Training and Examination Regulations
The qualification can be gained in either public or in-house courses. Admission requirements, procedure during the course, and examination are identical for both variants. The Training and Examination Regulations describe the valid admission requirements, the principles of qualification, the
training manuals and examination papers, as well as, the valid evaluation principles for the individual training measures.

Training and Examination Regulations
1
Principles of Qualification and Examination
The Examination Board of the German MTM Association is authorized to enact, rescind, complement, change, or adjust the guidelines related to MTM training measures.
As of January 1, 2016, the following guidelines apply:
1.1
Classification of training measures into courses, seminars, and workshops
The German MTM Association offers courses, seminars, and workshops. All these training measures are based on and in line with the curricula issued by the Examination Board.
1.1.1
Courses with examination and their scoring
Qualifications that end with an examination are called “course”. In general, the examination is done in written. It may consist of
•
multiple-choice questions or answers to be checked,
•
analyses to be created based on a film or a written job description, and
•
an oral part, such as the presentation of work results from preceding team or individual
work.
The examinations are composed by the Examination Board of the German MTM Association, in accordance with the guidelines of the International MTM Directorate (IMD).
Candidates who did not attend an acknowledged MTM course may also take the exams in
the MTM building block systems, if they can prove that they gained the required knowledge
in another way (e. g. self-study followed by a few months of successful practical application). The Examination Board may decide on an additional oral exam for these candidates.
The written exam in both public and in-house courses is supervised by the instructor (person conducting the course), by a member of the Examination Board, or by another person
authorized by the German MTM Association. The supervising person is responsible for the
correct execution of the exam.
The management of the German MTM Association has the right to send a delegate from its
Examination Board to every examination.
JA/AF
QV-A-01/2016 [KuP]
-7-
Training and Examination Regulations
If, as an exception, an oral exam is required, this exam will be conducted by a member of
the Examination Board or by another person authorized by the German MTM Association.
In the case of in-house examinations, the instructor, or the responsible department within
the company, has to inform the MTM Academy about the date of examination and hand in
a list of candidates no later than 2 weeks before the course starts. Normally, a sealed envelope with the examination questions will be sent together with the training materials to
the instructor, or the department having informed the German MTM Association. The envelope may only be opened at the beginning of the exam, in the presence of the candidates.
All examination papers received have to be returned to the management of the German
MTM Association for scoring; normally, they are sent back on the day of the exam.
The scoring will be done by a member of the Examination Board or by an expert authorized by the Examination Board. As a rule, the instructor, the individual participant, or the
responsible department will be informed about the examination results by the management of the German MTM Association 4 weeks on receipt of the scored exam papers.
The exam papers will be retained by the German MTM Association for 6 months as of the
date of examination. The period of retention for examination results is 10 years.
The Examination Board specifies the achievable total score, as well as, the minimum score
for a “pass” in every examination.
As MTM-Practitioners also use the MTM building block system in which they qualified to
create wage-relevant target analyses, the demands on their qualification are particularly
high. In contrast to the IHK (German Chamber of Industry and Commerce) scoring table,
the candidate has to achieve 75 (or %) out of 100 possible points to receive a certificate in
the individual MTM building block systems. The certificate is proof of the MTM-Practitioner
expertise.
This evaluation standard applies for all MTM examinations.
Should a candidate fail to achieve the minimum score, she or he will receive a neutral confirmation of participation instead of a certificate. In addition, the candidate may repeat the
exam (written or oral) within the next 6 months. An informal application is sufficient.
1.1.2
Right of access to the examination papers
Access to the examination papers is allowed only on the premises of the MTM organization
and is subject to charges. As a rule, examination papers are not handed out to the candidate or another person.
1.1.3
Seminars with confirmation of participation
At the end of MTM seminars there is no examination. Instead, a confirmation of participation will be issued as proof of the participation and teamwork during the seminar and in
case studies or planning examples.

1.1.4
Workshops with confirmation of participation
Workshops – both public and in-house – impart general knowledge. There are no admission requirements.
The main subjects of and the dates for public workshops are published on the internet in
due time.
Procedure
Public, as well as, in-house workshops are taught in accordance with the valid Training und
Examination Regulations of the German MTM Association by either a full-time instructor of
the German MTM Association, or a member of or a person authorized by the management
of the German MTM Association.
Training materials
The training manual consists of a hand-out, published by the German MTM Association for
the respective training measure. Further training material comprise, for example, a presentation, the MTM training box, or the software program TiCon.
Duration of training
In general, a workshop takes 8 hours.
Scoring
A workshop is intended to impart basic knowledge of a specific subject. The participants
receive a confirmation of participation.
1.2
Pioneer Instructor
In accordance with the practice of the International MTM Directorate (IMD) it is possible to
apply for a Pioneer License (“Green Card” with the note “Pioneer License”) by an informal
request to the German MTM Association.
The basic requirement to be granted a Pioneer License (for a new building block system) is
that the applicant holds a valid MTM or EAWS-Instructor license, and has passed the exam
in a new building block system.
•
Validity: 3 years
•
Fees: please refer to the currently valid list of fees for the initial issuance of cards.
The intention of the Pioneer License is to train the first instructors for a new building block
system already during the development of this new system, and, thus, support its promotion. In turn, the pioneer instructors are expected to work out a uniform training concept
(standardization of examination questions, creation or control of the Instructor Guidelines,
etc.) In other words, in this first license course the pioneer instructors (and only they) establish this uniformity through their participation and, by this, gain a full Instructor Diploma for the new building block system. The pioneer instructor can be granted the diploma
already within 6 months, if the applicant can verify teaching experience in the respective
building block system.

