guidance. The update will cover Federal Accounting Standards Advisory Board's (FASAB’s) ongoing
projects to evaluate the existing accounting standards and the reporting model as well as fiscal
sustainability reporting and social insurance. The update will also address the Accounting and Auditing
Policy Committee's (AAPC’s) efforts to provide implementation guidance for property, plant, and
equipment accounting standards.

and Performance Audits

This session will present the new Federal Information System Controls Audit Manual (FISCAM) as a
practical guide to the information system (IS) controls work needed to support any audit engagement. The
new FISCAM will be introduced in the context of the new risk assessment Statements on Auditing Standards
and NIST regulations for computer controls. An approach to satisfying the IS coverage needed in any audit
engagement will be presented.

The Financial Management Service of the Treasury Department will be rolling out a new initiative,
Financial Information Reporting Standardization (FIRST). The FIRST initiative will replace several
current reporting systems, including FACTS I and FACTS II. It will improve data quality while
streamlining the reporting function. This session will serve as an early warning to agency personnel
interested in the significant changes FIRST will bring to agency reporting.

The Financial Services Center (FSC), part of VA's Franchise Fund, provides technical assistance with

or prevented millions of dollars of improper/erroneous and duplicate payments.
