Introduction
1
The crisis in Syria that begun in March of 2011
resulted in the death of over 200,000 people and
displaced millions more; this crisis still continues
today. This report focuses on the humanitarian
aspect of the Syria crisis and IHH Humanitarian
Relief Foundation’s relief activities in the region
and in Syria since the crisis started in 2011 up until
today. As the number of people affected by the
crisis increases each day and as violence escalates,
this causes for irrecoverable wounds to form in
individuals and in the society, which renders efforts
difficult. This report was prepared with the desire
to actuate national and international communities
in order to ameliorate the condition of the Syrian
public with our efforts and to aid in improving the
current situation in Syria.

Humanitarian Aspect of the Syria Crisis
Background
of the Crisis
The Ba’ath Party carried out a coup d’état in 1963
and declared a state of emergency where the Assad
family has governed Syria since 1970 onward. Syria’s
Muslim Brotherhood started a struggle against
Syria’s single voice, Hafez al-Assad, which came
to be the period’s largest opposition movement.
Hafez al-Assad, taking tough measures against
the opposition’s struggle for freedom, killed about
50,000 people by referring to barbaric means in
1982 and another approximate 20,000 casualties
in what became to be the Hama Massacre. The
Massacres took place in Tadmur, Aleppo, Raqqah
and many other cities where civilians were targeted
and their demands for freedom were suppressed
for years. The Syrian public has struggled against
oppression, suppression, corruption and poverty
for well-over 50 years; they are yet again exposed
to another struggle. In Daraa in March of 2011, 15
children whose ages range from 9 to 15 and who
are all from the same family were taken captive
and tortured because of a slogan they wrote on the
school wall; in the following days, when relatives
of the children took to the streets to protest the
situation, they were exposed to violence by law
enforcement officers. Following these events, mass
demonstrations in Idlib, Aleppo, Hama, Homs,
Baniyas and Latakia and in various other cities had
begun which resulted in a nationwide resistance.
Since March of 2011, a six-month long period
began where peaceful demonstrations took place
after Friday prayers, demanding reform in Syria;
these reforms were demanded in order to provide
an environment with greater freedom. With the
escalation in protests and demonstrations, Bashar
al-Assad announced to the world in two different
speeches in parliament, located in Damascus, in
March and April of 2011, that he would undertake
reforms in various fields with the hopes and
ambitions to allow for the establishment of
organizations and political parties as well as union

rights, elections with greater freedom, provision of
social justice and the protection of rights of various
ethnic groups living in Syria such as Kurds, Arabs
and Turkmens. However, this was not the case as
he did not keep his words and on the contrary, in
an attempt to suppress the opposition, he used
live ammunition and killed hundreds of people
in Daraa within the first four months. Relatives of
the deceased and captives have lost all hope that
Bashar al-Assad will change his policies and the
idea of a rebellion as opposed peaceful protests
was adopted. Civil war had begun and events had
changed from July of 2011 onward with soldiers
fleeing the Syrian army and joining the ranks of
the opposition as well as the arming of the general
public in an attempt to protect themselves
against regime forces. Assad forces have been
killing innocent women, children and elderly
citizens with air strikes and ground assaults
since the beginning of the war; they are also
committing crimes against humanity by using
chemical weapons. In a chemical attack carried
out by regime forces on the 21st of August 2013,
well-over 1,300 civilians, most of which were
women and children, were killed in Damascus’
Eastern Rural of Ghouta. Regime forces are
currently continuing to kill civilians with
the use of barrel bombs. In this process, the
international community has failed to perform
any expected interventions; the opening of a
humanitarian corridor to help Syrian civilians
was also failed. The Arab League Peace Plan had

Geneva process
In a conference in Geneva on the 30th of June 2012, the Geneva
I Communiqué was accepted. The communiqué’s goal was
to resolve the crisis in Syria. Permanent members of the UN
Security Council, England, United States of America, Russia,
China and France attended the conference as well as foreign
affairs ministers from Turkey, Iraq, Kuwait, and Qatar alongside
US foreign affairs and high-representative for security and UN
Secretary-General. It was agreed to establish a transitional
government in Syria within the scope of the conference,
however, it was left unclear as to whether or not Bashar al-Assad
would continue to govern the country. The Syrian government
was warned to put an end to the violence and to the human

rights violations. The second meeting with the name of Geneva
II took place after a long hiatus in January of 2014. The failure
to achieve a consensus on who the actors would be along with
the disarray between opposition groups resulted in the meeting
being delayed and the first two rounds of talks ended in failure.

seen as success, this was not the case as military strikes against
UN officials in Homs and the failure to ensure the security of
transport to other regions was taken into hand before leaving
the negotiation table and it was this that adversely affected
the meeting.