MTM-Practitioner Technical Paper
Subject
The training for MTM-Practitioner is completed by the MTM-Practitioner technical paper.
The technical paper consists of the solution to a task in work design, which is done by
means of a target-performance analysis and a feasibility study based on the MTM method.
The candidate is free to choose the subject for this paper – it has proven appropriate,
however, to solve an existing shop floor problem. Should the candidate train for EAWSPractitioner at the same time, it is possible to produce just one Practitioner technical paper
which has to meet the requirements of both the MTM-Practitioner and the EAWSPractitioner technical papers.
A leaflet informs on the guidelines for the creation of the technical paper (see appendix).
The guidelines facilitate standardized scoring, supported by an evaluation sheet in the
form of a check list (see appendix).
MTM-Practitioner Diploma and “Blue Card”
Having passed the exams and received individual certificates in
•
the MTM Basic System (MTM-1),
•
one higher aggregated building block system (MTM-SD, MTM-2, MTM-UAS or MTMMEK) or a company-specific building block system that has been acknowledged by the
German MTM Association (e. g. Daimler C-Values, BMW Standard Data), and
having successfully attended the MTM-Practitioner seminar and received a positive evaluation of their technical paper the candidates are awarded the MTM-Practitioner Diploma and
the “Blue Card”, which is valid for three years and serves as international proof of the candidates’ ability to use the MTM method for planning and continuously improving business
processes.
If the evaluation of the technical paper is negative, the candidate is allowed extra time
(normally 3 months) to hand in a new or an essentially improved version.
The individual certificates have to be acquired within a maximum of three years.
The MTM-Practitioner Diploma is proof of the bearers’ ready-to-use knowledge of the MTM
method and their ability to make use of this knowledge to design ideal work processes.
Apart from that, they are able to create, supported by a company expert, higher aggregated building block systems for operational use.
The valid “Blue Card” (issued for the first time, or renewed) is proof of the candidate’s profound practical skills in the correct application of the MTM method.
The “Blue Card” is valid for 3 years.
It can be renewed by attending a public seminar MTM-Practitioner Refresher, offered by
the German MTM Association, or an in-house seminar. The in-house seminar may be held
by an instructor from the German MTM Association or the respective company, who possesses a valid teaching license.

Seminar MTM-Practitioner
Notes on the creation of mandatory analyses
Notes on the creation of mandatory analyses
for the seminar MTM-Practitioner refresher
According to the Training und Examination Regulations (since 2015), mandatory analyses in
MTM-1 and one other building block system, chosen by the candidate, have to be presented in preparation for the seminar MTM-Practitioner Refresher.
Using the building block system MTM-1, the candidate has to create the mandatory (planning or
production) analyses on freely selectable processes, preferably from her / his company. The same
process has to be analyzed also with the second building block system the candidate chose. In
addition, a presentation has to be prepared that contains information on the work system
(photos or sketches) and the general conditions or influencing factors. The analyses may be handed in either pencil-written (using forms 002, 003, 005), or as printouts from various software applications. Irrespective of the form, they MUST provide a clear process structure.
As to the scope of the analyses: they should include various basic motions of the hands and the
body, and they should cover a complete work process of 300 TMU.
The mandatory analyses (paper or digital) have to be handed over to the instructor at the beginning of the seminar. The instructor decides which analyses will be presented and discussed in
the seminar. For this reason, it is recommended that the participants bring their mandatory analyses and information on the work system also in digital form to the seminar. At the end of the
seminar, they will get back all the material they handed over.
In the seminar MTM-Practitioner Refresher the mandatory analysis is integral part of the “Blue
Card”.
In the seminar MTM-Practitioner Refresher the mandatory analyses are used to repeat the
rules.

Note
The building block system MTM-HWD is based on a standardized description of manual
work processes. By using MTM as a process language it allows for a methodical and biomechanical evaluation of manual processes. MTM-HWD is a building block system at the
hierarchic level of Motion Sequences. With respect to the process type it has to be classified between MTM-1 and MTM Standard Data.
To give the consortium partners the opportunity to get to know and apply MTM-HWD, the
procedure for qualification in MTM-HWD and MTM-HWD-Instructor in in-house courses or
in joint courses for various consortium partners is described below.
At present, MTM-HWD may neither be chosen as second building block system for the
qualification for MTM-Practitioner nor as third building block system for the qualification for
MTM-Instructor. To obtain these degrees solely the requirements described in the Training
und Examination Regulations shall apply. At present, MTM-HWD is also not a part of the
public training for MTM-Practitioner or MTM-Instructor. During or on completion of the project further agreements on the integration of MTM-HWD into other MTM qualifications may
be made.
