Cricket is a game that owes much of its unique appeal to the fact that it is expected to be
played not only within its laws, but also within the SPIRIT OF THE GAME. Any action,
which is seen to abuse this spirit, causes injury to the game itself. The major responsibility
for ensuring the spirit of fair play rests with the Captains.
1. There are two Laws, which place the responsibility for the team’s conduct
firmly on the Captain.
Responsibilities of Captains
The Captains are responsible at all times for ensuring that play is conducted
within the Spirit of the Game as well as within the Laws.
Players’ Conduct
In the event of any Player failing to comply with the instructions of an Umpire, criticizing
his decisions by word or action, or showing dissent, or generally behaving in a manner
which might bring the game into disrepute, the Umpire concerned shall, in the first place,
report the matter to the other Umpire and to the Player’s Captain requesting the latter to
take action.
2. Fair and Unfair Play
According to the Laws the Umpires are the sole judges of Fair and Unfair Play. The
Umpires may intervene at any time and it is the responsibility of the Captain to take
action where required.
3. The Umpires are authorized to intervene in cases of: *Time wasting *Damaging the pitch.
*Intimidatory bowling. *Tampering with the ball.
*Any other action that they feel to be unfair.
4. The Spirit of the Game involves RESPECT for: *Your opponents. *Your own Captain and Team.
*The role of the Umpire. *The Game’s traditional values.
5. It is against the Spirit of the Game: To question an Umpire’s decision by word or gesture.
To direct abusive language towards an opponent or Umpire.
Indulge in cheating or in any sharp practice, e.g.
(a) appeal, knowing that the batsman is not out.
(b) advance towards an Umpire in an aggressive manner when appealing.
(c) seek to distract an opponent either verbally or by harassment with
persistent clapping or unnecessary noise under the guise of enthusiasm and
motivation of one’s own side.
6.Violence
There is no place for any act of violence on the field of play.
7. Overall Conduct
Players, Captains and Umpires together set the tone for the conduct of a
cricket match, and every player is expected to make an important contribution
to this.

Extreme Weather Guidelines
Adolescents are at particular risk of heat illness. If there is adverse
weather forecast (extreme heat) for the scheduled playing day, the
Executive Committee may in advance cancel play or declare an Extreme
Weather Day. On an Extreme Weather Day, play will cease immediately
a result is achieved.
Refer to VSDCA website for Extreme Weather Day Guidelines to be
adopted to reduce the likelihood of injuries and illness on an Extreme
Weather Day.
Covers Policy
It is not compulsory to cover pitches in J G Craig matches unless directed
to do so by the Executive Committee. The use of covers during a match is
permitted but is only allowed at the sole discretion and under the direction
of the umpires.
Clubs should check the Association Website http://www.vic.cricket.com.au
by 12 noon on the day preceding a match, where a direction as to the use of
covers will be recorded.
Umpire Fees
A flat rate of $90 - irrespective of starting times. For matches abandoned
at ground prior to the scheduled commencement of play - $30.
Approved Cricket Balls
Kookaburra VCA Regulation or Kookaburra Club Match.

RULE 1: “THE LAWS OF CRICKET” (2000 Code 5th Edition – 2013)
RULE 2: EXECUTIVE POWERS
The Executive has the power, or may if it so wishes, delegate such power to a
person or persons, to include, amend or alter the rules, guidelines or policies
governing the J G Craig Competition, as it may see fit.
It is intended that the Executive would not normally invoke such power/s unless there were unusual or extreme circumstances wherein the existing rules
would be seen to be insufficient or harmful to the interests of the game, the
VSDCA or a club/s or player/s.
RULE 3: GROUND AVAILABILITY FOR FINALS
The Executive requires all VSDCA clubs to advise the Executive (in writing)
by December 31 each year as to the availability of their grounds (or otherwise)
for the J G Craig Finals series (Quarter-Finals and Semi-Finals).
RULE 4: CLUB TERRITORIES
COMMON TERRITORY
All areas of Victoria shall be Common Territory between all Clubs.
Residential qualifications shall not apply. Clubs are requested to work in close
liaison with the schools in their area. It is desired that all players be taught and
encouraged to observe, at all times, the ethics of the game, and any attempts at
gamesmanship and time wasting are to be stopped immediately.
RULE 5: PROGRAMME OF MATCHES
5.1 Each group will play a first round series of 6 matches, the dates of which
shall be arranged by the Executive Committee. At the conclusion of
these matches the leading teams in each group (to be decided by the
highest points or, if these be equal, by the highest percentage) shall qualify for second round of matches, the dates of which shall be arranged by
the Executive Committee.
5.2 In the case of extreme weather the Executive Committee has the power
to alter the playing conditions on any given day.
5.3 Quarter and Semi-Final rounds will be played across the Groups as
determined by the Executive, with matches to be played on the Home
Grounds of the competing teams which finished higher on the Ladder
than their opponents at the end of the first round matches, as per the following table:

