With this letter, I hereby submit my resignation from the position ofConstable. effective
July 29,2014. As many of you may or may not know, my wife of2l years passed away
December 20, 2012.
This unexpected tragedy in our family has taken it~toll on us all. I’ve really not been able
to perform my duties as Constable to the best ofmy abilities since her death. Although I
am very appreciative of the people’s faith in mc, I feel that III can’t due them justice in
the way I perform the duties of the office they elected me to, then I should not keep
holding the position. My children and I also have had to downsize and are now relocating
and I believe that I Will be outside of the district as well.
Although you ultimately have the final say in this matter, I highly recommend the man
who ran against me, C. Kelly Crosswhite, A man that I know as honorable, and of who 1
have the utmost respect for
I wish you good luck in whomever you choose to replace me with and know that I was
honored to serve you and the citizens of Sullivan County.

I Constable 0 Dwain Hittinger have proudly held the position as Constable for 18 years
in the 10th District of Sullivan County. I have worked the school zones and school
bailgames where I have met a lot of great people of the comniunity. I have patrolled the
community to keep everyone safe as I could. As a Constable I have made several DUI
arrest (in one ofthe years making a total of 15 DUI arrests in a single year), I have made
several driving on revoke license arrests, I have made one domestic assault arrest and I
have caught 2 persons of Sullivan County Sheriff’s most wanted. I have assisted Sullivan
County Sheriffs Department as back up and had the trust of the Sheriff and his
commanding officers to answer calls by myself when all Deputies were answering other
calls. I am taking on a new position that would be in conflict of interest as a Constable.
The job will be serving the community as a deputy ofthe Sullivan County Sheriffs
Department. As of 2 September 20141 will be resigning as the Sullivan County 10th
District Constable. I have enjoyed the position and would like to thank the people who
had the trust in me and elected me for the position in 1996 and for every election there
after.

RESOLUTION To Authorize Sullivan County To Purchase An 800 MHz P25 Digital Radio
System
WHEREAS, this system will include infrastructure, such as towers with four (4) microwaved
simulcast repeater sights — being Holston Mountain, Bays Mountain, Downtown Bristol, and
Blountville; and
WHEREAS, this system will include radios for the Sheriffs Department, EMS, EMA, and
Sullivan County Volunteer Departments;-an4 Rescue Squads; and
WHEREAS, this in cooperation with the State of Tennessee, Kingsport, Bristol, and Sullivan
County; and
WHEREAS, the price for the P25 Upgrade is $6,249,000.00; the price for 1,210 radios with
programming and installation is $4,293,215.00— total being $10,542,215.00. This will be under
a lease/purchase agreement running for 10 years with an APR of 4.12% - making the annual
payment $1,361,411.00; and
WHEREAS, the first payment would be due in two (2) years following the date when the
contract is awarded; and
WHEREAS, a separate handout includes the Interlocal Agreement, Contract with the State of
Tennessee, and the contract with Motorola Corporation.
NOW THEREFORE BE IT RESOLVED that the Board of County Commissioners of
Sullivan County, Tennessee, assembled in Regular Session hereby authorizes Sullivan
County to purchase an 800 MHz P25 I)igital Radio System as described in above details.

RESOLUTION To Offer A More Cost Effective/Efficient Way Of Acquiring Insurance For
Voluirteer Fire Department (54310) And Rescue Squad/Life Saving Crew (54420)
WHEREAS, the Volunteer Fire Department (54310) requested for their 2014-2015 budget a
total of$1,620,030 and the Rescue SquadlLife Saving Crew (54420) a total of $330,596 for their
2014-2015 budget which is a total request of $1,950,626 of tax payers contributions to nonprofits; and
WHEREAS, the Sullivan County 2014-2015 budget recommeads $1,487,654 be provided the
non-profit Volunteer Department (54310) and $294,823 be provided the Rescue Squad/Life
Saving Crew (54420) for a total of$ 1,782,427 tax payers contributions to these non-profits; and
WHEREAS, the representatives for the Fire Department (54310) and Rescue Squad/Life Saving
Crew (54420) in budget hearing informed the Commission thirty percent (30%) of their budgets
go to ever-increasing insurance costs that are not bid out; and
WHEREAS, the estimated combined insurance costs for these non-profit fund recipients for
2014-2015 would he projected at $585,188 contrihulions of lax payers money which is an
increase of $50,460 going to ever increasing insurance premiums; and
WHEREAS, there are multiple companies that arc insurance providers to volunteer fire
departlncills and rescue squads/life saving crews,
NOW’I’HEREE’ORE BE IT RESOLVED that the Sullivan County Purchasing I)epartrnent
be allowed to advertise and/or solicit bids for ~surance coverage for the non—profit
Volunteer Fire Department (54310) and Rescue Squad/[1ife Saving Crew (54420) thus
providing a potential cost savings for the non—pt-out ol’gahlizalion,s and the ci~ritrihiiting tax
p avers.

