altamonte Springs has offered to pay this amount, with the stipulation that the project be bid and
overseen by the school district. If the successful bid exceeds the amount committed by the City, the
Lake Brantley High School Boosters will make up the cost difference.
The timing of the project is critical, as it must be accomplished during a short window of down-time
between December 2 and 18. The work includes: draining the pool, surface preparations and repairs,
application of a quartz aggregate finish, and pool start-up. Bids will be accepted by the SCPS
Purchasing Department on November 18, 2011, and will be presented to the school board by
addendum at the November 22, 2011 meeting with the Superintendent’s recommendation.

That the School Board of Seminole County approve proposed revisions specific to the dress code
section of the Student Conduct and Discipline Code for the 2011-2012 school year.
Due to legislative changes to sections 1006.07 and 1006.15, Florida Statutes has required districts to
add the following language to the dress code section of their Student Conduct and Discipline Code to
address additional consequences for wearing baggy and/or sagging pants:
Students are banned from wearing baggy and/or sagging pants in which underwear is shown
and/or body parts, in an indecent or vulgar manner disrupts the orderly learning environment.
1.
For a first offense, a student shall be given a verbal warning and the school
principal/designee shall call the student’s parent or guardian.
2.
For a second offense, the student is ineligible to participate in any extracurricular activity for
a period of time not to exceed five (5) days and the school principal/designee shall meet
with the student’s parent or guardian.
3.
For a third or subsequent offense, a student shall receive an in-school suspension pursuant
to s.1003.014 (5) for a period not to exceed three (3) days, the student is ineligible to
participate in any extracurricular activity for a period not to exceed 30 days and the
principal/designee shall call the student’s parent or guardian and send the parent or
guardian a written letter regarding the student’s in-school suspension and ineligibility to
participate in extracurricular activities. Students not involved in extracurricular activities will
be subjected to the consequences listed in the Matrix of Infractions.
Information was submitted at the September 27, 2011 board meeting as an Action Item for approval to
advertise. Information was advertised on October 9, 2011. We are requesting final adoption of the
changes to the dress code section of the 2011-12 Student Conduct and Discipline Code.

contract.
The Teen Trendsetters Reading Mentoring program (TTRM) is a volunteer opportunity for high school
students to assist second and third grade students with enhancing their reading strategies.
Trendsetter mentors attend a mandatory training arranged by the Dividends office and receive training
guides for the thematic reading selections. There is a Teen Trendsetter advisor for the elementary
mentees and the high school mentors. The advisor monitors the program and is available to address
issues and concerns. The mentor and mentee meet for 30 minutes per week at the elementary school
site located near the mentor’s high school site. The number of sessions is recorded and sent to the
TTRM Regional Coordinator who verifies the participation with the Volunteer USA Foundation. During
the school year the two partnerships (elementary and high school) receive funds from the Volunteer
USA Foundation to further promote reading awareness. The schools that participate report that the
program is beneficial to both levels of students as it sharpens their reading comprehension and
provides a wonderful learning experience in a peer-type setting. In addition, the schools participate in
a community service project. There are four school partnerships participating this school year.

THIS AFFILIATION AGREEMENT, entered into and effective December 1, 2011 is between
The School Board of Seminole County, Florida on behalf of the Seminole High School
Academy of Health Careers At Seminole High School (hereinafter the “School”), and,
Adventist Health System/Sunbelt, Inc. d/b/a Florida Hospital (hereinafter the “Hospital”),
hereinafter collectively referred to as the “Parties”.
WHEREAS, the Hospital, comprised of eight (8) campuses (Altamonte, Apopka, Celebration,
Children’s, East Orlando, Kissimmee, Orlando, Winter Park) in the Orlando area and its environs
(hereinafter the “Facilities”), has a main campus, which is located at 601 East Rollins Street,
Orlando Florida 32803 and provides clinical and/or medical services;
WHEREAS, the School is a public educational institution with approved Magnet programs of
study as specified in Exhibit “A,” (hereinafter the “Programs”), which seeks observation
experiences for students enrolled therein (hereinafter Observation Experience”), and desires its
students in the Programs (hereinafter the “Students” or “Program Students”) to obtain
educational experiences by utilizing appropriate Facilities within the Hospital and personnel of
third parties consistent with the purpose of the School as well as accreditation and/or
professional requirements and standards;
WHEREAS, Hospital is a health care facility, which has the resources in equipment and staff to
provide the educational experiences sought by the Programs, and has agreed to make such
resources available to School; and
WHEREAS, it is to the benefit of both the School and the Hospital to cooperate in the
educational preparation of Students enrolled in the Programs so as to promote excellence in
patient care, to ensure professional competence, and to provide maximum utilization of
community resources;
NOW AND THEREFORE, in consideration of mutual promises herein and other good and
valuable consideration, School and Hospital agree that any Observation Experience established
and implemented by Hospital and School during the term of this Agreement shall be subject to
the following terms and conditions:

1.
PURPOSE. The purpose of this Agreement is to establish procedures and guidelines for
the provision of Observation Experiences within the Facilities for Program Students.
2.
RESPONSIBILITIES OF HOSPITAL. In accordance with the terms and conditions of
this Agreement, Hospital agrees to furnish its Facilities, personnel, services and such
other items as approved by Hospital as being reasonably required to carry out this
Agreement, to assist School in providing its educational experience to its Students, and,
in connection with such Observation Experience, Hospital further agrees to:
a).
Cooperate with the School in a mutually agreeable manner in enforcing
School policies and procedures related to Student performance and
Student conduct, provided that such policies and procedures do not
conflict with Hospital’s policies and procedures. In the event of a
conflict, Hospital’s policies and procedures will control.
b).
Endeavor to comply with all applicable requirements of any
accreditation authority over Hospital and certify such compliance upon
request by School.
c).
Permit the authority responsible for accreditation of School’s
curriculum to evaluate for consistency with institutional purpose,
vision, values and mission the Facilities, services and all other items
provided by Hospital upon reasonable notice.
d).
Designate a person(s) to serve for Hospital as liaison(s) (hereinafter the
“Hospital Liaison”), and provide School, in Exhibit B, the name of
person proposed as Hospital Liaison, who will:
e).
(1)
Assist the School’s coordinating faculty members (hereinafter
the “Faculty”) with the planning of Observation Experience,
with School’s understanding that Observation Experience is not
to include surgery or areas containing patients with airborne or
respiratory isolation; and
(2)
Meet with the School’s coordinating Faculty to discuss the
quality of the Observation Experience and any problems which
may have arisen in the provision of those experiences.
Provide the Students and Faculty with an orientation of the Facilities,
or orientation packets about the Facilities/Hospital, which will include
training about policies and procedures, including without limitation the
Health Insurance Portability and Accountability Act of 1996 (HIPAA),
especially as it relates to the Hospital’s confidentiality requirements,
and instruction on OSHA regulations regarding blood-borne pathogens,
infectious disease plans, and hazardous chemical plan, and how, when
and why to report incidents.

f).
Provide supervised Observation Experience for Students that fulfill the
curriculum requirements of the Program and meet the objectives agreed
upon by the School and the Hospital. Allow Faculty access to the
Facilities for the purposes of coordinating, observing and instruction of
Students engaged in Observation Experience;
g).
Plan, administer and retain total responsibility for all aspects of patient
care and provide for qualified supervision of all patient activities.
h).
Provide Faculty and Students with, or seek emergency accident care for
injuries, or illnesses of an acute nature, incurred while on duty at the
Facilities. Emergency treatment of Students or Faculty for any injuries
incurred during educational activities must be covered and paid for
through the Students or Facultys’ personal health insurance plan, or
through his/her own resources. Personal health insurance coverage for
the School’s Faculty and/or Students will not be the responsibility of
the School and/or Hospital.
i).
Not guarantee it will place or maintain placement of any Student at
Hospital
j).
Notify School of any Student whose work or conduct with clients,
patients or personnel is not, in the opinion of Hospital, in accordance
with acceptable procedures or standards of performance or otherwise
could disrupt patient care or Hospital’s operation. Hospital may, in its
sole and absolute discretion, withdraw any Student or Faculty from its
facilities whose conduct with patients, personnel, or medical staff is not
in accordance with the policies and procedures of Hospital or is
detrimental to patients or others and School agrees to immediately
communicate and implement as appropriate the Hospital’s
determination to withdraw such Student or Faculty from Hospital’s
Facilities.
k).
Provide Faculty with written policies, procedures, standards of care and
protocols of Hospital, which School acknowledges shall govern
Students and Faculty involved in the Observation Experience. The
Hospital may at any time summarily relieve a Student from a
Observation Experience, or request that a Student or Faculty member
leave a patient care area for causes related to violations of Hospital’s
policies or procedures;
RESPONSIBILITIES OF SCHOOL. The School shall:
a).
Require a physical examination of all Students prior to their