RULE 6: RESULTS OF QUARTER and SEMI-FINALS.
6.1 Should any of the Quarter and/or Semi-Finals not reach a decision on the
first innings or a tie results, the winning team shall be deemed to be the
team attaining the highest position in its Group at the conclusion of the
first round matches.
In the event that the competing teams having each reached a similar
position on the ladder after their first round matches, then the winner is
to then be determined by the team which has achieved the higher number
of points in the first round matches and in the further event their respective points are also equal, then the winner shall be determined on the
basis of the team with the higher percentage.
6.2 In the Final match a first innings decision, if possible, will be necessary
to determine the Premier Team. If not determined or a tie results, then
Joint Premiers will be declared.
RULE 7: POINTS AND PERCENTAGES
7.1 All matches shall be played on the point system, viz.:
First innings win.............................................................. 6 points
Tie on the first innings.................................... each team 3 points
Draw and/or Abandoned match...................... each team 3 points
Bye................................................................................ Nil points
Forfeit........................Maximum points in that Group and Round
7.2 If two or more teams are equal, in points, their respective positions shall
be deemed by percentages in accordance with VSDCA Pennant Rule 5.3.

RULE 8: ELIGIBILITY OF PLAYERS
Players must be under the age of 15 years at September 1 of the current
season. (Verification can be obtained from the Local Association). Any girls
wishing to play in the J G Craig Competition must be under the age of 16 at
September 1 of the current season.
Players under 13 on September 1 MUST obtain the written approval of
a parent/guardian before playing. No player shall represent more than one
Club in any one season. Any Club playing an ineligible boy shall be deemed
to have lost all matches in which the offender played, and may also be dealt
with under Incorporation Rule 32.2 of the Sub-Association.
Each club will register minimum 13/maximum 15 players. If a Player is selected in a Cricket Victoria Regional (Under 14 or Under 16) squad, which
are finalised before the J G Craig registrations, he is ineligible to play in this
Competition.
Player registration must be entered online into the ‘MyCricket’ system NO
LATER THAN DECEMBER 7 of each season.
RULE 9: PLAYING CONDITIONS
9.1 Playing hours will be 10.00 a.m. to 4.20 p.m. with a luncheon adjournment of 40 minutes, taking place from 12.50 p.m. to 1.30 p.m. Should an
innings terminate after 12.20 p.m., and before 12.50 p.m., the luncheon
adjournment shall be taken forthwith. Home Clubs are required to supply a suitable lunch and drinks for both teams and the Umpires at the
lunch break.
9.2Immediately before tossing for the choice of innings the Managers of
each Team shall give the Officiating Umpires a list of the twelve players
named to play in the match along with the names of the substitute fieldsmen to be used in that match (maximum of three permitted); and having
done so, no alteration shall be made without the consent of the opposing
Team Manager.
NOTE: Of the twelve players named, only eleven of these players shall
be permitted to participate as batsmen, and only eleven shall be permitted to bowl or keep wickets (i.e. the batting twelfth man and the bowling
twelfth man may be two different players). The bowling twelfth man is not
permitted to keep wickets. The team declaration form must indicate which
player will not bat and which player will not bowl or keep wickets.
9.3 In all matches if the innings of the side batting first has not been previously completed, it shall be compulsorily closed on completion of 45
overs, whereupon lunch shall be taken. When the completion of the
45 overs occurs after the time scheduled for lunch, the luncheon ad10

journment shall be reduced accordingly with play to recommence at the
scheduled time for resumption, and only then provided there has been a
minimum luncheon break of 30 minutes.
If the innings of the side batting first is compulsorily closed, the side batting second, if it is not dismissed will bat for the bowling of the allotted
overs, except on an Extreme Weather Day, when play shall cease immediately a result is achieved, whereupon its innings shall be compulsorily
closed. If the innings of both sides are compulsorily closed, the match
is then completed and play shall cease. The Umpires shall ensure that
adequate over-rates are maintained during play.
If the innings of the side batting first has been completed, other than by
compulsory closure, then the side batting second, if it is not dismissed,
will bat for the bowling of the allotted overs, except in the case of extreme heat.
Where both sides have completed an innings the match shall end.
No bowler shall be permitted to bowl more than nine overs in any
innings. In addition no bowler, either fast or slow, shall be permitted
to bowl more than five consecutive overs in any innings. The break
between spells shall be a minimum of 30 minutes, including scheduled intervals, and any unscheduled breaks in play.
A bowler who has bowled less than five consecutive overs, may resume bowling prior to completion of the break, but this shall be considered as an extension of the same spell and the maximum spell
limit of five overs shall apply. Following completion of the extended
spell, the normal 30 minute break between spells shall apply, with
the break within the spell to be disregarded.
Note: The Laws of Cricket (2000 Code 5th Edition – 2013) Law 2 (5)
regarding fielder absent or leaving field applies.
A penalty of one run shall be scored for a no ball. This penalty shall apply irrespective of any runs scored by the batsman, or any runs scored in
the form of byes or leg-byes.
Either Umpire shall call and signal no ball for any delivery which passes,
or would have passed, above the shoulder of the striker standing upright
at the crease.
If time is lost before or during the game, the remaining time shall be
divided by two, the team batting first shall be entitled to bat for a period
of ten minutes less than half the remaining time, or for a total number of
balls determined by subtracting from 45 overs one over for each three
and one-half minutes of time lost.
Where the maximum overs are reduced for either innings, because of

