REGISTRATION FOR THE 2014 GENERAL
ELECTIONS IS COMPULSORY BUT VOTING IS NOT
THE introduction of Electronic
Voter Registration (EVR) which will
also register information of 14-yearolds will set the platform for general
elections as the country heads to the
poll in 2014.
The Acting Supervisor of
Election Mr Soro Toutou said among
other benefits the EVR or Bimetric
Voter Registration would reduce the
cost of running the election in so
many ways.
Other
benefits
including
prevention of vote rigging, reduces
the cost of running an election and
makes the polling stations voter
friendly.
A one-day election is also
possible because of the EVR and all
its streamlining processes.
“This not electronic voting like
that used in the USA but electronic
voter registration,” Mr Toutou said.
The EVR will require a
fingerprint, a photograph and
other details of the voter during
registration.
“It is important to know that
registration for the 2014 general
elections is compulsory but voting is
not compulsory, ” Mr Toutou said.
“We will issue an ID card to
every registered voter. The data
collected during registration will
help government’s National ID data
collection.
“In the past poll results are
known after four or five days, that
will change.
“For instance if the election
ends at 5pm, the vote counting will
begin immediately after that and the
result determined the same day,” Mr
Toutou said.

The launch of the new EVR will
be between June to August next year.
In the last elections people who
did not vote were fined $20.
Unfortunately, the total cost of
prosecuting a single person cost
more than $100 so the Government
loses out.
“The total cost of fines for not
voting in 2006 was more than $1
million dollars but to prosecute them
it would cost more than $20 million,”
Mr Toutou said.
“A special feature of the election
reform is the registration of 150,000
young voters who are now between
the age of 14 to 17. These young
voters will be part of the 660,000
voters to be registered in Fiji next
year.
“Those who are 14 this year
will turn 18 in 2014 which mean
they must register,” Mr Toutou said.
“There are two options, it’s either we
go to schools or wait until they are
16 or 17 years old to register them.”
Mr Toutou said the EVR
Working Group would decide which
options to take.
“It will be much easier to
use the EVR in Fiji because of
the streamlining process and the
Proportional Representation List
System. The Election Office is also
aiming at reducing the number of
election boundaries from five to four.
Another improvement is the
reduction in the number of ballot
boxes used during election, now that
only one ballot paper will be used.
“We will be using transparent
boxes to enable us to see the ballot
paper and not the content as the
paper will be folded.”

The European Union must
help Fiji so that it is able to
supply sugar to our major
sugar buyer in Europe says
our ambassador to the EU, Mr
Peceli Vocea.
Although we have been
given the security of market
access, Fiji has not reaped
4!,$ 7*66$ 8,',(4$ %7$ 4!"#$ ',&$
arrangement.
This is because our sugar
production and consequently
exports have been indirectly
affected by the EU policy to
withhold sugar funds under
the Accompanying Measures
Support Program (AMS),
which Fiji is entitled to as a
signatory state of the ACPEU sugar protocol.
These measures were
meant to offset the impact of
the EU sugar policy reform,
which entailed a cumulative
36 per cent price cut that was
progressively implemented
from July 2006.
Mr Vocea says the
decision to continue to
withhold sugar funds under
the AMS Program in Fiji’s
view “is due to a perceived
lack of Fiji’s political
progress and understanding
of our situation”.
He said EU did not
know that this decision
had
far-reaching
and
detrimental impact on the
Fijian economy, the lives of
the poor farmers and many
more who were directly and
indirectly associated with the
industry, their families, and
the productivity of our sugar
industry, as a whole.
These in turn, affect
supply to a major EU

with whom Fiji has had a
well-established long-term
relationship.
“Without adequate supply
from Fiji our buyer in Europe
would be worse-off, as a
result of a lack of access to
raw materials,” he said.

dismantled roof and muddy soil to
cushion her sorrows.

(pictured), of Navo, Nadi turned upside
down when her husband died in 2005
and she had no one to turn to except
the Government’s Poverty Alleviation
Program (PAP) which gave her a new
life.
The recent visit by a delegation from
the International Poverty Reduction
Centre in China (IPRCC) headed by the
Minister for Social Welfare, Women and
Poverty Alleviation Dr Jiko Luveni to the
PAP project sites in Nadi, gave light on
this woman’s story. Mati initially lived in

Recalling the painful days when

a shed with little to eat and left on the
mercy of her relatives, Mati applied for
government assistance.
“There were days when I cried and
living in that shed at night has left me
with bitter experience. While living in
that shed I dreamt of having my own
house one day,” Mati said.
Her prayers were answered when in

learnt about her and reviewed her case.
Under the PAP housing project Mati
was then assisted with a two-bedroom
house with kitchen and proper toilet
facilities. The total costs of the project
came to $5000 and Mati said she longer
have to bear the heat and rain she
previously experienced under the shed.
Apart from being blessed with a
house Mati said she receives monthly
$60 family assistance allowance and $30
food voucher from the Social Welfare.
Through
the

voucher
programme she can now afford her three
meals unlike before she only wished
where her next meal would come from.

The project will replace 22,000
tones of expensive diesel and
heavy fuel oil purchased by the Fiji
Electricity Authority to meet power
needs on Viti Levu. Project manager

Ltd had a capacity to supply 40
megawatts of electricity hourly with
an annual output totaling 101 GWT
of electrical energy.
With that kind of output, Mr

on fossil fuels would be greatly
reduced.
“FEA estimates a decrease of 20
per cent reduction in fuel costs for
Viti Levu,” he said.
The project that is scheduled to
be opened in August 2011 involves
the construction of a dam upstream
of the Sigatoka River near the
convergence point of the Nukunuku
and Qaliwana Rivers.
The dam is 43.5 meters high,
87.83 meters long and is 8.5 meters
wide at the top.
It can store a minimum capacity
of one million cubic meters of water
and a maximum of two million
cubic meters.
The water is passed through a
two kilometer rocky tunnel into a
steel penstock 1.4 kilometers long
which delivers it to the power house
on the banks of the Ba River.
Other
construction

include 17 overhead steel towers,
the construction of a 132 kv
switchyard which will interconnect
the Nadarivatu Scheme to the
existing Vuda-Wailoa 132 KV line.
The powerhouse itself is 42.85m
long, 18m wide and 32m high.