participation in the Observation Experience. This examination shall
include general physical exam, utilizing history (mobility, motor skills,
hearing, visual and tactile abilities) and immunization assessment
(Rubella, Rubeloa, Varicella, Diphtheria, Hepatitis B) TB screening,
Tetanus and any other exam that Hospital may reasonably require.
Required immunizations and PPD must be current. All Students and
Faculty must have current immunizations including Varicella, Hepatitis
B (signed waiver if refused), MMR, Tetanus. If titer is negative for
Varicella, student must receive Varicella vaccine. School will maintain
required immunization records and provide copies to the Hospital upon
request. All Students and Faculty must have a current (within one year)
PPD. School will notify Hospital of positive PPD results.
b).
Cause a criminal background check to be conducted on all Students 18
years of age or older and all Faculty, prior to sending Students and
Faculty to Hospital’s facility to participate in a Observation
Experience. The criminal background check must include all cities,
counties, and states in which the Student or Faculty has resided and in
which the Student or Faculty has worked at any time during the
preceding ten (10) years. Hospital will provide School with a list of
convictions and/or pending charges that Hospital has determined will
disqualify a Student or Faculty from Observation Experience
participation (“Student Disqualification Guidelines — Criminal
Background” attached hereto as Exhibit C). School will not send any
Student or Faculty who is disqualified to Hospital’s facility to
participate in an Observation Experience. In the event School is unable
to determine whether a particular Student or Faculty is disqualified
pursuant to Hospital’s list, School will consult Hospital for Hospital’s
evaluation and determination. School must certify to Hospital that a
criminal background check has been conducted on each Student and
Faculty in compliance with this requirement and that no disqualified
Student or Faculty has been sent to Hospital’s facility to participate in
an Observation Experience.
c)
Cause a five panel Drug Screen has to be conducted on all Students
prior to the commencement of an Observation Experience. The five
panel drug test shall consist of Amphetamines, Marijuana, Cocaine,
Opiates and Phencyclidine.
d).
Provide Hospital, in writing, the names of the Students assigned by
School to participate in the Observation Experience prior to the
beginning of the Observation Experience. Provide documentation of
release of liability form and confidentiality form signed by Student
and/or parent.
e).
Require Students and Faculty to obtain and maintain, as a condition of

their participation in the Observation Experience and during the term of
their Observation Experience participation at Hospital, professional
liability insurance. Such professional liability insurance shall cover
any and all liability for claims, damages, or injuries to persons of
whatsoever kind or nature arising out of the activities of such Student
or Faculty carried out under this Agreement. Such insurance shall be on
a per occurrence basis in amounts no less than one million dollars/three
million dollars ($1,000,000.00 per occurrence and $3,000,000
aggregate) for personal injuries. Prior to any Student commencing his
or her Observation Experience, and prior to any Faculty coming on site
to participate in an Observation Experience, the School shall provide
the Hospital with a Certificate of Insurance evidencing such coverage.
Such professional liability insurance shall cover any and all liability for
claims, damages, or injuries to persons whatsoever kind or nature
arising out of the activities of such Student and Faculty carried out
under this Agreement. School shall have an obligation to provide to
Hospital in writing, notice of any change, suspension, or cancellation of
the insurance required by this paragraph. If the required insurance is
not provided as required herein, or if it is changed, suspended or
canceled, Hospital shall have the right to immediately terminate this
Agreement, or any programs arising from this Agreement,
notwithstanding any other term or termination provisions contained in
this Agreement.
f).
Provide the services of one or more Faculty members, or other School
liaisons, who will:
(1)
Plan, in conjunction with Hospital Liaison, the Observation
Experience, not to include surgery or areas containing patients
with airborne or respiratory isolation, that will fulfill the
educational requirements of the Program curriculum; and
(2)
g).
Meet with Hospital Liaison to discuss the quality of the
Observation Experience and any problems which may have
arisen in the provision of those experiences.
Upon receipt of Hospital’s notice of a Student or other Observation
Experience participant whose conduct with clients, patients or
personnel is not in accordance with acceptable procedures or standards
of performance or otherwise could disrupt patient care or Hospital’s
operation, evaluate such Student’s or Observation Experience
participant’s conduct and take appropriate action. It is understood that,
if Hospital takes action under the provisions of Section 2.k., above, that
the Student’s or Observation Experience participant’s participation in
the Observation Experience at Hospital shall immediately cease,
subject to being resumed only with the mutual written agreement of
School and Hospital.