interruptions, the limit for a bowler shall be one-fifth of the adjusted
maximum, except for any bowler who has already exceeded the reduced
limit.
No further deliveries shall be made by a bowler who has reached or
exceeded a re-calculated limit, except to complete an over previously
commenced by him.
Where the re-calculation of a bowler’s limit results in a fraction, the
limit shall be raised to the next higher number for as many bowlers as is
necessary to absorb the balance in whole overs.
A part of an over bowled under the provisions of Law 22.8 “The Laws of
Cricket” (2000 Code 5th Edition – 2013) shall count as one full over in the
limit of each bowler concerned in that over.
All other conditions, as stated above, will still apply with the exception that
the number of balls be changed to read as determined by this paragraph.
“Wide Ball” – the definition as contained in Law 25 of “The Laws
of Cricket” (2000 Code 5th Edition – 2013) shall apply to determine
whether a delivery is wide.
9.10 If play has not commenced by 1.30 pm the game will be abandoned.
9.11 Where a batsman has been retired by his Team Manager or Coach, in
order to give a lower order batsman a chance to bat, this shall not count
as a dismissal. The player would be considered “retired – not out” in
compiling match results and averages.
9.12 The Home Club will supply new four piece approved balls. The team
fielding second shall also be supplied with a new ball of the same type
and brand. A new ball will be used in the first innings of each team in
Quarter and Semi-Finals, supplied by the Home Club, and in the Final,
supplied by the Association.
9.13 No more than three substitute fieldsmen may be used by any one Club in
any one match.
9.14 No one shall field closer to the batsman than half the pitch’s length from
the batsman’s middle stump.
With the exception of those in the slips quadrant and the wicket-keeper,
no player shall be allowed to enter the restricted zone until the ball is
struck by the batsman, strikes the body or equipment of the batsman or
passes through to the wicket-keeper.
If a player enters the restricted area after the bowler has released the ball
and before the ball is struck by the batsman, strikes the body or equipment of the batsman or passes through to the wicket-keeper, the umpire
at either end shall call and signal no ball.

If a player enters the restricted area before the bowler releases the ball
the umpire shall prevent delivery of the ball.
RULE 10: COVERS
10.1 It is NOT compulsory to cover pitches on the evening prior to a match
unless directed to do so by the Executive Committee. If such a direction
is given by the Executive Committee the minimum size of the cover
used should be 28 metres by 10 metres.
10.2 In the event of inclement weather during a match the decision to use the
Covers is at the discretion of the Umpires, and should such a decision
be made it is the responsibility of both teams to assist with the labour
required in laying and/or removing the Cover.
GENERAL PROVISIONS AND INSTRUCTIONS
11. Attempts at gamesmanship and time wasting are to be stopped immediately. Under no circumstances are the decisions of Umpires to be
queried.
12. Batsmen are to wear a helmet (unless a written authority from a parent
requesting exemption is received) and it is compulsory for a wicketkeeper to wear a helmet when standing up to the stumps.
13. Each Club shall supply its own material and appoint a competent person
to manage its team. Any Manager/Coach appointed must be Cricket
Victoria Accredited. Each Club shall supply its own scorer. The Home
Club will be responsible for its scores to be telephoned to Peter Flack
on 9467 1118 between 4.40 p.m. and 5.30 p.m. on each day. Any club
failing to comply with this rule will be fined $30 for each match of default.
14. At the conclusion of the match each Umpire shall cast votes 3 – 2 – 1 for
the best 3 players in the match. Umpires will email votes to Peter Flack
at [email protected] daily and shall forward both the Team
List and Match Report to the Association Secretary, P.O. Box 5025,
Cheltenham East, 3192 within 24 hours after completion of each match.
15. (a) Two VSDCA Umpires will be appointed to each first round match.
Their fees (as listed on page 6) will be paid by the competing Clubs.
(b) VSDCA Umpires will be appointed to Quarter Finals and Semi-Final
Matches. Their fees will be paid by the competing Clubs.
(c) VSDCA Umpires will be appointed to the J G Craig Competition
Final match and will be paid by the Association.
(d) Fees must be paid no later than the end of the lunch break.

PLAYER BEHAVIOUR
16. Umpires may, at their discretion, issue a warning to any player(s)
infringing “The Spirit of the game / Player Behaviour”, as per page
3 of this Handbook, and in extreme cases such player(s) may be sent
off the field for such period of time, and under such conditions, as
the Umpires may determine. All Umpires’ actions must be included
on Match Report.