Since the beginning
of the crisis in Syria in
2011, millions of people
have been forced to
leave their home and
found refuge in safe
countries. However
they are faced with
various other troubles
in countries which they
seek shelter. Asylum
seekers, refugees
and immigrants who
were forced to leave
their countries were
entitled protection
by international
communities in the
countries where they
took refuge. Because
the refugees are
vulnerable, they are in
need of humanitarian
and legal aid.

According to a report
released by the Syrian
Observatory for Human
Rights, as of January 2014,
over 220,000 people
have been killed in Syria.
However, independent
sources within the region
claim that the actual toll
is much more than this.
Due to conflict within the
country, thousands have
been injured, hundreds of
thousands imprisoned, 2.7
million people, half of which
are children, forced to seek
refuge in neighbouring
countries such as Turkey,
Iraq, Egypt, Jordan and
Lebanon and another
6.5 million people were
displaced from their homes
within the country.
Furthermore, according
to the data given by the
Committee to Protect
Journalists (CPJ), Syria
has become the world’s
most dangerous place for
journalists where 71 media
workers have been killed
since the beginning of the
events.

IHH Humanitarian Relief Foundation has been engaged in
humanitarian aid activities on the spot in Syria from 2011 and
has been delivering aid to Syrian refugees in Turkey, Lebanon
and Jordan; meeting their shelter, nutrition, health and food
needs. These needs are delivered to the people of Syria via IHH
11
coordination offices located in Kilis and Reyhanlı. IHH, serving
Syrian refugees with 57 personnel and 175 volunteers in our
coordination offices, performs charity work within Syria with
85 non-governmental formations.

Permanent Projects
IHH is involved in long-term
projects that offer solutions to
problems of Syrian refugees in
fields such as emergency aid,
sheltering, healthcare, and
education. IHH also supports
a total of 59 schools in which
Syrian children receive an
education; IHH has also
established prefabricated
schools within the refugee
camps. IHH, establishing seven
prefabricated orphanages
within refugee camps in
Turkey, puts a lot of effort into

orphanages and schools and
they also operate bakeries
which produce bread and
flour in different region.
Forty bakeries and twelve
mills established by IHH
offer their services 24 hours
a day. Furthermore, IHH has
also drilled 13 wells in regions
where access to clean drinking
water is scarce and they also
offer services where hot meals
are given out to Syrian refugees
with 19 central kitchens,
established by IHH.

prefabricated orphanages within Syria since the first
day of the crisis in Syria. Social assistance is also given
to orphan children and mothers due to traumas they
have experienced. In this respect, psychological aid
efforts, social activities, consistent food assistance,
construction of playgrounds in refugee camps, the
distribution of clothing, stationary supplies toys are
also carried out.

framework of Syrian aid efforts. In
addition to state representatives, civil
society organization representatives
also attend these meetings in
which IHH expresses its expertise
regarding aid efforts in the region
and the ongoing crisis. IHH shares
all possible ways to assist and aid the
crisis and offers global cooperation
with other participating parties. In
addition to UN meetings on Syria,
IHH has also attended international
Organization of Islamic Cooperation
(OIC), The Arab League (LAS), and The
Humanitarian Forum meetings; IHH
has effectively delivered presentations
and has ensured active participation
in workshops. With representatives
from UN sub-units, the Red Crescent
and Red Cross organizations, national
and international NGO’s, the following
took place in these meetings:
• The removal of obstacles which allow
humanitarian aid to enter Syria and
the segregation of political strife
regarding humanitarian aid
• The fulfillment of needs of refugees
located in neighbouring countries
• Preparation against the possibility of
an even larger crisis
• The identification of human rights
violations and the resumption of
international mechanisms
• The provision of safety towards NGO
personnel carrying out humanitarian
aid efforts
• The preparation and discussion
of reports regarding the crisis in
Syria and the cooperation between