RESOLUTION Accepting From William L. McCoy, Jr., Property Located On hemlock
Drive.
WHEREAS, William L. McCoy, Jr. wishes to donate to the County property located in the 14th
Civil District of Sullivan County; and
WHEREAS, said property is more particularly described as 4.2 acres of land located on Hemlock
Drive in Kingsport, Tennessee 37663, Control Map 077, Parcel 036.00, as shown on a plat titled
“Charles D. Chase Property,” dated November 2, 2006 by Murrell Weems, RLS; and which was
conveyed to William L. McCoy, Jr. by deed dated January 9, 2013, of record in the Register of
Deeds Office in Blountville, Tennessee, in Deed Book 3064 at Page 684.
NOW THEREFORE BE IT RESOLVED that Sullivan County hereby accepts from
William L. McCoy, Jr., the property herein described.
This resolution shall take effect from and after its passage. ~~ll

RESOLUTION Regarding Application For Grant Funds From Fast Track Infrastructure
Development Program
WHEREAS, this resolution authorizes an application for grant flmds to the Fast Track
Infrastructure Development Program (FIDP) of the Tennessee Department of Economic and
Community Development. The FIDP program was formerly known as the Tennessee Industrial
Infrastructure Program (TIIP). The programwill be used for the extension ofsewer related to the
location of Chef Minute Meals Inc. location in the Tn-County Industrial Park.
WHEREAS, the project will provide the necessary sewer improvements for the location of Chef
Minute Meals project within Sullivan County; and
WHEREAS, Fast Track Infrastructure Development Program (FIDP) funds can be used to
grading improvements for the project; and
WHEREAS, the estimated cost of the project is $146,000 with proposed finding of $116,800
from the Fast Track Infrastructure Development Program, $29,200 from Sullivan County.
The County Mayor is authorized to enter into any and all necessary agreements and assurances to
implement this application and for the subsequent award.
NOW THEREFORE BE IT RESOLVED by Sullivan County to submit an application to
the Tennessee Department of Economic and Community Development FIDP program for
the project.
This resolution shall take effect from and after its passage. All resolutions in conflict herewith
be and the same rescinded insofar as such conflict exists.

through the Tennessee Emergency Management Agency / Homeland Security for the purchase of
equipment / training; and
WHEREAS, said grant is funded one hundred percent (100%) thereby requiring no matching
funds by Sullivan County.
NOW THEREFORE BE IT RESOLVED that the Board of Count~Commissioners of
Sullivan County, Tennessee, assembled in Regular Session on the 15~ day of September,

RESOLUTION In Support Of Maintaining Local Control Of Healthcare Systems
WHEREAS, this region is served by two exceptional healtheare systems, community owned,
locally governed and committed to providing access to the highest quality care for our citizens;
and
WHEREAS, the choices that would end conmiunity ownership and local control of our
healthcare systems are being considered, with diminished access and quality of care being likely
potential outcomes; and
WHEREAS, regional access to quality healthcare systems that are responsive to our local
population health challenges and focused on clinical excellence is integral to the overall
desirability of this region; our ability to attract employers and new investment; and to improving
the quality of life for our citizens; and
WHEREAS, healthcare is one of the largest providers of jobs in Sullivan County, Tennessee,
providing a significant direct impact on the economy of this region; and
WHEREAS, the economic impact of our healtheare systems extend beyond the provision of
employment opportunities for our citizens to include promotion and support of a healthier
lifestyle and workforce thereby making our region more competitive in attracting investment and
job creation; and
WHEREAS, the relationship between East Tennessee State University and each of our
hcalthcare systems contributes greatly to the availability of quality healthcare in our region as a
result of the creation and ongoing support for the training and research programs of the
Academic Health Sciences Center at ETSU; in addition, this relationship holds tremendous
potential to further expand and develop research and academic opportunities which will enhance
the accessibility and quality of our healthcare and broaden the economic impact of East
Tennessee State University in our region.
NOW THEREFORE BE IT RESOLVED that the Board of County Commissioners of
Sullivan County, Tennessee, and Richard S. Venable, Mayor of Sullivan County assembled
in Regular Session hereby strongly encourage the Boards of Directors of our local
healthcare systems to carefully consider the impact of their decisions on the quality and
availability of the comprehensive healthcare services currently accessible in this region,
and the economic impact likely to result from the loss of local control; and that the Boards
of Directors ensure a transparent process that is accountable to the communities they
serve; and that the potential impact of any decision on key stakeholders in this region be
considered prior to a final decision.