h).
Not guarantee it will place or maintain the placement of any Program
Student at Hospital.
i).
Require participating Faculty, staff and Students to comply with the
applicable policies and procedures of the Hospital during the course of
their participation, to the extent permitted by law. Solely for the
purpose of defining the Students’ role in relation to the use and
disclosure of the Hospital’s protected health information, such Students
are defined as members of the Hospital’s workforce, as that term is
defined by 45 CFR 160.103, when engaged in activities pursuant to this
Agreement. However, such Students are not and shall not be considered
to be employees of the Hospital.
j).
Maintain individual records of class and clinical instruction,
evaluations of Students and Faculty competency and health.
k).
Establish and maintain for this educational Observation Experience,
curriculum standards and educational policies that meet School
standards and applicable licensing and accreditation requirements;
l.)
Administer, organize and operate the overall educational Program and
retain responsibility for the education of Students in and for the
Program curriculum, its design, delivery, and quality;
m).
Provide course outlines to Hospital that include objectives, goals and
classes for each course providing educational experience;
n).
Provide Hospital with a copy of the School’s Student Code of Conduct
Policy and/or the Health Science Program’s Student Handbook that sets
forth the rules governing student behavior.
o).
Require Students to comply with state and federal laws and regulations;
p).
Require Students to provide and wear the necessary and appropriate
uniform while on duty at Hospital;
q).
Require Students to obtain prior written approval of both Parties before
publishing any material related to the learning experience provided
under the terms of this Agreement.
r).
Ensure Students and Faculty maintain the confidentiality of all records
or information exchanged in the course of the Observation Experience.
School will be vicariously liable for any breach by Students and/or
Faculty of confidentiality especially as it relates to the Health Insurance
Portability and Accountability Act of 1996 (HIPAA), School agrees

that should such breach occur, School will indemnify Hospital for any
and all damages as a result of such breach, including, but not limited to
reasonable attorney’s fees.
s).
4.
Students shall adhere to all policies, procedures, and rules and
regulations of the Hospital as periodically amended.
RESPONSIBILITY OF THE SCHOOL AND THE HOSPITAL: OBSERVATION
EXPERIENCE COORDINATION.
a).
School and Hospital agree to work together to establish and maintain a
quality Observation Experience.
b).
The parties acknowledge that many student education records are
protected by the Family Educational Rights and Privacy Act
(“FERPA”), [20 United States Code sections 1232(g), 1232(h) and
1232(i)], and federal regulations issued pursuant to such act, and by
state law in s. 1002.22, F.S., and that generally, written student consent
must be obtained before releasing personally identifiable student
education records to anyone other than School. School agrees to
provide guidance to Hospital with respect to complying with the
provisions of FERPA and similar state law. Hospital agrees to treat all
student education records that are specifically identified as such by the
parties confidentially and not to disclose such student education records
except to School and Hospital officials who need the information to
fulfill their professional responsibilities, or as required or permitted by
law. The parties acknowledge that the fact that a Student is mentioned
in a record or report generated and/or maintained by Hospital in the
normal course and scope of its operations, and not created or
maintained by School, may not necessarily cause such record or report
to be considered a “student education record” for purposes of this
paragraph.
c).
Neither party shall have the power to obligate the other party’s
resources, or commit the other party to any particular action.
d).
Both Parties and their employees shall conduct themselves in
compliance with all applicable federal, state, and local laws, rules, and
regulations and in compliance with the standards, rulings, and
regulations of relevant accreditation and regulatory bodies, as well as
their own respective institutional rules and regulations.
e).
A Party will cooperate fully with the other Party and its counsel in the
defense of any claims against a Party in any way arising out of or
connected with this Agreement. Such cooperation, including attendance
at depositions, trials, conferences, and the rendering of written reports,

will be at no expense to the Party not subject to the claim.