Humanitarian Diplomacy
Since the founding of IHH
Humanitarian Relief Foundation, IHH
has played key roles with its aid efforts
and humanitarian diplomacy efforts
in crisis zones and played the role
of arbitrator and mediator as well as
undertaking tasks in delivering aid in its
most effective manner to civilians. IHH
is currently carrying out humanitarian
diplomacy tasks in an attempt to protect
and rescue civilians involved in the
crisis in Syria. In this context, two
Turkish journalists were captured by
Syrian intelligence officials in March of
2012 and IHH underwent various efforts
in order to free the two journalists. As a

result of the initiatives taken, journalist
Adem Özköse and cameraman Hamit
Coşkun were set free 58 days after their
arrest. IHH partook its role as mediator
which took role in the releasing of 2,138
Syrian, 70 Iranian, 1 Afghani citizen
and 6 journalists taken captive by the
Syrian government and by opposing
forces; Turkish citizens İdris Çanakçı
and Ekrem Ciğerli, residing in Syria
with their families at the time, were also
freed and brought to Turkey. Finally, IHH
played a mediator role with the release
of Bünyamin Aygün. IHH ensures the
gathering of neighbouring religious
leaders in an attempt to prevent the
spread of the crisis to a wider geography
where violations and injustice, mainly
targeting women and children, has
reached alarming proportions in Syria.
In order for sanity to remain dominant,
public support is necessary.
IHH is currently continuing efforts in an
attempt to ensure the release of women,
children, journalists and all civilians.

Thousands of people are held captive in Bashar al-Assad’s prisons and
buildings turned into prisons. Those held captive in these prisons are subject
to torture and this has been proven with images and documents and has been
presented to the international community. This humanitarian crisis which
has caused massive destruction in the country will continue its influence
for many more years and must be put an end immediately. IHH has been
calling out to all parties since the beginning of the war in an attempt bring
an end to the crisis, they are as follows:
1. Efforts favouring human life should
be continued in an attempt to solve
to the crisis and tragedy.
2. Special effort should be exerted to
stop and prevent torture, cruel and
degrading treatment, rape crime
against women and young girls as
well as inhuman treatment; those
responsible should be punished.
3. More extensive and consistent aid
campaigns should be arranged in
order to deliver humanitarian aid
to those Syrians who were forced
to leave their homes.
4. Precautions should be taken by
institutes and organizations towards
refugees’ living environments and
special efforts should be made in
order to provide child safety, health
provision and education.
5.Our priorities must be orphan
and waif children’s protection and
support.
6. A humanitarian corridor must be
formed in order to deliver aid and
assistance to crisis regions more
efficiently.
7. All official, semi-official, and civil
international mechanisms of the
Muslim world must fulfill their
responsibilities in order to resolve
the crisis in accordance with the
people of Syria.

8. NGO’s, opinion leaders, and scholars
must partake in active efforts in an
attempt to prevent sectarian conflict
as well as a resolution to the crisis.
9. Syrian NGO’s should be visited in place
by official international foundations
in order for the crisis in Syria to find
its place in world public opinion.
10.The release of imprisoned women and
children should be assured.
11. International human rights organizations
must act urgently in order to put an end
to the human rights violations taking
place in Syrian prisons. Preventive
and solution oriented efforts must be
launched.
12.Efforts aimed at protecting civilians
must be expanded and in this regard,
protective measures must be taken.
13.A special Syria Missing People
Research Commission must be
established in an attempt to look into
missing people since the beginning
of the crisis in Syria; the fate of the
missing persons must be identified.
14.Studies and events must be carried
out aimed at youth who were forced
to leave their homes in Syria. In
this regard, summer youth camps,
summer schools, sports activities, and
art activities will be held with the aim
that the youth will engage in life and
maintain their hopes and ambitions
towards the future.

together on common ground within the
scope of "One bread one blanket for Syria"
in December of 2013 and "I need you"

campaigns in January of 2014. Monetary aid
collected within the scope of the campaigns
is delivered to those in need within Syrian

Aid Trucks
IHH delivers
aid through
their logistic
coordination
offices,
located in
Reyhanlı
and Kilis, to
needy Syrian
refugees.
With the "I need you" campaign and with the leadership of IHH, 30 nongovernmental organizations from 16 countries (Qatar, Kuwait, Bahrain,
Saudi Arabia, South Africa, Australia, England, Libya, Denmark,
Macedonia, Tunis, Singapore, Austria, Algeria, Bosnia and Herzegovina,
and Hong Kong) organized a humanitarian aid convoy consisting of 300
trucks. The convoy, carrying in total 16-million Turkish Liras worth of
aid, has made entry into Syria from the different border crossings as of
April 11, 2014. Sponge, hygiene and cleaning packages, baby packages,
milk, water, medicine and medical supplies were all delivered to the
region. The organization commission is currently preparing to send
another aid convoy as of late June 2014.