REQUEST FOR WITHDRAWAL OF FACULTY OR STUDENT.
School shall have full responsibility for the conduct of any Student or Faculty disciplinary
proceedings and shall conduct the same, with input from Hospital, in accordance with all
applicable statutes, rules, regulations and case law.
a)
No provision of this Agreement shall prevent Hospital from refusing to
accept or continue any Student or Faculty in the Observation
Experience at Hospital’s Facilities for any reason. The Hospital shall
notify the School in writing of its refusal to accept or continue a
Student or Faculty in the Observation Experience but shall be under no
obligation to provide any reason for the refusal. Hospital can impose
temporary withdrawal of a Student or Faculty from Hospital’s
Facilities. The Hospital shall provide to the School written notice of
such a withdrawal.
b)
The Hospital may also submit to School a notice documenting its
decision to require the permanent withdrawal of any Student or Faculty
from Hospital’s Facilities and the School shall immediately cause the
Student or Faculty to comply with Hospital’s decision as documented.
c)
In the event the School does not agree with the Hospital’s refusal to
accept or continue a Student or Faculty, Hospital’s temporary
withdrawal of a Student or Faculty from Hospital’s facilities, or
Hospital’s request for permanent withdrawal of a Student or Faculty
from Hospital’s facilities, the School may request a meeting with the
Hospital’s designee to discuss the basis for any such disagreement,
which meeting will be scheduled within a reasonable time as mutually
agreed between the Parties. The Parties agree that if such a meeting is
requested, the Student or Faculty in question will not be permitted in
Hospital’s Facilities pending the outcome of the meeting. Hospital’s
decision, at its sole discretion, following such meeting will be final.
d)
The School may at any time withdraw a Faculty member or Student
whose progress, conduct, or work does not meet the standards of the
School for continuation in the Program.
INDEPENDENT CONTRACTOR/STUDENT STATUS.
a).
The relationship of the Parties hereunder shall be an independent
contractor relationship, and not an agency, employment, joint venture
or partnership relationship. Neither party shall have the power to bind
the other party or contract in the name of the other party. All persons
employed by a party in connection with this Agreement shall be
considered employees of that party and shall in no way, either directly

or indirectly, be considered employees or agents of the other party.
b).
7.
Students shall participate in the Observation Experience hereunder for
the sole consideration of obtaining an educational experience. Each
party agrees that the Students will be in a learning situation and that the
primary purpose of the placement is for the Students’ learning and the
benefit of the Students. It is further understood that the Student shall
not at any time replace or substitute for any Hospital employee. Nor
shall Student perform any of the duties normally performed by an
employee of the Hospital. Students are not entitled to a job at the
completion of the educational experience. Hospital derives no
immediate advantage from the activities of the Students, and on
occasion its operations may actually be impeded. The Hospital, School
and the Students understand that the Students are not entitled to wages
for the time spent in training. Each party agrees that no Student in the
Observation Experience will be deemed to be an employee, agent or
volunteer of the Hospital or the School by virtue of participation in the
Observation Experience, nor will the Hospital or the School be liable
for the payment of any wage, salary, or compensation of any kind for
service provided by the Students while participating in the Observation
Experience. The School shall indemnify, defend and hold the Hospital
harmless of and from any claim for wages, salary or compensation of
any kind, asserted by any Students or Faculty participating in any
program arising from this Agreement. Further, no Student will be
covered under the Hospital’s or the School’s Worker’s Compensation,
social security, or unemployment compensation programs while
participating in the Observation Experience.
INSURANCE.
a).
INSURANCE OFSCHOOL. During the term of the Agreement, the
School, at its option, shall either obtain and maintain a policy of
general liability insurance subject to the limitations of the waiver of
sovereign immunity set forth in Section 768.28(5), Florida Statutes, or
provide Hospital with a certificate of self-insurance to limits set forth in
Section 768.28(5), Florida Statues. In addition, the School will
maintain its current excess coverage and provide evidence of same to
the Hospital.
School shall fully indemnify and hold Hospital harmless from any
demands, claims, judgments, losses, or costs arising out of any demand,
claim, judgment or loss determined to be the result of the negligent or
wrongful act of any employee of School acting within the course and
scope of their employment by the Agency, to the extent and only to the
extent permitted by Section 768.28, Florida Statues and to the extent
that said claims, judgment or wrongful acts arise out of the

performance of this agreement.
b).
INSURANCE OF HOSPITAL. Hospital shall maintain, at its own
cost and expense, through commercial insurance, a program of selfinsurance, or a combination thereof, general and professional liability
insurance covering Hospital against professional liability (malpractice)
claims, in the minimum amount of One million dollars ($1,000,000)
per occurrence and Three million dollars ($3,000,000) aggregate.
Evidence of such insurance or self-insurance shall be provided to
School upon request.
8.
ASSIGNMENTS. This Agreement may not be assigned to a third party without the prior
written consent of the non-assigning party.
9.
THIRD PARTY OBLIGATIONS. This Agreement is made solely for the benefit of the
Parties named in this Agreement, and is not intended to create rights or any cause of action
in any third parties, including without limitation, Students.
10.
PERFORMANCE. A delay in or failure of performance of either party that is caused by
occurrences beyond the control of either party shall not constitute a default hereunder, or
give rise to any claim for damages.
11.
TERM AND TERMINATION. The term of this Agreement is December 1, 2011
through November 30, 2013 (the “Term”). This Agreement may be extended or renewed
upon advanced written agreement of the Parties hereto.
This Agreement may be terminated by either Party without cause upon at least ninety (90)
days prior written notice. Notwithstanding the foregoing, however, Students currently
participating in the Observation Experience at the time of termination without cause shall
be given the opportunity to finish the Observation Experience at Hospital.
12.
APPLICABLE LAW. The validity, interpretation and enforcement of this Agreement
shall be governed by the laws of the State of Florida.
13.
NONDISCRIMINATION. During this Agreement, neither party shall discriminate
against any person on the basis of race, color, religion, gender, national or ethnic origin,
sexual orientation, disability or veteran or marital status.
14.
ENTIRETY OF AGREEMENT. This Agreement contains the entire Agreement between
the Parties and supersedes all prior agreements and understandings, oral or written, with
respect to the subject matter contained herein.
15.
AMENDMENTS AND MODIFICATIONS TO AGREEMENT. All amendments and
modifications to this Agreement shall be made by addenda and with the written mutual
consent of both Parties. The addenda shall be attached to the Agreement, and shall include
the date and signatures of Parties agreeing to the modification(s).

16.
COPIES OF AGREEMENT. Copies of this Agreement shall be placed on file and be
available at the School and at the Hospital. This Agreement may be executed in one or
more counterparts, each of which shall be deemed an original, but all of which together
shall constitute one and the same instrument.
17.
The invalidity or unenforceability of a particular provision of this Agreement shall not
affect the other provisions hereof, and the Agreement shall be construed in all respects as if
such valid or unenforceable provisions were omitted.
18.
NOTICES. All notices under this Agreement shall be in writing and delivered by personal
delivery or United States, certified, return receipt requested, mail. Such notices shall be
delivered to the following:

Mathematics Formative Assessment System (MFAS) project.
The Mathematics Formative Assessment System (MFAS) Grades K-3 project is designed to produce, by
the 2013-2014 school year, a new web-based formative assessment system for the K-3 Common Core
State Standards (CCSS) in mathematics. The MFAS-CCSS will be modeled on the current MFAS,
including both student and teacher tools, and be available to all stakeholders in Florida, including
teachers, parents, and students, at no cost. The purpose of MFAS-CCSS is to increase (a) teacher
knowledge of the learning goals defined by the mathematics content in the CCSS, (b) teacher use of
formative assessment to guide instruction, (c) teacher collaboration focused on understanding student
thinking, and (d) differentiation of instruction in mathematics based upon the instructional needs of
individual students.
Within this subcontract, funds are allocated for the salary and benefits of a full-time district facilitator. To
perform the services and produce deliverables described herein, the subcontractor shall appoint a district
facilitator according to the following steps:
1. In accordance with section C, Seminole County Public Schools will recommend Michelle Robinson to
serve as district facilitator to Dr. Laura Lang, Principal Investigator of the MFAS-CCSS project.
2. Upon receiving the School Board approval, Dr. Laura Lang will agree that Michelle Robinson will be
appointed.
3. Replacing Michelle Robinson will require the approval of Dr. Laura Lang.
Upon approval, Michelle Robinson will serve as an Assistant Principal on Assignment and report to Dr.
Laura Lang for the remainder of the 2011-12 school year. All expenses will be compensated by the MFAS
project grant as defined in the back-up subcontract agreement.

Florida Statutes pertaining to Direct-Support Organizations requires that an audit be performed
annually. State Board Rule 6A-1.0013 requires the Foundation for SCPS to provide for an audit to be
conducted by an independent certified public accountant in accordance with the American Institute of
Certified Public Accountants auditing standards. The Foundation for SCPS contracted with the firm of
Moss, Krusick, & Associates, LLC to perform the audit for fiscal year ending June 30, 2011. The audit
has been approved by The Foundation Board of Directors at its September 22, 2011 meeting and is
being provided to each member of the School Board and the Superintendent.
The Foundation for SCPS is pleased to note that no material findings were noted in the audit.
An electronic version of the Audit was filed with the Finance Department on September 29, 2011.

Chairman Dede Schaffner called the meeting to order at 6:00 pm. She welcomed everyone in
attendance and emphasized the importance of community input.

Chairman Schaffner identified the membership of the Superintendent Search Committee and
thanked those individuals for agreeing to serve on the Advisory Committee. She provided a brief
explanation of the process and timeline that the Board will use for the search selection process.
She also informed the audience that via a previous Board Work Session, the Board has
concluded that the next Superintendent must have:
•
A Master’s Degree with a Doctorate Degree preferred
•
Must have at least 10 years of administrative experience in a school
district
•
Or a sitting Superintendent from a school district of at least 25,000
students
Chairman Schaffner requested that those who wished to speak please complete the form and
come forward.

Item Number
That the School Board of Seminole County amend the current School Board member residence areas
to conform to the Action of the Board of County Commissioners Regarding Seminole County Board of
Board of County Commissioner Districts.
School Board Policy 2.12 provides that School Board member residence areas will conform to Board
of County Commissioner Districts. The Board of County Commissioners amended the county
commissioner districts on October 25, 2011. Florida Statute 1001.36 provides that amendment to
School Board member residence areas be effected by resolution which may only be adopted in an odd
year. In compliance with Board Policy 2.12, a resolution will be brought forward for consideration at
the Board Meeting of December 13, 2011.

Overview of Tour Day (Oct 25 )

The purpose of the October 25 visits was to provide teachers with an opportunity to visit both Lake Lotus
Park and the Environmental Studies Center so that teachers would have a clear understanding of the
unique ecosystems of each site. For the past several years, elementary students and teachers have

participated in the Environmental Studies Center 1 and 5 grade programs. However, almost no middle
school students and few high school students and teachers have participated in Environmental Studies
Center programs due to decreases in funding and staff. The Lake Lotus visit occurred in the morning with
a formal tour of the property and an abbreviated trip to the Water Reclamation Facility and lab. After
lunch, the teachers toured the Environmental Studies Center, including the Pat Burkett Building and the
5th grade mud walk area.

Overview of Visioning Day (Nov 1 )
The purpose of the Visioning Day at Lake Lotus was for the teachers and other participants to determine
if/how Lake Lotus’ unique environment aligned with K-12 Next Generation Sunshine State Standards in
Science and to determine if there are opportunities to provide hands-on experiences for applying these
standards by designing aligned curriculum projects. In addition, the group considered how Lake Lotus
may be used for secondary science projects, internships, and career opportunities.
City and District leaders welcomed the group and explained that the goal for the visioning session was to
plan for future use of Lake Lotus to support science standards-based experiences. In the morning, the
teachers were divided into grade-level groups to allow for focused analysis of the property and its
potential uses. The group included community and business partners who were able to join teachers in
the discussions. After some initial planning, the groups were taken on abbreviated tours of the property
to clarify/enhance their ideas. After lunch, the group traveled to the Water Reclamation Facility and Lab
for a more formal tour. Following the Water Reclamation Facility tour, the teachers re-convened at Wekiva
Elementary School to complete their initial planning. Prior to leaving, all teachers stated that they would
appreciate an additional meeting with more involvement from other teachers in order to develop a more
coordinated and comprehensive plan for using Lake Lotus as a curriculum extension site.
Recommendations and Next Steps
The group recommends that Seminole County Public Schools focus initially on the possibilities of use for
Lake Lotus Park for Middle and High school students, with a definite inclusion of the Water Reclamation
Facility and Lab. Ideally, the group would appreciate continuing the existing elementary programs at the
Environmental Studies Center, and if the Friends of the Environmental Studies Center are able to raise
funds, then programs would exist at both sites, with Elementary students continuing to be the primary
visitors of the Environmental Studies Center and Lake Lotus becoming a Secondary school experience.
In the event of insufficient funds being available for the Environmental Studies Center, continued
development of Lake Lotus as an Elementary school experience would be an option.

Summary of Teacher Curriculum Discussions
Elementary School: Teachers identified several standards for each grade level that would be enhanced
by doing projects at Lake Lotus. Experiences would include hands-on experimentation and data
collection. Additionally, the teachers proposed having interactions with the scientists and rangers prior to
the visit either in person or digitally (ie Skype).
Middle School: Teachers were able to find several benchmarks that would be effectively supported by

Lake Lotus field trips. The preliminary recommendation is to have structured experiences for 6 and 7
grade students, which would consist of hands-on data collection and observation developed into a series
of Field Modules. Students would conduct some of the labs themselves and then would bring samples to
the Water Reclamation Facility Lab for further analysis. The hope was to have the results sent from the
Lab to the students as a follow-up to the visit and to house all of the data from all of the schools on a
district portal (i.e. Wiki) so students can compare data that their peers collected. The teachers considered

that 8 grade students could use the data collected in the previous two years to solve real-world
scenarios.
High School: Teachers saw potential uses for the site for both the freshman level Environmental Science
course benchmarks and as a way to engage students in the content through authentic exploration. In
addition, the upper level Advanced Placement (AP) Environmental Science class benchmarks could be
enhanced by using Lake Lotus as an outdoor laboratory for hands-on experimentation. The high school
group of two teachers recommended that other high school science teachers be involved prior to
developing too many plans or specific details. There were very exciting and positive discussions related
to student and teacher internships at the Water Reclamation Lab and working with the Lab as part of
Experimental Science courses.

FDLE CRIMINAL HISTORY FINGERPRINT AUDIT

On September 26, 2011, the Florida Department of Law Enforcement also conducted their agency’s
first audit of the School Board of Seminole County’s use of criminal history information as required by
Florida Statues and user agreements with the Florida Department of Law Enforcement. Their audit
revealed that the School Board of Seminole County is operating in full compliance with the NonCriminal Justice User Agreement for the screening, record keeping, and retention of fingerprints for
certified personnel, non-instructional personnel, contractors and vendors.
Additionally, the Florida Department of Law Enforcement conducted an audit of the School Board of
Seminole County’s use of the criminal history information provided by the Volunteer and Employee
Criminal History System (VECHS) Program. Their audit revealed that School Board of Seminole
County is operating in full compliance with the VECHS User Agreement for the screening, record
keeping, and retention of fingerprints for mentors and volunteers.
In calendar year 2010-2011, the Seminole County Public Schools submitted 4,557 finger prints to
the FDLE and FBI for the screening of SCPS employees, charter school employees, coach only
positions, Extended Day, OPS, substitute teachers, contractors, university field study and interns, and
alternative certification program participants. For the first 10 months of calendar year 2011-2012,
SCPS has submitted 3,990 finger prints for processing.
